Advisory of DAC&FW on Crop Residue Management and Provision of Funds
DAC&FW organized Rashtriya Mahila Kisan Divas on 15 October, 2017 at
NASC complex , New Delhi. On this occasion Union Agriculture and Farmers
Welfare Minister Shri Radha Mohan Singh said that Government is giving
preference to women under various schemes such as organic farming, self-
employment scheme, Pradhan Mantri Kaushal Vikas Yojana, etc. The Minister
added that women can propel the country towards second Green Revolution
and they can change the landscape of the development if they get
opportunities and facilities. He informed that last year the MOA&FW had
decided to observe October 15 every year as Rashtriya Mahila Kisan Diwas.

Agriculture and Farmers
Welfare Minister Shri Radha Mohan Singh while addressing the farmers in
Jhajjar (Haryana) said that the objective of SHC is to provide information about the
Soil Health to 120 million farm holdings in the country and in the first phase (2015-
17) 100 million SHCs have been distributed so far.
Keeping in view of burning of crop residue in the states like Punjab, Haryana,
Uttar Pradesh and Rajasthan which contributes in increasing environmental
pollution levels. National Green Tribunal has directed the Delhi government and
these four northern States to take strict measures to deal with this serious biennial
threat. In this regard, Agriculture Ministry issued an advisory to the State
Governments to create awareness among the farmers about the harmful effect of
straw burning.
1. Facilitate farmers residue management machines and equipment
such as Zero Till Seed Drill, Happy Seeder, Straw Baler, Rotavator, Paddy
Straw Chopper/ Mulcher, Gyro Rake, Straw Reaper, Shredder, etc. through
Custom Hiring Centres or village level Farm Machinery Banks.
2. The State Governments have also been directed that Rs. 4000/ Hectare
shall be used from the funds available for demonstration of machines under
Sub-Mission on Agricultural Mechanization for demonstration of straw
management machinery at farmers' fields.

For crop residue management, under Sub-Mission on Agriculture Mechanization, the Department of
Agriculture Cooperation and Farmers Welfare have allocated funds to the four States.
The Union Cabinet chaired by Prime Minister
Shri Narendra Modi has approved signing of a
Memorandum of Understanding (MoU) between India
and Italy for cooperation in Agriculture and Phyto-
sanitary issues. The MoU provides for cooperation in the
fields of Phytosanitary issues, agricultural production
and a wide range of other sectors including animal
husbandry, agricultural research, food processing and
other additional fields as may be mutually decided by
both the sides.
The MoU has provision for exchange of
information on the situation of agriculture and rural
development, strengthening of technical exchange
and production cooperation in respect of agricultural
mechanization/farm machinery and agro-industrial
infrastructures, removal of technical barriers and exchange experiences in animal husbandry sector including
modern scientific researches and technologies etc.
India and Philippines has signed MoU in the
field of agriculture and related fields. The MoU will
improve bilateral cooperation in the field of
agriculture and will be mutually beneficial to
both countries. It will promote understanding of
best agricultural practices in the two countries
and will help in better productivity as well as
improved global market access. This MoU provides
cooperation in the fields of rice production and
processing, multi cropping system, dry land
farming systems, bio-organic farming, solid and
water conservation and management, soil fertility,
sericulture, agro forestry, livestock improvement etc.
It also states constitution of Joint Working Group composed of equal number of representatives. The Joint Working
Group shall meet once in every two years alternatively in the Philippines and India.

The Ministry of Agriculture & Farmers Welfare participated in th th37 IITF at Pragati Maidan, New Delhi from 14-27 November, 2017
under the theme 'Startup India, Standup India'. Crops, Oilseed, INM,
Plant Protection, Marketing, Seeds, Extension, NHB and MNCFC
divisions of DAC&FW and various agripreneurs from different parts of
country displayed their technologies for end users. Technologies
displayed and information related to the schemes were disseminated
by DAC&FW in IITF 2017 is as under:
Live demonstration of pulses, cereals and oilseed
germination in pots along with seed samples of pulses, oilseeds and
cereals were displayed. The schemes, production technologies of
different crops were displayed and leaflets & brochures of the schemes
were distributed.
Farmer oriented activities under e-NAM and other schemes of
marketing were displayed through posters. Agri-market mobile app
displayed were the centre of attraction for farmers. Live samples of
marketing products of cereals, pulses etc. were displayed. Publicity
material like leaflets, pamphlets on e-NAM and other marketing
schemes were distributed .
National Horticulture Board (NHB) displayed information on
development of commercial horticulture through production & post
harvest management. Information on projects related to commercial
horticulture development in protected cover, integrated post harvest
management, schemes for construction/expression/modernization
of cold storage and storage for horticulture products was given to the
farmers. Live samples of fruits and vegetables were displayed and
information disseminated for increasing the adoption rate among the
farmers.
The activities of Integrated Pest Management (IPM) and live
specimens of insect pests, natural enemies, weed control by bio-
agents, method of preparation of bio-pesticides were displayed and
disseminated to the farmers for better management of crop

The entrepreneurs promoted by National Bee Board
(NBB) displayed their products. Different types of honey:
monofloral and multifloral, pollen samples, bee wax and bee
keeping instruments were displayed.
The seed samples of cereals, pulses and vegetables along
with germination viability test were displayed by

and brochures for farmers & entrepreneurs.
Various agripreneurs from different parts of India
participated and displayed their products in Krishi Pavillion IITF-
2017. The some of the prominent agripreneurs who displayed their

Development (DCCD) was delivered to the farmers and
entrepreneurs.
National Seeds
Corporation . Information on protection of plant varieties and
farmers' rights were displayed for the benefits of the farmers by
PPV&FRA.
The technologies related to the machineries developed by
the Central Institute of Agricultural Engineering (CIAE), Bhopal
institute along with farmer friendly small tools were displayed. The
samples of soya products like soya milk, soya paneer, soya biscuits
etc. were displayed and delivered to the youth and farmers.
Improved varieties of cereals, pulses, oilseeds, vegetables and
flowers developed by ICAR were displayed. Live sample of fruits and
vegetables were the main attraction for farmers and end users in the
exhibition. Information on advanced crop production technologies
was displayed through posters and publicity material like leaflets,
pamphlets.
Information on the vision of Improvement of cattle for high
productivity and profitability was displayed by Central Institute for
Research on Cattle (CIRC), Meerut. Posters on the importance and
different types of indigenous breed were displayed. Low cost,
compact milk pasteurization and packing plant developed by the
institute was displayed in the theme area. The information of

Two-day national level workshop on Peri-Urban Agriculture was organized by Haryana State Horticulture
Development Agency on 29-30 November 2017 at Gurugram (Haryana) in collaboration with line departments dealing in
agriculture and allied sectors which was inaugrated by
Union Agriculture and Farmers Welfare Minister, Shri
Radha Mohan Singh. While addressing the delegates he
said that Indian agriculture has made rapid growth in
food, fruits, vegetables, dairy and fishery production.
He further said that the unprecedented development in
agricultural production is setting an example for the
world and they are trying to learn our techniques and
adopt them. He also elaborated that in last three
years, the Ministry has developed innovative schemes,
provided necessary funds and made policy- decisions
which would witness the far-reaching effect on agriculture
sector.
Jaivik Krishi Sammelan was inaugurated by Sh. Parshottam Rupala, Hon'ble Minister of State for Agriculture and
Panchayati Raj on 12.10.2017 in Gujarat. State Agriculture Universities,State Department of Agriculture, Animal
Husbandry, Dairy, and Fisheries displayed their technologies and motivated the farmers to adopt them for increasing their
income. Ministers also urged the farmers to diversify their system and sustain their life by adopting the innovation
generated by the Government organization. He further elaborated the flagship schemes like PMFBY, PKVY, SHC,and e-
NAM and urged the farmers to avail these schemes.

Make in India Through AC&ABC Scheme
Modern Pomegranate Farming by Padamshri Genabahi Patel
Make in India Shri K. K. Subramani, hails from village Bommuru
Agrahara , taluka Srirangpatna in Mandya district, Karnataka State. Shri
Subramani worked for 20 years in a Government research station and
private seed companies.
One day Shri Subramani came across the advertisement call for
Agri-entrepreneurship Development programme in local newspaper and
was fascinated by the idea of supporting Agripreneurs. Immediately, he
applied and joined at M/s. Terra-Firma Bio Technologies Ltd., Bengaluru.
Throughout training, he interacted with many experts from different
spheres like Management experts, Bankers, Technical resource persons and successful Agripreneurs. He learnt about
market survey, project preparation, record keeping, accounting etc.during the training. After successful completion of
AC&ABC training, he registered his firm ‘ Agri Maa Bio Sciences’.
Shri Subramani started research and giving consultancy on scientific package of practices on commercial and
horticulture crops after taking loans Rs. 4.50 lakhs from Canara Bank with the support of NABARD under AC&ABC scheme.
Shri Subramani developed the F1 Red Dwarf papaya variety which can replace the Taiwan variety of Papaya. Owing to
passion to replace the Taiwan Papaya variety, Shri Subramani quit the job and returned to his native place and started
farming scientifically. Today, ‘Agri Maa Biosciences’ is a well known name for complete scientific solutions of farming.
Total 300 farmers from 60 villages are regular customers of the firm. He provided employment to 15 science graduates in
his firm. Shri Subramani, extends his message to the fellow Agripreneurs 'Take up any idea, get fully involved in it and
keep doing it until you reach your goal.

Genabahi Darjaji Patel hails from Village Agathana, Block Lakhani District Baaeskatha of Gujarat. One day
exposure visit through ATMA motivated him to grow orchards. He participated in training from KVK, Deesa with the
support of ATMA Banaskatha. He planted total 5500 tree of pomegranate and applying Panchamrut (cow urine + Cow
dung + Jaggery + pulses flour) and vermin-compost is given each tree every month as organic fertilizer. Earlier he was using
only 5 kg. boron powder in one hectare for spray. He has increased his pomegranate production 180 qt/ha to 200 qt/ha by
adopting Panchamrit and Vermi compost and his net profit has increased from Rs.2,80,000/- to Rs.4,69,583/- ha..
Now, he is a member of Scientific Advisory Committee KVK
Deesa and Block Farm Advisory Committee ATMA in Lakhani Taluka.
The Government acknowledged his services to society by awarding
Padamshri in 2007. He is also recipient of Best Farmer ATMA Award
and Rajasthan Haldian Times Award (2012). He is the Chairman of Milk
Cooperative Society, Oil Seed Cooperative Society Sarkari Golia,
Director Banes Agri Producers and Processors Company Ltd. Palampur,
Member Advisory Committee of Chary Uva Mandal. He has developed
