Langan Engineering and Environmental Services, Inc. (Langan) has prepared this Preliminary
Surface Soil Sampling Report on behalf of the Harris County Pollution Control Services (HCPCS)
for the River Terrace Municipal Park located at 16550 Market Street, Channelview, Texas (the
“site”). A Sampling Location Map is provided as Figure 1.
This report documents the preliminary soil sampling activities at three locations throughout the
park and one off-site background location to sample for the potential presence of dioxins and
furans.
BACKGROUND
Langan understands that construction upgrades are proposed at the River Terrace Municipal
Park. The 13.9-acre park is located adjacent to the San Jacinto River, downstream of the San
Jacinto River Pits Superfund Site. HCPCS requested preliminary surface soil sampling to assess
the potential presence of dioxins and furans at the park.
SAMPLING AND ANALYSIS
On July 25, 2017, Langan collected three composite surface soil samples throughout the River
Terrace Park. Three areas within the River Terrace Park were chosen by the HCPCS for
sampling (Areas A, B, and C). Within each area, three samples were collected for an area
composite surface soil sample. The HCPCS also selected the location for a “background”
surface soil sample. The background composite sample was collected at the Rio Villa Nature
Trail.
A Surface Soil Sampling Standard Operation Procedures (SOP) was prepared by Langan prior to
the field activities. The SOP was reviewed and approved by the HCPCS on July 21, 2017.

The SOP included the following sampling and analysis procedures:
Upon arrival at the sites, a field data sheet was completed at each location. Information
recorded included sample identification, time on-site, weather conditions, and the level
of personal protective equipment (PPE). Langan personnel also collected GPS
coordinates of the sample locations. Copies of the Field Data Sheets are provided in
Attachment A.
The soil samples were collected with a stainless steel hand auger. The top layer of
grass and vegetation were removed and samples were advanced to approximately 6-
inches below grade. This was repeated at three locations within each of the sampling
areas.
Soil samples from each area were combined into clean, re-sealable plastic bags and
mixed to create a composite surface soil sample. Each composite sample was
transferred into pre-cleaned jars that were provided directly from the laboratory.
Each sample collected was assigned a unique identification name, denoting where it
was collected. The River Terrace Park samples were identified as “RTP-X”, where X
indicates the area within the park that the sample was composited from. The
background sample was identified as “RioVilla-1”. Each sample container had a sample
label affixed to the outside with the project name, date, and time of sample collection.
During sampling activities, a blind duplicate sample (DUP) was collected at sample
location RTP-C. In order to keep the duplicate sample separate from the parent sample,
no collection time was listed on either the sample label or the COC.
As requested by HCPCS, a background sample was collected from the Rio Villa Nature
Trail, approximately 3.7 miles northeast of the site. Soil sampling procedures at this
location were similar to those conducted at the River Terrace Park listed above.
The hand auger was cleaned between each sampling location by scrubbing with
Alcanox and water until residual soil was removed from the auger, followed by two
rinses with deionized and distilled water. Given the low potential for significant impacts,
the waste waters in the buckets were emptied back onsite after sampling was
completed.
Immediately after collection, the samples were labeled and placed on ice in an insulated
cooler provided by the laboratory. After sampling, the cooler was secured and shipped
overnight via Fed-Ex under a laboratory provided chain-of-custody (COC) form to
Eurofins Lancaster Laboratories Environmental, LLC, a state of Texas certified
laboratory, located at 2425 New Holland Pike in Lancaster, Pennsylvania. Langan
included a completed COC in each cooler that was shipped to the laboratory. All
samples were reported by the laboratory to have been received intact and within the
appropriate temperature range.

LABORATORY ANALYTICAL RESULTS
Soil sampling results are summarized on Table 1. The laboratory analytical report was prepared
by Eurofins and included a signed statement certifying that the laboratory was NELAP (National
Environmental Laboratory Accreditation Program) accredited under the Texas Laboratory
Accreditation Program for all methods, analytes, and matrices reported in the data package. A
copy of the laboratory analytical report and chain-of-custody forms are provided in Attachment
B.
The soil samples were analyzed for the 17 dioxin and furan congeners identified by HCPCS. To
determine toxic equivalencies (TEQs) of the soil samples, a toxic equivalency factor (TEF) was
applied to each congener. TEFs were applied as outlined in the December 2010 U.S.
Environmental Protection Agency (EPA) Guidance Document “Recommended Toxicity
Equivalence Factors (TEFs) for Human Health Rick Assessments of 2,3,7,8-Tetrachlorodibenzo-
p-dioxin and Dioxin-like Compounds”. As reproduced in Table 1, TEFs listed in this document
ranged from 0.0003 to 1, with most of the equivalency factors being less than one. The TEFs
were multiplied by the detected concentration of the congener within each sample. In the case
where a congener was not detected above the laboratory detection limit (DL), half the DL was
used in calculating the TEQ.
As this sampling was conducted for preliminary assessment purposes, a data validation and
usability report was not completed for this project. Therefore, for congeners where the data
was qualified with a Q values by the laboratory, Langan used the reported value in the TEQ
calculation. However, when the laboratory was calculating the TEQs, congeners where Q
values were reported were treated as non-detects, and half the DL was used in calculating the
TEQ. As such, TEQ values calculated below differ slightly than those calculated and reported by
the laboratory.
Based on guidance provided by HCPCS, the 2,3,7,8-TCDD TEQs were compared to the USEPA
2,3,7,8-TCDD Residential Soil Regional Screening Level (RSL) based on current USEPA Non-
Cancer (nc) risk endpoint. The TEQs for soil samples collected ranged from 4.037 ng/kg to
17.614 ng/kg, which are below the USEPA Residential Soil (nc) RSL of 51 ng/kg for 2,3,7,8-
TCDD.
Additionally, a background sample was collected at the Rio Villa Nature Trail to compare soil
samples in the project areas to background concentrations of dioxins and furans soil outside the
project area. The TEQ of the background sample RioVilla-1 was 3.899 ng/kg thus below the US

CONCLUSIONS
The following is a summary of the major findings of this investigation:
The surface soil composite sample 2,3,7,8-TCDD TEQs ranged from 4.037 ng/kg to
17.614 ng/kg, which are below USEPA Residential Soil (nc) RSL of 51 ng/kg.
The TEQ for the background surface soil composite sample was 3.899 ng/kg, also
below the USEPA Residential Soil RSL.
