As my first year as Executive Officer for the MBA of Pierce County draws

to a close, all I can say is WOW. There have been many things accomplished by

members and staff over the past twelve months that are simply amazing, especially given the slow housing market that has put so much personal and professional pressure on MBAPC’s membership. Here are some highlights of what your association – and your participation in it – has done for you:

• Appeared on 10/23/11 South Sound Business report to explain state of local housing industry and your local association• Completed current improvements to 3rd floor office • Hosted NAHB Economist Dr. Elliot Eisenberg as he presented the Economic Impact of Housing reports for Pierce County (see page 13 of this issue for a summary and www.mbapierce.com for the full reports)• Held two Tours of Remodeled Homes, the 2011 President’s Ball, 2012 Remodeling Excellence Awards, 2012 Parade of New Homes, the 2012 MBAPC Golf Classic, and the 2nd Annual MBAPC Chili Cook Off• Continued implementation of the MBAPC 2010 Strategic Plan• Held General Membership Meetings and Twisted Tuesday networking events throughout the County• Distributed thousands of dollars back to members from GRIP and ROII retro programs• Launched a new MBAPC website at www.mbapierce.com • Served on the Executive Committee for the County’s Best Permitting Agency in the State program• Staff served as featured speakers at the 2011 and 2012 NAHB Leadership Institutes• Produced weekly electronic updates and monthly electronic newsletters for the members, elected officials, and others in our community• Received Mary Bridge Children’s Hospital’s 2011 Hero Award – Service Organization of the Year• Participated in the Pierce County Construction Career Day, working with over 500 local students looking to see how they could succeed in the building industry for their careers• Coordinated sponsorships for MBAPC operations and events through the TRC and secured tens of thousands of dollars• Updated the MBAPC Bylaws and membership categories• Interviewed and made endorsements of housing-

Government Affairs One of the fundamental benefits MBAPC provides

its members is advocacy at the local government level. Here are just a few of the issues MBAPC representatives dealt with on behalf of YOU this past year:

PIERCE COUNTY• MBAPC representatives served on the Best Permitting Agency Executive Committee, successfully fighting for better permit review service and development regulations for members.• MBAPC representatives served on the Shoreline Advisory Committee and testified regarding the Shoreline Master Program (SMP) update which will affect over 700 miles of property along marine and fresh water areas in the County.• MBAPC members met with the County Executive and key department heads monthly to discuss and resolve a wide range of issues affecting you, including permit fees, construction and maintenance bonding, road and sewer and water construction regulations, and preserving appropriate County General Fund support for the PALS Department while also ensuring that permit fee revenue stays dedicated to fee-related services at PALS.• MBAPC members met with County Sewer Utility, Surface Water Management Utility, Traffic Division, and Planning & Land Services staff to discuss code updates, transportation corridors mapping, connection charge fees, development design regulations, and more.• MBAPC representatives successfully argued for improvements to electronic permitting services at PALS.

BONNEY LAKE• Lighting code- In March the Planning Commission voted to pass a draft Landscaping Ordinance to the City Council. Currently the ordinance is written so that it exempts residential areas. However, the Commission recommends that the Council reviews how to enforce nuisance lighting in residential areas• Landscaping code- In April the Planning Commission passed an ordinance along to the City Council that makes adjustments to the City’s landscaping code. Originally the ordinance called for residential construction to provide for landscaping buffers in some cases when it abuts uncommon uses. After substantial input from the MBA the Commission decided to exempt single family residential, duplexes, and short plats from being required to provide landscaping buffers. This ordinance has not yet been taken up by the City Council.• TIF reduction- In April the Bonney Lake City Council approved a temporary reduction to the City’s traffic impact fees in an attempt to spur development. The reduction waives the first PM trip hour or 25% of the total fee, whichever is greater. Since a single family home generates slightly above on PM trip the new reduced is approximately $40. Originally this reduction was limited to the first 200 homes to apply for permits, however, after MBA input the Council decided the reduction would be in effect until August 1, 2014.

GIG HARBORFire sprinklers- During September and October of 2011 the City Council looked at the possibility of requiring any new building that is greater than 5,000 square feet to be require to install fire sprinklers. This

would not only be for warehouses, but also for single family homes. The MBA provided written and verbal testimony to the council on why residential sprinklers should not be required no matter the size of the home. After deliberation the Council decided that this was not the time to start requiring residential fire sprinkler systems, and to stick to current regulations (which do not pertain to residential development).

• Land use permit extension- In October 2011 the City Council approved and ordinance that extends active land use permits until December 31, 2012.• SEPA thresholds- In July the City Council passed a proposal that allows for the city to increase several SEPA exemption thresholds to the maximum allowed by the state. Among the thresholds increased to the maximum was the exemption for dwelling units. The previous SEPA exemption threshold was 4 dwelling units, however, after the proposals passage up to 20 dwelling units are now exempt.

TACOMA• SEPA Thresholds- In September 2012 the City Council passed a proposal similar to the SEPA exemption proposal passed in Gig Harbor. With the passing of the proposal up to 20 dwelling units within the city are now exempt from SEPA review.• Urban Forestry- The Planning Commission reviewed a proposed urban forestry landscaping code update for much of the beginning of 2012. The MBA provided both written and oral testimony to the Commission in regards to several concerns with the draft code. After some deliberation the urban forestry code has taken a brief hiatus. However, it appears the issue will be coming up again in the near future. As of now it appears that this version of the code will focus more on incentives rather than regulations.

UNIVERSITY PLACE• Traffic Impact Fees- In November 2011 the City Council approved an ordinance that would lower the City’s traffic impact fee by 20% for residential construction. With this reduction it brings the impact fee down to $3,199. Along with the reduction the ordinance also allows for a deferral of payment until occupancy.

• The Membership Committee has been working on a “Just One” Campaign in an effort to involve more members in recruiting.• If each member were to recruit just one new member, we would double our size and be the 5th largest association in the nation!• Membership held two membership drives, two Phone-A-Thons, and three Meet & Greet events to help increase membership.• The Spikes Only Party made a comeback with 2011 Spike Chair Joe Zehnder hosting a winter event at Late Nite Catechism and 2012 Spike Chair Kent Arola hosting an all-day summer BBQ that combined had over 40 Spike Club members attend. • Recruiter Rewards monthly drawings have continued to be a success and eight members have reached their goals in the year-long Las Vegas IBS Incentive drive.• See more about our incentive drives on page on page 17.

Member Benefit PartnersThe MBAPC continued to developed a great

relationship with our Benefit Partners in 2012. • GRIP (MBAs’ Group Retrospective Insurance Program) distributed 145 checks to members totaling $259,729.95 for the 2010-2011

Plan Year. Over 1,100 companies have enrolled in GRIP since the 2012 start. More than 200 of those participants are MBAPC members. • ROII (BIAW’s Return on Industrial Insurance) distributed 474 checks to members totaling $836,795.72 for the 2008-09, 2009-10 and 2010-11 Plan Years. MBA has 30 member companies enrolled.• The MBAPC currently has 188 MBA Member Companies participating in the BIAW Health Insurance Program, insuring over 2500 individuals and is one of the most active groups in the program.• Associated Petroleum Products Group

Fuel Program ended up being a big hit with members. During the 2nd Quarter MBA member participation brought the group to a $.10 cents per

gallon rebate.

Design Professionals Council

As the largest Design Professionals Council in Washignton State, the MBPC’s DPC Council maintains quality education and fun

networking experiences. Here are some of their highlights from this year.• The DPC would like to thank hosts: Albert Lee Appliances, Contract Furnishings Mart, Crescent Lighting, Inc., Floor Covering Express, and Rejuvenation Hardware.• Special thank you to Tim Reding for hosting the Annual Potluck and Picnic at his private residence.• Nearly 75 members were in attendance for the Design Concepts Open House featuring York Enterprises, Karen Hirschman Designs, Parker Drafting Service, Athena Milan Interiors, and Marcia Keil Interior Design.• The last meeting of the year will be a Design Professionals Roundtable on November 8 featuring four topics: salvaging materials from projects, how to use wood products in fun and interesting ways, color trends, and facebook marketing. Be sure to check your RSVP form in this month’s newsletter.

Community Involvement

Countless times throughout the year, MBAPC members step up to help our Community Partners accomplish their goals. The following

are projects and programs the MBA members have supported in the past year:

• MBA members participated in the 4th Annual Pierce County Construction Career Day put on by the Pierce County Construction Partnership at the Puyallup fairgrounds. On November 16, 2011 more than 1,500 high school students had an opportunity to have hands on exposure to construction jobs, speak with industry professionals, and learn more about schools providing construction related education in the area. MBA members staffing the MBA booth talked with the students about owning a small business. Volunteers are needed again for this year’s Construction Day held on November 15, 2012. • MBAPC’s award-winning “Builders In Schools” program was held at Arlington Elementary in Tacoma. More than 45 third grade students participated in learning about the home construction process from the beginning to end, thanks to a dedicated group of MBA member volunteers.• More than 30 member companies participated in the 2012 Rebuilding Together South Sound’s National Rebuilding Day on Saturday, April 28. Over 30 projects in Pierce County & the South Sound area were completed. MBAPC’s Member Benefits Director Kim Taylor was also voted in as 1st Vice President to the Rebuilding Together South Sound Board• Over 20 MBAPC members and staff participated in “Walk a Mile in Her Shoes,” a fundraiser benefiting the Sexual Assault Center of Pierce County. This fifth annual walk through downtown Tacoma is to help stop rape, sexual assault & gender violence in Pierce County. MBAPC raised more than $1,000 for the Center this year. • MBAPC once again hosted the 2012 Daffodil princesses at the MBA office prior to the Annual Daffodil parade. The girls performed a routine for more than 100 family members, friends, local officials and military participants.

Remodelors™ CouncilThe MBAPC’s Remodelors™ Council (RC) continues to remain #5 in the Nation (there are 139 councils in the nation) because of the hard work of our dedicated members.

Thank you to sponsors Water Concepts, Contract Furnishings Mart, Crescent Lighting, Blue Dolfin Interiors, South Sound Magazine, Getting Personal Imprinting and AAA KARTAK Glass and Closet Corp., all of whom helped us take the event to new level! • September 29-30 was the 15th Annual Tour of Remodeled Homes. Every year, the RC donates proceeds from the TORH to the Helping Hands Fund and Tree House at Mary Bridge Children’s Hospital. Seven homes were on the tour this year and over 200 attendees viewed a “Man Cave” makeover, three mudrooms, an ADA-compliant home, and kitchens with all the new “gizmo’s.” The TORH also featured an outdoor living project in Lakewood that came with its own pool and Koi fish!

Built Green® ProgramThe MBAPC continues to have a successful Built Green program. Here is some of this year’s highlights.

• Secured $15,000 in funding from grant partners• Guaranteed certification at the 3-star level minimum for all homes to be built in the Tehaleh Community (over 6,000 units at build out)• Held education classes for current and prospective Built Green® members• Sponsored the 2012 South Sound Parade of New Homes which featured 7 certified Built Green houses

Education• This year the MBA of Pierce County has held 21 classes with more than 200 members attending. Members continue to seek designations such as CGP (Certified Green Professional), CGR (Certified Graduate Remodeler), CAPS (Certified Aging In Place) and CGA (Certified Graduate Associate.)

This year the MBA held a number of successful low-

cost events despite the slower economy. Below are highlights from each event:

• The 2011 Black Tie & Blue Jeans event featured the famous Dessert Dash, awards for the Builder, Remodeler, Associate, Recruiter and Company of the Year, and the installation of the 2012 Board of Directors, Executive Committee, and President. Over 150 members attended this event at Fircrest Golf & Country Club.• Five General Membership Meetings and three Twisted Tuesday Networking Events were held over the past year. MBAPC sincerely thanks the following sponsors: AAA KARTAK Glass and Closet Corp., Associated Petroleum Products, Parr Lumber Co., Sterling Bank- Puyallup and Benjamin Ryan Communities for hosting.• MBAPC’s 2012 Annual Golf Classic saw another great year at Lipoma Firs with 36 teams on the course and every hole sponsorship sold!• The 2nd Annual MBAPC Chili Cook Off was held in September featuring 11 different chilis, along with committees and benefit partners for MBAPC members to explore. The PR Committee repeated their win for Best Chili with their Dastardly Dan’s Spitfire Chili, the Golf Committee was “Pretty in Pink” and took the Team Spirit award, and President’s Ball Committee members Susie Nelson and Rebecca Jones stole the night and the Most Creative award for their Tuxedo Chili served in tuxedo cups.

Housing pays for itself

Throughout the State of Washington, home building brings in $828.1 million in taxes and revenue for the government the year homes are built, while only costing $272.8 million in current expenditures (public services) and capital investment. Additionally, each year following construction and occupation, the state sees $198.5 million in revenue due to the homes, while only expending $192.8 million per year on providing services. Over a 15 year period, the homes bring in a total of $3.6 billion to government while costing less than $3 billion in expenses, capital investments, and interest on debt. That leaves an overall profit of $622.9 million dollars to government.

The 15 year rate of return is even greater in Pierce County than in most of the state. While spending $50.5 million on expenses, capital investments, and interest on debt, local governments in Pierce County collect $79.3 million, bringing the total profit to local Pierce County governments to $29 million.

Impact of Home Building in Pierce County* Over $83 million of income can be

attributed to actual development, construction, and sale of these homes.

$11.7 million was collected by local governments directly related to taxes and fees paid for home construction.

$4.3 million will be collected each year in taxes and charges paid by new home buyers.

*Pierce County numbers are based on the building of 666 single family homes in Pierce County during 2010.

WorkForce Central is Pierce County’s “go-to”

Expert on Workforce Development

The Workforce Development Council is a business-led,

ambassador group appointed by the WorkForce Central Executive Board to advise the organization as it implements workforce solutions. Over the years, Pierce County business executives made it clear that the available workforce sometimes lacks the training and critical skills necessary for their businesses to effectively compete and take advantage of economic opportunities

The organization also provides life-changing benefits for individuals searching for work. The services provided and the jobs generated by local employers mean an improved quality of life for the workers and their families. Along with family-wage and sustainable jobs, come economic stability, self-worth, access to health care and better opportunities for their children.

Over the last program year, WorkForce Central assisted 1000 businesses in finding local talent to fill open positions. It also provided funding for 500 residents to attend in-demand occupational training at local community and technical colleges.

Habitat For Humanity creates Affordable Homeownership

Tacoma/Pierce County Habitat for Humanity is a nonprofit

organization founded in 1985 dedicated to providing affordable homeownership opportunities to low-income families. With the help of over

3,000 volunteers annually, Habitat has built over 200 homes, changing the lives of nearly 1,000 adults and children. Over 95% of these homeowners are still in their homes, proof that Habitat provides a lasting solution to a family’s housing crisis. Habitat is the only organization providing affordable homeownership opportunities to very low-income families. Partnering families are selected based on the following criteria:

• Need—Families must live in substandard conditions, including unsafe or overcrowded housing,• Ability to Pay—Families must currently earn 30-60% of area median income ($25,000-$35,900 for a family of four) and retain enough net income to make monthly mortgage payments on their zero-interest mortgage, and• Willingness to Partner—Families must commit to 500 hours of sweat equity building their home.

All Habitat homes built in Pierce County are double certified by Energy Star and the Master Builders Association’s Built Green program. These homes are an asset to the community, adding to the local tax base, improving public infrastructure, and inspiring neighbors to improve and

Rebuilding Together South Sound is a local nonprofit who works with volunteers to

make home repairs at no cost to low-income homeowners, particularly those who are elderly, disabled or families with children. Established in Tacoma in 2001, Rebuilding Together South Sound has worked with thousands of homeowners in need in our community and has made repairs or modifications at 449 homes and 15 nonprofits in the last 11 years with a market value of more than $5 million. Many of our project leaders, in-kind donors and sponsors are members of the MBA of Pierce County and its Remodelors Council, and their expertise and generosity have made them key partners in our work and growth.

Rebuilding Together South Sound has two programs. Rebuilding Day takes place on the last Saturday in April and on Rebuilding Day 2012, we worked in 27 homes with more than 800 volunteers and nearly $300,000 in in-kind donations! We also have a Year Round program that coordinates emergency repairs and home modification with work like roof, plumbing or electrical repairs and safety and accessibility changes like wheelchair ramps, accessible bathrooms and grab bars.

Rebuilding Together South Sound Low Income Support

Membership Committee: This committee focuses on growing the Association through member recruitment and retention, providing outreach to new and renewing members as a means of engaging them in Association activities and educating members on the rewards of membership. Meetings are held the 3rd Tuesday of each month immediately before the General Membership meetingsStaff: Kim Taylor, ext. 103

Spike Club Committee:This committee operates within the Membership Committee working on planning, recognizing and awarding Spike Club members for their recruitment efforts. Meetings are held in conjunction with the Membership Committee meetings on the third Tuesday of each month before General Membership meetings.Staff: Kim Taylor, ext. 103

Public Relations Committee: This Committee strives to enhance a positive awareness of the MBA, provides timely and relevant communication to members and the media, organize and supports community outreach programs. Remodelors™ Council: Provides a forum for the remodelers in our association to present issues and programs. Meetings are held at 6:00 p.m. on the fourth Tuesday of each month at sponsor locations.Staff: Kawehi Marshall, ext. 105

Tour of Remodeled Homes Committee: Responsible for organizing the Tour, to be held in late September early October. Meetings are in conjunction with the monthly Remodelors™ Council Meeting.Staff: Kawehi Marshall, ext. 105

Tacoma-Pierce County Built Green® Steering Committee: Responsible for the oversight of the Built Green® program, this committee meets as needed to answer questions regarding project certifications, to direct policy and growth of the program, and to help with program updates.Staff: Tiffany Speir, ext. 104

As we head into a new year, one of our goals at the MBA is to increase membership participation in our

Design Professionals Council: This Council works to bring greater value to its members through effective education programs and opportunities to interact and network with those in the industry. Meetings are held the second Thursday of each month at 5:30 pm.Staff: Laura Haworth, ext 102

MBA Forum Meeting: The purpose of the Forum Meeting is to improve communication between the industry and local governments, provide information, and discuss issues of interest related to residential construction. Meetings are held four times per year on Fridays at 7:00 a.m. at MBA.Staff: Shawn Hoey, ext. 101

Golf Committee: Responsible for organizing the annual Golf Classic in early June. Meetings begin in February and are held monthly.Staff: Kawehi Marshall, ext. 105

President’s Ball Committee: Responsible for the annual President’s Ball. The committee meetings begin in September on a monthly basis and finish after the banquet in December. Meetings are monthly at the MBA office.Staff: Kawehi Marshall ext. 105

TRC - Targeting Real Connections: MBA Members compete for prizes as they embark on raising sponsorship dollars for the MBA 2013 budget year. This non-dues revenue campaign allows members to sponsor over 100 different events, publications and programs.Staff: Kawehi Marshall, ext. 105

Legislative Strategy Committee (LSC): Monitors legislative issues at the city and county levels, and develops association policies and action plans regarding those issues. LSC representatives works with local governments to preserve affordable housing and streamline regulation. MBAPC Affordable Housing Council: The political action committee for the MBA, the MBAPC AHC is not a part of the association; it is a separate group responsible for raising its own funds to endorse legislators who support the building industry and provide voting recommendations to MBA members.
