This Tuesday, October 23, Rockland County Execu-tive C. Scott Vanderhoef announced the new intend-ed budget, which would lead to an increase in the county’s property taxes by nearly 19%, $160 yearly on average. This would be the only increasing fee. The plan's additional changes include early retirement motivations and the slash-ing of seventy positions due to the elimination of pro-grams. These modifications were allegedly made in or-der to meet the $33 million state authorized costs.
The new property tax in-crease is intended to raise approximately half the needed cost at $15 million, Vanderhoef said. Addition-al costs will be going for Medicaid, early interven-tion, probation and jail of-ficers, as well as pensions. The remaining of the nec-essary funds are said to be coming from a total trans-formation in expenses.Mr. Vanderhoef suggested outsourcing Summit Park’s radiology and laundry ser-vices, the jails food servic-es, and county buildings se-curity. Outsourcing
the radiology and laundry services will save Rockland County $240,000. Out-sourcing security at county facilities would save $1 million, and food services at the jails $350,000. The plans would save over $1 million in total.Vanderhoef stated that de-partment heads were told not to spend next year more than they had this past year and to make efforts to spend even less.The new budget plan con-tains possibilities of lay-ing off county employees.

Expert government advisers want every pregnant woman to get a whooping cough vaccina-tion.It’s only the second time a vac-cine has been recommended during pregnancy. Flu shots are also recommended for pregnant women.The aim of the whooping cough shot is to protect newborns, who are too young to get the vaccine.The panel’s vote was a reaction to the resurgence in whooping cough. The nation is on track to have the worst year for whoop-ing cough since the 1950s. There have been more than 32,000 cas-es, including 16 deaths, this year.The Advisory Committee on Im-munization Practices approved the recommendation Wednes-day. Federal health officials usu-
ally adopt the panel’s advice and send it to on to doctors and the public. This past year whooping cough cases had been reported in Lakewood, New Jersey and in Monsey. Two children were in critical condition in Lakewood after contracting this very seri-ous disease. Whooping cough, primarily a childhood illness that was largely tamed by vaccination since the 1960s, has been mak-ing a comeback throughout the New York- New Jersey area this year. The number of reported cases throughout the Lakwood and Monsey has been higher this year than in the past decade.
Also known as pertussis, whooping cough earned its nickname from the desperate noise that comes from the throats of infants and tod-dlers gasping for breath as they cough. Although children

It is no surprise that Rockland County District Attorney Thomas P. Zugibe
would show support for Governor An-drew M. Cuomo's proposal to expand the state's DNA Databank, which will help solve more crimes, bring justice to victims and exonerate innocent New Yorkers. Mr. Zugibe has been fight-ing for years to improve technology in fighting crime. And he should be com-mended for that.
As District Attorney Zugibe said, "Re-quiring defendants to submit DNA to the state's Databank has proven time and again to help swiftly identify crimi-nal offenders. Its effectiveness as a law enforcement tool will only be height-ened by allowing DNA samples to be taken for all convictions.” This is an easy way to help fight crime, without adding to our growing budget problems in the county and state. Law enforce-ment is facing some tough times now
with major budget cuts. But I are confi-dent that Governor Cuomo and his team know what to cut and what to keep. The DNA Databank is a great way to cut crime and to cut costs at the same time, and Mr. Zugibe, from what he has illus-trated so far- knows how to do both.

outstandingly as a strong moderator not allowing either candidate to get out of line or take advantage like pre-vious moderators tolerated. The first question was addressed to Republican candidate Mitt Romney, after winning the coin toss, and focused on future jobs asked by a concerned audience member. Romney began to answer the question seemingly dodging an upfront response by running in circles of previously made points. President Obama quickly stood up to address his plan for job creation but failed to give a solid answer as well, although it was more informative than his op-ponent’s.President Obama really stepped up his game this debate, address-ing issues head on and even arguing against Governor Romney. There was an evident change in Obama’s stat-ure from the first presidential debate to the second. He was more forceful and displayed more of the qualities desired in a presidential candidate. It seemed in many instances that instead of addressing the issues aimed at him, Romney would target the past faults of the Obama administration. That strategy will only get him so far be-
fore he needs to face the facts.President Romney continuously promises the creation of 12 million jobs during his potential term as pres-ident. However, economists predict that no matter who takes office this job creation will still take place. Rom-ney also attacks Obama for doubling the deficit he promised to cut in half before taking office. While Obama did decrease the deficit slightly, the results are nowhere near what Ameri-cans were originally promised.Romney also scrutinized the Presi-dent over his claim that unemploy-ment would be down to 5.4% by now. The problem is, two economists who joined the Obama administration and supported these claims underestimat-ed the harshness of the recession.In the issue of illegal immigration, Governor Romney took a stance fo-cused on self-deportation. The gover-nor stated that if these undocumented immigrants did not find the benefits and jobs they sought in the country that they would leave and look else-where. President Obama confirmed that he wished to fix the broken immi-gration system and needs Congress’
help to do so.By the end of the second presiden-tial debate many questions were answered, as well as many left un-answered. What is seemingly defi-nite though is that President Obama brought a more ag-gressive character to the stage, a move he needed to make after his “loss” in the first debate and Biden’s dramatic performance at the vice presidential debate.
Amongst these layoffs include the Sheriff’s Mounted Patrol unit and several patrol officers. The Highway De-partment will also experience a cut of as many as six positions. These savings will total over $1 million.The financial plan proposed by Vanderhoef sets aside $12 million for the establishment of a local develop-ment corporation intended to take control of the county-owned Summit Park nursing home with the intention of selling it. Various county healthy programs will also be eliminated, including mosquito treatment and specific health education programs.“It is critical to the financial health of Rockland County that we take steps to sell Summit Park Health Care Fa-cility,” Vanderhoef said. “We simply cannot afford to continue operating it, when we have been running up an-nual multi-million dollar deficits. By creating an LDC, we satisfy the bond rating agencies that have urged us
to come up with a plan for the facility. In addition, rev-enues from the sale will be used both to pay off existing Summit Park debt and to reduce the County deficit.” Vanderhoef has allotted $12 million toward deficit re-duction from the sale of the nursing home. If the sale falls through it will not affect the operating budget. Van-derhoef noted that an LDC does not require state ap-proval, unlike the previous plan to form a Public Benefit Corporation (PBC).Certain employees will also be offered early retirement options, fifty-five individuals to be exact will be offered these opportunities.County cost-cutting measures being taken by the county include:- Outsource laundry and radiology services at Summit Park, security at county facilities and food services at the correctional facility.
- Eliminate six position in the Highway Dept.- Offer a targeted retirement program.- Close the employee pharmacy.- Eliminate the Sheriff's Mounted Patrol unit and five patrol officers.- Stop reimbursement to towns and villages for officers loaned to the DA's Narcotics Task Force and the Sher-iff's Intelligence Unit.- Eliminate certain non-mandated programs, including mosquito treatment, some of the health education pro-grams, and the pre-natal clinic. Nyack Hospital will be opening a pre-natal clinic to replace the county services. The spending plan is assumed to be completed by early December, and until then, the county legislature will ex-amine its every detail.

Nita Lowey Wants Federal Dol-lars to Help Local GovernmentsNew York’s 17th Congressional District will be getting a new leader this election season as Congressman Eliot Engel has been drawn out of the district. In fact, be-cause of redistricting the new 17th now contains all of Rockland County, along with parts of Westchester County.
Longtime Democratic Congresswoman Nita Lowey hopes to continue her ten-ure in Congress representing the new district. “I have 350,000 new constituents to meet, and I’m working very very hard,” said Lowey during an interview with the Rockland County Times.
Lowey has been a representative since 1989, but until this year, most of her district was in Westchester. Now that's flipped and Rockland will be her main turf. Whichever side of the Hudson she represents, Lowey says, “It is a real honor and privilege to serve in the United State Congress."
If elected for another term, the Demo-crat says wants to help get the economy moving by putting people back to work, getting rid of unnecessary spending, cut-ting the deficit, and investing in educa-tion and infrastructure.
However, her focus is not just on national
issues. Lowey says that for her next term she wants to preserve and restore federal aid programs for local municipalities. In Rockland, where the county government is facing a fiscal crisis, federal aid could be a welcome help, she said.
With much of the district now in Rockland County, Westchester resident Lowey has been making frequent campaign trips across the Tappan Zee Bridge. She now knows first hand how bad the bridge can get, and fully supports the building of a new one. Lowey says that she will work with her colleagues in Congress to get the proper funding for the new bridge to avoid extreme toll hikes.

York have fallen 7.3 cents per gallon in the past week, averaging $3.99/g yester-day. This compares with the national av-erage that has fallen 9.0 cents per gallon
in the last week to $3.67/g, according to gasoline price website NewYorkStat-
eGasPrices.com.
Including the change in gas prices in New York during the past week, prices yesterday were 30.1 cents per gallon higher than the same day one year ago and are 8.5 cents per gallon lower than a month ago. The national average has decreased 14.2 cents per gallon during the last month and stands 20.1 cents per gallon higher than this day one year ago.
"Only one other time in the last few years have we seen the national average drop so significantly in the course of just a week, and that other time was in May 2011," said GasBuddy.com Senior Petro-leum Analyst Patrick DeHaan. "Looking back at our data, we only see that prices dropped considerably more in autumn 2008 when the economy slipped into a recession. Given the circumstances with this latest weekly decrease- that it has
nothing to do with recession- is signifi-cant," DeHaan said0.Romney camp mocks Obama's 20-page plan for 2nd term, as campaigns pick up paceThe Romney campaign on Wednesday mocked President Obama for putting out a glossy 20-page booklet laying out his second-term economic plan, describ-ing it as a collection of recycled ideas two weeks before Election Day.
Obama, meanwhile, returned to accu-sations at a campaign stop in Iowa that his Republican rival's tax plan serves the wealthy and would "stick the middle class with the bill."
The exchange marked the opening of a marathon campaign blitz for the presi-dent, who is embarking on the busiest travel day of his 2012 campaign. The president is planning to hit five states by Thursday morning, covering 5,300 miles.
He was going from Washington to Iowa, Colorado, California and Nevada, and then overnight to Florida. It was the first time Obama was spending the night fly-ing on Air Force One for a domestic trip but far from unprecedented by incum-bents scrambling to keep their job.

Federal agents arrested a Bangladeshi man last Wednesday for allegedly attempting to detonate a 1,000-pound explosive device outside of the Federal Reserve building in New York City. The FBI was tracking the man, 21-year-old Quazi Mohammad Rez-wanul Ahsan Nafis, and undercover agents had supplied him with a fake bomb. After the explosive failed to detonate, agents ar-rested Nafis. Nafis legally entered the country in January 2012 using a student visa. However accord-ing to the criminal complaint filed against him, Nafis’ real goal was to recruit members for Al Qaeda and carry out an attack. Nafis appeared in federal court in Brooklyn last week, and is being held without bail.
The US outbreak of West Nile virus has killed 219 people this year, after another 36 deaths from the mosquito-borne disease were re-ported last week, government figures showed Wednesday. In what is the second-worst year on record for the disease, the total number of cases of West Nile virus across the United States grew to 4,725, with 194 new cases re-ported, according to the Centers for Disease Control and Prevention. Although the pace of new cases has slowed since the outbreak’s peak in the late summer, new cases continue to be reported, particularly in states where warm temperatures persist.

New York - Donald Trump has a deal for Presi-dent Barack Obama — if he releases his col-lege and passport records, the New York real estate mogul will contribute $5 million to a charity of Obama’s choice. Trump made the announcement Wednesday in a video posted to his Twitter account. He called Obama “the least transparent president in the history of this country,” and said the deal would end voters’ questions. Trump has endorsed Re-publican Mitt Romney in the presidential race. Trump drew broad publicity last year for ques-tioning whether Obama was born in the U.S. and eligible to be president, forcing Obama to release his long-form birth certificate.

Palestinians fired dozens of rockets into Israel from Gaza on Wednesday and an Israeli air strike killed a militant, a day after the Emir of Qatar made a rare visit to the enclave's Hamas leadership. Hamas claimed responsibility for some of the rocket and mortar bomb attacks, prompting some Israelis to wonder whether it had been emboldened by the Qatari visit on Tuesday that broke the Islamist group's diplomatic isolation. In recent months, Hamas has largely held its fire when other militant factions have launched cross-border rocket attacks, but the sudden upsurge in violence stoked fears that the hostilities could es-calate further.
The Tunisian government has con-firmed it has arrested a 28-year-old Tunisian reportedly linked to the U.S. consulate attack in Libya.Tunisian Interior Ministry spokesman Tarrouch Khaled said Wednesday that Ali Harzi was in custody in Tunis. Khaled tells The Associated Press “his case is in the hands of justice.” He did not elabo-rate. In Washington, the State Depart-ment had no comment. Earlier this month, Defense Secretary Leon Panet-ta said the U.S. has been looking into the arrests of two Tunisian men being detained in Turkey reportedly in con-nection with attacks on a consulate in Libya last month.

Assemblyman Zebrowski Files Complaint with
Fcc on alleged caller id Phone Spoofing
Letter on behalf of constituents asks FCC to investigate alleged violations of Federal law
Assemblyman Ken Zebrowski (D- New City) announced last week that he has filed a complaint with the Federal Communications Commission on behalf of several Rockland residents who have been victim to “caller IDphone spoofing.”Phone spoofing is the practice of using software to mask one’s identity on a phone call by displaying a different number on the recipient’s caller ID. This practice is sometimes used by solicitors and scammers to circumvent the “Do Not Call” registry. All of the alleged phone spoofing calls were made to phone numbers that are on the “Do Not Call” registry.“The “Do Not Call” registry was created to protect consumers from unwanted calls. Phone spoofing software allows individuals to mask their true identity and circumvent the registry in order to either defraud or harass unsuspecting residents,” said Assemblyman Zebrowski.The Truth in Caller ID Act of 2009 was signed into law by President Obama in 2010 which prohibits caller ID spoofing with intent to defraud. This law includes penalties for violations of up to $10,000 per violation.Despite this new law, incidents of phone spoofing continue and the ability to track down the perpetrators is becoming increasingly difficult. Assemblyman Zebrowski requested that the FCC investigate these allegations and bring down enforcement actions on those responsible.“We need to make sure that the law encompasses all illegal activities involving phone spoofing including harassment and Do Not Call registry violations. I asked the FCC to do a thorough investigation into the phone spoofing complaints and if this can be addressed on the State level, I am willing to introduce legislation,” stated Zebrowski.“I urge all residents to take caution when receiving calls from unknown phone numbers and anyone who has been victim of this practice should file a complaint with the FCC,” concluded the Assemblyman.
Congresswoman lowey Hears resident Frustrations, agrees to Examine Tappan Zee

Congresswoman Nita Lowey met with Salisbury Point residents on Saturday morning, October 20 to introduce herself and receive feedback on the community’s continued efforts to make their voices heard on the new Tappan Zee Bridge project.
Despite the attention of local officials and numerous meetings with bridge authorities, Salisbury Point residents expressed frustration and impatience with state officials, whom they claim have been unresponsive to their comments and concerns. Lowey, who will represent Nyack residents if she is re-elected, was joined by Nyack Mayor Jen White, both of whom promised to carefully review the resident’s concerns about the bridge.
Specifically, Lowey promised to follow up and report back on several concerns, including construction which would occur on nearby Exit 10 on I-87/I-287. She also promised to evaluate the community’s proposed Supplemental Environmental Impact Statement, which focuses on potential noise problems.
“I think that [Salisbury Point’s requests] are reasonable and I think the fact that you are calling people together to see what you can do to mitigate the impact of the bridge on this magnificent place is exactly the right way to go,” Lowey said.

Express Three New York State Senators today held a public hearing to gauge answers from a company, Transmission Developers, Inc., who is developing the Champlain Hudson Power Express – a project designed to deliver clean wind and hydro power to the New York metropolitan area. At a press conference shortly before the scheduled public hearing that was held in the afternoon, the bi-partisan delegation spoke about what they hoped to learn from the 4-hour Q&A session, listening to both proponents of the plan and giving residents a chance to voice their concerns.“We are here in Stony Point,
because this is a major flashpoint in the fight over whether New York State should continue to control its own generation and transmission future, or whether we should simply outsource our citizen’s property, jobs and energy needs to another country,” said Senator George Maziarz (R-C, Newfane), Chairman of the Senate Energy and Telecommunications Committee. “Beyond the economic dangers the project poses, The Champlain-Hudson Power Express will likely also result in the use of eminent domain to take away the property rights of residents and turn a historic revolutionary war era cemetery into a construction site. This is wrong, and we cannot allow it to happen.”“It is my hope that today’s public hearing will bring to light the many unanswered questions and concerns that the people of Rockland County deserve to have answered,” said Senator Carlucci (D-New City). “We need to find what the costs associated with the construction of the project will be, how it will impact energy costs for consumers, will this result in any potential job or tax revenue losses for local communities, and most importantly is this in the best interest of the Lower Hudson Valley.”

The New York State Department of Labor released local area unemployment rates. Rockland County was noted as having one of the lowest county employment rates in the state, at 6.5 percent. The national unemployment rate for December, 2011 is 8.3 percent, down from 9.1 percent in December of 2010. The December 2011 unemployment rate for the Hudson Valley Region is 6.9 percent. That is up from 6.7 percent in November 2011 and down from 7.2 percent in December 2010. In December 2011, there were 76,600 unemployed in the region, up from 74,200 in November 2011 and down from 80,500 in December 2010. Three of the top 5 counties in New York State with the lowest unemployment rates in December 2011 were in the Hudson Valley region: Putnam 6.1 percent Rockland 6.5 percent Westchester 6.5 percent Of the 10 Labor Market Regions in New York State, the Hudson Valley Region tied Long Island with the lowest unemployment rate in December 2011, at 6.9 percent.

under one year of age are most vulnerable to pertussis, it strikes teenagers and adults as well, causing coughing fits so violent that patients sometimes break a rib.Pertussis is a highly contagious respiratory infection that causes uncontrollable, violent coughing. It is known as whooping cough because of the sound patients make when they try to take a breath. Bacteria (Bordetella pertussis or B. parapertussis) are spread by inhalation, passed from the cough or sneeze of a carrier. First symptoms show up a week after contagion and can be confused with the common cold.“Dr. Paul Bloom, a pediatrician on staff at Monsey Family Medical Center blames the increase to poor vaccination habits. “Parents are reluctant to vaccinate their children, and this is the result. We see cases every year, but this year we have seen slightly more than average.” Dr. Bloom noted. “This contagious illness is very severe and it is very worrisome to me that I occasionally see patients that are not properly im-munized against the disease, “ Dr. Bloom concluded.There were 25,827 cases of pertussis reported in the United States last year -- numbers that have been climbing slowly since 1976, when universal childhood vaccination programs brought the case count to an all-time low of 1,010. There has been a dramatic increase in reported pertussis cases in the last four years according to the Centers for Disease Control and Prevention. Many epidemiologists believe there has always been a lot of pertussis out there that is never diagnosed, or dismissed as bronchitis, flu or a persistent chest cold. Symptoms may include a high-pitched “whooping” sound when the patient takes a breath; runny nose; slight fever (102°F or below); di-arrhea; choking spell in infants. Repeated coughs causing vomiting are common as well. Antibiotics are effective in treatment but cough mixtures, expectorants and suppressants are not.Much of the hope for reversing the long-term trend toward more pertussis lies in a newly approved vaccine -- for adults. Studies have shown that the childhood vaccination protec-tion wears off by the early teens. Booster shots -- with per-tussis vaccine loaded into the routine tetanus shots given
every 10 years -- may provide lifelong immunity to the adults who ultimately infect children."Adults don't die of pertussis. The risk is much greater for ba-bies. But when adults get it, they are sick for weeks,'' said Dr. Arthur Landau , an Internal Medicine doctor at the Monsey Family Medical Center .DTaP vaccination, one of the recommended childhood im-munizations, protects children against pertussis infection. DTaP vaccine can be safely given to infants. Five DTaP vac-cines are recommended. They are usually given to children at ages 2 months, 4 months, 6 months, 15-18 months, and 4-6 years. The Tdap vaccine should be given around age 11 or 12, and every 10 years thereafter.Dr Bekritsky, Dr. Bloom and Dr. Gluck cannot advise all par-ents enough to please immunize their children against this very serious illness.
Federal health officials had good news Wednesday for
some of the people injected with fungus-contaminated ste-roids: They don’t have an open-ended wait to find out if they are infected.
The greatest risk for fungal meningitis comes in the first six weeks -- 42 days -- after injec-tion, the Centers for Disease Control and Prevention says. After that, doctors and patients still need to watch but they may not need to worry quite as much, the CDC said in updated guidance.
"This is the light at the end of the tunnel," Dr. John Dreyzehner, the commissioner of the Tennessee Department of Health, said at a press con-
ference Wednesday about the new guidelines. "By Nov. 8, pa-tients exposed in Tennessee will have passed the 42-day mark."
In Tennessee, 70 patients have been sickened and nine died -- the most in the nation -- after receiving tainted steroid injec-tions. The outbreak of fungal disease has made 308 people sick in 17 states so far, and 23 of them have died, the CDC says. The New England Com-pounding Center in Framing-ham, Mass., the pharmacy that distributed the contaminated steroids, has been closed and its license has been perma-nently revoked. State officials say they have found dirty condi-tions there.

In any year, one in five Americans will suffer from a mental illness. The vast majority of people who have a mental illness will improve or recover if they get the right treatment.
What Is a Psychiatrist? A psychiatrist is a medical physician who specializes in the diagnosis, treatment, and prevention of mental illnesses, including substance abuse and addiction. Psychiatrists are uniquely qualified to assess both the mental and physical as-pects of psychological disturbance. Their medical education has given them a full working knowledge of the many causes for a patient’s feelings and symptoms. Armed with this understanding, psychiatrists can make a complete, accurate diagnosis and then recommend or provide treatment.
Some warning Signs of Mental Illness:-Marked personality change. Strange ideas or delusions.-Difficulty working on the job or at school. Excessive fear of people, places or events.-Excessive anxiety. Marital or family problems.-Prolonged feelings of sadness. -Overwhelming stress or anxiety.-Extreme highs and lows.-Insomnia, nightmares, or other sleep disorder.-Recurrent problems in relationships with others.-Alcohol or drug abuse. Excessive anger, hostility.-Inability to cope with problems of daily activities.-Intrusive or uncontrollable thoughts or behaviors.-Violent behavior. Suicidal thoughts or temper outbursts.-Marked changes in eating or sleeping patterns.-Sense of hopelessness, despair or depression.-Difficulties with memory, concentration or decision making.
If you notice any one of these symptoms, you should seek a psy-chiatric evaluation. Today psychiatrists can select from many ef-fective treatments and will work with you to create an effective program.Psychotherapy is a systematic method of treatment in which you and the psychiatrist meet at regularly scheduled intervals to dis-cuss troubling problems and feelings. Various forms of psycho-therapy can help people to change behaviors or thought patterns, explorethe effect of past relationships and experiences on present be-haviors, or treat troubled relationships. Because psychiatrists are medical doctors, they can also determine whether there is a need for medication to help restore imbalances in body chemistry that are often a large part of mental illnesses. The second part - working together with your psychiatrist to understand and manage your illness—is about to beginWhen you visit the psychiatrist, the doctor will ask questions about your background, family, habits, and general health and will ask why you think you need treatment. The psychiatrist will want to know when you last had a complete physical ex-amination, may ask to see your medical records, and may ask your permission to consult with your personal physician. The psychiatrist knows how to interpret laboratory results and oth-er findings of the physical examination. You may be asked to schedule an EKG before certain medications are prescribed.
Today psychiatrists can select from many effective treatments and will work with you to create an effective program. If your treatment includes both medication and psychotherapy, your treatment may include seeing a psychiatrist and another clini-cian such as a social worker. For example, the psychiatrist would make the diagnosis and prescribe and monitor your medications; the social worker would see you for psychother-apy or talk therapy. Because psychiatrists are medical doc-tors who can prescribe medications and are also psychother-apists, they can see you for both your medication visits and psychotherapy sessions. You can request that this be done. Friends who have had psychiatric treatment may recommend the psychiatrist who helped them. Exteriors, Roof and Gutters
Your roof is probably the most important protective component of your home. So how do you know when it’s time to replace the roof? Age is the first clue… a roof is likely past its prime after 10 years or so. But there are other tell-tale signs to look for when it might be time for a roof replacement.
If your roof has asphalt shingles and is more than 10 years old, it is recommended that you conduct a roof check-up to determine if it’s time to replace the roof. A simple visual inspection from a ladder or by viewing the roof through binoculars from the driveway and the backyard can reveal some tell-tale signs that your roof may be in need of repair or replacement. There may also be local professional contractors that would do this inspection for you at no charge. missing granules. It’s normal to have some granules dislodge from the shingles and collect in the gutters, especially when the roof is new. However, if granules are missing on the surface of the shingle, exposing the asphalt or fiberglass mat below, it can decrease the life of your roof. On aging shingles, areas of missing granules indicate it might be time to replace the roof. Buckling. A number of factors can cause shingles to buckle: improperly applied felt, wrinkled underlayment, poor roof ventilation or new
shingles applied over an existing layer of shingles. If buckling is caused by wrinkled felt below the shingle, a roofing professional can simply remove the affected shingles, cut the wrinkle and replace the shingles. If the cause is poor ventilation, you’ll need to add ventilation to the attic space to allow heat and moisture to escape and keep attic temperatures lower.
If buckling shingles are left untreated, the shingles will begin to crack and tear and will need to be replaced immediately to avoid significant damage to the roof or roof deck which can lead to leaks and rotting. Consult a roofing professional for this job. If your roof has more than one layer of shingles, the top layer will eventually conform to and reveal any imperfections of the layer below. The only solution is a complete tear-off and re-roof. Curling. Curled edges on shingles can be a result of improper fastening (such as high nails or too few nails), poor roof ventilation or lack of a back-coating on the shingles.
Curling is more common in organic shingles such as wood and will often start at the bottom edge of the shingle. However, it’s important to note that if roofing is installed on a cold day, some temporary curling or cupping is natural. As soon as the temperature increases the shingles should lay flat. If the problem persists, contact a roofing professional
as soon as possible to avoid further damage to the roof. rotting. Rotting is caused when the mat at the core of the shingle absorbs m o i s t u r e . Rotting is more common when the mat is made from organic
compounds. Replace rotted shingles with ones made from non-organic compounds, such as fiberglass, which resist moisture and are less likely to rot.Detecting the warning signs of a rotting roof is easier than you’d think and doesn’t require a roofing expert. By simply standing on the ground and looking up at the roof, look for shingle irregularities. D e p e n d i n g upon the roof, these irregulari t ies appear as discoloration, black spots or
large spaces of missing color granules. Because granules protect the shingle from the harmful affects of UV light, without granules the asphalt is exposed to the elements and will turn black and begin to rot.Blistering. Blisters are sometimes found in non-organic shingles and are caused by trapped moisture in the shingle. Not all blistered shingles need to be replaced. But, if blistered shingles break open they can leave shingles susceptible to other damage such as granule loss, color fading and may even lead to water leakage and should be replaced. While blistering shingles are rarely visible from the ground, a punctured blistered shingle will be easily spotted because it will likely appear to have black spots – which are actually the exposed asphalt shingle. Ceiling spots. Stains on your indoor ceilings may be caused by a leaking roof. Check your attic to find the source of the leak, and examine the rafters for leaks that travel away from
the original source. On the exterior, check the chimney and vents for cracks in the flashing. Also, look for damaged shingles and check the eaves for ice dams that cause water to back up. It is advisable to have a roofing professional who is safely harnessed to the home, conducting checks on these key areas. Roofs with wood shake shingles present additional challenges. Like shingles, shakes can experience many of the same problems mentioned above and it may be time for a roof replacement. Other problems to watch for with wood shake shingles include: moss/algae growth. On a shingle roof, algae growth is unsightly but doesn’t affect the service life of the roof. With wood shake shingles, algae can reduce the long-term performance of the roof. Moss and algae growth are most coming - in damp or humid climates or on shaded areas of the roof. Replace damaged shakes with moss/algae resistant ones.

Republicans controlling the House are ey-ing big cuts to food stamps as they piece together legislation to trim $261 billion from the federal budget over the next de-cade, hoping to forestall major Pentagon cutbacks.The cuts to food stamps would reduce the monthly benefit for a family of four by al-most $60, repealing increases that were enacted three years ago as part of Presi-dent Barack Obama’s economic stimulus. The changes would also force up to 3 mil-lion people out of the program by tight-ening eligibility rules, the administration estimates.The food stamp cuts would total $8 bil-lion over the coming year and $34 billion over a decade. The program has been ex-panded greatly over the past few years — enrollment tops 46 million nationwide, up from about 33 million in 2009 — and now costs about $80 billion a year. The av-erage monthly benefit for a family of four is about $500, according to the Center on Budget and Policy Priorities, a liberal re-search and advocacy group.Food stamps are just one of the cuts Re-publicans want to muscle through the House as a follow-up to the tightfisted GOP budget plan approved last month. That measure is nonbinding but instruct-ed six House committees to come up with spending reductions as an alternative to across-the-board cuts scheduled to slam both the Pentagon and domestic agencies in January. Those required cuts are a con-sequence of the failure of a budget “super-committee” to agree on a deficit-reduction plan last year.House panels are producing legislation this week as the first step in implementing the GOP’s budget plan, starting with Judi-ciary panel action Tuesday on a proposal that would sharply limit damage awards in medical malpractice lawsuits.The Republicans’ deficit-trimming pack-
age, while controversial, is tiny when compared to the $5.2 trillion in reductions called for by the broader GOP budget over 10 years from Obama’s February budget plan. The smaller legislation taking shape on Capitol Hill would jettison bitterly par-tisan proposals that would dramatically transform Medicare and sharply cut the Medicaid health care plan for the poor and disabled.“Education, jobs and health care would be slashed,” Democratic Leader Nancy Pelosi of California said Tuesday of the broader budget. “We know that cuts have to be made. And important spending decisions must be made. But you just can’t say, ‘Let seniors pay more for Medicare, let’s not invest in education and the rest while we give tax breaks to the wealthiest people in our country.’”Republicans say the cuts to food stamps would be modest when compared with the explosive growth of the program in recent years. Costs have more than tripled in the past decade, going from $21 billion in 2022 to $76 billion last year, with par-ticipation rising from 19 million people 10 years ago to more than 46 million at the beginning of this year. The GOP plan would lower projected costs by about 4 percent.Many of the immediate cuts would return benefit levels to where they would be had Democrats not temporarily increased them in the stimulus measure. Democrats themselves tapped the benefit increases in 2010 to pay for earlier legislation.
