Note: If there is no quorum by thirty (30) minutes after the meeting starts, we will begin with an informational Meeting, which will include the reading and acceptance of reports.

RSC Minutes October 6th 2013

** A MEMBER STEPPED UP TO HELP WITH THE MINUTES SO WE APPOLIGIZE FOR THE FORMAT NOT BEING IN THE NORMAL SETUP **

Regional Co-Chair Debby asked for a head count of RCM’s in attendance at 10:00 am. There were two (2) in attendance at that time. Another head count was done at 10:15 am. Eight (8) were in attendance at that time. The 12 Traditions were read and the Concept of the month was read. No discussion on the understanding of the concept. Co-Chair read the minutes from the last meeting. No additions or corrections. One question was posed at that time.

Question: Was there a motion made to close Regional Office made but was rescinded? Answer: Yes motion was rescinded because it was out of order.

Regional Co-Chair asked for introduction of members at the meeting. Members introduced themselves.

Regional Co-Chair did another head count at 10:30 am of RCM’s in attendance. Ten (10) RCM’s were in attendance.

Motion: PR subcommittee Co-Chair made a motion to suspend all orders of business to address Regional Office closing. Motion 2nd. Intent: To discuss concern of Regional Office.

Suggestion: To add time restrictions on discussion to that motion. PR Co-Chair agreed to time constraints. 8 for 2 abstained

RCM suggested having a queue on discussion to keep order. 6 RCM’s were on the list and 1 Representative. Letter from lawyer (Jeffrey L.Abrams) was passed around to RCM’s and read aloud. There was considerable discussion regarding some of the information in the letter. i.e.; Non-profit status is (501C) not being dissolved. Most RCM’s were concerned with that misinformation. Other concerns were discussed re: High rental cost of RSO, not enough proceeds made to go directly to RSO, meeting list, literature cost or under cost to NA fellowship, groups lack of support of 7th Tradition to RSO, groups ordering literature from the world instead of RSO, bills due on shipping cost, sales tax, insurance, etc. RCM from S. Philly passed out a memo of a motion to go back to the groups regarding the fellowship voting on the closing of the RSO. Memo was read aloud. There was discussion on the memo. Some had concerns about timing of memo,

continued cost of rent and other bills; vote was passed to close office, etc. Memo is to be sent back to groups.

Further Discussion; Not all RCM’s were present when vote was taken to close Regional Office. Five (5) of the eleven (11) RCM’s were there to vote. All RCM’s were knowledgeable of the meeting to vote on the closing of the office. Some areas did not have RCM’s at that time. RSO was an entity created. Other areas do not have an RSO office, what are our legal ramifications because we have a non-profit status? not enough proceeds to keep open. Further delay will be costly, is it wise to have a convention at this time. Contract already signed for hotel for convention.

Discussion was to be for 45 minutes but it lasted an hour or more. The discussion was closed at 12:30 pm.

Motions:Maker: Acting RCM South Philly AreaMotion: The South Philadelphia Area COMES NOW THE SOUTH PHILADELPHIA AREA, ITS GROUPSN AD ITS MEMBERS MOTION: THAT THE VOTE, DECISION & PLAN MADE BY THE BOARD TO CLOSE THE REGIONAL SERVICE OFFICE BE OVERTURNED; VOIDED & REPEALED. FURTHER, THAT ALL ACTIONS, PLANS OR PROCEDURES TO ENFORCE THIS ILL-ADVISED DECISION CEASE AND DESIST UNTIL THE GREATER PHILADELPHIA REGION’S GROUPS VOTE ON THE FUTURE OF THE OFFICE. INTENTION: To ensure that the group, through an exchange of experience, strength, and hope, collectively expresss itself on matters affecting our region as a whole. 1. To adhere and follow the 1st Concept which states: “To fulfill our fellowship’s primary purpose, the NA groups have joined together to create a structure which develops, coordinates, and maintains services on behalf of NA as a whole.

The service structure has identified leaders who has iarvice experience and acknowledge that the fact that although the RCM votes for the group…it is their responsibility to ensure that both the RCM & the groups as a whole are well informed. The South Philadelphai Area understands the premise of the 1st Concept, but also realizes that in keeping with the traditions the service structure must at all times remember thta “service committees are directly responsible to those they serve”. The Region and the Board must remember that the sturcture in which it functions and operates has been created by the groups and for the groups, and thatt heir primary purpose is to “serve the groups” through open communication and transparency. 2. To adhere to the 2nd Concept this states that: “The final responsibiltiy and authority for NA services rests with the NA groups”. According to the 2nd Concept: “Because the groups have created the service structure, they have final authority over all its affairs. By the same token,t he groups also have the final responsibility for hte support of all its activities. The two go hand in hand”. It should have been clear to those leaders who repersent the groups that a decision of this magnitudes hould be thoroughly distributed, explained and discussedw ith the groups. Final authority does not mean evrey decision should come to the groups for a vote. We understand and concur that internal policies and procedures have been created by the service structure so as not to bog down their activities with trivia, however, clearly this decision affects our groups nad NA as a whole since we (the groups) must find alternative ways of purchasing literature, developnig a central location for communication and furthercarrying the message to the addict who still suffesr. “Therefore, in all the affairs of all its elements, the service structure must carefully consider the needs and desires of the groups”. Our experience shows that radical action, taken inh aste, serves neither the groups nor our services well. Since change rarely occurs overnight, patience anda cceptance may be called for. The South Philadelphia Area 3. The NA groups delegate to the service structure th eauthority necessary to fulfill the responsibilitise assigned to it. With all due respect to the service structure………..w e strive to adhere to the 3rd Concept, however, the groups, after all, have established the service sturcture to act on their behalf, at their direction.A nd when the groups need to exercise final authority in servicem atters, they are encouraged to do so. However, in day-to-day matters, the groups have given our service boadrs and committees the practical authority necessary to do the jobs assigned them. It is obvious to all that this decision by the Boadr is not considered a “day-to-day matter”. This vote, decision and action is clearly one that affects “oht er groups and NA as a whole”.

SUMMARY: We pray that the Philadelphia Regional Committee, the Board, (all) Regional Committee Members reverse this vote, decision, action and plan. We further direct the Regional Committee and the Board to create an AdHoc Committee to research, investigate, and determine the feasibility of maintaining the RSO and develop a plan of action/strategy needed to accomplish same.

Additionally, we feel that our service structure representatives should consider the following conscience of the South Philadelphia Area: 1. Move the RSO back to a “central location in Philadelphia”……..the current location is too far from the people it should be serving, it is an inconvenienc efor many to travel that far; 2. Develop a strategy to educate groups in how they cna best support the region through the 7th tradition; 3. Create a subcommittee responsible for visiting groups and explaining the importance of the flow of funds to the Region; 4. Create a separate strategy for donating and collecitng 7th tradition donations from individual groups rather than through the various areas, and; 5. Create an AdHoc Committee responsible for developign a plan to look at the feasibility of combining several areas and reducing the areas from 12 to 4.

The intent would be to promote unity, create strong adequately represented areas, reduce the number of service vacancies and create an environment where tsrong personalities and dedicated members serve in the same area where our individual strengths complemen tone another.

I apologize for my absence from Regional Weekend but my schedule has made it impossible to attend. I want everyone to know that I am still very active on the site updating and monitoring it regularly. I receive meeting changes on a regular basis and I make them changes accordingly as I receive them. I also continue to update our calendar with regional and area events as they are emailed to me. Currently Debbie F and I are working on a cohesive process in which we can merge the meeting list Data Base with the website meeting list data base. I believe the website is the most up to date as I receive emails from members on a regular basis about additions, deletions and changes. I am also working with Matt O from the convention committee to create the ability for our members to register for the convention in 2014 online using PayPal. This process will most likely incur a charge, that charge is presently undetermined but it will not be cost that much. Regional Service Committee MeetingOctober 6, 2013

CONVENTION COMMITTEE REPORT

Stephanie T. was recently elected as the Convention Rep from the Clean Acres Area. We currently have only Inner City Area without a rep. However, I believe they plan to elect someone at their ASC meeting this month.

Unfortunately, participation is still very inconsistent, and at yesterday’s meeting, we did not have a quorum. This is the second time that has happened in three months. This makes it very difficult for us to conduct business, and we are at a critical planning stage. We ask that all RCMs take back to their Areas the importance of having a representative who attends the Programming Subcommittee and Convention Committee meetings. If possible, an alternate rep should be elected to cover those instances when the rep may not be able to come.

PROMOTION OF OUR CONVENTION

We distributed almost 2000 flyers about our Convention at the World Convention. The pre-registration form is available on our Regional website: www.naworks.org. We plan to get additional information posted there (event flyers, etc.), and would like to restart

the PayPal link so people can register on line. This will be coordinated with the Regional Webmaster.

REGISTRATION

We have begun registration for next year’s Convention. $10 registrations were available in the month of September. Because our Registration Chair recently got out of the hospital, we did not get a report at yesterday’s meeting. However, based on the deposits made and money that was collected yesterday, I would estimate that registration brought in somewhere between $4,000 and $5,000 last month. Registration is now $15 or 2/$25. That price will be in effect through the end of the year.

We now have a P.O. Box for the Convention Committee: P.O. Box 38785, Phila., PA 19104. Registrations can still be mailed to the RSO as well.

FUNDRAISING

We had a very disappointing month in September, with only $135 raised for the Convention. The Speaker Jam in Delco on September 28 got very little support. We are open to any suggestions for events and available venues throughout the Region.

To the GPRSC,

This RSC cycle has been exhilarating with our extremely successful WCNA35 Convention.  I'd like to thank all of our members from this and neighborhood regions who unselfishly volunteered their time. It was truly an unforgettable expression of unity in our fellowship. I have spent this cycle volunteering at the RSO with other administrative board members to inform our customers about upcoming changes to the business of the RSO. With the dedicated assistance of RCM's Earl (POF), Ryan (CA), Drew (DANA), and Sid (WSW) we were able to inventory all 75 boxes of records, previous. Convention merchandise, furniture, electronics, and office supplies as a part of information needed for this RSC to develop an practical exit strategy for closing the office. I'm writing this from the hospital and will be undergoing surgery tomorrow so please forgive my absence from this RSC meeting. I will inform administration about my progress.

September. Three messages were received and answered.

The Alt RCM from the WSW Area had requested the Phoneline to report the amount of missed calls to the phoneline. I will be contacting the Technical Support Team of the Halloo System to inquire if the system can query this information.

There was no financial impact to the Philadelphia Regional Phoneline due to the World Convention.

The Phoneline will be participating in the Regional H & I Subcommittee Learning Day on November 23, 2013.

Old Business- Marshall delivered last months meeting list changes to RSO.

New Business- The Regional Co-Chair has been stepping up and manage the RSO.- RSO is in collaborative effort with Free State RSO to help our RSO become stronger. - Regional Co-Chair Person spoke to owner of Castor Printing. The following requests

were made: Meeting Lists have gone up one cent each. They want half of the price up front, half when it’s done. Minimum order of five thousand lists. Must be printed quarterly. Will submit lists to print in October. Passed around Proof Report for Changes. EPARNA Meetings completely out of sort.It is suggested that each area purchase meetings lists quarterly.A motion was submitted and passed to use money from meeting list sales and apply toward purchase of new meeting list printing. The chairperson explained that we don’t have sufficient funding to do this. Area’s are not donating money to region. Financial hardships are affecting RSO, dramatically.

- A copy of the Proof Report will be submitted to each member of this body prior to submission to printer.

- Would meeting list change/reports available on the website, with ability to send make things easier for Groups, Areas?
