Project Update
Members of the CWP Renewables team spent time
throughout August to meet with members of the
community surrounding the proposed development.
The purpose was to formally introduce the project and
proposal to community members and identify key
areas for additional assessment and to help shape the project envelope.
Valuable feedback was generated from this activity
which will be considered in the evolution of the project
design. Conversations were around the topics of visual
amenity, reflection, glint and glare, fire risk, noise, dust
and traffic, property values as well as project impacts on agricultural land, soil, flooding, the benefits to the
climate, local economy, employment and other
contributions.
Parkesbourne Solar Farm
The project is a proposed solar photovoltaic renewable
energy development on agricultural land c. 15 km west
of Goulburn, NSW. The proposed project capacity is approximately 600 MW, which would generate enough
power for over 254,000 average NSW homes, providing
significant greenhouse gas emissions savings of over a
million tonnes every year.
Parkesbourne Solar Farm will play an important role in
increasing competition in the National Energy Market
and reducing the market reliance on fossil fuel
generation. The site is well suited to solar generation
due to its strong solar resource, flat relief, low density
of rural residential dwellings and proximity to existing
transmission infrastructure and other infrastructure.
The proposed solar farm has been carefully positioned
and is proposed at a scale which balances the
environmental, social and economic aspects of the
region and Australia’s energy generation needs.

Stakeholder consultation and environmental assessment
activity are now well underway for the Parkesbourne
Solar Farm. Being assessed as a Major Project under the NSW planning system, the project will be evaluated by
the NSW Department of Planning and Environment
(DPE). The first steps in that process have now occurred,
including the submission of a Preliminary Environmental
Assessment (PEA) and the receipt of Environmental
Impact Statement (EIS) assessment guidelines (known
as Secretary’s Environmental Assessment Requirements (SEARs)).
Studies to inform the EIS are underway in parallel with
stakeholder consultation.
During a recent workshop with Goulburn Mulwaree
Council, the concept and status of the project was presented to councillors and key council staff. Matters
discussed at the workshop included council roads and
traffic, water, waste, voluntary planning agreements and
other impacts and benefits.
Additionally, consultation is underway with Roads and
Maritime Services (RMS) regarding traffic and other
impacts to the Hume Highway.
Planning and Approvals
The feedback of early community engagement and preliminary studies helped to inform the Preliminary
Environmental Assessment (PEA) which was submitted to the NSW Department of Planning and Environment (DPE)
in August 2018. This marked the first step of the environmental impact assessment process for the project. In response to the PEA, the DPE issued its guidelines for the Environmental Impact Statement (EIS) in September 2018.
Those assessment requirements detail the required content of the EIS, as well as specific feedback and study
requirements from NSW Government Agencies.
The EIS is currently being prepared and will include a full description of the development, including details of
construction, operation, upgrading and decommissioning as well as detailed analysis of impacts on neighbouring
residences. It will also reflect community feedback as well as technical studies which are currently underway. These
include assessments of biodiversity, heritage, hydrology, traffic, visual and noise impact and more. The EIS is expected to be released for public exhibition in late 2018 in an electronically accessible format via the DPE’s Major
Project website, as well as being in a hard copy in a local public building. The exhibition period is typically 30 days.
Public submissions on the EIS are welcomed and the community will be notified in state-wide and local media once it
is on public exhibition.
