I INTRODUCTION

The year 2006-2007 was yet another promising year for DELNET which has now started operating from its new setup at JNU. DELNET has been able to achieve this year a milestone of having more than 1000 libraries in its networked domain. Also, we are glad to mention that DELNET has been able to find its place in the National Knowledge Commission Report of the Government of India. The Working Group on Libraries of the Commission has recommended that DELNET should network about 25,000 libraries in the country in the next few years. The DELNET efforts in Library Resource Sharing and Networking are appreciated by a number of member libraries including researchers, scholars and information seekers within and outside India. DELNET is striving hard to maintain excellence in its services and is inching towards becoming a major centre for networking activities in South Asia. The year has also witnessed a number of professional activities undertaken by DELNET in Delhi and outside Delhi. The Interlibrary Loan and Document Delivery Services have become a live wire of DELNET and have turned out to be one of our major activities.

II MEMBERSHIP

DELNET's membership has grown steadily during the year. It has increased from 979 on April 1, 2006 to 1085 on March 31, 2007. The breakup of DELNET membership is given in Appendix I. It is worth mentioning here that DELNET has a large section of S&T libraries as its members. A number of libraries specializing in Social Sciences and Humanities are also networked by it. DELNET has a wide subject spectrum as libraries from diverse disciplines are a part of its network.

Ill FINANCE

The major source of finance during the year 2006-2007 was from membership fee, admission fee and the ILL online charges. NIC no longer provides financial assistance to DELNET

The Ministry of Culture, Government of India had sanctioned Rs one crore for the construction of the DELNET building at JNU campus. Out of this grant, 73 lakhs was received since 2003, the remaining amount of Rs 27 lakhs was received during the year 2006-2007. Owing to our limited financial resources the budget estimates for 2006-2007 were not revised. However, considering the limited finances available for 2007-2008 due tp the construction of the building, the budget estimates for 2007-2008 were suitably adjusted. 'Hie accounts for the year 2005-2006 were audited by M/s S.S. Kothari Mehta & Co.

IV DELNET BUILDING WORK AT JNU

1. Though DELNET staff moved to the Administrative Block of the building in October 2005, the ground floor housing the conference room, workshop room, etc was used only during 2006-2007 for organising workshops, training programmes and talks. The workshop room with 25 computer systems has turned out to be a great facility for DELNET. Since the hostel block could not be made operational because of the paucity of funds, the catering arrangements for meetings from outside caterers are temporarily being made in the area specified for the Knowledge Centre in the Administrative Block.

2. The work on the interior furnishings (doors, windows, flooring, etc) could not be undertaken in the Hostel Block on account of the shortage of funds. We will take up this work as soon as the funds are available.

3. Theworkon the boundary wall, iron grill, gate, central court, etc has begun. It was felt necessary to complete this work in order to have proper security for the bui lding and have a suitable functional area around the Administrative Block.

4. The BSES Yamuna/ Rajdhani Power Limited has provided an electrical connection of 73 K W to DELNET and has been in operation since April 2006. A separate transformer has been installed in the DELNET building area only for this purpose. A diesel genset is also available for the power backup purposes.

5. The work on obtaining a fitness certificate for the Administrative Block is pending due to the non-completion of the necessary formalities regarding sewage, water connection and water harvesting work. This work is being followed up regularly.

V NETWORK OPERATIONS

The DELNET Web servers hosting the Union Catalogues and other databases are accessed by the member-libraries through the Web. They are connected with an RF link provided by NIC. The services are accessible on 24/7 basis and the network traffic is monitored for better performance. All the twenty-five computers in the workshop room, where training is provided are on LAN and are also equipped with INTERNET connectivity.

VI INTERLIBRARY LOAN (ILL) AND DOCUMENT DELIVERY SERVICES (DDS)

There has been an exponential increase in the ILL/DDS transactions during the year. The services of Interlibrary Loan and Document Delivery have become a lifeline for the researchers and scholars of the member-institutions who are desperate to have access to information resources. DELNET received last year a large number of requests for books as well as journal articles through the DELNET online system. The requests were also received through the E-mail directly from the researchers and scholars. But as a matter of policy all the materials were supplied to them only through the libraries. Generally the materials requested for were arranged from the resources available in the DELNET member-libraries but at times, they were acquired from the non-member institutions. We greatly appreciate and acknowledge the timely help and cooperation that we got from the institutions and professional colleagues, in making the DELNET's model of resource sharing an effective and efficient one. We noticed a positive paradigm shift in the attitudes of the library professionals for resource sharing. We were indeed pleased to find this change among the librarians and the LIS professionals. DELNET services were provided to members to meet their information requirements. These institutions were located not only in different nooks and corners of the country but also outside India including in Sri Lanka, Nepal, Oman, etc. It is worth mentioning that DELNET received excellent support from the overseas authors who when approached from time to time to seek their assistance, helped by sending the copies of the articles authored by them.

VII COORDINATION UNIT

The Coordination Unit, Bangalore has been working efficiently. It supported our ILL/DDS activities in South India. A number of visits to the member-libraries were also made periodically by the staff of the Coordination Unit. The unit contributes immensely in promoting the DELNET services in the region.

VIII UNION CATALOGUES AND BIBLIOGRAPHIC DATABASES

The Union Catalogues were the major bibliographic tools for resource sharing purposes. DELNET tried hard to ensure that more and more bibliographic data from the libraries became a part of the centralised Union Catalogues. The member-libraries also came forward in sending the updates at regular intervals to DELNET for merging the records with the Union Catalogues. DELNET maintains the locations data of the nation- wide libraries and also of those located outside India. DELNET has been keen

that member-libraries should create good quality records. In spite of organising training programmes the quality of catalogue records prepared by the member-libraries needs to improve. The details abotitthe DELNET databases are given in Appendix II.

IX National Initiatives

9.1 National Knowledge Commission

The National Knowledge Commission established by the Prime Minister of India constituted the Working Group on Libraries. Director, DELNET has been a member of the Working Group. The Group recommended to the Commission that DELNET should network about 25,000 libraries in the near future in three phases. The Commission forwarded the report to the Prime Minister's Office and after approval it was forwarded to the Planning Commission and the Ministry of Culture for necessary action.

9.2 All India Council of Technical Education

The MOU signed by DELNET and All India Council of Technical Education in 2001 is still awaiting revision by AICTE. Director, DELNET is in touch with the Council in this regard.

9.3 NAAC

The National Assessment and Accreditation Council, Bangalore also recommended to all its accredited institutions to join the library networks in India including DELNET. As a result, we have been receiving requests from the colleges in India for DELNET membership.

9.4 Networking of Polytechnics in Delhi and Punjab

The Directorates of Technical Education in Delhi and Punjab have asked all Polytechnics to join DELNET and to make use of its services.

9.5 Knowledge Centres

DELNET provides consultancy to the Gujarat Council of Science City, Ahmedabad to establish a Knowledge Centre. A feasibility report has been submitted to the Council and work on its implementation is going on.

Director is also advising the Government of Gujarat for modernizing its State

Centre Library and upgrade it into a Knowledge Centre.

9.6 Networking of Public Libraries

The proposal for networking of public Libraries by DELNET is pending with the Ministry of Culture, Government of India. Efforts were made to revive it.

9.7 Modernisation and Networking of Libraries of Kendriya Vidyalayas through DELNET

DELNET gave presentations on the modernisation and networking of libraries of Kendriya Vidyalayas and Navadoya Schools in India. We feel that the school libraries should have equal access to national resources and they should use DELNET services for their teachers and students.

X National Convention on Knowledge, Library and Information Networking NACLIN 2006

The Ninth National Convention on Knowledge, Library and Information Networking (NACLIN 2006) was organised by DELNET and the Department of Library Science and Dhanvantri Library, University of Jammu, Jammu from September 27-30, 2006. It was the first time that the ' Knowledge facet' was added to the main title of the Convention. This was done keeping in view the emerging importance of the Knowledge sector. Also, the Convention was organised for the first time in the State of J&K by DELNET.

As a curtain raiser to the Conference, a press meet was organised at the University's guest house on the afternoon of September 26,2006 to brief the media about the upcoming events and also to inform the local professionals about NACLIN 2006. The press conference was attended by a number of media persons from the leading dailies. The Registration to the Conference began in the Department of Library Science from the afternoon of 26lh September.

The Registration resumed on the first day of the Conference and nearly 150 delegates from various parts of the country including Andhra Pradesh, Delhi, Himachal Pradesh, Punjab, Ladakh, Madhya Pradesh, Karnataka, Kerala, Tamil Nadu, Orissa, Uttar Pradesh, J&K, etc. got themselves registered for the four-day event.

The Inaugural function was held at the University's Brigadier Rajinder Singh Auditorium. The invocation was presented by the students of the Department of Education. The function started with a welcome address by Prof. 1. V. Malhan, Organising Secretary N ACLIN 2006 and Prof, and Head of the Dept of Library Science, University of Jammu, Jammu. Prof Malhan emphasised that librarians needed to play a pivotal role in eradicating information illiteracy. He added that the next generation librarians needed to not only provide information but also had to filter the information and develop value-added services for the users. Prof. Malhan welcomed the delegates and the special invitees. NACLIN 2006 was inaugurated with the lighting of the lamp by Prof. Amitabh Mattoo, Hon'ble Vice-Chancel lor, University of Jammu. It was followed by the release of the Pre-conference Proceedings containing 35 papers accepted for the Conference and also the Souvenir of NACLIN 2Q06. The book entitled Public Library System in J&K authored by Dr. Sangita Gupta and Dr. Gurdev Singh was also released on the occasion by the Hon'ble Vice-Chancellor. It was followed by the introduction to NACLIN 2006 by Dr. H. K. Kaul, Director, DELNET. He stressed the need to train the human resources in the libraries and to equip them to face the challenges of the knowledge society in providing knowledge resources to them. He said that the purpose of organising NACLIN in different parts of the country was to enable the LIS professionals to know about the latest technologies and standards. He added that LIS professionals needed to be trained by the experts and also to have interactions with them.

Dr. Harish Chandra, Librarian IIT Madras, Chennai was the Special Guest for the NACLIN 2006 Inaugural Function. He said that we were passing through a phase wherein the role of the libraries had to change. According to him, libraries were the centres for creation and recreation of information, a place wherein scholarship would flourish, a place which could bridge the information gap and a place which provided the knowledge resources. He observed that libraries were a depository of culture and an academic hub. He said that the library and information science professionals needed to develop various Web services and quality-based services. Moreover, the information resources also needed to be shared with the industries. Dr. Harish Chandra further cautioned the professionals to diversify their services and to develop the marketing of library products. The capacity building initiatives, he added had to be taken by the librarians. He said that the ISO standards which focused on the interests of the stakeholders should be taken into consideration. The inaugural address was delivered by Hon'ble Prof Amitabh Mattoo, Vice-Chancel lor, University of Jammu. Prof. Mattoo said that we were in the midst of a new revolution, i.e. Knowledge Revolution which encompassed every field of human endeavour. He noted that the world had become flat owing to globalisation and technology and India must take advantage of this leveling because of the human resources. Prof. Mattoo spoke about an interesting fact that by

the year 2050, 20 per cent of those in the age group of 21-50 would be Indians. He focused on the need to develop the infrastructure, to strengthen the library system and empower the librarians. He felt that India had a shortage of competent librarians and maintained that the Library and Information Science profession must become more attractive. According to him there should be greater emphasis on the human resources development.

Prof. P. B. Mangla, former Professor, Department of Library and Information Science, University of Delhi applauded the efforts of DELNET and the University of Jammu in organising NACLIN 2006. He categorically stated that there was a need to strengthen the citizen's requirements who wished to have access to information. He hoped that the Convention would be able to come out with the deliberations containing the roadmap for the modernisation of libraries and information centres. It was followed by a brief introduction about the Dhanvantri Library by Prof. Virender Gupta, Librarian, University of Jammu. The Vote of Thanks was given by Mrs. Rajani Gupta, Deputy Librarian, University of Jammu.

The inaugural function was followed by the first tutorial on MARC 21 taken by Ms Sangeeta Kaul, Network Manager, DELNET. She discussed at length the structure of MARC 21, the basic fundamentals and the field-to-field structuring. The MARC 21 input sheets were discussed in detail which enabled the professionals to create the MARC 21 records in their libraries. In the evening, a cultural programme was organised, wherein the delegates enjoyed themselves and it elevated the general mood of the participants.

The accommodation was provided to the delegates in the guest house of Circuit House, Agricultural University Guest House, RRLand the University's own guest house. The necessary transportation was provided in the morning and evening in order to ensure that the delegates did not face problems in reaching the venue.

The second day of the Convention started with a tutorial in the auditorium of the Computer Centre on Digital Libraries by Dr. M. G Sreekumar, Librarian, IBM Kozhikode and Head, Centre for Development of Digital Libraries (CDDL), Calicut. Atutorial was conducted on building the digital libraries using the software Greenstone Digital Library as well as the Dspace on the Windows platform. The tutorial was effectively taken up and the delegates showed a great interest in it.

The third day of the Convention began with the technical sessions. The first technical session was on "Libraries in the Knowledge Society". The programme was

chaired by Prof. P. B. Mangla. Dr. Harish Chandra acted as a rapporteur. The keynote paper entitled "Public Libraries as Knowledge Centres" was delivered by Dr. H. K. Kaul, Director, DELNET. Dr Kaul said that the society could be transformed if practical knowledge could be imparted to the general masses through the libraries. He observed that in societies, there were certain knowledge components which were not tapped so far. He added that some infrastructure existed in Public Libraries but a lot needed to be done. According to him the instrumental knowledge was vital. He added that the Public Libraries had to generate specific knowledge for a specific user. He mentioned the various models of a knowledge centre which could be established in rural settings, urban settings, industrial settings and for the illiterate users. He added that the Knowledge Centre should be made a one-stop centre and efforts should be made to package knowledge. He demonstrated the various knowledge centres established in the West.

Another keynote paper entitled "Democracy and Knowledge Society in India" was presented by Prof. M. P. Satija, Head, Dept of Library and Information Science, Guru Nanak Dev University, Amritsar. He referred to the characteristics of the knowledge society and further elaborated on the Indian scenario regarding the usage of IT. He also spoke about the cyber laws in India and the role of LIS professionals in the Right to Information Act. The objectives and benefits of the National Knowledge Commission were also discussed. The third article of the session was presented by Dr. Vivek Patkar, an independent scholar and formerly a member of the Faculty at ICFAI Businesss School, Mumbai. The title of the article was "The Primacy of the Library in the Emerging Knowledge Society". He warned about a threat which would be encountered by library professionals if they did not move from traditional librarians to modern-day librarians. He gave an overview of the societal developments bearing in mind the libraries and the perspectives on the library's future role and the preparatory action required. He noted that information and knowledge resources were a major input for the societal development. The features of the knowledge society were discussed including knowledge economy, ICT driven processes, education and scholarship, knowledge workers with skills to complement the technology, produce new knowledge through innovation and its conversion into productive use. He apprised the delegates of the E-Mobile library services. According to Dr. Patkar, the preparatory action for developing a knowledge society was to identify the information gaps, encourage subject specialisation, develop portable skills and demonstrate knowledge refining. It was followed by a lively interactive question-answer session wherein the prospective role of the library professionals in the RTI Act was debated. The questions on the agenda of the Talking Points were also discussed and the delegates took a great interest in the deliberations.

The technical session II entitled "Open Source Initiatives / Digital Libraries"

was chaired by Dr. (Mrs.)A. Amudhavalli, Professor and Head, Dept of Information Science, University of Madras, Chennai. Dr. M. G Sreekumar, Librarian, I1M Kozhikhode was the Co-Chair and Dr. Shivarama Rao was the rapporteur for the session. Dr. Sreekumar presented the keynote paper of the session entitled "Open Access Initiatives : The Inevitable Business Process Reengineering and Revolutions in Open Scholarly Communication". The author discussed the upcoming scholarly communication models, and the major open access initiatives. The Open Access Archives and Open Access Publishing was also discussed. He highlighted the major open archives initiatives. He spoke about the OA application tools including the Open Journal System (OJS), Institutional Repository (IR) software, and the Open Archives Harvester. At this session, Dr. Amudhavalli also presented her article entitled "1CT Implementation in the State Agricultural University (SAU) Libraries in South India : A Study". The article was based on a survey conducted by the author in the SAU to highlight the extent of ICT implementation. The Talking Points were raised and the delegates participated in the discussions with the invited experts.

The third technical session entitled "ICT Implementation in Libraries" was chaired by Dr. Harish Chandra, Librarian, IIT Madras. Dr. Jagtar Singh was the Co-Chair for the session. Dr. Shivarama Rao was the rapporteur for the session. The first article of the session was presented by Dr. Manjunath Lohar, Librarian, Sahyadri Science College, Shimoga entitled "Use and Impact of Electronic Resources in Jawaharlal Nehru College of Engineering, Shimoga: A Survey of Faculty Opinion" written by Dr. Manjunath Lohar, Nagaraj Naik and K. T. Satish. This article was based on a survey conducted to find out the use of different types of electronic resources and services and impact of these resources on the academic development of faculty members. Another article entitled "Planning Effective Integration of the Proposed RFID System at the Gandhi Smriti Library of LBSNAA" authored by Rajender Singh Bist and Amruth Sherikar was presented by Mr. Rajender Singh Bist, Senior Library and Information Officer, LBSNAA, Mussoorie. The paper discussed the prospect of introducing RFID technology at the Gandhi Smriti Library of LBSNAA to make general library operations more effective and easier for the prevention of thefts. The paper highlighted the issue and concerns regarding planning, successful integration and cost effectiveness of RFID. It was followed by a paper presentation by Sangeeta Narang, Librarian Grade II, B. B. Dikshit Library, All India Institute of Medical Sciences, New Delhi. She presented a paper entitled "Emerging Trends in Health Science Libraries". The Talking Points were discussed at the end of the session.

The last technical session of the third day on "Consortia Development: The Lessons for India" was chaired by Prof. A. C. Tikekar, Retd Professor and Head, Dept

of Library Science, University of Bombay, Bombay. Dr. Sangita Gupta was the rapporteur for the session. Dr. (Mrs.) Amritpal Kaur, Reader, Dept of Library and Information Science, Guru Nanak Dev University, Amritsar presented her article entitled "Use of E-resources by Teachers and Researchers of the Science and Engineering & Technology Faculties in Guru Nanak Dev University: A Survey". The article examined the use of E-resources at Guru Nanak Dev University (GNDU), highlighting the type of E-resources used, purpose for which E-resources were used and the problems faced by the users while using E-resources. The slow Internet access speed was mentioned as one of the major obstacles in accessing the E-resources effectively at GNDU. The Talking Points were discussed and a number of issues concerning the Consortia development were analysed. The issues regarding the digital archiving of the E-journals which were accessible through the consortia were debated.

Programmes on the last day started with the technical session entitled : Outreach Programmes for Libraries/ Users' Services". Dr. Vivek Patkar was in the Chair and Dr. (Mrs.) Amritpal Kaur was the rapporteur. The keynote paper of the session entitled "Library Outreach : An Effective Mechanism for Empowering the Info-Poor" was presented by Dr. Jagtar Singh, Professor, Dept of Library and Information Science, Punjabi University, Patiala. The author discussed the outreach services and the Web-based user education in detail. The proposed strategies for developing an information literate society and the information literacy for lifelong learning were discussed. The paper entitled "Information Literacy skills of Undergraduate Students: A Case Study of Sri Venkateswara College (University of Delhi" was authored by Jnanendra Narayan Singh, Librarian, Dyal Singh (E) College and Taruna Joshi, Professional Assistant, Sri Venkateswara College, University of Delhi. The paper was presented by Ms Taruna Joshi. It was based on a case study of the undergraduate students of Sri Venkateswara College. The study was conducted to determine the information literacy skills of the students. Suggestions for the development of the information literacy schedule for the students were made. The paper entitled " Open Access, Open Archive Initiative and Open Source Software are the Ladder of Library and Information Centre in the Emerging Knowledge Society" was presented by S. Siva Chidambaram, Librarian, National Institute of Public Finance and Policy, New Delhi. At the end of the session, the Talking Points were discussed. It was felt that the extension programmes/outreach programmes should be a part of the curriculum programme and that the libraries should be tied up with the information literacy programmes. Libraries should reorient their efforts as the country was investing vast resources and these resources should be optimally utilised.

The technical session VI on "Industrial Information Service/Networking" was chaired by Dr. H. K. Kaul, Director, DELNET. Ms. Bharati Banerjee, Chief Librarian,

RBI Library, Mumbai was the Co-Chair. The keynote paper entitled "Industrial Information Service" was presented by Dr. Harish Chandra, Librarian, IIT Madras, Chennai. The paper was based on the author's experience gained through the interactions with the Industries under the Industrial Associateship Scheme of Industrial Consultancy and Sponsored Research Centre and the Central Library, IIT Madras. The importance and need of information services, role of industries in national development and the institute-industry interaction with various types of industrial information sources and E-resources useful to provide information support services to the industries were discussed. The next paper of the session entitled "Impact of Digital Environment on Resource Sharing" written by Jivesh Bansal, Asstt Librarian, Panjab University Library, Chandigarh and Neelam Sharma, Deputy Librarian, Panjab University, Chandigarh was presented by Jivesh Bansal. The paper critical ly examined the various modes of digital environment and their influence on modes and forms of resource sharing. The authors discussed the various challenges arising because of the new digital environment. The final paper of the session was presented by Dr. (Mrs.) Amritpal Kaur, Reader, Dept of Library and Information Science, Guru Nanak Dev University, Amritsar entitled "Marketing of Information Services and Products: A Users' Survey". The article was written by Dr. Kaur and Sarita Rani, Asstt Librarian, Bhai Gurdas Library, Guru Nanak Dev University. While discussing the Talking Points it was suggested that apart from the IITs the other institutions should also come forward in collaborating with the industrial houses.

The last technical session of the Convention was on "Libraries as Knowledge Workers". It was chaired by Prof. I. V. Malhan. Dr. (Mrs.) Amritpal Kaur, Reader, Dept of Library and Information Science, Guru Nanak Dev University, Amritsar was the Co-Chair. Bharati Banerjee, Asstt Chief Librarian, RBI Library, Mumbai presented her paper entitled "Evaluation and Monitoring of Library Effectiveness". The paper examined past and present approaches to evaluation in libraries and placed them in a conceptual framework. The paper concluded that the evaluation processes could help the information professionals to improve the quality of the services offered and allocate resources more effectively. The final paper of the Convention was entitled "Changing Roles of Library Professionals in the Knowledge Society" by Samita Wadhera, Semi-Professional Assistant, Dept of Botany, University of Jammu.

The four-day convention concluded on a positive note at the University of Jammu. The valedictory function was presided over by Prof. A. C. Tikekar, Retd Professor & Head, Dept of Library Science, University of Bombay. Prof. G S. Sambyal, Registrar, University of Jammu was the Chief Guest at the function. Prof. Sambyal thanked DELNET for providing the opportunity to host NACLIN 2006. He observed that we were in the digital era and it was genetic in nature. He made an interesting comparison

between the ICT and a space-craft and said that all of us must jump into this aircraft. According to him, the ICT must reach each and every user in the country and he emphasised the need for centralised computing facilities with further decentralised computing mechanisms. He added that the libraries were the warehouses of knowledge and the professionals needed to become part of this knowledge society. Prof. A. C. Tikekar delivered the presidential address and greatly applauded the efforts of DELNET in networking the libraries in the country. He spoke at length about the development of libraries in India and the impact of ICT. He affirmed that there was a greater need for restructuring the libraries in the country. The vote of thanks was given by Prof. Virender Gupta, Librarian, University of Jammu. Dr. H. K. Kaul, Director, DELNET thanked Prof. I. V. Malhan, Organising Secretary, NACLIN 2006 and the whole staff and administration of the University of Jammu for successfully hosting NACLIN 2006.

The proceedings of NACLIN 2006 were published and made available in the hard bound edition. We are grateful to the Ministry of Culture for financial support for NACLIN 2006.

XI Consultancy Projects

DELNET provided library consultancy to the Indianoil Institute of Petroleum Management, Gurgaon. DELNET staff worked at this Institute for the maintenance of its library.

DELNET also completed the Project "Development of a Database of Social Science Information System in India". It was sanctioned by ICSSR. Dr. S. S. Murthy was the Project Director.

XII Working Group on Digital Libraries

The Working Group on Digital Libraries was constituted by the Department of Information Technology, Government of India with Director, DELNET as one of its members.

At its first meeting on March 10,2007 the Working Group recommended that project proposals on the Digital Library could be evolved with member-libraries of DELNET. The proposals on digitisation of the physical data as well as on technology development were being worked out by DELNET for the Department of Information Technology.

XIII International Cooperation

13.1 Masters Course in Knowledge and Information Technology

The Director held discussions this year with the representatives of Loughborough University and Northumbria University, UK for starting a Masters Course in Knowledge and Information Technology but it was found that it would be costly for Indian students to pursue such a course at DELNET. It was also noted that though the Universities had agreed to provide 20 per cent concession on the fee they charged from the students internationally, yet the fee structure was proving to be expensive for Indian students in this field. The Board decided that the idea of affiliating such a course with a foreign University could be dropped for the time being.

13.2 The following lectures by the international experts were organised :

1- Who Guards the Guards ? : Challenges and Strategies for Digital Preservation by Heather Brown, Asstt Director, Paper, Artlab Australia & Project Officer, State Library of South Australia, for University of South Australia Business Information Centre. Organised on December 5,2006.

2. Interactive Seminar on Advances in Australian University Libraries on February 12,2007. The panel comprised :

3. Towards a Science of the Web by Prof. Wendy Hall, Prof. & Head, School of Electronics and Computer Science, University of Southampton, UK was organised in collaboration with British Council on February 23, 2007 at DELNET.

XTV DELNET Annual Lecture

Thje DELNET Annual Lecture was delivered by Prof. P. M. Bhargava, Vice-Chairman, National Knowledge Commission on "The Relation between the Arts and Science" on December 4,2006 at the India International Centre. The lecture was organised in collaboration with HC.

XV Software Development

DELNEThad developed Library management software but it was not a Web-based one. Also since DELNET was not a software agency, it was seriously considering to adopt a Web-based open source library management software and improve upon it rather than to develop and market its own software. We have started experiments with the Koha software.

XVI Workshops and Orientation Programmes

DELNET organised a series of workshops during 2006 under the Professional Advancement and Continuing Education (PACE) programme.

ANational Workshop on Building Digital Libraries -Applications of Dspace was organised by DELNET from April 22-25, 2006 at DELNET. More than 50 professionals from different parts of the country participated in the programme. DELNET had also organised a workshop on Retro Conversion : Software Support for Libraries from December 4-6,2006, Workshop on Digital Libraries: Applications of Dspace from December 11-13, 2006, Workshop on Library Automation and Networking from December 26-28, 2006, Workshops on Digital Libraries : Applications of Dspace, February 12-14,2007 and Workshop on Library Automation and Networking, February 22-24,2007. A large number of professionals from and outside India participated in these programmes.

DELNET has been organising one-day orientation programmes in different parts of the country for member institutions and AICTE approved institutions in order to impart training to library professionals and to promote the usage of DELNET services.

A one-day orientation programme was held on June 19,2006 at Walchand Col lege of Engineering, Sangli, Maharashtra. More than 90 library professionals of the region participated in the programme. A one-day orientation programme was also held at St. Joseph Degree & PG College, Hyderabad, Andhra Pradesh on July 15,2006. Nearly 100 professionals attended the programme. Anna University, Chennai hosted DELNET's one-day orientation programme which was held on August 11,2006. The programme was well-attended with participation of more than 170 professionals from the region. DELNET also organised a one-day orientation programme at North Eastern Regional Institute of Management, Guwahati on March 22,2007.

XVII Participation in Conferences

Director, DELNET and Network Manager, DELNET participated in the following Conferences and delivered lectures:

1. Director chaired a session and delivered a lecture on digitisation at the International Conference on Digitisation organised by the National Institute of Library and Information Science (NILIS) in Colombo from November 1-3,2006.

2. Director presented a paper and also chaired a session in the International Conference on Digital Libraries (ICDL 2006) organised by TERI at New Delhi from December 5-8,2006.

3. Director delivered a talk on networking of libraries at the National Conference on National Library (N ACONAL) which was organised by the National Library, Kolkata from November 13-14,2006.

4. Director visited the libraries and networks in the.UK from December 17-22,2006. The Arts Council, UK provided assistance towards the hotel accommodation in London. The visit was arranged to explore opportunities to enlarge the association of DELNET with Libraries and Information Systems in the UK and follow it up with other countries through further contacts. A visit to UKOLN, University of Bath and a visit to Cambridge where meetings with theXibrarians of the University and King's College were held. A meeting with CPTM Smart Partners in Central London was also arranged to explore further cooperation in developing countries. A meeting with the senior librarians at the British Library was also held.

Director attended a meeting with the Director, UKOLN, University of Bath and explored the possibilities of cooperation between DELNET and UKOLN.

These meetings were held to explore the possibility of support in organising the International Conference on Networking Knowledge (ICONEK).

5. Network Manager presented a paper on DELNET at the DGI Online Conference held at Frankfurt, Germany from October 4-6,2006. Some financial assistance was provided by the Conference organisers to her for travel.

6. Network Manager was invited and participated in a workshop organised by the National Library of Kazakhstan at Almaty from December 21 -22,2006.

7. Director delivered a talk on "ICT Applications in LIS Education: An Overview of the Basic Skills" at the National Workshop on LIS Teacher and the Digital Future on January 17,2007 at I IT Madras, Chennai.

8. Director delivered a lecture on "Organising and Managing Knowledge in the Digital Environment" at the National Convention of SIS held at LBSIM, New Delhi on January 27,2007.

9. Director chaired a session and delivered a talk at the International Conference on Semantic Web and Digital Libraries (ICSD 2007) at Bangalore on February 23,2007.

10. Director delivered a lecture on "Networking Knowledge" and chaired the session at EMPI Digital Library National Convention on March 19,2007 at New Delhi.

11. Network Manager was invited to present a paper at the National Convention of SIS he\d at LBSIM, New Delhi on January 27,2007

12. Network Manager also delivered a lecture on "MARC 21 for E-Journals Cataloguing" during the INDEST workshop at I IT Roorkee on March 8,2007.
