Bill 43 (2020) ESTABLISHING AN EMERGENCY VISITOR
PRE-SCREENING PROGRAM
COVID-19 Household Hardship Relief Fund (HHRF) Program
On Monday, May 18, 2020 the City and
County of Honolulu launched the
COVID-19 Household Hardship Relief
Fund (HHRF) Program to help the most
economically impacted by using mon-
ey from the Coronavirus Aid, Relief,
and Economic Security (CARES) Act.
The City and County of Honolulu and
non-profit partners Aloha United Way
and the Council for Native Hawaiian
Advancement are working directly with
individuals and families facing eco-
nomic hardship. The COVID-19 HHRF
program will provide funding support to
qualified Oahu residents in amounts up to $1,000 per month for qualified
household expenses and up to an additional $500 per month for qualified
childcare expenses. Each household may receive benefits up to 6 months,
with each month demonstrating ongoing hardship. To qualify for the pro-
gram, applicants must demonstrate economic hardship or business closure
related to the COVID-19 with proper documentation accompanying an ap-
plication. Qualified expenses will be paid directly to the vendor on behalf of

Bill 43 (2020), a bill to establish an emergency visitor pre-screening program
was introduced on Monday, May 13, 2020, by Councilmember Joey Mana-
han to establish a program to address health and public safety concerns
arising from domestic and international visitors arriving on Oahu during the
occurrence of a global pandemic, including but not limited to, COVID-19.
Bill 43 (2020) has been referred to the committee on Public Safety and Wel-
fare and will be heard for first reading on Thursday May 21, 2020 at 2:30 p.m.

Resolution 20-120, AMENDING THE DOWNTOWN
NEIGHBORHOOD TRANSIT-ORIENTED DEVELOPMENT PLAN
General COVID-19 Information & Inquires
The City and County of Honolulu launched the Small Business Relief
Recovery Fund on Monday, May 18, 2020 to reimburse small business
for costs incurred from business interruption due to Emergency Procla-
mations. The program aims to help small businesses implement safety
precautions to prevent spread of COVID-19. The City’s Office of Eco-
nomic Development has collaborated with community credit unions:
Aloha Pacific Federal Credit Union, Hawai‘i State Federal Credit Un-
ion, Hawai‘i USA Federal Credit Union, and Honolulu Federal Credit
Union to receive grant application and disperse funds. A one-time re-
imbursement for expenses can be up to $10,000 to each qualified
business that have less than $1,000,000 in gross annual revenues and
30 or fewer employees. Proper documentation will accompany an
application to demonstrate hardship due to COVID-19 pandemic. For

Resolution 20-120, which amends the Downtown Neighborhood Trans-
it-Oriented Development Plan, was introduced on Monday, May 13,
2020, by Councilmember Joey Manahan to approve the proposed
amendments to the adopted Downtown Neighborhood TOD Plan
(August 2017), and make conforming amendments from attached
hereto as Exhibit A. Resoulion 20-120 has been referred to the commit-
tee on Zoning, Planning and Housing and will be heard for first read-
ing on Thursday, May 21, 2020 at 9:00 a.m. For more information Reso-

On Wednesday, May 20, 2020 the Honolulu City Council will convene
for a Special Council meeting at 11:00 a.m. Public participation and
testimony will be conducted in an orderly manner with restrictions in
pursuant to the Seventh Supplementary Proclamation issued by Gov-
