About Our Chapter
Bluebonnet Chapter No. 74, is the Austin, TX, chapter of the International Right of
Way Association. Our Chapter was founded in 1985 by professionals in the right of way field to unite members for education, improve service to employers and the
public, and to advance our members within the profession. We are part of Region 2 of the International Association. Our current membership includes professionals
involved in a wide array of projects requiring real estate and right of way services.
Board of Directors Meetings are held the first Tuesday of each month. All are wel-
come. If you are interested in attending, please contact a Chapter 74 Officer.

Greetings Chapter 74,
I hope you all enjoyed the Labor Day holiday. While our friends in Houston were devastated with Hurricane Harvey I
know many of you are lending a helping hand. It’s great to see our industry pull together to help families in need.
The Eminent Domain Seminar was held on September 8, 2017 and was another success! This year all 12 speakers were
attorneys representing private, local and public agencies. They spoke to how sovereign immunity works in inverse con-
demnation cases, the importance of pre-hearing and pre-trial preparedness, and recent court cases where access issues
and Senate Bill 18 continue to be argued. As always, there was much discussion on the recent legislative session, pro-
posed eminent domain bills that didn’t pass but are getting traction and the review of the Supreme Court cases. In at-
tendance, this year was 250, with 17 sponsors. We sincerely appreciate our sponsors and everyone’s continued sup-port of this Seminar and look forward to another successful event next year! We also appreciate our chapter eminent
domain chair, Liz Norris who works diligently with Chapter 39 each year to put this event together.
Our next luncheon will be on October 10, 2017 at Maggiano’s located at 10910 Domain Dr. Austin, Texas 78758 in the
Domain. Our programs committee worked hard to bring a better venue to the table for a more professional and enjoy-able event. We have had some complaints regarding space and venue selection in the past. We want all our members
to know your board listens and we are working hard to bring a more suitable location. As you know, cost of services is
on the rise. While we have tried to keep the cost down for luncheons, maintaining a $15 fee has been difficult. It is un-
fortunate, but increased fees are inevitable. We have checked with other chapters and Austin has the lowest luncheon
fees. The board looked at cost-- keeping our member participation in mind. A motion was put before the board to in-
crease fees by $5.00 and has passed. However, I want you to know that your chapter is also participating in this in-crease by supplementing an additional $5.00pp plus incidentals thus limiting the need to increase the full $10.00 neces-
sary for these accommodations. Our programs committee has lined up some great speakers for October. The topics,
relevant to our industry, will provide valuable insight in where the Austin Metro area is headed. The speakers are Julie
Barr, Capital Metro and Dee Ann Heath with CTRMA. I encourage you to make this event. Please see the Program
Committees section in this newsletter for more information on topic.
Lastly, you will be receiving your membership renewal statements very soon. IRWA National is continuing with mem-
bership incentives and if 90% of our members renews by April 15 th, our Chapter will be awarded one free International
Conference Registration. While it has not been decided how and who that will be awarded to I encourage you to re-
new your membership early so that we have this to offer our members.

TREC Extending All Application and Renewal Deadlines
Hurricane Harvey has caused extensive damage across Texas. TREC and TALCB will extend August and
September license expiration dates by an additional 30 days. This means that any license with an expira-
tion date of 8/31/17 and 9/30/17 will be extended to 10/31/17. This is true for all license types.
***Membership is important to our chapter. We want to promote growth to
be able to qualify for incentives from IRWA International.***

LOCHNER is looking to hire a Utility Coordinator that can be located in Tyler, Austin, or
Houston.
Responsibilities:
• Measures, coordinates and calculates payments such as betterment ratios, eligibility percentages, supplements, market value comparisons and relocation costs.
• Meets with utility representatives to explain the utility accommodation policy and relocation and
reimbursement processes, negotiate, answer questions and to resolve problems.
• Monitors the installation/removal, adjustment or relocation of utilities.
• Performs legal and technical review analysis of schematics, utility adjustment plans and cost esti-
mates, maps, surveys, field notes, property descriptions, titles and deeds.
• Prepares utility adjustment assembly folder to include all pertinent data and handout materials; pre-
pares report for approval.
• Reviews agreements, plans, specifications and billings submitted by the utility companies.
Requirements:
• Familiar with TxDOT Utility Accommodation Manual.
• Familiar with standard procedures relative to utility planning, construction and engineering funda-
mentals.
• Right of way policies, procedures and terminology.
• Principles of utility coordination and associated terminology.
• Responsible for legal property descriptions.
• Maintains effective working relationships with individuals and groups.
• Reads and interprets applicable plans, schematics, blueprints and maps.
• Basic mathematical fundamentals. • Prepares and maintains records, files and reports.

Ms. Barr is a registered architect and the Plaza Saltillo Project Manager for Capital Metro. She will be giving us an overview of a new transit orientated development in the heart of Austin, Plaza Saltillo.
A project decades in the making, Capital Metro is excited to develop the 10-acre Plaza Saltillo District into one of Central Texas' premier transit oriented developments, a mixed-use, mixed-mobility community in East Austin.
Julie Barr has been active in corporate real estate and real estate development since the beginning of her career, Ms. Barr has worked in 7 countries and 12 states on all phases of project development.
