Message from The PresidentAkash Sablok
BC Notaries provide noncontentious legal services to the residents of British Columbia, from our smallest communities to our largest cities. There are Notaries in most communities across our province.
Unique in all of Canada (Quebec province excepted), BC Notaries provide myriad professional services.
Notaries are well educated and well trained in their specific fields of legal practice, including land law and conveyancing, refinancing, and all the important personal planning tools—Wills, Powers of Attorney, Representation Agreements, and Advance Health Care Directives. People appreciate the time a Notary invests in the consulting process to assist with important personal planning instruments
BC Notaries reflect many ethnic backgrounds and languages. Their average age is 43 and over 55 percent are women. Notaries are often leaders with a commitment to community service. Many are involved in fundraising, social service, business associations, and service clubs. Over 30 percent are active in youth sports and recreation. Our Notaries like to become involved.
As a natural extension of their interest in their clients and their local communities, many offer their time and expertise to service and business organizations, fundraising, youth sports and recreation, and other worthwhile activities. They are delighted to have the opportunity to give back.
Notaries must maintain the highest professional and ethical standards. Throughout history, Notaries have been recognized as individuals of impeccable integrity practising in a Tradition of Trust. A Notary’s word, signature, and red Notary Seal are time‑honoured testaments to the character and skill of these caring men and women.
Special Safeguards The Society is self‑governing under the Notaries Act of BC. The safeguards in place for the clients of BC Notaries include
• a Constitution and Bylaws approved by BC’s Attorney‑General;
• stringent Rules of The Society; and• strict Guidelines for the Principles
for Ethical and Professional Conduct.
Master’s DegreeA person wishing to apply to enroll in the Master of Arts in Applied Legal Studies education program at Simon Fraser University to become a BC Notary must have the following characteristics.
• Strong entrepreneurial and people skills• The highest degree of honesty and integrity• 5 years’ related experience• Financial backing • Dedication to serving the public• Fluency in English; other languages an asset

Continuing Education Laws change and evolve. Our members are life‑long learners, keen to be at the leading edge of their profession. BC Notaries pursue Continuing Education courses at our annual Spring and Fall Conferences, at regular Notary Chapter meetings, and at special seminars offered by and through The Society and other qualified organizations. The members are also enthusiastic mentors, willing to share their experience and expertise to benefit the people of our province.
International Affiliations While The Society of Notaries is active in BC, we also have an international presence.
In 2010, the World Organisation of Notaries (W.O.N.) was formed to bring together, in an inclusive body, Notary organizations and individual Notaries from around the world to share the common goals of creating better Notarial services and improving trade, business, and commerce.
BC Notaries are a cohesive group of well‑trained men and women dedicated to the delivery of excellence in their work with and for the people of British Columbia.
I can report that our Society is in good hands with a competent and committed Board of Directors and a talented, hardworking staff in the Society office.
I am confident we are delivering on our mandate.

Authentications
Many people in British Columbia require foreign document to be signed in front of a BC Notary before the document can be processed in their country of origin.
The Society of Notaries Public of BC is conveniently located in downtown Vancouver. Many consulates are within a few minutes’ walk.
Here are the general terms used in Authentications—“the process of making authoritative or valid or establishing as genuine.”
Authentications When a Notary attests documents for use in a foreign jurisdiction, the signature and office (authority) of the Notary must be authenticated before the document will be accepted. The authentication is done at the Secretariat of The Society of Notaries Public of British Columbia in a prescribed manner by the Secretary.
Jurat A jurat is the part of an affidavit that contains
• the names and signatures of all parties swearing the affidavit;
• the actual statement that an oath or affirmation has been made;
• the name and signature of the person (Notary or other witness) before whom it was sworn; and
• the date, place, and other necessary particulars.
Notaries Act The power to attest documents is given to a BC Notary Public by virtue of Section 18 of the Notaries Act. Whenever a Notary signs a document, a Seal must be affixed.
Notarial Certificate of Authenticity
Prepared by the Secretariat, the Certificate bears the signature of our Secretary and the Seal of The Society of Notaries Public of BC. The Certificate establishes as genuine the Seals and signatures of our Notary members when they witness documents for use outside Canada.
The Notarial Act That is the process whereby the Notary takes the declaration and signs and puts his or her Seal on the document, thus attesting to its authenticity.
Apostille This is the internationally accepted way of providing a guarantee regarding the authenticity of a document. In the civil law countries, the Notarial Act is the most important part of the transaction and the method by which the document is considered registered.
Form 10 BC Notaries have and use a Form 10 that is an International Certificate of Identity used in place of the Apostille.
Various consulates and countries are familiar with this form. For a transaction in the country that the consulate represents, a consulate office in BC will accept the Form 10, and the documents included with it, from the citizen, firm, business, or non‑resident.

A special insurance plan protects the public with regard the professional work of a BC Notary.
To meet the Mandate of our Society and our commitment to public protection, we run many programs that ensure our members offer the highest service to the people of British Columbia.
Audit ProgramEvery Notary must submit to The Society an audit of all his or her Trust Accounts each and every year. The accounting records for the Trust Accounts of all members are audited by an independent national Audit firm.
The Society’s team of Practice Inspectors visits each Notary office on a rotation basis to examine each practice to ensure every Notary is meeting Best Practice Standards.
Insurance ProgramEvery Notary in British Columbia must participate in our program of Errors and Omissions insurance.
Each Notary is insured for $10 million in the unlikely event the Notary causes an error or is negligent in some manner while conducting Notarial work.
Our program of insurance is provided by an internationally known and respected insurance company.
