    November 16, 2016 – NORWALK ARTS & SPORTS COMPLEX

    The General Board Meeting of the Area E Disaster Board was called to order at 8:33 am by Area E DMAC, Cullen Armet.

    ROLL CALL Area E member roll call was taken. INTORDUCTIONS AND AGENCY REPORTS Introductions were given and Agency Reports were made. City of Bell Gardens – Participated in the Great ShakeOut. Acquired emergency equipment from the Military Surplus Program. City of Bellflower – Distributed preparedness books and identified opportunities for growth with distribution to the public. City of Carson – Participated in the Great ShakeOut. Will conduct Basic Community Emergency Response Training (CERT) class January 21, 28, and February 4. City of Commerce – Participated in the Great ShakeOut. Will conduct an Emergency Operations Center (EOC) exercise December 6 for personnel. Welcomed new CERT graduates. City of Compton – Launched Ready Compton Campaign December 26. Will conduct monthly meetings. City of Cerritos – Conducted Amateur (HAM) radio classes October 3 and 4. Participated in the Great ShakeOut. Conducted an Active Shooter training in the City of Lakewood November 8. Will assist with Spark of Love event at Los Cerritos Center December 2. Informed of the No Evidence of Disease event December 12. Will conduct EOC training for each section from January – March 2017. Will conduct Basic CERT training in February 2017. Updated Emergency Operations Plan (EOP) is almost complete. Will conduct a workshop for EOP review December 7. City of Lynwood – Participated in the Great ShakeOut. Conducted an evacuation of City Hall for smoke. City of Montebello – Participated in the Great ShakeOut. City of Norwalk – Participated in the Great ShakeOut. The Federal Transit Administration (FTA) is currently conducting baseline assessments of the Norwalk Metro Station, focusing on possible terrorist attacks. City of Paramount – Participated in the Great ShakeOut. Will improve on Information Technology (IT) capabilities, recovery, and accessibility to the EOC based on lessons learned. City of Santa Fe Springs – Participated in the Great ShakeOut. Conducted an evacuation of City Hall following transient gas smell. City of South Gate – Participated in the Great ShakeOut. Conducted 3rd Basic CERT training in Spanish. Hosted CERT and Active Shooter Refresher Training November 3. Local high schools have been participating in walk-outs following the Presidential Election. City of Whittier – Participated in the Great ShakeOut. Graduated 12 new HAM radio volunteers. City Emergency Services Coordinator (ESC) Yolanda Martinez welcomed new baby earlier this month. ARC – See Chris Campbell-Jay for information on requesting informational booths and speakers for events. LACoPH – Currently conducting Annual Flu Campaign, administering free flu shots. Reported that the Zika virus is quiet at the moment, although travel advisory is still in effect. LHH Fire Watch – Participated in the Great ShakeOut. AREA E EXECUTIVE COMMITTEE REPORTS Chairwoman’s Report – Stacy Barnes Chairwoman Stacy Barnes reported that the CERT and Active Shooter Refresher Training held on November 3 went very well and the CERT Committee is currently working on the January Refresher Training. Chairwoman Barnes reminded those in attendance that the Area E General Board does not meet in the month of December and will return January 18, 2017. A reminder will also be sent via email. At the October Area E Board meeting Chairwoman Barnes discussed the Draft Area E FY 16-17 Strategic Plan and called for additional comment. Chairwoman Barnes will distribute the Area E FY 16-17 Strategic Plan at the January Board meeting. Area E Fire Chiefs – Chairwoman Stacy Barnes No Report. Southeast Police Chiefs – Member Sheri Koomen No Report. 3. OPERATIONAL AREA INFORMATIONAL REPORT FOR NOVEMBER 16, 2016- It is recommended that the Operational Area report be received and filed. Area E Disaster Management Area Coordinator (DMAC), Cullen Armet reviewed the Operational Area Informational Report and discussed its contents. Member Andrew Stevens moved and Member Anita Kincherlow seconded that the Operational Area Informational Report be received and filed.     PREPOSITIONED ANTIBIOTICS PROGRAM

    The LA County Department of Emergency Medical Services is recalling all prepositioned antibiotics that were provided to cities that would be used in the event of an anthrax release scenario. Cities in LA County were provided with a stash of antibiotics that were to be used for "essential" city personnel who would be needed to run the city and activate a POD (Point of Distribution). The antibiotics are now being updated. Please contact to arrange the exchange:

    AREA E EMERGENCY MANAGEMENT MENTORSHIP PROGRAM (EMMP) A small group of ESCs developed a formal process for sharing experience and knowledge of emergency management in Area E. The purpose of the Area E Emergency Manager Mentor Program is to connect ESCs of varying levels of experience in order to support specific areas of need in emergency management and develop long term program sustainability. A survey was sent out to gauge the interest of those who would be possible professional mentors and those interested in being mentored in particular program areas. Ultimately, the goal of this program would be to enhance the relationships in Area E to establish a more effective Mutual Aid system. Please contact your DMAC if you are interested in being connected with a mentor or being a mentor. EOC REFRESHER TRAINING Area E DMAC is visiting any interested cities to provide a two hour EOC Refresher Training for all staff who might be assigned to work their EOC. In anticipation of a strong El Nino year, it is important to keep your EOC teams current on their responsibilities. To schedule training, contact Cullen Armet: [email protected] OPERATIONAL AREA RESPONSE AND RECOVERY SYSTEM TRAINING (OARRS) OARRS is the online reporting software used by LA County Office of Emergency Management to gather situation status reports from cities and county departments. Every city should ensure that multiple staff members are trained on how to use the system and input information on behalf of their city. If you or other city staff need OARRS training, please let your DMAC know. Trainings will be scheduled based on demand. EMERGENCY SERVICE COORDINATOR (ESC) ORIENTATION If your city is undergoing staff changes or simply wants to assign another ESC or alternate, please let your DMAC know. Trainings will be scheduled based on demand. The last training occurred in December 2016. We will host at least one ESC Orientation annually.

    AREA E CWIRS DRILL

    Almost all Area E cities have been issued their new base station EOC radios from the

    county. Cities are able to keep their hand held radios. We will determine as a group how

    the area wants to continue to drill these systems. We will need to drill both radios

    however the frequency needs to be determined for both.

    We will be rotating Net Control (meeting facilitator) and systems/channels. Instructions will be sent prior to each exercise.

    EMERGENCY SERVICE COORDINATOR LIBRARY AND WEBSITE A digital library was developed to provide a central location for ESCs to access tools and resources to assist them in managing their emergency management programs. A tab to access the ESC Library has been placed on the website. To access the ESC Library, the password is: 25Cities. Please review this library, it is intended as a resource and contains information regarding communications, planning, training and exercising. BOARD MEETINGS Board meetings are held each month on the 3rd Wednesday, with exception of July, August, and December. Special Board meetings may be scheduled to accommodate unforeseen scheduling conflicts. Attendance, representation of each member city, is highly recommended. In addition to updates and networking, Board meetings may include budget and other items that may require a vote. As with other rules of order, Area E Board meetings must meet a quorum to be deemed official. If you cannot attend, send an alternate in your place. If you are attending as an alternate, always be sure to check in with your city's designated ESC regarding the agenda. This is particularly important when there are voting items on the agenda and you are voting on behalf of your city. AREA E DISPLAY BOARD / PUBLIC EDUCATION MATERIALS The Area E Office can support your public education events through use of the Disaster Preparedness display board and public ed. materials. Email your supplies order form to the Area E Office. In order to do the best to accommodate each request, please submit your order request at least 2 weeks before scheduled event. Also note that Area E cannot deliver requested items.

    The Area E Office has various resources available to check out for your emergency preparedness lectures, trainings, or events. Email your requests to the Area E Office.

    LOS ANGELES COUNTY EM ACTIVITIES

    OPERATIONAL AREA MASS EVACUATION ANNEX Area E DMAC is currently working with a group of stakeholders known as the “Alliance”, and OA partners to finalize a County-wide mass evacuation annex. DMAC will keep cities updated on progress and invite to any related workshops or meetings in the future. OPERATIONAL AREA TRAINING AND EXERCISE STEERING COMMITTEE (OATESC) DMAC sits as Vice Chair of the Operational Area Training and Exercise Steering Committee (OATESC). OATESC serves as an advisory committee to the Los Angeles County Office of Emergency Management and OA Partners. Through collaboration and communication with all OA stakeholders and the Office of Emergency Management, OATESC:

    Supports, facilitates and may lead the implementation of OA-wide trainings and exercises.

    Develops and maintains a comprehensive multi-year OA Training and Exercise Plan.

    Improves emergency management by collaboration, coordination, planning and preparedness capabilities, across agencies, jurisdictions, and the private sector.

    The group is a comprised of a diverse set of stakeholders from throughout the county including: county departments, cities, DMACs, nonprofits, and private sector partners. All cities are welcome to participate, meetings take place every first Wednesday of the month and rotate locations around the county. Resources:

    General Board Meeting To: Area E General Board From: Cullen Armet, Area E Disaster Management Coordinator Subject: Building a Strategic Plan for your Emergency Management Program BACKGROUND Particularly for those who are collaterally assigned their city’s Emergency Management (EM) program, some common constraints to building a successful program include: lack of leadership involvement, staffing resources and finances. Developing and following a formal plan to meet your program goals and objectives is essential for soliciting buy-in from your organizations senior officials and decision makers and justifying your course of actions. FINDINGS Emergency Management guidance is outlined in a city’s municipal code so it is important to cite this reference authority when writing your plan. Additionally, the code references organization structure and responsibilities, so it should be used to bring your senior officials into the conversation. The most common Emergency Management plan comes from the “Homeland Security Exercise and Evaluation Program” and is referred to as a Multi-Year Training and Exercise Plan. There is a very adaptable template for this that is scalable and can incorporate objectives other than just training and exercises. RECOMMENDED ACTION Emergency Services Coordinators (ESCs) should develop an annual or multi-annual EM Strategic Plan or program outline that discusses goals and objectives. This should then be presented to your City Manager and reviewed annually to determine emergency management priorities, gaps and possible funding needs.     The purpose of the Multi-year Training and Exercise Plan (TEP) is to document an

    organization’s overall training and exercise program priorities for a specific multi-year time

    period. It is considered to be a living document that can be updated and refined annually. These

    existing strategic guidance, threat assessments, corrective actions from previous exercises, or

    other factors. This Multi-year TEP identifies the training and exercises that will help the

    organization build and sustain the core capabilities needed to address its training and exercise

    The Multi-year TEP should lay out a combination of progressively building exercises – along

    with the associated training requirements – which address the priorities identified in the Training

    and Exercise Planning Workshop (TEPW). A progressive, multi-year exercise program enables

    organizations to participate in a series of increasingly complex exercises, with each successive

    exercise building upon the previous one until mastery is achieved. Further, by including training

    requirements in the planning process, organizations can address known shortfalls prior to

    exercising capabilities.

    A Multi-year TEP may also serve as a follow-on companion document to the [Sponsor

    Organization] Homeland Security Strategy, and can provide a roadmap for [Sponsor

    Organization] to follow in accomplishing the priorities described therein.

Barnes, Area E Executive Committee Chair Subject: FY 2106-17 Area E Strategic Plan BACKGROUND The Area E Executive Committee began the discussion and development of the Area E Strategic Plan draft in August 2016. Long term planning is essential to the overall strengthening and growth of Area E and its member cities. FINDINGS The Area E Strategic Plan sets forth the direction the Area E Executive Committee, DMAC, and Board Members will take in supporting and strengthening Area E. The Strategic Plan is the guide to achieving that vision in accordance with the Area E Mission Statement. It establishes the focus areas, goals, and objectives to accommodate that vision and is intended to provide guidance for specific projects, policy actions, or programs that may occur in the future. RECOMMENDED ACTION It is recommended that Area E General Board adopt the FY 2016-17 Area E Strategic Plan.

  • Area E Executive Committee Strategic Plan The 2016-2017 Area E Strategic Plan sets forth the direction the Area E Executive Committee, DMAC, and Board Members will take in supporting and strengthening Area E. The Strategic Plan is the guide to achieving that vision in accordance with the Area E Mission Statement. It establishes the focus areas, goals, and objectives to accommodate that vision and is intended to provide guidance for specific projects, policy actions, or programs that may occur in the future. It will be reviewed annually and updated as necessary to best reflect the needs of Area E and ensure adaptation to changes within and outside the organization.

    Area E Mission Statement Area E will promote the coordination of disaster management activities for all hazards through planning, training, exercises, and preparedness programs within the Area E cities and partner agencies.
