Speaker Won Pat: Good afternoon everyone. Thank you so much for coming this afternoon to testify on this resolution. We have a resolution that the vice speaker is also a co-sponsor to and I would like the vice-speaker to make general announcements on what the resolution is about.
Vice-Speaker Cruz: Today's public hearing is for Resolution 358-31 as sponsored by Speaker Won Pat, myself, and Tina Muna Barnes. It is relative to urging the United States Congress and the President of the United States to continue their efforts in calling upon the government of Islamic Republic of Iran to ensure that their nation's youth will not be denied access to higher education because of their faith.
The reason why a public hearing is being held is to comply with Section 2103 (b) of Title 2 GCA. The law requires that no substantive

resolution that is to be transmitted to the U.S. President, a member of the U.S. Congress, or head of a foreign state, may be passed by I Liheslatura unless it has received a public hearing. The hearing is to be conducted by the primary author of the resolution. The resolution may be placed on the I Liheslatura's agenda upon the written request of the primary author to the Speaker without further committee action and without a committee report.
We were approached by the members of the Bahai faith in the Marianas. They are raising awareness about the ongoing persecution of the Bahai in Iran. This resolution is a demonstration of our support for our fellow Guamanians of the Bahai faith. Guam stands with others around the world in condemning the Iranian government for human rights violations and the denial of education to the members of the Bahai faith.
Kathrina Reyes: Ms. Reyes testified in support of the Bahai Faith in the Marianas who represents their solidarity for this resolution, a resolution that calls upon the Iranian government to ensure that their nations youth will not be denied access to a higher education because of their faith. See attached written testimony.
Vice Speaker Cruz: Vice Speaker Cruz thanked Kathrina Reyes for her passionate testimony that led to the introduction of this resolution.

Parvaneh Sabeti: Mr. Sabeti testified in support of the resolution that the Bahai faith on Guam and the rest of the world are participating in this resolution.
Kirk Johnson: Professor Johnson testified as a member of the Bahai faith that this resolution speaks to the fundamental values of any civilization and that this community would set an example to the rest of the world.

Manoucher Sabeti: Mr. Sabeti testified in support of the resolution that every human being has a right to education no matter what background or religious philosophy they want to practice.

David Yamartino: Mr. Yamartino testified in support of the resolution and communicated with some Bahai students to understand their struggle to achieve higher education and found it difficult communicating with them in Iran as if the communications was being tapped.

1 WHEREAS, the Baha'i Faith was founded more than a century and a half ago,
2 and follows the teachings of Baha'u'llah whose name in Arabic means Glory to God;
3 and
4 WHEREAS, the acceptance of the Baha'u'llah teachings carries with it the
5 commitment to strive for individual spiritual maturity and to participate in collective
6 efforts to build a prosperous society and contribute to the common weal; and
7 WHEREAS, there are around five million (5,000,000) Baha'i's established in
8 virtually every country and independent territory of the world and from nearly every
9 ethnic group, culture, profession, and social and economic background; and
10 WHEREAS, the unity of mankind, the elimination of prejudice, equality of the
11 sexes, loyalty to government and working toward universal peace are among the
12 principles embodied in the Baha'i Faith; and

1 WHEREAS, throughout the past century, the Baha'is of Iran have been
2 persecuted solely on the basis of religious intolerance by Islamic leaders; and
3 WHEREAS, the persecution includes denial of higher education, confiscation
4 and destruction of personal property and businesses, harassment and false
5 imprisonment, torture and execution; and
6 WHEREAS, after systematic efforts by the Islamic Republic of Iran denied
7 Baha'i students enrollment in universities, in 1987 the Baha'is opened the Baha'i
8 Institute for Higher Education (BIHE) in homes scattered throughout Iran; and
9 WHEREAS, the 1993 document of the Islamic Republic of Iran entitled "The
10 Baha'i Question", states official government policy to eradicate the Baha'i community
11 and for government agencies to ensure that "progress and development" of the
12 Baha'is "are blocked," with explicit directives that Baha'is "must be expelled from
13 universities"; and
14 WHEREAS, in May 2011 BIHE was declared illegal by Iran's Ministry of
15 Science, Research and Technology; and
16 WHEREAS, at the same time 36 of the BIHE professors were seized in their
17 homes, charged with "crimes against humanity", and "spreading corruption on earth"
18 and in October 2011 received four- or five-year prison sentences; now, therefore, be it
19 RESOLVED, that I Mina'Trentai Unu Na Liheslaturan Guahan does hereby,
20 on behalf of the people of Guam, urge the Congress and the President of the United
21 States to continue their efforts in calling upon the Islamic Republic of Iran to insure
22 that their nation's youth will not be denied access to the best and most useful higher
23 education because of their faith, and be it further

Buenas tardes Madam Speaker, M. Vice Speaker, yan humyu todo ni Sinidat.
My name is Kathrina Reyes, here to my right is Parvaneh Sabeti, and in the audience members of the Bahai faith and friends of the faith.
We are here today in behalf of the Bahai Faith which represents 300 members in the Mariana Islands, to express our absolute support and solidarity to this resolution that calls upon the Iranian government to insure that their nation's youth will not be denied access to higher education because of their faith.
Since 1980 the Iranian government has systematically denied Bahai youths access to a higher education to their colleges and universities. As a result, in 1987 the Bahai Institute for Higher Education was established, a decentralized network of teachers, where Bahai homes across Iran were used as classrooms to conduct college courses. About 65 universities outside of Iran have accepted credits from the BIHE which included ivy leagues colleges in the United States such as Harvard, Standford. This will give you an idea the caliber of students the BIHE were producing.
In 1993 the Iranian government stepped up its persecution efforts and issued a policy is to eradicate the Bahai community, stifling their progress and development by blocking Bahais from higher education. 8 years later ...
In May 2011, the Iranian government further intensified its persecutions. It coordinated a raid across Iran to at least 30 homes and confiscated and destroyed academic books, equipment, and computers; arrested 36 BIHE professors and administrator simply for teaching bu charged them for "crimes against humanity" and "spreading corruption on earth" . Furthermore, shutting down the BIHE and declaring the institution illegal.
This persecution was greatly felt here on Guam because we have professors and educators who participated in the BIHE. And we feel that this resolution will raise the awareness of the dire situation in Iran. Parvenah Sabeit would like to share her family's persecution.

The Iranian government is aware that Bahai s value education. One of the fundamental teachings of the Bahai faith is "Universal Compulsory Education". Education is the basis of culture and civilization. It is instrumental in the development of our values and virtues and perception of looking at life. It is necessary and important for the progress of a nation and for the enrichment of society. Baha'u'llah "considered education as one of the most fundamental factors of a true civilization. This education, however, in order to be adequate and fruitful, should be comprehensive in nature and should take into consideration not only the physical and the intellectual side of man but also his spiritual and ethical aspects. This should be the programme of the Baha'i youth all over the world." join in with the international community in condemning the Iranian government for violating the human rights laws and their unjust policy and persecutions of the Bahais. United States government has passed two resolutions urging the Iranian government to comply with the human rights laws. Once again we are appealing to our government will help us voice our concern over this dire situation and for the Iranian government to comply with the human rights law.
