Raising Ceremony of Odisha Industrial Security Force (OISF)
The raising ceremony of OISF was held at Jayadev
Bhawan, Bhubaneswar on 30.04.2016. Hon’ble Chief
Minister Sj. Naveen Patnaik attended the event as Chief
Guest and unfurled the logo and insignia of OISF. Sh Patnaik
also distributed appointment letters to 1370 Constables on
the occasion. Sh KB Singh, DGP, Sh Asit Tripathy, Principal
Secy. Home, Smt. B. Radhika, ADGP(SAP), Sh Sanjeeb Panda,
IGP (SAP) were present on the occasion.
State of Odisha have enacted the Odisha Industrial
Security Act 2012 to provide for constitution and
regulation of an armed force of the State for better
protection and security of the industrial undertakings
owned by the State Govt. industrial undertakings in
public sector, private industrial undertakings and
establishments. The force can also be deployed in
strategic and vital installations of the State Government.
Government have created 1808 number of posts for
the OISF that include one IG of Police, one DIG of Police,
two Commandants, 3 Dy. Commandants, 6 Asst.
Commandants, 15 Inspector (Armed), 43 SI (Armed),
274 Havildars, 1370 Constables, 22 Ministerial Officers and
68 support staff.
1370 candidates including 206 women have been
selected for their appointment as Constables in OISF. They
will undergo nine months training in the lines of CISF.
The OISF Headquarter is functioning temporarily at
Jamujhari in the out skirts of Bhubaneswar.

Inside the issue....Odisha Police celebrated its eighty-first formation day on April
1 this year. From strength of 4000 personnel at the time of its
raising in the year 1936, the strength of Odisha Police today
is more than 67,000. True, the manpower and other resources
of the state police have increased substantially in the last eight
decade of its existence, but so are the duties, responsibilities
and challenges to policing that have gone up exponentially
during this period. The expectations of the citizens for better
access to police services and more accountability on the part
of the police in its functioning are the corollaries to the paradigms of good governance. We have
to tune ourselves to such citizen centric police service in the years ahead.
In the last quarter our drive against the antisocial elements, tender and transport mafia has been
encouraging and will continue unabated till we are able to completely crush their network and
instill an environment of security and peace in the state. Our anti-maoist operations have been
encouraging with positive outcome. Congratulations to our officers and men who are in the
forefront of such operations for their relentless and untiring efforts in fighting out the extremists,
which have also been appreciated at the national level.
Odisha Police is committed to proactive and people friendly policing. I am happy to note that
some of our initiatives for senior citizens and women have been recognized at the all India level
and won awards. I will urge upon the Odisha police to innovate and bring out novelties within
the constraints of the resources and win the confidence and trust of the people.

Seminars, Workshops & Trainings
Workshop on Scientific Investigation, Chemical Analysis,Forensic Science and Role of Laboratory Assistants of StateForensic Science Services Organisation was held at JayadevBhawan, Bhubaneswar on 22th April, 2016. Hon’ble ChiefMinister Sj. Naveen Patnaik graced the occasion as ChiefGuest and distributed appointment letters to 33 newlyrecruited Laboratory Assistants in the SFSL. Sh K. B. Singh,DGP, Sh Asit Tripathy, Principal Secretary Home,Sh B.K. Sharma, Spl. DG Crime attended the function.
Workshop on “Successful Investigation & Prosecution of
Cases” was held in the Conference Hall of IGP (SR)
Berhampur on 25th April, 2016. Sh Amitav Thakur, IPS, IGP
(SR) was the Chief Guest on the occasion and Sh Ashish
Kumar Singh, SP Ganjam was the Guest of Honour. 93
officers from Ganjam, Berhampur, Kandhamal, Boudh and
Gajapati Districts participated in this one day workshop.

Passing out parade of the 23rd Batch Recruit Constables
was held in UP & TTI, Bhubaneswar on 7th April 2016.
Sh K.B. Singh, DGP took the salute in the ceremonial parade
as the Chief Guest. 367 recruit constables successfully
completed their six month basic training course. DGP, He
also gave away the cash reward and certificates to the
meritorious trainees. Sh Y B Khurania, Commissioner of
Police, Bhubaneswar – Cuttack and other Senior Officers
attended the ceremony.
Passing out parade of 19 Cadet Sub-Inspectors of 8th Batch,
20 Cadet Dy. Subedars of 5th Batch and 12 Cadet Sergents
of 4th Batch was held at Biju Patnaik State Police Academy
on 8th April, 2016. Sh K. B. Singh, DGP took the salute in
a ceremonial parade as the Chief Guest. Sh Singh also
gave away the medals and prizes to the successful officer
trainees. Addl. DG of Police cum Director BPSPA, Sh S M
Narvane was present in the function.

a befitting manner at Cuttack on 1st April, 2016. Hon’ble

organised exclusively for the purpose. Sj Patnaik gave
away the trophies and prizes to selected Police Officers
and men for their meritorious services for the year 2015-
16. Some retired officers were felicitated on this special

Police News Letter” (2nd issue) and “CUG Telephone
Directory”. Sh K B Singh, DGP and other Senior Police
Officers were present in the function. Eight contingents

Commissionerate of Police, Women Traffic Police of
Commissionerate participated in the ceremonial parade.

73rd State Police Volleyball & Basketball Championship,
2016 was held at Reserve Police Ground, Puri from 22nd to
30th April. Dr Debasis Panigrahi, ADGP (Personnel) graced
the function as Chief Guest in the closing ceremony and
gave away Trophies and Prizes to the winning teams.
OSAP 6th Bn, Cuttack and Odisha Fire Service became
champions in the Basketball and Volleyball event
respectively. Commissionrate Police (A) and OSAP 6th Bn.,
Cuttack were the Runners up in the Basketball and
Volleyball event respectively.

73rd State Police Kabaddi and 5th Handball Championship,
2016 was held at 3rd I.R Bn, Kalinga Nagar, Jajpur from
24th to 31st May 2016. Sh R P Koche, IG, Central Range
graced the closing ceremony as Chief Guest and gave
away the Trophies and Prizes to the winning teams.
OSAP 6th Bn, Cuttack and Keonjhar Police District were the
champions in the Kabaddi and Handball event respectively.
1st IR Bn, Upper Kolab, Koraput and OSAP 6th Bn, Cuttack
were the Runners up in these two events.

Yoga camp was organised under the guidance of
Sh Lingaraj Parida, Commandant in the Battalion
premises of OSAP 6th Bn on 8th May 2016 to keep the
force members physically and mentally fit. The Yoga
Gurus of Patanjali Yoga Samiti, Cuttack conducted the
camp and taught different “Yoga Mudra” to the force
and their families.

The third issue of the Newsletterwill be released on the auspiciousoccasion of SriGundicha. In spiteof best of our efforts, some of theunits have gone unrepresented inthis edition as no input wasforthcoming. In fact, we went tothe extent of pursuing with some establishments for sharingtheir stories with us after coming across the coverage of thegood initiatives in the newspaper!
One particular initiative of Aska Police Station is worthmentioning. The “Ama Police Samiti” of Aska Police Stationunder the leadership of the IIC organized a function to felicitatethe meritorious students of HSC Examination under AskaBlock. Interestingly, this was one of the suggestions of Hon’blePrime Minister in the DGP Conference 2015 for improvingthe image of the police and has been included as an actionableagenda point. A worthy story would have been missed out,had the PRO of Police Headquarters not noticed it in thenewspaper and pursued with the IIC to share it with us.
I request all heads of the Districts, Battalions, Units andestablishments to contribute their achievements. An e-versionof this issue will be available in Odisha Police website.
