Calendar Year 1987

o Seven out of 10 (70.3 percent) males and eight out of 10 (84.7 percent) females admitted to Wisconsin's correctional facilities for adults during calendar year 1987 were categorized as new admissions. This includes offenders who were not under any other type of supervision at the time of sentencing as well as probation violators who were incarcerated with or without additional sentences. ( See Table 1.)

o Males admitted during 1987 had mQSt. often been convicted of and sentenced for unarmed burglary (27.1 percent), other drug offenses (7.7 percent), and theft (7.6 percent). Females were most frequently sentenced for theft (19.0 percent), forgery (16.7 percent), and other drug offenses (14.9 percent). (See Table 2.)

o The average (mean) length of sentence for all offenders admitted in 1987 was 67.8 months. Males received an average sentence of 69.5 months; females, 42.6 months. These computations do not include 29 males and two females admitted to serve life sentences. (See Table 3.)

o Slightly more than one-third (35.2 percent) of the males and females (34.5 percent) were committed from Milwaukee County. Three-tenths (29.4 percent) of the males were committed from Dane, Kenosha, Racine, Rock, and Brown Counties while two-fifths (40.2 percent) of the females were sentenced by courts in Dane, Kenosha, LaCrosse, Racine, Rock, and Waukesha Counties. (See Table 4.)

o Males convicted of unarmed burglary, other drug offenses, and theft received average (mean) sentences of 56.4, 40.3, and 46.7 months respectively. Females sentenced for theft, forgery, and other drug offenses received average (mean) terms of 37.5, 34.6, and 33.8 months. (See Table 5.)

o One-fourth (25.6 percent) of the males were classified solely as assaultive of fenders; an addi tional one-tenth (12.1 percent) were also cons idered sex offenders; and 1.2 percent had also been involved in drug offenses. One-fifth (20.7 percent) of the females were classified as assaultive or assaultive sex offenders while just under one-fifth (17.2 percent) were categorized as drug offenders. (See Table 6.)

o Approximately one-fourth (24.0 percent) of the males admitted during 1987 were 21 years of age or younger. This was true for only about one-tenth (12.1 percent) of the females. The average (mean) age for all offenders was found to be 27.9 years. The average (mean) age for males was 27.8 years while females were slightly older with an average (mean) age of 29.6 years. (See Table 7.)

o Somewhat less .than three-fifths (56.! percent) of the males and just under one-half (48.3 perceI!t.) Cf J~ ~males were reported to be White. (See Table 8.) 1~ ~.

o Two-thirds (66.0 percent) of the males and just over two-fifths (44.8 percent) of the females admitted during 1987 had never been married. (See Table 9.)

o Almost three-tenths (28.2 percent) of the males and just over one-fifth (22.4 percent) of the females had a record of two or more prior felony convictions. (See Table 10.)

o Previous institutionalizations in a Wisconsin correctional facility were noted for almost two-fifths (37.6 percent) of the males and one-fifth (21.3 percent) of the females. (See Table 11.)

o Over one-fourth (28.2 percent) of the males had a record of prior juvenile institution experience; a fact that was true for less than one-fifth (15.5 percent) of the females. (See Table 12.)

o Four out of 10 (40.3 percent) of the males and five out of 10 (48.8 percent) of the females had not earned a high school diploma. GED or HED certificates had been earned by one-third (33.7 percent) of the males and less than one-fifth (16.1 percent) of the females. (See Table 13.)

o The majority (81.2 percent) of the males and two-thirds (65.5 percent) of the females were found to be without physical, developmental, or emotional disabilities. (See Table 14.)

o A record of military service \~as noted for almost one-fifth (17.4 percent) of the males. Four females admitted during 1987 had also served in the military. (See Table 15.)

o Approximately one-half (48.1 percent) of the males and females (52.3 percent) received an initial custody classification of medium following completion of a securIty assessment. (See Table 16.)

o Placements in maximum, medium, and minimum security facilities occurred for 48.0, 25.6, and 21.6 percent of the males respectively after completion of assessment and evaluation. Placement in a maximum-medium facility occurred for eight out of 10 (81.6 percent) of the females while a minimum setting was noted for somewhat less than one-fifth (16.0 percent). (See Table 17.)

o Approximately one-third (36.1 percent) of the males and one-fifth (21.8 percent) of the females were found to be in serious need of treatment for problems relating to the use of alcohol. (See Table 18.)

o A serious need for treatment of problems arising from drug usage was noted for one-fifth (21.9 percent) of the males and one-third (32.8 percent) of the females admitted during 1987. (See Table 19.)

o One-fifth (20.0 percent of the males and over one-fourth (27.0 percent) of the females admitted during 1987 were not in need of treatment for drug and/or alcohol problems. (See Table 20.)

o About one-half (51.9 percent) of the males and three-fifths (60.9 percent) of the females were found to be in need of some type of educational programming. (See Table 21.)

o A need for some type of vocational training was noted for three'-:Eourths (76.0 percent) of the males and four-fifths (81.6 percent) of th~ females admitted during 1987. (See Table 22.)

o Approximately one-fifth (18.1 percent) of the males and almost three-tenths (28.7 percent) of the females were found to be in at least moderate need of some type of treatment for problems relating to mental and/or emotional health. (See Table 23.)

o Placement in therapy (56.8 percent), drug programs (48.9 percent), and education programs (37.0 percent) were the programming recommendations most frequently made for males following the assessment and evaluation process. Program participation recommendations most frequently made for females were drug treatment (55.8 percent), some type of therapy program (55.2 percent), and work programs (35.6 percent). (See Table 24.)
