Strengthening Community Through Second Chances

From the Executive Director Dear Friends,It is my pleasure to present our fiscal year 2017 accomplishments. OAR’s critical mission is accomplished through the collaboration of volunteers, donors, partners, board members, team members, and the community as a whole.

Because of your support, OAR worked with 2,232 participants this fiscal year. This includes 733 men and women who received reentry services both while incarcerated and after coming home, as well as 1,584 men, women, boys, and girls completing community service hours through our alternative sentencing program.

This fiscal year was the second year of our new Intensive Reentry Program (IRP). This program focuses on individuals at medium to high risk of re-incarceration. Today I can report that only four of the 33 individuals who have exited this program were re-incarcerated. This gives our program a very low recidivism rate of 12%. The national rate of re-incarceration for individuals at medium to high risk who are not participating in an evidence-based program like the IRP is 54%, so we are incredibly proud that this intensive approach is drastically reducing recidivism for participants, is changing lives, and contributing to the community's safety!

Community Service

Alternate sentencing options for youth and adults

Community service is a form of alternative sentencing. Based on the restorative justice model, the community service program brings together the courts, the community and individuals to repair the damage done by giving back and providing a service that enriches the lives of others. OAR manages the community service function for Arlington County and City of Falls Church courts. Community service volunteers contribute hours at over 300 nonprofits, faith organizations and government agencies within the DC metro area and beyond, and the program has a 90% successful completion rate.

Gregory’s Story

Community service participants contributed over 150,000 hours this year, many of which were completed at community events such as Clarendon Day, the Arlington

County Fair, Falls Church Farm Day, the Armed Forces Cycling Challenge and others.

OAR Board member Dr. Alfred O. Taylor, Jr. and his wife Delores, along with 200 community volunteers and community service participants, wrap holiday

gifts for children with incarcerated parents at Project Christmas Angel.

Gregory owed almost $15,000 in court costs. He didn’t have the financial means to pay off this debt to the court, so he requested to complete community service hours with OAR in lieu of court costs, and was approved by the Arlington County Circuit Court to do so. His $15,000 in court costs were converted to 685 hours of community service. Gregory met with his OAR Case Manager to discuss his community service and to create a plan to complete the hours in a timely manner. In just 18 months, Gregory completed all of his hours through OAR coordinated events and at St. John’s Episcopal Church. His case was then closed, and Gregory was let off of probation and was able to get his driver’s license reinstated. While completing his community service with OAR, he was also able to make payments towards his restitution. He was able to stay in the community and keep his job, and was not incarcerated for failure to pay his court costs. Gregory expressed his deepest gratitude to OAR, and says he is looking forward to his new "freedom" from the court system.

Support for men and women returning to the community from incarceration

Reentry Services

OAR provides pre-release programs individualized to local detention facilities including classes in essential life skills areas, as well as case management and employment services. Transition assistance and employment coaching are also provided to individuals currently and previously incarcerated and their families in hopes of a successful reentry.

Bryan’s Story

An Intensive Approach: OAR’s Intensive Reentry Program (IRP) is an evidence-based model based on over 20 years of research on what keeps people from returning to incarceration. The IRP began in July 2015, and focuses on those at medium to high risk of re-incarceration. Thus far, 33 individuals have completed the program, with only four of these individuals returning to incarceration. This gives the IRP a recidivism rate of just 12%. When compared with national statistics for the same population, which indicate that 54% will return to incarceration, we know that the IRP is a success!
