The External Evaluation Report was prepared by EXTERNAL EVALUATION GROUP (EEG)

1. Gracienne LAUWERS, Professor of Law at the Free University Brussels (BE) and at Vytautas

Magnus University (LT), guest professor at Trento University (IT)

2. Edlira HAXHIYMERI, Professor of Social Sciences at the University of Tirana (AL).

The group was assisted by Msc. Tildi Cadri, Chief of Sector of promotion and quality assessment, APAAL.

INTRODUCTION

The Doctoral Program on Humanities and Social Sciences (with profiles in Law, Political

Science/International Relations, and Education) was authorized by the Ministry of Education and

Science by force of the Ordinance No. 567, date 19.11.2012, pursuant the approval of UNYT’s status

as “University” by the Council of Ministers of the Republic of Albania (Decision No. 448, date

11.07.2012).

This doctoral program was organized in collaboration with the University of Bolton (United

Kingdom). The role of the British University was to transfer know-how to UNYT in quality assurance

matters in doctoral research. One member of the Self Evaluation Committee is Prof. Elias Siores

from University of Bolton.

The Doctoral Program in Humanities and Social Sciences (with profiles in Law, Political

Sciences/International Relations, and Education) is part of the UNYT’s School of Doctoral Studies. It

is managed by Council of Professors (CoP).

The Council of Professors is composed of members of academic staff with academic ranks

(Professors, Associate Professors and doctor degrees obtained in OECD countries). Some of them

have a very rich experience in research and publication in their field of expertise.

The Council of Professors is chaired by Prof. Dr. Nertila Gjini. It is composed of 11 members, 8 of

them having the rank of “Professor” or “Associate Professor”.

The Doctoral Program in Humanities and Social Sciences (with profiles in Law, Political

Sciences/International Relations, and Education) carries out its activity in collaboration with the

Social Science Research Center (SSRC), as well as with the Institute for Studies on Democracy and

Development (ISDD), the latter established in 2014 as a multidisciplinary research and cross-

departmental coordination unit within UNYT.

The Doctoral Program in Humanities and Social Sciences (with profiles in Law, Political

Sciences/International Relations, and Education) is regulated by legal documents issued by the

Council of Ministers and Directives issued by the Ministry of Education and Sports.

A list of these legal documents is provided on page 5 of the Self Evaluation Report.

During the visit at the institution, in the discussions with the authorities of the university as well as in

the discussions with the members of the Self Evaluation Group, the EEG learned that the

accreditation of the doctoral program should have taken place in the academic year 2013-2014.

However, in consultation with the Public Accreditation Agency for Higher Education, the School of

Doctoral Studies had decided to postpone the date of application due to the insufficient progress by

doctoral students resulting in meagre outcomes for the assessment of quality at that time.

For the preparation of the Self Evaluation Report, a group of experts was established with the

The EEG appreciates the efforts to get the doctoral school implemented during the economic

transition period of Albania under difficult circumstances.

The applicants state that they aim to further develop the UNYT as a research institution which is one

of their policy priorities – even with rather limited financial and administrative support.

Against the recent EU enlargement talks 2016, the UNYT should consider to make progress in

including European issues in its doctoral programmes of Humanities and Social Sciences.

The EEG remarks that the Self Evaluation Committee is lacking representatives from Law

Department.

Although it is stated that the self evaluation team collected information and feedback from diverse

external contingencies, it is not clear who and which stakeholders were included in the self

evaluation, e.g. lawyers: was the bar association involved?

On 16.11.2016 the draft report of the external evaluation was sent to University of New York

Albania. The University of New York Albania sent to APAAL the official letter no. 268/2016 dated

06.12.2016, about some comments relating to this draft report.

Experts read the comments and decided as below:

1. For comments 1, On Finances (Insufficient Funding of Research & Doctoral Programmes) Experts

decided to leave it as it is. No change is made on the conclusion related to the Finances of the

Doctoral Programme.

2. For Comments 2, On Human Resources (Limited Resources in Law &Education; Non Structural

Involvement of Foreign Professors). Experts decided to leave it as it is. No change is made

related to Capacities (Human resources).

3. For comments 3, On Research (Meagre Research Agenda in Law & Education; Non-Structural

Agenda in Law & Education; Research Seminars). Experts decided not to make any changes.

4. For comments 4, On Policies (Framing the Doctoral Programme in a Consortium; Unrealistic

Workload of Supervisors; Curriculum Review). Experts decided not to make any changes on the

report.

5. For comments 5, Governance & Management. Experts decided to leave it as it is. No change is

made.

6. For comments 6, On Programme Delivery, experts decided not to make any changes.

The Doctoral Program in Humanities and Social Sciences (with profiles in Law, Political

Sciences/International Relations, and Education) is part of the School of Doctorate Studies of UNYT.

As such, the mission of the Doctoral Program under evaluation is the same as the mission of the

School of Doctorate Studies “to prepare future professionals through teaching, learning and

research with an emphasis on personal development and integration into the community, as well as

providing knowledge, skills, character and confidence necessary to succeed in a diverse,

international environment” [Appendix 3].

The objectives of the doctoral program are to promote, organize and manage advanced research

programs and activities leading towards the obtainment of a PhD degree in the Humanities and

Social Sciences (with profiles in Law, and Political Science/International Relations, and Education),

with particular emphasis in inter-disciplinary and cross- departmental activities [Appendix 3].

The academic expectations of the program are to prepare specialists in teaching, research and

consulting.

It is the goal of the doctoral program in the Humanities and Social Sciences to contribute to the

advancement of scientific and academic capacities in this field through research, teaching and

publication.

In order to meet the goal, the academic staff of the university, especially the professors in the

Humanities and Social Sciences, have planned and worked in several directions:

- To organize international conferences in cooperation with local and foreign partners;

- To make publications in local and international journals;

- To establish academic journals affiliated with the University.

The doctoral students are expected and encouraged to have their contribution in all these directions

through their research work. [Appendix 7].

The work of the academic staff on this direction was supported by the Research Strategy 2014-2017

that the university was able to prepare (based on the recommendations of the international expert)

in order to have a planned and organized work on research that could also contribute to the

wellbeing and the best interests of the society as a whole. [Appendix 6].

In this document (Research Strategy of UNYT 2014-2017) it is made clear that the UNYT aims to

raisethe amount and the quality of the research.

Students and professors are expected to contribute to meet this objective: professors by leading

students in research areas of interest and students being encouraged to select topics of research

that serve not only the individuals’ interest but also to the interests of the society.

The Research Strategy of UNYT has the following objectives

(i) Increasing the amount and the quality of research across the broad disciplinary range;

(ii) Encouraging and fostering cross-disciplinary research within the University and strengthening its

partnerships and collaboration with other universities and research institutions;

(iii) Searching for new ways to ensure that research carried out by UNYT faculty and

doctoral students have valuable bearing for a more sustainable economic, social and cultural

development of the country as well as in the region and more broadly; and

(iv) Supporting the teaching process with new findings from research [Appendix 6].

Criterion 1: The study program of the third cycle is a new program Criterion 2: n/a

Criterion 3: The Doctoral Program in “Humanities and Social Sciences with profiles in Law, Political Science/International Relations, and Education”, of New York University of Tirana has a limited number of doctoral students enrolled. More exactly it has:

Students are supported with scholarships in return for their research output. Students are involved to conduct externally funded research. External experts have noticed supervision limitations by government standards

Criterion 4 The Doctorate study program is supported by the Social Sciences Research Centre. The centre is primarily involved in political and social sciences. There is no research centre on education. Neither is there a research centre on law. It is not clear what is the response given to the challenge of supporting a quality culture in the fields of education and of law, as there is no research centre either which could be involved in the task of developing an integrated quality culture instead of simply quality assurance processes. It is difficult for the experts to ascertain the feasibility of an organisational quality culture that intends to enhance quality permanently when the pool of supervisors is very limited and research in both fields is incremental and occasional rather than structural. With a very limited pool of researchers in law and in education, it is difficult to develop shared expectations and commitment of researchers towards quality and how it would be supported structurally by the managerial element with processes for the enhancement of quality and at coordinating the efforts of the different research centres (which are not existing (yet) for law and education. Criterion 7 The Self Evaluation Report of the doctoral study program is reviewed by the Council of Professors.

of Professors.

Conclusions of EEG:

Summary: The doctoral programme is mainly institutional based and is not part of a national or international joint doctoral programme. The fields of law and education seem to have limited capacities for supervision and lack of support from research centres in order to assure quality research and quality culture. Recommendation: The doctoral school should broaden its cooperation and try to become a member of networks in order to connect its staff and students with institutions in and outside Albania, and facilitate discussions and international contacts.

The Doctoral Program in The Humanities and Social Sciences (with profiles in Law, Political

Sciences/International Relations, and Education) is part of the School of Doctoral Studies at UNYT. As

mentioned in the previous chapter, the objectives of the Doctoral Program under the evaluation are

the same with the objectives of the School for Doctoral Studies, which means that they are: to

promote, organize and manage advanced training activities and research programs leading towards

the obtainment of a PhD degree in the Humanities and Social Sciences (with profiles in Law, Political

Science/International Relations, and Education), with particular regard to interdisciplinary research.

The Doctoral Program in the Humanities and Social Sciences (with profiles in Law, Political

Sciences/International Relations, and Education) aims at preparing experts in teaching, research and

consulting in their relevant fields.

The future experts are expected to offer a significant contribution in their fields through continues

research and dissemination through publication and teaching. Based on the legal documents and the

regulations of the School of Doctorate Studies, the doctoral program in the Humanities and Social

Sciences (with profiles in Law, Political Sciences/International Relations, and Education) is run by the

Council of Professors which is composed of 11 members, 8 of them having the rank of “Professor” or

“Associate Professor” and 3 a PhD degree earned from universities in the OECD countries. The Chair

of the Council of Professors is chosen among the senior faculty and holds the title “Professor”. The

Chair is formally appointed by the Rector after nomination by the Council of Professors.

The Council of Professors, in coordination with the Dean of the Faculty of Law, Arts and Sciences

have overall responsibility for the Doctoral Program. The Doctoral Program in the Humanities and

the Social Sciences (with profiles in Law, Political Sciences/International Relations, and Education)

collaborates with the Social Science Research Centre (SSRC)—as well as with the Institute for Studies

on Democracy and Development (ISDD) within UNYT.

Standard III.1 - Management and financing tools for doctorate study program

Conclusions of EEG:

It was clear from the Self Evaluation Report and the meetings during the site visit that the NYUT grew in years. The

number of full time staff is increased and the number of part time staff decreased. The EEG also understood that the

number of the staff (both academic and administrative) was in range with number of students enrolled in different

programs.

Taking into account that the external -evaluation refers to the Humanities and Social Sciences, the EEGs has focused on the CV of staff whose expertise is in Humanities and Social Sciences. This was revealed in the schematic overview of CVs above, constituting the internal pool of supervisors. According to the experts, the pool of supervisors for students in political and social sciences is fine, whereas the pool of supervisors in education and in law is problematic. The university informed the experts that new professors have been recently appointed in these fields. Of the new professors appointed only Dr. Dariel Sina is already mentioned on the university website. EEG considers a weak point the fact that on the website of the university, no professor with a PhD in educational sciences is mentioned. http://unyt.edu.al/faculty/ Part of the doctoral programme courses are organised in co-operation with lecturers from foreign universities It is not clear how many and how the financial responsibilities have been shared between the parties. The EEG considers a weak point the fact that the involvement of foreign professors is rather short-term and not structural. This raises again the question about the supervisors’ pool in the fields of education and law. Even if ad hoc supervisors would be appointed from other universities (which is not unusual), nevertheless, there should have been agreements for the appointment of external supervisors been concluded, or a procedure for such an appointment should have been in place, reflecting the selection criteria and quality control for external supervisors. Recommendations:

The doctoral school is small. The governing body of the doctoral school is the Council, which consists in 2016 mainly of the rector, the chairs and representatives of all the thematic sub-programmes, who would consult with the departments of the university. The council convenes several times per year. If the doctoral programme aims at providing a comprehensive coverage of the fields of law, education, political and social sciences, it is highly recommended to include supervisors from other Albanian universities in which law, education, political and social sciences studies are taught at the doctoral level, and have agreements and procedures for the appointment of external supervisors in place. The need for co-operation is very strong in order to respond to the needs of students in these 3 different academic fields, especially in the fields of law and education. It seems that the funding for the programme is mainly the university which has committed itself to the doctoral programme and its activities. The vast majority of the doctoral programme supervisors are professors, lecturers of the university, and their contribution to the doctoral programme is considered a part of their duties (with no additional costs). However, this also means that the supervisors have to allocate a considerable amount of their working time to the supervision of the doctoral students assigned to their team. Many of the supervisors are also involved in given courses and lectures organised by the doctoral programmes. This might not be a realistic workload that allows for quality in supervision of doctoral work of PhD candidates. Sufficient recourses provide the doctoral students with rooms, computers and other practical facilities for their research work.

3. Quality of Academic and Administrative (support) Staff

Description part

The UNYT is a new institution, founded in 2002. It only recently (2012) had the approval to organise

doctoral studies. In order to have the approval for doctoral studies they had to prove that a pool of

qualified academic staff was in place. In fact, during the visit of EEG in the institution, through

meetings with academic staff and authorities and based on the SER, the EEG proved that UNYT has a

team of qualified academic staff that were trained nationally and internationally, well known

personalities in their fields and some of them with a rich contribution.

The academic staff of UNYT is involved in teaching, research, publications, project writing, and

supervising doctoral students. Based on the evaluation of the profile of the academic staff of the

UNYT (their CV-s) the EEG is of the opinion that the academic staff involved in the doctoral program

under evaluation (Doctoral Program in the Humanities and Social Sciences (with profiles in Law,

Political Sciences/International Relations, and Education) meet all criteria set by the laws and bylaws

in force.

As is evidenced by the tables provided below, the ratios FAS / PAS /AE and Academic Staff / Students

are as follows:

The EEG was provided with information about the selection procedures for employment in UNYT.

According to the written procedures, the UNYT puts particular attention to the qualification of the

academic staff to be recruited. Their degrees and titles are also of interest for the institution. The

reputation of the institutions that have issued the diploma is of interest and to be considered. Once

a job position is opened, an announcement with job description and criteria to be met is published in

electronic and written media.

It is the responsibility of the search committee to screen the applications, to evaluate them and

prepare the short list.

The EEG underlined the fact that alongside other steps, an important component for selection is the

interviewing, which gives candidates the right to present themselves, their qualification as well as to

reveal their philosophy of teaching. From the visit at the Human Resource Office, EEG had the

impression that UNYT keeps complete records on staff recruitments, vacancies, notifications,

reports, etc.

Measurable indicators: EEG should analyze and evaluate some data such as:

Standard I.1 - General framework

Criterion 6 The number and level of researchers engaged in this program constitutes a guarantee for program implementation (60% of them should be internal academic staff, engaged in research and holders of academic titles "Professor", "Associate Professor" or scientific degree "Doctor" or "PhD" awarded in universities well known in the world for quality and rich research and publishing activities in the relevant field;

Criterion 6 Considering the data from the tables 3/1, 3/2, 3/3 and 3/4 of this chapter on the qualification of academic staff and their status of employment (part time or fulltime) the EEG drew some conclusions on this criteria: UNYT has tried during the year to fulfil this criterion by improving the qualification and the ration of the academic staff. So, the situation resulted that more than 60% of the program is covered by full time academic staff. The situation is as follows: 2012-2013: 72.2% was covered by full time academic staff 2013-2014: 70% was covered by full time academic staff 2014-2015: 93% was covered by full time academic staff 2015-2016: 93% was covered by full time academic staff For the last year (2015-2016), it results that out of 11 academic

staff involved in doctoral program, 8 has an academic title Professor or Associated Professor and 5 have a Doctor degree from a Western University. Academic staff to cover the field of Law and Education is rather problematic. For the last academic year 2015-2016: 93% of the workload is covered by full time academic staff but barely any in the fields of law and education; The full time academic staff is mainly employed in business administration, computer sciences, political and social sciences.

Standard II.1 - Capacities for scientific research

Criterion 1 The institution that offers programs of study of third cycle (doctorate), has sufficient academic staff with scientific titles and degrees; Criterion 2 The institution has sufficient administrative and research structures for activities provided in the study program to conduct research. The institution may organize joint programs of doctorate study with one or more other institutions, based on agreements between them;

Criterion 1 For the last academic year 2015-2016 – The NYUT has employed 46 FAS (5 Prof., 4 Assoc. Prof., 18 PhD), and PAS 28 (2 Prof., 6 Assoc. Prof., 17 PhD); For the academic year 2015-16 the employment data are as following:

A total of 14 faculty members, out of which 4 Professors, 4 Associate Professors, 6 PhD holders.

The ratio FAS/PAS/AE is: 13/1/10. The ratio Academic staff/student is: 14/10.

Academic staff for law and education remains rather problematic. The research strategy, research pillars, research agenda is

focused on political and social sciences but lacks to a great or full

extent research in education and in law.

Political Sciences are supported by the Institute for Studies on

Democracy and Development (2014), the Research Centre for

Business and Economics (RCBE) and the Social Science Research

Centre (SSRC).

Again: research centres on law and education are missing.

Criterion 2

UNYT School of Doctoral Studies was set up from the onset in

collaboration with the University of Bolton in United Kingdom.

Though it is not clear what it means in practice for research and

financing, the support from Bolton University to design the

program is important.

The NYUT lacks a structural mobility of staff and students funded

by the British University.

Conclusions of EEG:

Summary

Postgraduate supervision resources are sufficient for political and social sciences but quite modest in the fields of law and education. At the same time, research projects involving several researchers are not very numerous, either. National and international cooperation is considered indispensable in order to enable high-quality doctoral education at UNYT. The development of doctoral schools and research centres can be used for developing a quality culture. Recommendations These reasons led us to conclude that the doctoral school should better be founded on regional or nation-wide doctoral studies to allow students to benefit also from the experts in Albania.

4. Facilities, infrastructure, logistics and other services of doctoral program

Description part

Considering the facilities, infrastructure, logistics and other services to support the doctoral program

under evaluation (Doctoral Program in The Humanities and Social Sciences (with profiles in Law,

Political Sciences/International Relations, and Education), after reading the SER and visiting the

institution, the EEG is of the opinion that UNYT provides all the administrative services needed to

effectively run the PhD Program.

It has a considerable number of classrooms and auditoriums, laboratories, offices as well as space

for recreation and other logistics. The UNYT has an onsite and online library with an inventory of

books, journals and other scholarly publications. Doctoral students can also make use resources

from partner universities. UNYT also provides students with access to specialized Student Writing

Feedback software (TURNITIN). Doctoral students have good communication and regular contacts

with Program Coordinator in order to be informed about all academic events as well as the

opportunities for research funding, project proposal and call for participation in academic

conferences in and outside the country. Other services available to the students are those offered by

the Office for Quality Assurance, the Career Office, the Office of IT Support, the Finance Office, the

Admissions and Information Office etc.

5. Financing and management of financial resources

the data, according to Table 7)

The EEG was able to study and evaluate the financial situation of the institution related to the

Doctoral Program under evaluation. It resulted that the institution has very limited financial

resources to support the research activity of doctoral students and academic staff.

As it is presented in the following table (table 7) the main financial resource to keep the doctoral

program going is students’ fee.

It is clear that the UNYT has been able to receive a small amount of financial support from Public

Funds (only about 2,000.00 Euros) in four years of the Doctoral Program.

The attempts to raise funds from other programs, especially European funded programs,

sponsorships, consultations and other services remain either limited or unsuccessful.

The financial situation of the Doctoral Program based mainly on students’ fee, as it is currently, may

put the program at risk of not being able to fulfil the objectives for a qualitative research work. At

the same time, this financial situation can also bring unforeseen difficulties (such as the situation of

the last year, when there were no new doctoral students in the program because of the decision of

the Ministry of Education), and the total amount of money for research was a small amount coming

from one project and a small percentage from students’ fee.

This financial situation does not allow for support for students. It will also be difficult to allow for

waving the tuition of the students.

Conclusions of EEG:

Summary: The doctoral programme needs more investment for mobility of both the doctoral students and the supervisors. In addition to reimbursing the travel and subsistence expenses of the doctoral students, the doctoral programme should also financially support participation of supervisors in common events. The doctoral programme should support its students’ participation in international events whenever possible. International experts should be invited to give guest lectures and seminars, participate actively in discussions and give feedback on the doctoral students’ research. Recommendations: 1. The research is conduced “closed-door”. The establishment of so-called ‘Research Training Groups’ should be

considered as they would help the development of moving away from a highly individualised model of delivery based on the personal supervisor- supervisee relation and enhance institutional responsibility and the integration of doctoral students in a research environment beyond the activities of their supervisor and to facilitate cross/inter-disciplinary research groups.

2. With the inclusion of the ‘third cycle’ in the Bologna Process in 2003, reforms began to be introduced across Europe. Structured programmes with taught elements were established, in some countries copying Bologna elements such as ECTS, and institutions began to develop professional management of doctoral education.

3. The doctoral school in humanities could try to implement the “basic principles for doctoral programmes” laid down in the Salzburg Principles for shaping the reforms of doctoral education. Research should be embedded in institutional strategies and contain room for adversity of practices and programmes (2010 Salzburg II Recommendations).

4. 4.The doctoral school should actively pursue international exchange programmes (e.g. Erasmus) in financing visits and organizing events.

6. Internal Quality Assurance System (IQAS)

Description part

In order to ensure the quality in learning and teaching, UNYT has established the Quality Assurance

Committee (QAC). This committee is coordinated by the Quality Assurance officer.

The whole activity of the QAC is based on national and international legal framework. The QAC,

based also on rules and regulations of the institution, has specific obligations to better serve to the

needs of the university’s community and other interested groups.

It is the main obligation of the QAC to ensure that the institution follows procedures for the internal

and external evaluation of academic staff and students.

QAC plays an important role in ensuring a continued improvement of the quality in UNYT.

Quality Assurance Committee and the Quality Assurance officer are appointed by the Rector of the

University.

Measurable indicators: EEG should analyze and evaluate the quantitative data for IQAU, as:

o How many surveys are made with students?

o How many students were surveyed?

o How many surveys are processed, and what problems are issued?

o Which have been the next steps?

o etc.

The QAC in UNYT organises its work on the bases of known procedures and strategies. - Teaching standards are monitored every semester; - Students are given questionnaires at the end of the course (before exam) to evaluate

content of the course, teaching methodology, communication, engagement of students in independent work, literature etc);

- Answers of the students are administered by the coordinator in order to avoid any conflict between academic staff and students;

- The results are maintained by coordinator, dean and rector; - The results are evaluated in order to be used for the improvement of the process.

The same procedure as above is also used for the doctoral program. As mentioned by the coordinator of the QAC, though this evaluation procedure is used several times, no major issues were raised. Nevertheless, measures were taken to address concerns of students related to specific courses. Another strategy for Quality Assurance in UNYT is periodic peer evaluation of instructors by head of department.

EEG should analyze and evaluate the analyses for Internal quality control, as:

o Responsibilities in monitoring and quality management, until the department level

o Self assessments conducted, and their results

o Quality improvement policies, on the basis of periodic self-assessment

o The results of the audit and preview external assessment

o Relevant documents, taken during visits to the institution

The Doctoral Program under evaluation (Doctoral Program in the Humanities and Social Sciences

(with profiles in Law, Political Sciences/International Relations, and Education) has also been subject

of internal evaluation from QAC. Based on the SER and from the discussions with PhD students and

academic staff it was clear for the EEG that internal quality assurance procedures were used for PhD

students as well. On these bases, the Comprehensive Exam, which is compulsory, has been revised

with the aim of improving it. The Doctoral students are kept informed for addressing their needs and

concerns.

According to the opinion of the external experts the internal quality control should focus on competencies to be acquired by the doctoral students. A COMPETENCY MATRIX would be very useful. A competency matrix identifies training needs. The doctoral training is fulfilled when the individuals are said to be competent in all steps or competencies. A competency matrix and a TEST MATRIX of courses should be specific and leave no room for ambiguity. Students can use this as part of their doctoral training to be competent for the whole doctoral programme.

Description part

UNYT was licensed to begin the Doctoral School in 2012. It is clear from the Order of the Minister of

Education and Science (see Appendix 1) that Doctoral School would have three fields, one of them

being the Doctoral Program in the Humanities and Social Sciences (with profiles in Law, Political

Sciences/International Relations, and Education). As stated in the introductory part of the Self

Evaluation Report, the objectives of the School of Doctoral Studies are to promote, organize and

manage advanced research programs and activities leading towards the obtainment of a PhD degree

in the specific field, with particular emphasis in inter-disciplinary and cross-departmental activities

[Appendix 4 of Self Evaluation Report].

The PhD program in the Humanities and Social Sciences, as stated in the SER, page 42, aims to train

professionals with solid specialized and advanced theoretical knowledge and methodological tools,

not only to best understand and explain the social world but also contribute to the theory and

practice of humanistic and social science disciplines involved, such as Law, Political Science and its

sub-discipline of International Relations, and Education. Within the doctoral studies framework this

educational process involves:

(i) Providing doctoral students with the most current and influential theories in their fields of

expertise and related areas;

(ii) Training them in the state of art research methodology and techniques that will empower them

to conduct original and objective research of the highest quality, producing work that can stand a

peer review process and see the light of publication;

(iii) Enabling them to systematically gain and understand a substantial body of knowledge which is at

the forefront of an academic discipline or an area of professional

practice as well as knowledge that cuts across disciplinary borders;

(iv) Encouraging and cultivating in them skills of rational critical thinking and the ability to

conceptualize, design, conduct and implement research projects of theoretical and practical

significance;

(v) Enabling them to make informed judgments on complex issues in their areas of expertise even in

the absence of complete data, as well as cultivating in them the ability to communicate ideas and

conclusions clearly and effectively to specialist and non-specialist audiences;

(vi) Enhancing the ability and the qualifications required for employment in the global market as well

as the sense of responsibility and the ability to judge and act independently in complex and

unpredictable situations (see SER page 42).

As mentioned by the academic staff that offers the Doctoral Program, each of the pillars of the

Doctoral Program (Political Sciences/International Relations, Law and Education) is designed by them

to provide students, first of all, with theoretical background in each of the areas.

The second part of it, which means courses offered during the second semester of Doctoral Studies,

are more specific for each area of study. For this reason, many theoretical subjects such as Social

Theory and Cultural Analyses, Democratic Theory, Contemporary Debates in IT/Political Sciences,

International Relations Theory, Political Sociology, Theoretical Approaches to EU, Public

International Law (in Political Sciences); Human Development, Educational Leadership, Educational

Psychology, Learning and Motivation, History of Education (in Education); Civil Law-Advanced

Studies, Public Law, Criminal Law-Advanced Studies, Accounting Law, Comparative Competition Law,

European Law, International Taxation Law, Public International Law (in Law) are part of the Doctoral

Curriculum.

The Doctoral Curriculum is an attempt of the authors to meet the objectives of the program as

mentioned above.

Analyses and evaluation for: general elements of the study program:

The Doctoral Program is composed of several elements:

1. Credit Requirement: The Doctoral Program in the Humanities and Social Sciences requires the

minimum of 180 ECTS for the completion of the program and leading to the award of PhD

degree. This workload is distributed in several activities and in different years.

2. Program’s Credit Distribution: The minimum of 180 ECTS required by the program are

distributed in different activities as follows:

- 60 ECTS are earned through course work

- 60 ECTS are earned through participation in academic conferences and publications in peer

reviewed journals, and

- 60 ECTS are earned by defending the doctoral dissertation.

3. Timeframe: The program is organized for a period of no shorter than three years, during which

one year is dedicated to theoretical courses and the rest to research, publication, participation in

conferences and preparation of the dissertation.

Course work

PhD students are required to take 10 courses in their first year of study, 5 courses for each semester.

In order to complete the first year of studies in a satisfaction level and have the right to progress

with the research, students have to be graded no less than B- (80%) in each course. If it happens for

them to be graded less than this, they have either to retake the exam, or they cannot register for the

second year. At the discretion of the Chair of the CoP and the Dean, be offered the opportunity to

repeat the pending course 9only one).

The Comprehensive Exam

The Comprehensive exam is a pass-or-fail exam that is required to be taken by each of the PhD

students at the end of the first year of doctoral studies. The exam is based on the main courses

offered during the theoretical year. It is administered by the academic supervisor, in close

cooperation with the Dean and the Department Chair of the respective faculty, and formalized by a

Committee of 5 professors of the same field or areas closely related to it. A passing grade in the

comprehensive exams is a prerequisite for advancement to years 2 and 3 in the doctoral program.

Conference Papers and Peer-Reviewed Publications

According to the rules of Doctoral Studies, PhD students in each program have to fulfil some

scientific requirements in the 2nd and 3rd years of doctoral studies. PhD students have to earn 60

ECTS for publication and participation in conferences. During the second and third year PhD students

have to deliver, as first authors, a minimum of three conference papers (or poster), two of which

internationally in the OECD countries (specified in the list approved by the Ministry of Education and

Sports), with their abstracts published in conference proceedings with ISBN number. During the

same time, they are also required to have published as first author (or show official proof of

acceptance of) three articles in peer-reviewed journals with ISSN number two of which

internationally in the OECD countries (specified in the list approved by the Ministry of Education and

Sports).

The Dissertation

According to the Regulations of the UNYT Doctoral Program, the dissertation (60 ECTS) can be of two

kinds:

(i) A document in the form of a monograph written on a basis of a scientific problem, according to an

approved structure, in a book form; or

(ii) A document that combines 3-5 essays on scientific problems, related to each other.

As in all other Regulations for the dissertation preparation, UNYT has also approved some

requirements which require the candidate (the PhD student) to prepare a document that respects

the methodological steps, that proves the competence of the author to run and present scientific

work and be authentically. In any case, the dissertation has to be prepared on a relevant problem.

English Language

English language mastering at C1 level is a requirement for any candidate to become PhD student in

order to be admitted to the doctoral program. The level of English needs to be certified by an

international language centre that is recognized by the MES in Albania.

Teaching

Within the doctoral program students are also encouraged to gain experience in teaching at both

bachelor and graduate level. PhD students are encouraged to teach in their fields of expertise and

have a chance to communicate their research work with their students.

Analyses and evaluation for: academic curriculum plan of the first year, the division of

subjects in credits, and according to the forms of teaching (verify the data, according to

Table 8)

During the visit at the institution, in the meeting with professors and PhD students, EEG had the

possibility to prove data from table 8. It is resulted that the Doctoral Program had used the

European Credit Transfer System (ECTS) to organize the students’ workload. The whole theoretical

course offers 60 ECTS for 10 courses. It means that each course is 6 ECTS. This system of

organization allows for a model of transparency and comparability with other programs. As in the

other cases, ECTS for each course are calculated and awarded on the bases of hours in class

(lectures, seminars, lab-s), and independent work of students.

Students and professors reported for various teaching methods utilized in the process, beginning

with the traditional ones (lecturing) to the most alternative and contemporary ones (discussions,

critical reviews of papers, essays, presentations, take-home exams, etc).

In the Appendix 26 of the SER and during the visit in the institution and meeting with professors and

PhD students, EEG learned that for the admission to the doctoral program, students are required to

conceptualize and present their thesis proposal (800-1000 words). The proposal or the thesis outline

should contain the principal problem, hypothesis, research question, methodology to be used as

well as the main literature resources. This, of courses, requires that students that apply for the PhD

program have some experience in research and they are prepared to their scientific interest and

filed of expertise. It is the CoP that reviews the proposals, and tries to match it with the supervision

available.

Criterion 1: Programs 10 courses (counting for 6 credits each) are divided into 4 core courses, 4 concentration courses and 2 specialization ones. The programs of doctoral studies include 60 credits for theoretical organized studies.

Criterion 2: Referring to Table 8/1, 8/2, 8/3 it is evident that the curriculum is organized on the basis of 5 fundamental joint courses for the three directions of the Doctoral studies in the Humanities and Social Sciences (Research methods: quantitative and qualitative (2 courses), Teaching in Higher Education, Social Theory and Cultural Analyses and Dissertation Seminar). 5 other courses are focused specialized areas (Political Sciences, Law and Education). Standard II.3 - Drafting and approval of proposed research project

Criterion 1 Applicant who requires to be admitted to doctorate studies program has submitted the request for a particular research area and this has been discussed with him in the interview; Criterion 2 Scope of research is selected in such a way that doctorate studies program can support it; Criterion 3 Proposal is approved by Professors' Council if criteria prescribed and announced in regulation of doctorate studies are met. The following should be also confirmed:

result that doctorate student will achieve; Criterion 4 A member of academic staff with the title "Professor", "Associate Professor" or with scientific degree "Doctor" or ("PhD") awarded in the scientific field in which doctorate student follows the studies in universities known in the world, for quality and rich researching and publishing activities in the relevant field, is appointed by Board of Professors to supervise and support student's research work; Criterion 5 Doctorate student presents to Board of Professors the research development plan, designed by him and discussed with his supervisor; Criterion 6 Supervisor has advised repeatedly the students

Criterion 1: Applicant According to the criteria for application in the doctoral program each candidate is required to submit a proposal (800-1000 words) [Appendix 26 in the Self Evaluation report] and interview. Criterion 2: Scope of research The scope of the research is selected in such a way that the doctorate

program can support it (the theoretical background, main courses for

fundamental formation, the fields of study, the supervisors).

Criterion 3

According to the regulations of the doctoral school, the approval of the

proposal was made by the CoP.

Criterion 4: A member of academic staff [Appendix 24] The pool of supervisors in charge of the organisation of supervision

within the doctoral programme consists of a too small number of experts

to guarantee the supervision of students in the fields of law and

education.

that he supervises for didactic duties and research activities as well as research methodology to ensure the progress of his studies in this program.

It is true that the supervisor advices the student for didactic duties and research activities to ensure progress in his studies. The External experts are of the opinion that in addition, the doctoral programme should also prepare researchers in practical work and expertise and teach them the professional skills tied with the needs of the labour market and society.

Standard II.1 - Capacities for scientific research

Criterion 1 A third cycle study program (doctorate) is integrated in research activity of Higher Education Institutions;

Criterion 1: The whole of its disciplinary range is too ambitious for such a small team. [Appendix 6] [Appendix 7]

A broader cooperation is considered indispensable in order to enable the

success of a high-quality doctoral programme.

Standard II.4 - Doctorate student’s supervision and continuous evaluation of progress of doctorate studies

Criterion 1 Scientific supervisor of student is responsible for directing, advising, assessment of student’s needs and for developing and monitoring progress of student’s research work. He has the academic title "Professor", "Associate Professor" or the scientific degree "Doctor" or ("PhD") awarded in Western universities and has a rich research and publishing activity; Criterion 2 All scientific supervisors have had the expertise, instruction and proper guidance for their role in realization of scientific research project of doctorate students; Criterion 3 Scientific supervisors work to update their knowledge and skills, based on institutional arrangements in order to enable the exchange of best practices and providing advice to support students effectively; Criterion 4 Board of Professors selects scientific supervisors, capable to supervise doctorate students’ research work, based on assessment of their publishing and research activities inside and outside the country; Criterion 5 The main scientific supervisor and the other supervisor (when program of doctorate studies is offered by more than one university) guarantee that doctorate students receive sufficient support and guidance to facilitate their work to achieve success; Criterion 6 In all cases, the student must have only one identified contact point, who should be his main supervisor. If his main supervisor is not available, the student must know who will be the person to replace him; Criterion 7 University ensures that supervisor has enough time to supervise doctorate student; If the main leader is unable to continue supervision of student, or will be absent for a considerable period, he should be replaced by another his main supervisor before the period of awarding the diploma for scientific degree "Doctor";

Criterion 1:

The supervisor should guide, supervise and train the student in his/her own research area. It is not clear how the supervisors guarantee the students to make international contact with, internationally renowned experts of their own area though seminars and other events, because the existing pool of supervisors is limited. UNYT research seminars should feature international guest lecturers to eliminate the barriers for students. Criterion 2

All the scientific supervisors have had the expertise, instruction and

proper guidance for their role in realization of the scientific research

project of doctorate student.

The NYUT has regulations to encourage the scientific supervisors work to

upgrade their knowledge and skills, in order to be able to exchange

experience and to support students effectively.

It is obvious that in certain case NYUT has provided doctoral students

with sufficient support from more than one supervisor. For e.g the case

of A. Xhaho, she is supervised by a UNYT expert and a+ Professor

University of Juvaskula, Finland.

This is clearly set in the regulations for the Doctoral Studies Program.

Criterion 7

The workload of full time supervisors is considered carefully to insure

that the supervisor has enough time for proper and dedicated

supervising.

In cases when the collaboration between the supervisor and the student

does not function effectively for various different reasons, such as

extended absence of the supervisor, the request of the student or his

supervisor or any other reasons, the Council of Professors (see Appendix

Criterion 8 If relationship student-supervisor does not function well, at the request of student or his supervisor, supervisor is changed, provided that this does not affect the project progress; Criterion 9 Clear and transparent procedures are set for verification of knowledge or periodic evaluation of student (for example, an annual review by a panel called for this purpose or by a special commission set up by Professors’ Council); Criterion 10 Doctorate student and his supervisor should be present during this process. The manner and periods of verification of knowledge or periodic evaluation of doctorate student are stipulated and specified in the beginning of doctorate studies program; Criterion 11 Continuous evaluation conclusions for realization of scientific research project of program of doctorate studies are clear and transparent including suspension, extension or withdrawal from doctorate studies; Criterion 12 Meetings between supervisors and doctorate students are documented, especially during the review of progress reports.

Criterion 8

In a couple of cases (Rudin Beka and Irisi Kasapi), the course of action

(mentioned above) proved to be successful and to the best interest for

both the students and their research. Appendix 10

Criterion 9 According to the regulations of the doctoral school, it is the responsibility of the scientific supervisor to assess the progress of the PhD student in all the components, which means related to the theoretical courses, participation in national and international conferences, publications, working on the research project (as foreseen in project presented at the beginning of the work). The scientific supervisor writes a report on the annual activity and fulfilment of obligations of the doctoral student and presents the report to CoP. (for more info, please see Appendix 24) Criterion 10 From the very beginning of the Doctoral School, admitted students are informed about rules and regulations of the school. UNYT organizes an Open Day with doctoral students in order to inform them about their rights, responsibilities, obligations, penalties, financial obligations, etc. In the Appendix 27 it is mentioned that doctoral students have to sign the Honor Code once they are registered for their doctoral studies. This code gives students directions on ethical and moral issues related to research, publication in order to avoid plagiarism and cheating. Students of doctoral school are in close contacts with their scientific supervisors, authorities of the university, coordinator of doctoral school to be informed for any event that could be of interest for them such as for example chances to be involved in research projects or conferences and publication possibilities. All the necessary materials are available in the web page of the University: www.unyt.edu.al. Criterion 11 The Rules and Regulations of the Doctoral School make it clear to any doctoral student the procedures to be followed in case he/she cannot proceed normally /as planned with their research work. If the scientific supervisors, in assessing the progress, notes that the student is not progressing as expected, then the student reserves all the rights to postpone, or extend the period of studies. In every case the decision has to be taken by the CoP based on the report of the supervisor or the request of the student. For special cases, when students do not prove that they are seriously progressing with their course work and other obligations, the CoP reserves the right to unroll them. There are two students of the Doctoral School of UNYT, cohort I, that have been enrolled for not progressing.

Criterion 12

According to the Rules and Regulations of the doctoral school, doctoral

students have the right to request meetings with the supervisor any time

they are in need of consultation. Normally, the supervisor and the

candidate meet regularly, at least once a year, to prepare the progress

report.

The external experts are of the opinion that Doctoral students and

supervisors from the universities should provide a wide research

community. This is difficult to realize with only a limited number of

supervisors and doctoral students and researchers.

The pool of supervisors in charge of the organisation of supervision within the doctoral programme consists of a too small number of experts to guarantee the supervision of students in their fields of interest. Probably, students will be forced to choose topics which fall within the interests of the existing pool of supervisors rather than within the students’ interests. Additional foreign supervisors who may not be members of the pool at UNYT could alleviate this problem but this would require a broad network of international cooperation which does almost not exist. The doctoral programme should encourage the doctoral students to acquire supervisors from outside Albania. Doctoral courses should also aim at teaching the students skills which are necessary in practical work and expertise and the professional skills tied with the needs of the labour market and society (no ivory tower mentality).

Standard II.5 - Final evaluation of students in this cycle of studies

Criterion 1 Student provides evidence that he has acquired:

a) Profound knowledge in relevant scientific field; b) Profound knowledge in some areas approximate to

it; c) Professional skills in using modern technology to

solve critical problems related to his field of scientific research;

d) Innovation, to expand and update existing knowledge;

e) Autonomy, scientific, professional integrity and dedication for development of new ideas that encourage scientific research;

Criterion 2 Student provides evidence that he has brought original scientific products, scientific works of a high scientific level through conducted scientific research, some of which have deserved or deserve publication in scientific national and international magazines; Criterion 3 Final evaluation of doctorate students is based above all on an assessment of their scientific research product; Criterion 4 On the basis of an agreement reached in the phase of the study program approval, scientific research result is presented as a dissertation thesis, or cumulative with 3 scientific articles published in international journals with impact factor coefficient above 1; Criterion 5In case of doctorate examination with dissertation thesis, doctorate student meets the following conditions:

The NYUT has established the system to make student provide evidence

of their knowledge, skills, innovation, autonomy but this should be

further elaborated in a competency matrix, linked to courses, learning

objectives, learning outcomes, and test matrix.

Student provides evidence that he has brought original scientific

products, scientific works of a high scientific level through conducted

scientific research, some of which have deserved or deserve publication

in scientific national and international magazines through:

a) He has realized as first author at least three scientific papers or presentations (poster), of which two papers or presentations are held in a international scientific event, in a western country (symposium, conference, congress), accepted on the basis of a preliminary scientific assessment, published in "Proceedings", indexed with an ISBN code;

b) He has published as first author, at least three scientific articles in scientific journals. At least two of the articles have been published or accepted for publication in well-known western journals with editorial board;

c) He has prepared and presented to Faculty Board of Professors the dissertation, along with a summary, approved by scientific supervisor. Structure of dissertation and its summary are defined in doctorate study regulation;

Criterion 6Board of Professors defines two or three opponents, one of which is from outside the institution. Opponents are also members of the jury to assess dissertation. They have required academic titles and rich research and publishing activities inside and outside the country in the relevant field of study in which program doctorate studies is offered; Criterion 7Opponents who have had a substantial involvement in the work of doctorate student, or whose work is the very focus of research project; Criterion 8 A dissertations copy is given to every opponent, giving enough time to read it and to write a separate report. Opponents should not communicate among themselves, with doctorate student or its scientific supervisor during this period. Opponents must verify the authenticity of data used in dissertation, observance of scientific research practice as well citations of scientific research works and articles of other authors; Criterion 9 Opponents express clearly that scientific paper is free of plagiarism. If they notice and find that this has happened, they ask for termination of dissertation assessment; Criterion 10 Dissertation is accompanied by a summary, about 10 pages in English. This review is published in the official website of the institution, in the section designated for information for this study; Criterion 11 Scientific supervisor of the student should not be an opponent; Criterion 12 When opponents have completed their reports, they are called by the Dean and Head of Board of Professors to

review and evaluation to every jury member.

agree to conduct oral examination; Criterion 13 It is recommended, that a jury member of doctorate examination be from universities known in the world for quality and rich research and publishing activities in the relevant field, which has at least the scientific degree "Doctor" awarded in the scientific field in which doctorate student follows the studies and over 5 years academic and research experience. This criterion may not be applied to Albanological sciences. Assessment of doctorate student in examination is made open by consensus, provided that all members are pronounced for a passing grade. Even if one member has evaluated doctorate student by convincing arguments, with a failing grade, the final outcome will be failing; Criterion 14 Opponents submit to dean of unit that organizes the program of doctorate studies and chairperson of doctorate examination jury a copy of their individual reports; Criterion 15 Dissertation defence for obtaining the diploma for scientific degree "Doctor" is public. It is announced at least 4 weeks before and it is done in the presence of department interested members, students and teachers in the relevant Higher Education Institution; Criterion 16 Evaluations that opponents can make include: granting diploma of scientific degree "Doctor", or resubmission of written scientific research paper after completion of their recommendations, or a further extension of study program, or denial of diploma for scientific degree "Doctor"; Criterion 17 A copy of dissertation of student who received a diploma for scientific degree "Doctor" is deposited in library of faculty, research institute, university research centres, university where study program is carried out and scientific paper and a copy in National Library. Scientific degree "Doctor" is not issued without dissertation being deposited in aforementioned institutions, published in paper and on disk (CD) and without making it public in the official website of respective higher education institution; Criterion 18 Scientific degree "Doctor" is not issued without being registered in National Register of Doctorates of Securities Commission Academic Assessment (KVTA) in MES

Criterion 13

Final evaluation of the doctoral dissertation is made by consensus

minimum acceptable grade is B-(80%).

Opponents submit to the Chair of the Committee and to the respective

Faculty Dean the signed version of the individual report (Appendix 32).

Criterion 15

Dissertation defence for obtaining the diploma for scientific degree

"Doctor" is public.

The jury, at its discretion, shall make one of the following

Granting diploma of scientific degree "Doctor", or resubmission of

written scientific research paper after completion of their

recommendations, or a further extension of study program, or denial of

Upon the award of the scientific degree “Doctor of Philosophy”, a copy of

dissertation of student who received a diploma for scientific degree

"Doctor" is deposited in library of faculty, research institute, university

research centres, university where study program is carried out and

scientific paper and a copy in National Library. Scientific degree "Doctor"

is not issued without dissertation being deposited in aforementioned

institutions, published in paper and on disk (CD) and without making it

public in the official website of respective higher education institution.

Criterion 18

Finally, the scientific degree “Doctor of Philosophy” is registered in the

National Register of Doctorates of the National Council of Academic

Titles’ Assessment (KVTA) at MES.

Conclusions of EEG:

Recommendations: The Doctoral School should add a range of courses or allow its students – in addition to the courses offered at UNYT – to participate in courses organised by other universities or departments, whenever possible. In this way, the close working community for the doctoral students at UNYT is expanded across other academic institutions which would benefit the students.

8. Teaching – Learning outcome (in first year)

Description part

As stated in the previous chapter (Chapter 7-Study program), PhD students in the Doctoral Program

in the Humanities and Social Sciences have to attend 10 courses foreseen in their theoretical course

of the first year of doctoral studies.

Table 8/1, 8/2 and 8/3 of the previous chapter describe the content of the first year of doctoral

studies for each of the fields (Political Sciences, Law, and Education) in the Humanities and Social

Sciences. For students, in order to continue with their research work, they have to fulfil the

requirements for each course and be graded of no less than B- in each course.

Once finalizing the theoretical course, students are expected to have a solid theoretical background

in research methodology, teaching methods and contemporary issues, as well as in specific areas of

their interest for research.

The whole program is offered to students in English, which also means that they need to have a

good level of mastering English (C1 level in the European Qualifications Framework certified by an

international tester recognized by the Ministry of Education and Sports of the Republic of Albania).

As it is mentioned in the meeting with professors and students during the visit of the EEG in the

institution, teaching has been delivered to students in a variety of traditional (lectures, workshops,

and tutorials) and innovative (such as virtual learning environments, simulations, and discussion

groups) methods.

It was also mentioned that a variety of assessment tools have been utilized including, discussion and

debates, critical reviewing on different papers, oral and written exams, research papers, literature

reviews, research design (qualitative or quantitative methodological projects), oral presentations

(individual and group).

The first year of the doctoral program ends with a comprehensive exam, which is pass-or-fail exam.

PhD students will sit for this exam after having completed all the requirements of the courses

offered during the year.

Only students that have qualified with a grade no less than B- for each course can sit for the

comprehensive exam.

The comprehensive exam is managed by the supervisor of the student in collaboration with the dean

and the head of the department.

A pass grade in comprehensive exams is prerequisite for advancement to Years 2 and 3 of the

doctoral programs.

Beginning in the first year, students are regularly encouraged to be involved in research. So, these

are the cases when PhD students begin to collaborate with their supervisors to prepare papers and

presentations for conferences.

Though, only in the second and third year of their doctoral studies they are required to publish and

participate in conferences where they are the first author of the product work.

The collaboration of the PhD students with their supervisors helps not only to fulfil their

requirements for the PhD work, but it also serves in creating an academic environment that

encourages good communication, good cooperation, values and ethics that contribute to the profile

on the university as well.

Measurable indicators:

EEG should analyze and evaluate the student’s workload, forms of teaching (verify the

data, according to Table 10)

UNYT has adapted the European Credit Transfer System (ECTS) to organize and manage the doctoral

studies. This system has helped in making the doctoral studies comparable with other doctoral

programs locally, regionally and internationally.

According to the Bologna Process that the ECTS refers to, the credits are awarded on the bases of

hours that the student spent in class, hours needed to prepare the assignments and hours to work

independently for the course. According to table 8/1, 8/2, 8/3 the first year of doctoral studies

contains 10 courses and each of them is awarded 6 credits.

In order to gain the 6 credits for each course, students are supposed to regularly attend the classes

and work and fulfil all the requirements for essays, papers, individual presentations, group

presentations, etc.

The grading of each student at the end of the course is closely linked not only to the fulfilment of the

assignments but also to attendance, participation in discussion and presentation.

EEG should analyze and evaluate the policies for Learning Outcomes control (verify the

data, according to Table 11)

As Table 11 below shows, UNYT has adapted a system of controlling the learning outcomes. The

same can be said for the doctoral program. Based on the specific nature of each course and the

priorities of the professors, each course has a strategy for controlling the learning outcomes. The

table 11.a is taken from the course ‘Teaching in Higher Education’ and that is an example how the

a classroom without walls. Listening skills, assertiveness skills,

paper/report writing, public speaking, interacting skills, are all

enhanced through participation in international conferences.

Each of the doctoral students should have an individual budget

allowing the student to attend conferences.

Conclusions of EEG:

Summary: The aim of the training is to guide, supervise and train the doctoral students in their own research field. The NYUT offers a great deal in this respect through the program of doctoral studies, nevertheless the need is for further developments in putting doctoral students in international, regional and local networks of communication. Recommendation: The loosely defined sub-disciplines of law, education, political and social sciences should try to organise their own research seminars and other events each year with international guest lecturers that also allows the doctoral students to give presentations based on the dissertation projects and on the research projects which they conduct together.

9. Doctoral students

Description part

UNYT has applied and respected the rules and regulation of the PhD programs as determined by the

Decision No. 864 / December 05, 2007 of the Council of Ministers “On the Establishment of Doctoral

Programs in Higher Education Institutions”, amended by the Decision No.593 / August 18, 2011 as

well as all the bylaws in force. These legal documents are attached to the SER, Appendix 4.

According to these regulations, in order to apply for a doctoral program and be admitted, a PhD

candidate must:

- Hold a Master of Science degree or some equivalent qualification with a G.P.A. of no less than

8.0/10 (or equivalent);

- Have an English language certificate at a C.1. Level in the European Framework of Language

Qualifications and issued by one of the international agencies recognized by the Ministry of

Education and Sports.

Alongside these two criteria, there is always space to transfer the doctoral studies from one

institution to the other. Applicants for doctoral studies who are in hold of a second-level Master’s

degree from other institutions might be eligible for waivers from course requirements of the

doctoral programs’ taught part, subject to approval by a committee appointed by the COP.

If a student has completed any transferable coursework beyond Master of Science in the field s/he is

applying for, then a certificate confirming that the studies in a certain field of specialization are in

progress accompanied with the list of grades acquired is necessary, subject to approval by the

Council of Professors.

According to the regulation of UNYT, a degree from this university may only be awarded where at

least 1/3 of the degree has been completed at UNYT.

UNYT has adapted an application form which contains personal information, a section on education,

a section of academic referees and a proposed project for the research work.

The proposed project for the research work contains a summary of the problem, hypothesis,

research questions, the methodology to be applied and the main literature resources.

The documents are delivered at the Admission Office to be analysed by CoP. It is the CoP that

evaluates the candidates and their proposal and on the bases of the resources available, makes a

decision for each application.

The NYUT has admitted a limited number of doctoral students, in line with legal requirements.

For the Program under accreditation, the doctoral program in the Humanities and Social Sciences,

the number of PhD students is small, only 10 of them for a period of 4 years.

As it is presented by the professors and students during in the meeting in the institution, there are

no students coming from the region or from other counties of Europe.

No one from the program under accreditation has fulfilled all PhD requirements. PhD students are

working on their thesis.

The table below shows the number of PhD students in the Humanities and Social Sciences according

to the three cohorts.

EEG should analyse and evaluate the information for the mobility of doctoral students

at universities abroad

PhD students are encouraged to participate in international conferences in the country and abroad

as well as to be in contact with international partners for research projects and publications.

Students from cohort I and II have already started the experience of being involved in international

conferences and publishing abroad. The number of students that are already in this stage of work is

limited and it is hard to evaluate the quality and the impact of their work. The university needs to

increase the funds to support the participation of PhD students in international activities. One

doctoral student in the Humanities and Social Sciences program, Armela Xhaho, is a good example of

how funds for field-work, travel grants and study visits abroad can be provisioned from foreign

institutions, in her case from the University Jyväskylä, Finland. Another doctoral student, Rudin Beka,

has earned valuable experience by studying and lecturing at Sandhills Community College, and Butler

University in the U.S.

Analyses and evaluation of data for the final evaluation of doctoral students

At UNYT a procedure of evaluating PhD students’ work is almost in place. Following there are several

types of evaluation applied in the process:

o Students are graded for each course by the respective professor;

o Students take the pass-or-fail comprehensive exam on the courses at the end of the first

year of studies;

o Supervisor fulfil the annual progressive report on the progress of the student in meeting

the requirements;

o The first draft of the dissertation is evaluated by the supervisor;

o The first defence of the dissertation is made in the department where the candidate

receives a preliminary evaluation of his/her work;

o The thesis is defended in front of the commission appointed by the CoP. The

Commission is made of professors from the field, with two opponents.

o The final decision is taken by the Commission.

Criterion 1

The NYUT has a designed admission criteria/ legal

requirements/ PhD program Rules and Regulations. In this

respect to be admitted to the doctoral program it is required a

‘Master of Science’ degree with a G.P.A. of no less than 8.0/10

(or equivalent). At the same time waivers from course

requirements is possible, but this is subject to approval by a

committee appointed by the CoP

and at least 1/3 of the degree has been completed at UNYT.

Appendix 26.

Criterion 2

Candidate who applies to continue the third cycle program, the doctorate, has profound theoretical knowledge in the relevant field of study. Some basic knowledge that doctorate student has is: - adequate theoretical knowledge,

- significant evidence of research and publications potential,

- previous field of degrees of the applicant, curriculum vitae,

his/her list of publications (if any) and THE APPLICANT’S

DOCTORAL THESIS PROPOSAL.

Criterion 4 Student owns the English language certified in the international level, at least "C1", based on internationally recognized tests and a second foreign language as French, German, Italian, Spanish or Russian. In social sciences it may be Latin, Ancient Greek, Persian or other languages needed for research in the area; Criterion 5 Professors' Council set the criteria for admission to program of doctorate studies contained in regulation of doctorate program of studies; Criterion 6 The applicant has received detailed information about doctorate program of study, before being admitted into it. He is fully informed regarding: a) Duration of study program; b) Conditions that student should meet before

appearing in doctorate exam; c) Support that institution provides to the student

through administrative and research structures for activities envisaged in the study program (laboratories, libraries, etc.).

d) Modalities of exercise of research or creative activity of doctorate students, especially with regard to preparation of doctorate thesis;

To be admitted to the doctoral program the student has to

master the English language, at least” C.1” based on an

internationally recognized test.

Criterion 5

Professors' Council set the criteria for admission to program of doctorate studies contained in regulation of doctorate program of studies; This requires lawyers, education scientist etc. to be included in

the Professor’s Council. (see Appendix 4 and 26)

Criterion 6

The applicant receives detailed information about doctorate

program of study, before being admitted into it. He/she is fully

informed regarding:

-Duration of study program;

-Conditions that student should meet before appearing in doctorate exam; -Support that institution provides to the student through administrative and research structures for activities envisaged in the study program (laboratories, libraries, etc.). -Modalities of exercise of research or creative activity of doctorate students, especially with regard to preparation of doctorate thesis; (Detailed information in Appendix 4 of the Self Evaluation

Conclusions of EEG:

As a conclusion, during its existence, the Doctoral School has arranged 3 application rounds for funded doctoral student

positions including in humanities and social sciences. The positions have been opened for public application, which has

been widely advertised. The applicants have to indicate which thematic research they wish to conduct. It is not clear

what was the number of applications in each round. However, during the meeting with students, it was not clear why

the student in the third cohort was registered in education, while her thesis was on gender and migration and no

educational issues were raised. It was unclear for the external experts why the student was enrolled in education.

Recommendations:

The Council of Professors assesses the applications and ranks them. The most important factor in all application rounds

seems to be mainly the theoretical achievements in the past, and less the quality of the research proposal, which

should – however – be an important aspect of doctoral applications. The experts also recommend that the selection of

the applications can also be made by the supervisor’s pool.

SCIENTIFIC RESEARCH POLICIES

10. Research in doctoral school and involvement of doctoral students

Description part

UNYT is a relatively new institution of higher education when compared with other public

institutions in the country and in the region. Nevertheless, the founders of the university have been

very active to make this university fulfil the objectives both in the teaching and in the research field.

The second one seems difficult in an environment that lacks tradition in research.

In the meetings with the authorities of the university, meetings with professors and PHD students,

the EEG was able to collect some information that could compare with the SER. The main directions

of the scientific research work in the university will be presented in the following paragraphs.

1. The professors and PhD students have participated in several activities abroad mainly in Madrid,

London, Amsterdam, Copenhagen, Lisbon, Moscow, Rome, Graz, Washington D.C., etc. Examples

of conferences attended include: 12th International Conferences on New Direction in the

Humanities; 5th International Conference on Humanities and Social Sciences; 6th International

Conference on Social Sciences; 5th International Conference on Humanities and Social Sciences;

International Conference on Research and Education Challenges Towards the Future.

2. Doctoral students were encouraged to publish in international journals such as the Academic

Journal of Interdisciplinary Studies, European Scientific Journal, Asian Academic Research

Journal of Social Sciences & Humanities, Canadian Centre of Science and Education, and

Mediterranean Journal of Social Science.

1. UNYT has been managing five externally funded projects, including:

(i) project co-funded by RRPP- Regional Research Promotion Program on Industrial Citizenship

and Migration from Western Balkans: A Migrant Cantered Study of Albania- Greece and

Kosovo-Germany Migration;

(ii) project co-funded by Ministry of Culture on Raising Museum Awareness & Museum Culture

in Berat.

(iii) Erasmus + Plus project finance by European Commission fostering quality system in private

higher education institutions in Albania and in Kosova.

2. Professors and doctoral students have designed and applied several projects during the last

years but were able to win few of them.

3. The academic staff of the university is encouraged to publish books, the number of which in

years was increased.

4. During 2015-2016, UNYT has organized two international conferences and will be a co-organizer

of a third one in 2016, as well as sole organizer of yet another international conference in Spring

of 2017.

5. It is in the practice of the UNYT to organize brown bag seminars with PhD students. During 2014-

2016, UNYT has organized 13 Brown Bag Seminars, forums in which research under way is

discussed and debated by faculty members and doctoral students.

Criterion 1 A third cycle study program (doctorate) is integrated in research activity of Higher Education Institutions; Criterion 4 The institution has the capacity to perform supervision of each doctorate student in research activities and respective didactic duties; Criterion 6 Academic staff must show achievements in the research field through such creative activities as: presentations, scientific publications, magazines, books or monographs; Criterion 7 Indicators of high level research activity are publications that contain statements from publishing and scientific research activity by other scholars outside doctorate study program, especially international, regarding the outcome of scientific research in the institution that offers doctorate programs;

Conclusions of EEG:

As a conclusion, scientific activities are organized but rather limited. Overview of the presentations at International Academic Conferences is limited with Dumani, Ruvina, Kalemi; The same for publications in peer reviewed journals, with Dumani, Kalemi. UNYT starts with a biannual international academic journal under the title Global Outlook: A Journal of Global Affairs and Comparative International Development which will appear in English and Albanian under the academic supervision of Prof. Dr. Fatos Tarifa. There is no substantiated evidence of long-term co-operation and structural contacts with research and research training institutions in other European countries, most notably in the field of education and law. Most activities seem to be limited to social sciences and social science research. There is no information about any application for EU funding under way which could alleviate these shortcomings and guarantee a long-term vision which is building an international co-operation network for the doctoral programme in law, arts and sciences. Recommendations: The doctoral programme supervisors have done efforts to be actively involved in networks but these are rather limited. Some activities have been planned so that the doctoral students may profit from them, but also this aspect is very limited.

Description part

As it is stated at the introduction of this report, the Doctoral Program on Humanities and Social

Sciences (with profiles in Law, Political Science/International Relations, and Education) was

authorized by the Ministry of Education and Science by force of the Ordinance No. 567, date

19.11.2012, pursuant the approval of UNYT’s status as “University” by the Council of Ministers of the

Republic of Albania (Decision No. 448, date 11.07.2012).

This doctoral program was organized in collaboration with the University of Bolton (United

Kingdom). The role of the British University was to transfer know-how to UNYT in quality assurance

matters in doctoral research. One member of the Self Evaluation Committee is Prof. Elias Siores

from University of Bolton.

The role of University of Bolton is not quite clear especially referring to the role of this university as

far as resources to support research work and cooperation for students and staff involved in the

doctoral program.

UNYT has cooperation with some foreign universities in the framework of which some visiting

professors are invited to come and teach special courses in short periods of time. This has helped to

cover the needs of UNYT in special areas of expertise. The best practice that should be used as a

model for future research projects is the case of Armela Xhaho [Appendix 34], who was selected to

support a RRPP-funded research project in collaboration with the University of Jyväskylä, Finland,

which also supplied expertise in her supervisory arrangements.

Nevertheless, the EEG observed limited cooperation with institutions in the country and abroad to

fulfil the need for specialized staff in the framework of the doctoral program.

Measurable indicators: EEG should analyze and evaluate: the national and international cooperation (verify the

data, according to Table 14)

experience at Sandhills Community College and Butler University in the US. Matilda Lopari has frequently visited Aegean University and Athens University of Economics and Business, Greece.

Albanological Sciences cooperation could also be with a Higher Education Institution or research centre in Kosovo and lands where Albanians live; Criterion 8 Doctorate study program creates the necessary space to develop joint doctorate study programs with homologous universities in the region, Europe and beyond; Criterion 9 Doctorate study program provides for 3-4 modules (not less than 15 ECTS) to be conducted, organized in theoretical studies and doctorate students have the exam by professors of partner universities, known in the world, for quality and research, publishing activities in the relevant field of study. Exception cited in criterion 7 applies for Albanological Sciences; Criterion 10 Doctorate study program promotes involvement of professors from foreign universities as scientific supervisors or as scientific collaborators of doctorate students.

University of Jyväskylä, Finland University of Fribourg, Switzerland Institution or research centre in Kosovo Criterion 8: It is formally written that UNYT is a very internationally oriented institution, but it is not substantiated. Criterion 9 The curriculum for doctoral studies allows for 3-4 modules to be conducted by professors of partner universities. Criterion 10. The structural number of international partner universities is limited to University of New York branches in other cities in Europe. It is not clear whether any academic staff of University of Jyväskylä or University of Fribourg gave any seminars at UNYT. Internationalisation with research and universities abroad is very limited and project based. No Erasmus (staff of student) mobility agreements are concluded. Moreover, Erasmus+ Mundus applications are open to all universities with a validated PIC code. The University of New York Tirana has a validated PIC code (929488824).

Standard II.1 - Capacities for scientific research

Criterion 5 The institution has agreements with other academic or research institutions at home and abroad, supporting the exchange of academic staff and doctorate students and academic and research activities of doctorate school;

Criterion 5 The institution has agreements with other academic or research institutions but nevertheless (i) International academic staff: is limited, short term. (ii) Staff recruited from partner universities is not sufficient. (iii) UNYT is internationally oriented but this is very limited; (iv) Good collaboration among faculty and doctoral students with

regard to joint participation in international conferences and

scholarly publications.

Conclusions of EEG:

Summary: The School of Doctoral Studies at UNYT was set up from the onset in collaboration with the University of Bolton, UK. It has concluded agreements with SUNY/ESC, UNYP, University of Greenwich, Bolton University, University of Herzing, University of Fribourg, University of Juvaskula (Finland), University of Prishtina. It is not clear what this cooperation means in funding resources and staff resources for the doctoral programme. A success story with Fribourg and supervision with University of Juvaskula is found back in the annexes. For the rest of the partner institutions, it seems to rest on formal agreements. There are no other substantive descriptions of other projects, including funding. Neither is it clear whether any professor of UNYT has been included. Conclusion: The international contacts are very limited and not institutional long term. This creates some problems: - it is not clear how the doctoral school can help competent young researchers in law, arts and sciences forward in

their studies or career perspectives abroad; - taking into account the lack of structural funding, it is not guaranteed that the university can help the doctoral

students to make any international contacts, except by inviting a very limited number of foreign experts; - students are not guaranteed structural financial support to attend conferences, participate in summer schools, to

conduct research visits at other universities in Europe, etc. Recommendations: Under the present circumstances, and notwithstanding the academically diverse research community, UNYT could consider to establish a very limited profile and focus on the expertise in the institution (political and social sciences) in order to guarantee the doctoral students the support they need. We recommend, however, that the doctoral school establishes cooperation with other universities in Tirana or Albania and share the responsibilities for a larger part of the doctoral education programme in law and education doctoral studies which would facilitate co-operation both in Albania and internationally.

SWOT ANALYSIS

The EEG conducted a review of the PhD Program in the Humanities and Social Sciences (with profile in political sciences, law and education) operated at the NYUT. While the SWOT list is not exhaustive, key SWOT issues formulated by the external experts are as follows:

STRENGTHS

Very qualified professors in political sciences

A team of administrative professional who work collaboratively with the heads of department and the rector’s office

Material strengths such as state-of-the-art technology and a well-equipped library

Teaching staff with a passion for their institution

Teaching staff, especially in political sciences, with plenty of work experience abroad

Positive climate for international partnerships with an emerging interest in searching for opportunities and cooperation with foreign institutions. WEAKNESSES

Not yet an established research reputation to attract PhD students in law and in education;

Very limited pool of internal supervisors with the ability to support PhD students in law and in education which could challenge the personal attention that PhD students receive;

Lack of research groups in law and in education which could contribute to the inability to attract new PhD students in law and in education to the university which - in its turn - could affect the small number of PhD students' engagement in their research in law and in education;

PhD programme is financially supported only by the private institution and registration fees, which means that in-service trainings to elaborate PhD programs in law and in education lack available financial resources;

No enrollment management plan with concrete targets has been elaborated which could include a refocus on recruitment of PhD students and retention of staff with the task to support the PhD students in political sciences, law and education.

THREATS

No sustainability plan for the viability of the PhD programmes in law and education or their continued progress;

Unclear focus of research fields that internal law professors could exceptionally well support. Idem for education.

New laws or unclear legislation that hinders registration of new PhD applicants;

Higher education and research public policy changes – in the area of registration of students and in other legislative proposals affecting the universities in Albania;

No additional staff for the PhD students which increases the already heavy workload of the teaching staff;

The tuition fee is quite expensive (however waivers are given to i.a. PhD students from public institutions);

Challenges to keeping the cost of attendance at this private university without state funding for the PhD programme affordable;

Public higher education institutions recruit from the same student pool. Overall conclusion: Ongoing programme assessment will be required to keep the PhD programme in political sciences, law and education at the forefront of the research dynamics within the university if the university is serious about developing also the PhD in law and education to the same level as the PhD in political sciences.
