Welcome by Host Lodge, Richmond #45; Chaplain Lynn Rutherford Snow; West
Virginia State President, Walter Ice; Special Representative Dr. Bob Hinkle: State
Sponsor Ron Hicks, PGER who introduced; GER Malcolm McPherson. Ron Hicks
commented that the dignitaries would be going to the Ladies Breakfast to thank them for
everything they are doing for the Virginia Elks Association. Virginia is doing great with
ENF. Every Lodge in the state applied for a grant this year. We were 100% on Charity
reports. The Charity goal for the nation was $335 million and we almost doubled it this
year. Ron introduced and spoke for GER Malcolm McPherson. GER McPherson spoke
regarding all of the great things our State Association has done. 25 of 28 Lodges
received the Anniversary Grant. Every Lodge in Virginia received a grant. We fell short
in membership.

A motion was made, seconded, and carried to dispense with the reading of the October
14th meeting in Virginia Beach, VA.

Copies of the new VEA Directory are available to anyone wanting a copy. A thank you to
Roger Monger for taking care of the directory information to be sent to the printer. Please
review all of your information in the directory and send changes for the online version.
Treasurer’s Report: Tammy Symons, Treasurer
An accounting was given of all deposits, disbursements and balances of VEA and VEF
Accounts (Attached). Copies of Profit and Loss Statements and Balance Sheets
for VEA and VEF were available to anyone who wanted one at the Secretary’s
desk. (Attached)
Report of Convention Committee – Buddy Deese, Chairman
205 registered guests, 47 for ladies breakfast, 74 for ER/PER Breakfast.
Trustee Report: Darryl Myers, PSP, Chairman
Trustees have accepted a resignation from Richard Stroop because of his health. We
appreciate all of his work with By-laws. Geoff Cox will take over as Chairman of the
Bylaws committee. Darryl thanked Tammy Symons for being so easy to work with and
having all financial information available. The Charitable Trust Fund with UBS is up
15%. Darryl asked if there were any questions regarding the 2018-19 proposed budget.
A motion was made, seconded and passed to adopt the 2018-19 budget. Darryl asked
that in the future any questions regarding the budget would be brought to the Trustees
at least one week before the vote. The budget was posted 30 days in advance of the
meeting.

President’s Report
What an honor it has been for Joanne and I to represent the Elks of the Great State of Virginia.
We certainly hope we have made you all proud. Thanks to all of you for this opportunity and
wonderful experience.
We traveled to several of the Lodges and received great hospitality from all. Martinsville,
Roanoke, Charlottesville, Virginia Beach, Fredericksburg and Loudoun all invited us to
functions we were able to attend. There were a couple of other Lodges that invited us an
unfortunately we had a conflict or it was during the week and we both work, so my apologies for
not making it to your Lodge. I also attended DD Clinics held in Staunton and Chesapeake
Portsmouth Lodges.
We were in Charlottesville for the State Hoop Shoot and traveled to Maryland for the Regional
Contest. Lynn Rutherford-Snow thank you for the excellent job you do with the Hoop Shoot.
We returned to Charlottesville for the Elks Training Program in March. I was honored to install
Virginia Beach Lodge Officers for 2018-2019.
Joanne and I traveled to West Virginia to attend the West Virginia State Convention. We
thoroughly enjoyed ourselves and made many new friends. The hospitality we received was
outstanding.
Unfortunately we were unable to attend the North Carolina State Convention as they fell on the
same weekend. However, Paul and Bonnie Shoemaker were able to attend in our absence. To
represent Virginia.
We made many new friends and deepened many existing friendships along the way and truly
know that BPOE definitely means best people on earth.

Mr. President,
Since the last convention in Oct, I attended the South East District Training Clinic and attended
the training session in March held at Charlottesville’s Lodge #389, both were well attended and
very informative, I also attended the Virginia Beach Hoop Shoot, District Hoop Shoot and the
State Hoop Shoot in Charlottesville.
I attended the all of South East District Deputy Clinic conducted by District Deputy Grand
Exalted Ruler Mike Miller. I participated in the installation of new officers for three lodges. I
attended the Virginia Beach Memorial Service on 28 May and also attended the Virginia Beach
Flag day ceremony at the Flame of Hope with the Congressman Scott Taylor and the
Commanding Officer of NAS Oceana
It has been a very busy year and I am looking forward to this coming year as your President
“soon as I can get Donnie off the podium”. I would like to thank the President and Vice
Presidents help throughout the year I could not have done my job without you.

Be aware of alcohol consumption and sexual harassment policies. Treat everyone with
respect. This is Darryl’s last year as Accident Prevention chairman. James Weed will
be taking his place.

REPORT OF THE SECOND VICE PRESIDENT
VEA Spring Convention – June 16, 2018
The Second Vice President is responsible for the following committees of the VEA:

• Lodge Activities
• Elks National Foundation
• Herman C. Anderson Achievement Awards
• Public Relations
• Youth Camp Maintenance Committee
• Virginia Elks Charitable Trust Fund
There are no reports at this time for the Lodge Activities, Youth Camp Maintenance, and Herman C.
Anderson Awards Committees.
I would like to introduce Bill Tennis, who will report on the Government Relations and Public Relations
Committees.
I would like to introduce Beverly Hamby, who will report on the Elks National Foundation Committee.
I would like to introduce Geoff Cox who will report on the Virginia Elks Charitable Trust Fund.
The second Vice President is also responsible for making arrangements for Housing and Hospitality at
the next Grand Lodge Convention, which, as we all know, will be held next month in San Antonio, TX,
from July 1 to July 4, and will celebrate the 150th Anniversary of the Order.
As many of you know, and have experienced, preparations for Housing and Hospitality at the Hotel
Contessa have been anything but smooth and simple! Still, we are in a very good place with our
arrangements.
• First, we have a very nice hotel, in a great location on the San Antonio Riverwalk.
• We have filled our room allotments—we are using over 90% of the room nights
allocated to us by the Grand Lodge.
• On the core nights of the convention we will occupy over 70 rooms per night—a
few of which are in the neighboring Westin Hotel, which was better able to
accommodate the length of stay needs some of our members required.
• We have TWO adjoining rooms, one of which is an executive suite, to
accommodate our hospitality needs. Anticipating some 120 Virginia attendees,
hospitality still may be tight, but we’re all friends and we all have showers in our
rooms—USE THEM!!
• On Tuesday afternoon, to provide room to host dignitary visits to our hotel, we
will have an ice-cream social in the beautiful Cypress Room overlooking the
Riverwalk. We are counting on PGER Ron Hicks to help provide the visitors!!
• Our new President and first lady will occupy the gorgeous Contessa Suite, that
will very well accommodate their entertainment plans.
• So, it will all be very good, indeed!
In advance, I want to thank those who have volunteered to help with the hospitality and confirm that
we welcome your help: Lynn Rutherford Snow and her “foody and decoration team;” Roger and
Barbara Monger, and Roy Seabolt and Lael Yudain, who will be driving to San Antonio and transporting
much needed supplies; two-thirds of the Loudoun and Arlington-Fairfax contingents who have
generously offered to help throughout the week: the names: Knotts, Ortiz, Marshall, Blake, Fearis,
Graves, Cortner, and others!
Anticipating that we will be very busy there, I am distributing volunteer bartender lists to my colleague
VPs in advance, so that we know who will work the bars well before they are needed (hand out to VPs)
and since Paul will not be a VP, I have one for Mike Miller – welcome to the club!!
I would be remiss if I did not at least very briefly acknowledge highlights of the wonderful work that
goes on in the North District throughout the year.
• First, kudos to Lani Cadow for a great year as DD—and given her lodge and youth-
camp commitments, I don’t know how she gets it all done.
• Welcome to Wayne’s World!! -- The Woodbridge Lodge’s Wayne Wirick will team
up with Loudoun’s Wayne Blake as DD and DD Esquire for the coming year. We
know they will be great!
• Keep an eye on North District membership! -- especially Winchester, Woodbridge
and Front Royal – If I read my CLMS correctly, we are already a plus 60 since
March!! – and if I didn’t read it right, don’t correct me – it looks great!
• And how about Loudoun Lodge! With $18.5K in grants from the Grand Lodge (per
GL data)! That puts Loudoun in the top 10 among ALL Lodges in the country
(with ties)!!
• Why, even my own humble Arlington-Fairfax deserves a little recognition, because
of remarkable efforts especially by members, Jerry Sall and Mark Kaplon, the
Lodge is in the best financial condition it has seen in over ten years.
• And, finally, the Alexandria Lodge continues to feed homeless individuals in partnership with other community organizations Monday through Friday, throughout the year.

Grand Exalted Malcolm J. McPherson, Jr., Past Grand Exalted Ruler Ron Hicks, Honored Guests and Brothers and Sisters, I want to thank you for Virginia having another excellent year with donations totaling $109,267.06 placing Virginia 3rd in Elkdom with a per-capita of $13.64 per member. We exceeded last year’s donation by $15,522.10, what a great job Virginia Elks, you are what Elkdom is all about, last year’s donation total was $93,744.96.
I would like to ask our Grant Coordinator Barbara Monger, from Staunton Lodge, to help me while I am up here. Barbara, I want to thank you for your outstanding job you are doing. Barbara and I would love to talk at your District Deputy Clinics again this year just let us know the date and time, and if you would prefer us to visit your Lodge please let me know Barbara and I would are willing to help you out, give me a call or email me the date and time. I am in the directory.
The Foundation will be giving back to our State a Grand Total of $193,590.00 a ratio of $1.772 for every dollar the Foundation received from us in 2017-2018. Which does not include the $172,000.00 in Community Investments Program Grants we received.
Virginia Lodges received
25 Gratitude Grants $53,500 of this total 13 Lodges Qualified for the extra $500 for meeting Last year’s Members Support donations totaling 15% of your Lodge donation to ENF
16 Beacon Grants $32,000.00 Each Lodge received $2,000 12 Promise Grants $30.0000.00 Each Lodges received $2,500 1 Impact Grant $10,000 and I want to thank Carlos Ortiz and his wife Iris and their Daughter Michelle
Becker For writing all these Grants Loudoun Received totaling $18,500, which includes all but the Freedom Grant
3 Freedom Grants $ 6,000.00 This year they will be giving out 300 to the first that apply for 2018-2019 25 Anniversary Grants $37,000.00 the Foundation will be awarding this Grant again for 2018-2019 Total Above Grants $172,000.00 was awarded in Grants this year.
We had every Lodges in the State apply for at least one Grant, just think what you could have done if you had applied for more. Of the 28 Lodges in the State 27 met Grand Exalted Ruler Malcom McPherson’s goal of $4.75 per member.
We will also be receiving this year a total of $193,590.00 for our State Charities Grant, Special Project Grant and a Bonus Grant, Most Valuable Student, Legacy Award and National Veterans Service Commission. We would not receive these funds if it wasn’t for your generous donations.

Charitable Report Summary of Youth, Charitable and
Community Service Work – 2017 – 2018
In 2016-2017, Virginia Elks and their helpers had total
contributions of $2,468,073.32
Goal for 2017-2018 was $3,650,000
Total contributions was actually $4,379,980.73
Net increase of $1,911,907.40
Or 77.46% over 2016-2017.

is going to leave it up to teach state to regulate Sports Betting
Your Government Relations Committee has been involved in
meetings with the Charitable Gaming Board and the Virginia
Charitable Gaming Council (non-state body) to pursue this
matter.
As of June 6th, there was a meeting with the Governor and all
that is being asked is that it be a level playing field, when it
comes to allowing these sports betting machines to be installed
in various organizations and businesses.
All Lodges that participate in gaming are going to be asked to
participate in future local governmental legislative activities
such as contacting their Member of the General Assembly to
promote the equality in endorsing these sports betting entities.

ENF offers emergency education grant to children and grandchildren of Elks. Buddy
explained how to apply for this hardship grant.
Hoop Shoot: Lynn Rutherford-Snow, Chairman
Asked anyone who had helped with Hoop Shoot to stand and be recognized. Lynn
thanked all who have helped. We had three go to National. Representatives from
Bedford, Waynesboro and Loudoun Lodges. All had a great time in Chicago. Lynn
thanked Carlos Ortiz for his donation to help with expenses at National. We had only 17
lodges from Virginia compete in Hoop Shoot this year. Many schools are no longer
supporting Hoop Shoot.

100% Lodge Participation - The Virginia Elks Safety Glasses Project distributed 144 pair of safety glasses
FREE to each of Virginia’s 28 Elks Lodges. Three (3) lodges distributed over 2000 pair; five (5) lodges
over 1000 pair and sixteen (16) lodges distributed more than their 144 allotments.
700% Growth in Annual Distribution - The Safety Glasses Project has experienced an impressive annual
distribution growth. In 2008-2009, the program’s initial year, the distribution was 3065 pairs. In 2017-
2018, 21110 safety glasses were distributed which reflects an annual growth of approximately 700%
relative to 2008-2009.
14% Annual Growth 2017-2018 - The distribution 18,597 in 2017 was increased by 2513 units in 2018
which reflects an annual increase of 14%.

Thank you, the many lodge members whose efforts make the scholarship program possible. Special thanks to co-chair William Schindler and the four district chairperson(s)! Southeast District – Art Heyman Southwest District - M. Edward Tinsley Central District – Larry Suddarth North District – Wanda Fritts A total of forty-three (43) scholarships were awarded to Virginia residents. A list of recipients is attached and is avialable on the Virginia Elks Webpage. The Most Valuable Student Contest, open to all high school seniors, resulted in a total of thirty-nine (39) scholarship awards distributed as follows.
Seven (7) $4,000, four-year Elks National Foundation Most Valuable Students Awards Thirty-two (32) $1,000, one-year Virginia Elks Scholarship Awards
The Legacy Contest, open to high school seniors whose parents and/or grandparents are active Elks, resulted in four (4) awards to residents of Virginia. Legacy awards are four-year awards with a total value of $4,000. Several scholarship recipients and their families will be introduced at this meeting immediately following the Memorial Service. A Luncheon will be provided for the students and their families following the program. The Committee thanks Donald White, President of the Virginia Elks Association, for the opportunity to serve. Fourth Vice President’s Report: Ray Dameron As reported in October the Northern Neck Lodge had been merged with Fredericksburg. The property
was place on the market for sale. An offer was received for $150,000 and has been accepted by the
membership of the Fredericksburg. The transaction is current at Grand Lodge for approval.
I did attend the DD visits to the Richmond and Charlottesville Lodges. These Lodges are working hard to
serve their communities.
The planning for the memorial service is complete. It is my hope that it will honor our departed member
in a meaningful manner.
I attended the State workshop in Charlottesville. I am happy to report all Central District Lodges were in
attendance. Elizabeth and I also attended the State Hope Shoot Contest. Lynn Ruther-Snow again did a
wonderful job and our contestants put on a wonderful display of skill and sportsmanship.
At the Lodge level Elizabeth and I organized an anniversary party honoring the 150th Anniversary of
Elkdom. We had 91 Elks attend a steak dinner cooked by the PER Association. The Lodge was honored
that our State President Donnie White was able to joined us for our celebration.

Thanked all who participated. Thanked Richmond Lodge, Donnie White and Ron Walsh
for their help and for raising $1200 in sponsorship money. Only expenses were to pay
Golf Course and plaques.We should turn over $2182.00 to the Veterans. The trophy
went to Staunton Lodge

Virginia did not have an overall gain. We did get 844 new members with Roanoke and
Winchester leading the way. Ended with 7866 members.
Ritualistic Committee: Don Kidd
We have changed from Area 3 to Area 4. Has information for anyone interested in
becoming a Ritual Judge. Please register for the Toast Contest at the Fall Convention.

Bob Hinkle was nominated and elected to replace Richard Stroop as 1 year Trustee
GOTO:
Ron Hicks spoke regarding the importance of Ritual and Orientation. VEA Charitable
Trust-Ron encouraged raffles, etc. for the ER March. Ron thanked Wayne for what he
is doing with the Welcome Home project. Thanked us for what we are doing to make
Virginia Elks great.
West Virginia President, Walter Ice thanked us for our hospitality.
Ron recognized District Deputies: Central-Ray Shaner, North-Lani Cadow, Southeast-
Mike Miller, Southwest-Vince Brandtner. Ron presented certificates from Grand Lodge
for their work.
Ron also announced the incoming DD’s and Esquires: Central Janice Knott – Ed
