PRESS BRIEFING

1. Electors

973161 General Electors, including 236 NRI electors (Male=459267;

Female=513798; and Others-96) will exercise their franchise during the General

Elections to Lok Sabha 2019. 249 Service Voters will also exercise their franchise

through Electronically Transmitted Postal Ballot System (ETPBS).

Of the 973161 electors, 31905 electors (Male =16180; Female=15723 & Others=2)

are in the age group of 18-19 years and will be exercising the franchise for the first

time.

In respect of the Bye Election to 9.Thattanchavady Assembly Constituency, 29320

General Electors including 3 NRI electors (Male=13848; Female=15469 & others=3)

will exercise their franchise in addition to 6 Service Voters will also exercise their

franchise

2. Contesting Candidates:

37 nominations were received for General Elections to Lok Sabha 2019. Of which,

19 nominations were rejected. 18 Candidates are in fray.

2 BUs will be used in all polling stations for General Elections to Lok Sabha 2019

11 nominations were received for Bye Election to 9.Thattanchavady Assembly

Constituency. Of which, and 3 nominations was rejected and 8 Candidates are in

fray.

In respect of 9.Thattanchavady AC, 3 BUs will be used (2 for Lok Sabha and 1 for

Bye Election)

VVPATs will be used in all Polling Stations.

2421 Ballot Units; 1147Control Units and 1209 VVPATs are put into use for the

ensuing General Elections to Lok Sabha and Bye Election.

3. Appointment of Additional Election Agents

The Election Commission of India has given approval for appointment of additional

Election Agents for the outlying regions of Karaikal, Mahe and Yanam. These

additional Election Agents are not entitled to perform the statutory functions.




4. Polling Stations:

970 Polling Stations (Puducherry=738; Karaikal=164; Mahe=32 & Yanam=36) have

been set up in 595 locations (Puducherry=428; Karaikal=116; Mahe=21 &

Yanam=30)

Of this 222 polling stations have identified as vulnerable (Puducherry=171;

Karaikal=29; Mahe=10 & Yanam=12) and 25 polling stations are identified as critical

polling stations (Karaikal=16; & Yanam=9).

All polling stations have been provided with Assured Minimum Facilities as

prescribed by the Commission.

Wheel chairs will be provided in 595 locations to assist Person with disabilities.

Volunteers will also have one to one contact with the PwDs to assess their

requirement and provide transport facility, if required.

Braille ballot paper will be available with the Presiding Officers for the use of visually

impaired electors. This will be in addition to permitting them to vote with the

assistance of a companion.

Visually impaired Braille literate electors (49) have been provided with Braille EPIC

and Braille voter slip.

Voter Facilitation Centre, manned by BLO, will be set at each polling station location to provide assistance to electors in locating their name and correct polling station.

All polling stations will be covered by web-casting to monitor happenings in the

polling stations

100 vulnerable polling stations will have IP cameras in addition to web cameras so

as to monitor critical events in and around the polling station

7 (6 in Puducherry and 1 in Karaikal) all women polling stations will be set up. These

will be manned by women polling personnel.

5. Alternate documents

The Commission has allowed the following 11 alternate documents which can be used for identification purpose;

1. Passport, 2. Driving license, 3. Service Identity Card with photograph, 4. Passbook with photograph, 5. PAN card, 6. Smart Card, 7. MNREGA job card, 8. Health Insurance Smart Card, 9. Pension document with photograph, 10. Official Identity card issued to MPs/MLAs and 11. Aadhaar Card

Photo Voter Slip issued by Election machinery will not be accepted as a stand-alone identification document for voting. Therefore, the voter should necessarily produce either EPIC or any one of the above 11 alternative documents along with the voter slip.

In respect of NRI voters, original passport alone will be accepted as an identification document.

Voter slips have been distributed to 9,42,096 electors (96.8%)

The Election Machinery has distributed voter slips to all electors, except to those who were either not available or had shifted elsewhere.

In case if any elector has not received Voter Slip, they may exercise their franchise by producing EPIC or any of the 11 alternative documents.

ASD list of such electors would be prepared and electors in this category will have to submit a declaration in addition to producing EPIC or any other 11 alternate documents.

Help Desk, manned by BLO, will be set at each polling station location to provide assistance to electors in locating their name and correct polling station.

2. Women’s Polytechnic College, Lawspet.

3. Aringar Anna Govt. Arts and Science College, Karaikal.

4. Central Hall of Govt. House, Mahe

24992 defacements have been removed in Government/Public and Private properties (24055 in Puducherry; 592 in Karaikal; 104 in Mahe and 241 in Yanam).

11. EEM

U.T of Puducherry is one among the Expenditure sensitive States/UT

State level Nodal Officers for Police, Excise, MCC & Expenditure Monitoring done.

2 Expenditure Observers have been deployed for U.T. of Puducherry including Thattanchavady bye election.

All flying squads/ static surveillance teams will carry out intensified surveillance till the completion of poll.

At CEO level, two teams are functioning under the Nodal officers for MCC & EEM for cross checking.

Marine Police is on patrol along coastal area
