Republic of the Philippines OFFICE OF THE CITY MAYOR City of Davao EXECUTIVE ORDER NO. 141 760- it E 0 , (Atli Series of 2012 AN ORDER INSTITUTIONALIZING THE ADOPTION OF THE LOCAL AND REGIONAL ECONOMIC DEVELOPMENT (LRED) APPROACH, AND PURSUANT HERETO, CREATING THE LRED TEAM OF THE CITY TO MANAGE THE PROCESS AND PROJECTS IDENTIFIED AND TO REGULARLY REPORT TO THE CHIEF EXECUTIVE AS SPECIFIED WHEREAS, the Local and Regional Economic Development is defined as a process to mobilize stakeholders by which Public and Private sectors as well as from civil society to become partners in a joint effort to create better conditions for economic growth and employment generations; WHEREAS, the objective of LRED is to promote the emergence of vibrant and ecologically sustainable local economies that will trigger pro-poor growth and ultimately better living conditions for the majority of its population, LRED was introduced by the National government thru the Department of Trade and Industry; WHEREAS, the Davao City Field Office of Department of Trade and Industry, being the agency tasked to implement LRED in the city, will coordinate with the City Government to identify a pilot barangay wherein LRED will be introduced; WHEREAS, the identified barangay shall be the pilot barangay and as such rapid economic assessment will be conducted not only to identify constraints to accelerated economic development but also to opportunities of a particular area; WHEREAS, to realize the objective of LRED, there is a need to institutionalize the adoption of the approach as well as to create the special bodies necessary to carry out and oversee the implementation of programs and the monitor the processes provided; NOW, THEREFORE, I, SARA Z. DUTERTE, City Mayor of Davao, by the virtue of the powers vested in me, do hereby order the following: SECTION 1. Adoption of the LRED Approach. Recognizing the need to institutionalize the Local and Regional Economic Development Approach by the City Government of Davao the adoption of the same is essential to realize the emergence of vibrant and ecologically sustainable economy which will trigger pro-poor growth and ultimately better living conditions for the majority of the population. SECTION 2. Creation and Composition. SECTION 3. Functions. Based on the Terms of Reference provided by the Department of Trade and Industry for the Local and Regional Economic Development Approach, the special body shall have the following functions.
The LRED Team:
1. Set the policies and ensures that the action plan in LRED process is implemented and mainstreamed into the short, medium and long term plans of the barangay as well as with the Comprehensive Development Plan of Davao City and specifically, it shall:
• Coordinate the activities to be carried out in the Action Plan • Deliberate about ways overcoming roadblocks in the
implementation • Document and monitor the LRED interventions • Serves as the information relay to the general public
2. Provide technical and administrative services; 3. Facilitate and promote the local economic development in the identified
barangay; 4. It shall "kick start" and ensure that the LRED process is sustained,
namely, Conduct of Rapid Appraisal (REA), Validation, Action Planning , Implementation and Monitoring
SECTION 4. Funding. The Department of Trade and Industry will provide the funds in the amount of Fifty Thousand Pesos (P50,000.00) to be utilized for capability building activities which will be initiated and steered by the City Government thru the Office of the City Planning and Development Coordinator.
Should there be a need for additional funds in the implementation of the activities, the LRED Team shall coordinate with the Department of Trade and Industry to identify sources of funds to cover the same.
SECTION 5. Separability Clause. If for any reason any Section of this Executive Order is declared unconstitutional or invalid, the other Sections or provisions hereof which are not effected thereby shall continue to be in full for and effect.
SECTION 6. Repealing Clause. All Executive Orders or Issuances inconsistent with the provisions of this Executive Order are hereby repealed or modified accordingly.
SECTION 7. Effectivity. This Executive Order shall take effect immediately. DEC 0 5 2012
