In the 50 largest cities, the average graduation rate is 53%. ISUS creates small, technical schools based on the concept of high school plus ─ where “plus” means high school diplomas, industry credentials, service to the community, college credits, and life-changing attitudes and behaviors.

Ann Higdon is president and founder of Improved Solutions for Urban Systems (ISUS). The organization began in 1992 to develop more effective ways to educate and train underachieving and dropout youth. In 1999, ISUS created the first of three dropout recovery career and technical schools. By 2009, the schools placed 2nd, 4th and 15th highest performing of all 62 Dayton, Ohio public schools. Prior to ISUS, Ann created the public/private partnership in Ohio that replaced food stamps with smart cards. She managed large national demonstration projects, supervising a staff of two thousand in twenty-three cities. She was a newspaper columnist, writing weekly Color Me Human articles published in the U.S., Mexico, Africa, Russia and the Caribbean. She also co-hosted a radio talk show, The Hidden Face of Reality. In August, 2010, Ann was featured on LifetimeChannel’s Remarkable Women series.

1992 Founder borrowed $100K from National

City Bank and formed ISUS (Improved Solutions for Urban Systems, Inc.), a 501(c)(3) corporation with a social innovation focus.

1993 Purchased thirteen boarded-up houses on

Dayton’s Frank Street for $50K. 1993 Started The Builder’s Academy, a

partnership with Dayton City Schools. A handful of students began rebuilding homes.

1994 The Rotary Club of Dayton began

supporting ISUS with its largest contribution ever.

1994 Sold the first rehabilitated home for $45K. 1995 Received first public money with HUD

YouthBuild grant. 1997 Purchased eight-unit apartment building on

Frank Street.

1999 Finished rebuilding homes and apartment

building which sparked the creation of The Genesis Project and the revitalization of the entire neighborhood.

1999 Started the first of three technical high

schools- The ISUS Institute of Construction. 2000 Began new home construction in Wolf

Creek neighborhood; an area contiguous to the Wright-Dunbar Park.

2001 Invited to start a charter school under

Cincinnati public schools. School closed in 2004 when superintendent left the district.

2003 Constructed replica of the Wright Brothers

homestead in the Wright-Dunbar National Historic Park.

2004 Students design and build more complex

homes in Wolf Creek.

2004 Visited by the Secretary of the U.S.

Department of Housing and Urban Development.

2005 Rotary Club of Dayton seeded an

endowment fund for ISUS. 2005 Started The ISUS Institute of Manufacturing

and Computer Technology. 2007 Began The ISUS Institute of Health Care. 2007 U.S. Department of Labor Secretary

announces YouthBuild grantees and awarded ISUS $500K for each of two years.

2008 Instructors prepare to teach photovoltaics

and other renewable energy technologies. 2008 Began installing The ISUS Panel Plant

with a gift from The Mathile Family Foundation.

2008 ISUS signed into Ohio House Bill 562 as

a research and development project. 2009 Students began construction of the

childhood homes of the astronauts Neil Armstrong and John Glenn.

2010 Students began construction of the

Thomas Edison Menlo Park Laboratory designed as LEED platinum and to generate all the energy it uses.

2010 The Rotary Club of Dayton invites the

public and special guests for a site visit at the ISUS Green-Build Replica Homes project.

2011 Began discussions to fabricate walls for

rebuilding after natural disasters.
