REQUEST FOR PROPOSAL

1. PURPOSE OF THE EVALUATION Gavi, The Vaccine Alliance is commissioning this independent evaluation to assess the quality of the design, extent of implementation, results and sustainability of Gavi’s Private Sector Engagement Approach 2016-2020. The evaluation findings and recommendations are intended to inform the future direction and revision of the aforementioned strategy for the next strategic period (Gavi 5.0, 2021-25). The key target audience for this evaluation is the Gavi Secretariat and the Gavi Alliance Board. This is a strategic evaluation, centrally managed and overseen by the Gavi Secretariat Evaluation Unit.

2. RFP INSTRUCTIONS2.1.RFP Rules

Gavi invites you as a Service Provider to submit a competitive bid by responding to this “Request for Proposal” (RFP) for “Gavi’s Private Sector Engagement Approach”. Please follow these instructions in completing your bid.

i. This entire RFP and all related discussions, meetings, exchanges of information, and subsequent negotiations that may occur are confidential and are subject to the confidentiality terms and conditions of the Intent to Participate letter attached as Annex 1. All bidders are required to complete and return the Intent to Participate letter.

ii. The issuance of this RFP in no way commits Gavi to make an award nor commits Gavi to pay any costs or expenses incurred in the preparation or submission of proposals or quotations. Bidders are solely responsible for their own expenses, if any, in preparing and submitting an offer to this tender. The Gavi are under no obligation to justify the reasons for supplier(s) choices as a result of this RFP. Gavi may choose not to justify the business rewarding decision to the participants to this tender.

iii. Gavi reserves the right to:- reject any proposal without obligation or liability to the potential Service Provider;- withdraw this RFP at any time before or after submission of bids, without prior

notice, explanation or reason;- modify the evaluation procedure described in this RFP;- modify the timelines of the RFP; - accept other than the lowest price offer;- award a contract on the basis of initial offers received, without discussions or

requests for best and final offers;- decide not to award any contract to any Service Provider responding to this RFP,- award its total requirements to one Service Provider or apportion those

requirements among two or more Service Providers as Gavi may deem necessary.

iv. All bids must indicate that they are valid for no less than sixty (60) days from the quotation due date.

v. Faxed copies will not be accepted. Late quotations are subject to rejection.

vi. Gavi reserves the right to request additional data, information, discussions or presentations to support part of, or your entire bid proposal. Service Providers or their representatives must be available to discuss the details of their proposal during the evaluation process.

vii. All responses should be submitted in electronic version.

viii. The proposed time plan set out below indicates the process Gavi intends to follow. If there are any changes to this time plan, Gavi will notify you in writing.

ix. If the applicant is a US Citizen or resident (Green Card holder) or a non-US person living or working in the US, they should be aware of OFAC regulations.

2.3.1. Instructions to Service ProvidersAny Service Provider may request further clarification on matters pertaining to this RFP by submitting its question(s) in writing to the individual identified below. Due date for Q&A submission is stated in Section 2, para 2.2 Time Plan. In order to keep the RFP competition fair, questions on the substance of the RFP will only be answered in a public document released as stated in Section 2, para 2.2 Time Plan. Please do not contact other Project Sponsor staff to discuss the RFP. To address your questions, please use the form attached as Annex 2.

3. Gavi Overview3.1.Gavi DescriptionTo save children’s lives and protect people’s health by increasing access to immunisation in poor countries.

The Gavi Alliance is a unique organisation that aligns public and private resources in a global effort to create greater access to the benefits of immunisation. It does this with precision and in creative, innovative ways to ensure that donor contributions efficiently save lives and help build self-sufficiency in the world’s poorest communities and regions. It brings together all the main actors in immunisation including developing country and donor governments, the World Health Organization, UNICEF, the World Bank, the vaccine industry in both industrial and developing countries, research and technical agencies, civil society organisations, the Bill & Melinda Gates Foundation and other private philanthropists.

4. Background and Context for This Evaluation4.1.Gavi’s exploratory private sector engagement approachGavi’s exploratory private sector engagement approach was designed with specific aims in support of Gavi’s 2016-20 strategic period. The approach has been implemented since 2016. This approach aimed to secure incremental financial commitments and leverage resources and expert capabilities towards improving mission-aligned outcomes, beyond increasing the understanding of where and how the private sector can add value to help maximise Gavi and country resources.

The partnership modalities by which Gavi currently engages private sector include1: (a) Financial contributions (monetary support); (b) Leveraged (monetary and expertise support); (c) and Operational (expertise support by the private sector partner).

For modalities (b) Leveraged partnerships and (c) Operational partnerships Gavi has adopted two tracks for engaging with/sourcing from the private sector: (1) partnering with industry leaders to enable countries to benefit from their investment and leading expertise; and (2) separately identifying innovators with high potential solutions to scale, through an accelerator known as INFUSE.2 The expected outcome for both modalities would be the diversification of the service providers for improved and modernised immunisation delivery for Gavi and/or Gavi-supported countries.

The private sector engagement approach is primarily funded through dedicated funds from direct private sector investments, sovereign donors, and/or the Gavi Matching Fund.3

In considering which private sector entities to engage, Gavi employs an external due diligence process to identify and mitigate reputational, programmatic, and financial risks. In support of emerging private sector engagement, Private Sector Guidelines were created in 2015. Each project is subjected to an internal review process which assesses and evaluates prospective projects against Gavi and country priorities. A due diligence process is followed for all private sector partners based on agreed principles of engagement, supported by an independent third-party provider. In addition to the above external due diligence process, Gavi also conducts an internal review of its private sector approach, which is done on an annual basis to incorporate and adapt to lessons learned from each partnership. Finally, all private sector engagement proposals are reviewed by a senior Secretariat committee of Managing Directors for recommendation to the CEO. Final approval is given by the Gavi CEO.

Since 2016, approximately USD 160 million has been invested in Gavi’s private sector partnerships, with the private sector (e.g. private sector investments INFUSE donor funds) itself having contributed over 95% of the financial resources needed to develop and implement private sector partnerships (Table 1 - $2.6M of $168M in investments are from Gavi Core Funding).

6. ObjectivesThe objective of this evaluation is to assess the design of the approach, its implementation, the early results achieved, and their sustainability. The lessons learned and recommendations from this evaluation will inform future design of the approach in the next strategic period (Gavi 5.0, 2021-25).

6.1.ScopeEvaluate the overall private sector engagement4 approach, as well as its three modalities, namely: (a) Financial contributions; (b) Leveraged partnerships; and (c) Operational partnerships (previously known as “shared value partnerships”).

The evaluation will cover all modalities, including a selection of various projects during the period of 2016-2019 inclusive.

6.2.Evaluation Questions

Area 1: To what extent has the approach diversified funding, secured additional financial commitments, and leveraged financial and expert resources

To what extent has the approach been able to diversify the sources of funding? Bring additional funds to Gavi, including by raising visibility of Gavi in sovereign donor markets?

To what extent have the private sector donors and partners helped improve Gavi visibility with key stakeholders (e.g., key sovereign donors)?

To what extent has the approach been able to leverage expert capabilities (including relevant technologies) for the Gavi mission?

Area 2: To what extent are the modalities fit for purpose in regards to the Gavi 4.0 strategy

To what extent do the modalities of private sector engagement collectively contribute to the relevant objectives of: (1) Gavi 4.0 and (2) the private sector engagement approach?

To what extent has each modality achieved or is on track to achieving its specific objectives and intended results? What factors have influenced results?

To what extent is the Gavi Secretariat’s engagement processes for private sector partners transparent, competitive and efficient?

What were the costs of the implementation of each modality? To what extent has each modality demonstrated value for money?

Questions for selected projects under each modality: To what extent is this project addressing an identified country need? To what extent is the project aligned with other Gavi support and investments? What was the role of the different stakeholders in development, implementation and

monitoring of the project, and to what extent was this well coordinated? Has the project acquired the necessary clearances in the country/countries of

implementation prior to onset of implementation, in particular regarding projects with innovation components?

To what extent has the project achieved or is on track to achieving its intended results, including scalability? What factors have influenced the results?

To what extent is the project sustainable from programmatic and financial perspectives?

To what extent is the project viewed as relevant, and of value to the private sector partner and to implementing Gavi countries?

Area 3: Lessons learned and unintended consequences

What lessons have been learned from the exploratory approach regarding design (including its Theory of Change and M&E framework), implementation, efficiency and effectiveness, impact and sustainability?

What are the resulting recommendations for future design? What if any unintended consequences have been observed (positive/negative/neutral) of

this approach for each modality and overall approach? To what extent has Gavi appropriately considered and mitigated risks associated with

entering into private sector partnerships? Through a literature review provide information on:

o How does Gavi’s exploratory private sector engagement approach compare with efforts of similar organisations? What can we learn from this?

How have Gavi’s efforts shaped the way in which multi-lateral institutions engage with the private sector?

To what extent have private sector partners and investors perceived the approach and experience of working with Gavi of value, relative to other opportunities?

6.3. Methodology The proposed independent evaluation will be retrospective in nature and will consist primarily of a desk review of key Gavi documents, including the operational, leveraged and financial private sector partnerships: https://www.gavi.org/investing-gavi/partnering-business, complemented by Key Informant Interviews (country visits will be undertaken if relevant). The evaluation should be utilisation and learning focused and this should be built into the proposed approach.

7. Requirements, Deliverables & Timelines7.1.Requirements

Following the issuance of the RFP, all interested bidders are invited to submit a proposal not exceeding 30 pages including:   

Understanding and background of the topic under review;   Supplier past experience and performance information in the topic;  Methodology including description of the methods and approaches, and acknowledgement

of potential limitations;  Detailed work plan and timeline to implement the evaluation (kindly use the template in the

Annex 5);  Proposed team composition, responsibilities and structure;    A communication plan for dissemination of results. 

  The following documents should be attached to the proposal: 

CV (resumes), not exceeding five pages for Principal investigators;  Other documents that may be relevant to clarify expertise in conducting the work.  Bidders are encouraged to include links to any similar previous work products available

online that demonstrate their relevant experience and expertise.

8. Evaluation Criteria8.1.Decision Making Process

The decision to award any contract as a result of this RFP process will be based on Service Provider’s responses to this RFP, quality of recommended expert resources and any subsequent negotiations or discussions.

The decision-making process will consider the ability of Service Provider(s) to fulfil Gavi requirements as outlined within this RFP, and cost of the review proposals will be evaluated as appropriate against the following criteria:

Technical criteria:o Evaluation framework and design;o Demonstrated understanding and operationalisation of the evaluation questions;o Appropriate methods proposed for undertaking the work; o Ability of the bidder to carry out the scope of work (based on qualifications of the

team, including CVs of key experts); o Understanding of, and ability to meet, Gavi’s requirements and deliverables;o Service Provider’s qualifications, reputation and backstop support;o Experience with similar projects;o Track record of conducting high quality evaluations.

Pricing:o Overall cost;o Realistic costing of the proposal.

If a Service Provider would like Gavi to consider any other criteria during the decision-making process, it should notify Gavi in writing when confirming intent to participate (See intent to participate letter attached in Annex 1).

9. Financial Proposal9.1 Requirements for Technical Proposal

Following the issuance of the RFP, all interested contractors are invited to submit a proposal that describes:

a) evaluation framework with the key questions to be addressedb) detailed description of the evaluation methods, and approachesc) detailed work plan, budget and timeline to conduct evaluationd) quality assurance plan that covers all key steps of the evaluation process

9.2Requirements for Financial ProposalThe financial proposal should be a standalone document (using excel). This should:

i. Provide full details of your financial offer. This should include fixed costs and any variable costs.

ii. Indicate the components of your financial offer.iii. Please use the template in Annex 6.iv. Provide the past 3 years’ Financial Statements, namely: Auditor’s page, Income/P&L,

Balance Sheet & Cash Flow.

Please note that in accordance with Gavi’s Headquarters Agreement with the Swiss Government Gavi is exempt from VAT, as well as customs taxes and duties in Switzerland. Consequently, your prices will have to be submitted to us net of any tax and in US$. The necessary documents will be sent to the selected provider(s) upon the ordering procedure.
