The report herewith submitted is for the calendar year 1961 andis the Eighty-fifth Annual Report upon conditions of the Coal andClay mines within the State.
The reports from the various mining operators through the Stateshow the tonnage to be as follows:

COAL PRODUCTIONALLEGANY COUNTY: During the calendar year 1961, the Alle-
gany County mines employed 114 miners, 7 drivers (including motor-men, brakeman, etc.), 10 inside laborers, and 57 outside employees,making a total of 188 men. The production of coal for 1961 was186,826.17 net tons. This shows a production of 993 net tons perman employed during this period.
GARRETT COUNTY: During the calendar year 1961, GarrettCounty mines employed 174 miners, 19 drivers, (including motormen,brakeman, etc.), 51 inside laborers and 108 outside employees, makinga total of 352 men. The production of coal for 1961 was 531,212.12net tons. This shows a production of 1509 net tons per man em-ployed during this period.
FIRE CLAY PRODUCTIONALLEGANY COUNTY: During the calendar year 1961, the fire clay
mines in Allegany County employed 10 miners, 1 driver, 1 inside laborerand 2 outside employees, making a total of 14 men. The productionof fire clay during 1961 was 11,472.00 net tons, and shows a productionof 819 net tons per man.
GARRETT COUNTY: There was no clay production during thecalendar year 1961 in Garrett County. Clay operations ceased inGarrett County during March 1952, and have never resumed operations.

STRIP MININGThe Strip Mining Laws of the State of Maryland, were revised and
went into effect on June 1, 1959. To engage in open pit mining ofbituminous coat, the operator must first file an application as providedby this department. Each application will cover four acres of coalto be stripped. This must be accompanied by a Form of Bond, Cashor U. S. Government Securities in the amount of twelve hundreddollars ($1,200.00), four hundred dollars ($400.00) per acre. Theoperator must also pay a filing fee of fifty dollars ($50.00). A PER-MIT, giv ng the location of the acreage to be stripped, is then issuedto the operator by the Bureau of Mines.
To further comply with this law, the operator must ifie an Opera-tions Report within thirty (30) days after starting remova' of over-burden. Within thirty (30) days after the operation is finished orabandoned, the operator must file a Comp'etion Report with theBureau.

KITZMILLER MINE RESCUE TEAM
The Kitzmiller Mine Rescue Team is still intact and has regularpractice sessions under the supervision of Harry B. Buckley, DistrictMine Inspector.
The members of the team during 1961 were, Chester L. Evans,Jesse H. Reel, Frederick N. Davy, John R. Michaels, Charles G.Paugh, Kenneth Bray, William E. Bray, Dennis Copeland, and Lee A.Hartman. All of the members of this team resided in the vicinity ofKitzmiller, Maryland.
The Mine Rescue Team and the Maryland Bureau of Mines Co-operate with the Maryland Civil Defense Agency to provide adequaterescue service for all cases of emergency.
SAFETY ORDERSDuring the calendar year 1961, there were no Safety Orders
issued by the District Mine Inspectors of the Bureau of Mines.
PROSECUTIONSDuring the calendar year 1961, it was necessary to obtain a warrant
against a strip mine operator, in violation of the Maryland StripMining Law.
The warrant was obtained against the operator for failure toobtain the necessary permit to strip coal in the State. The operatorwas found guilty as charged and ordered to pay a fine and costs.Upon payment of costs, the fine was suspended.

FATALITIESDuring the year 1961, one (1) fatal accident occurred in the coal
mines of Maryland.A roof-fall that occurred about 8:15 A. M., Wednesday, April 5,
1961, at the face of No. 15 room off No. 1 right entry, at the No. 6mine, W & W Coal Company, resulted in serious injury to Leo Wilt,a coal loader. Mr. Wilt died from the injuries about an hour later,in the Potomac Valley Hospital, Keyser, West Virginia.
Leo Wilt was 34 years of age and had 10 years mining experience,two years of which he was a coal loader at this mine. He is survivedby his widow and three children under 18 years of age.
On the morning of the accident, about 6:00 A. M., the mineforeman made a preshift examination and found No. 15 room in a safecondition. Soon after 6:30 A. M., Leo Wilt and Floyd S. Wilt enteredNo. 15 room and started to load the cut of coal at the face onto theshaker conveyor. Part of this cut of coal was loaded at 7:30 A. M.,when the mine foreman returned tO make an onshift examination and

found the draw rock loose on the right side of the place for about 15feet and a clay seam exposed at the face. Some of this unsafe drawrock was then taken down and posts were set under the outer edges ofthe remaining draw rock. However, roof supports were not set in theinby area where the clay seam was present. The mine foreman thenleft the place and went to the surface and the two workmen resumedloading operations. About 8:15 A. M. the drawrock evidently brokenear the clay seam, fell and dislodged the posts set under the outeredges of the draw rock and caught Leo Wilt under the fall. Floyd S.Wilt, who was just outby the fall area, was not injured and after try-ing and being unable to remove the draw rock from the victim, calledto the workmen in No. 14 Room for assistance. The mine foreman wasalso notified and he and the workmen administered first aid and thenbrought Mr. Wilt to the surface. He was taken by ambulance to thehospital, where he died about one hour later.

ACTIVITIES OF FUEL COMBUSTION ADVISORFor the Year 1961
During the year 1961, Mr. Robert D. Ewing, Fuel CombustionAdvisor, spent 36 days in the office and laboratory at Westernport and39 days at State Institutions. A total of 169 days were spent in thefield collecting samples, advising on coal preparation, etc. Six dayswere spent at private institutions advising on fuel problems. Threehundred three coal samples were processed in the coal testing laboratory.
Three complaints were received concerning coal delivered to StateInstitutions. Two complaints were the result of oxidized coal. Onecomplaint was due to improper sizing of coal. Samples of the coal inquestion were collected, and analyzed. Conferences were held with theshippers and consumers and corrections and adjustments were madeon the shipments.
A new field sampling kit was added to the laboratory equipment.This has resulted in better preparation of coal samples prior to analyses.
REPORT OF VOCATIONAL MINING EDUCATIONThe Night Mining Classes opened their sessions February 17,
1961 and ended May 26, 1961.The classes were instructed by James H. Close and Thomas B.
Powell, District Mine Inspectors.The classes were conducted in Barton at the High School by
James H. Close and in Frostburg at State Teachers College, by ThomasB. Powell on each Friday night.
The combined enrollment of both classes was 30 students.The subjects studied were:
Mining MethodsMine Gases and Gas TestingMap ReadingFlame Safety LampsElectricityMine Fires and ExplosionsThe Use of Permissible ExplosivesMining Laws—Deep and Strip Mines
The classes met weekly and averaged two or more hours eachsession. Much interest was shown by the students in the discussionperiod. Students contributed by asking questions generally relatedto their own local conditions. Visual aid was used at intervals duringthe course, to good advantage, when pictures showing good safetypractices were shown.
CONCLUSIONEnough interest was displayed in Vocational Mining, to carry
on this program and demonstrated the continued need for this type oftraining.
