Introduction

Occupational wage data is one of the most frequently requested information. To satisfy this need, in 1996 the U.S. Department

of Labor, Bureau of Labor Statistics (BLS) expanded the Occupational Employment Statistics (OES) survey to collect wage data by occupation. This report is based on OES surveys collected from establishments in the State of Hawai‘i in May 2016, May and November 2015, May and November 2014, and November 2013. Data was solicited from approximately 5,600 establishments. Over 3,800 establishments provided usable responses, which amounted to a response rate of 68.2 percent of the establishments and represented 78.9 percent of employment.

The OES survey is a federal/state cooperative project. It is conducted semi-annually in every state following BLS guidelines.

Because this methodology is consistent among all states, the data can be compared from state to state. Data are collected from a sample of establishments, primarily by mail. When an establishment's response is critical to the survey, follow-up telephone calls, and personal visits are also made.

The OES employment and wage data are used in different ways. Employers, educational planners, work force analysts, economists, and others use the information to formulate business economic policy, identify types of skilled workers needed, and structure school training programs and vocational curriculum. The occupational employment data have also been a major source of detailed occupational employment by industry and are used to project employment. These data, however, should not be used as the prevailing wage in the Foreign Labor Certification Program. For more information about this program, see www.foreignlaborcert.doleta.gov/wages.cfm.

Technical Notes

The OES survey is funded by the Bureau of Labor Statistics (BLS). BLS provides the procedures and technical support, draws the sample, and produces the survey materials, while the State Workforce Agencies (SWAs) collect the data. BLS produces cross-industry estimates for the nation, states, metropolitan statistical areas (MSAs), and nonmetropolitan area levels. BLS releases cross-industry estimates at all levels. In addition, BLS releases industry estimates at the national level while the SWAs release them at the state and MSA levels.

Scope of Survey

The OES survey is a semi-annual mail survey measuring occupational employment and wage rates for all full- and part-time wage and salary workers in nonfarm establishments. The May 2016 OES estimates are based on the 2012 North American Industrial Classification System (NAICS). For more information about NAICS, see the BLS website at www.bls.gov/bls/naics.htm. Surveys collect data for the payroll period including the 12th of May or November. They do not cover the self-employed, owners and partners in unincorporated firms, private household workers, or unpaid family workers. It also excludes the majority of the agricultural sector, with the exception of logging (NAICS 1133), support activities for crop production (NAICS 1151), and support activities for animal production (NAICS 1152).

The OES survey samples and contacts approximately 1,000 establishments each in May and November of each year. In the course of a

3-year survey cycle, over 6,000 establishments are contacted. While estimates can be made from a single year or 2 years of data, the 3-year sample allows the production of estimates at fine levels of geographic, industrial, and occupational detail.

The state Unemployment Insurance (UI) file provides the universe from which the OES survey draws its sample. Supplemental sources

are used for rail transportation (NAICS 4821) because they do not report to the UI program. The sample is stratified by metropolitan and nonmetropolitan area, industry, and size. The 2000 Metropolitan Statistical Area standards were used to define the metropolitan areas. An annual census is taken of the executive branch of the federal government, the U.S. Postal Service, and state and local governments. The OES survey collects wage data for 12 contiguous non-overlapping wage intervals, rather than in exact dollar amounts. The uppermost interval (interval L) is open-ended.

Survey forms and solicitation letters were initially mailed to virtually all sampled establishments In addition, two other mailings were made

to non-respondents at one-month intervals and a third follow-up mailing was made to establishments that had less than 50 employees. Responses were obtained through the Internet, email, and follow-up telephone calls. Personal visits were also made to some of the larger establishments and non-respondents considered critical to the survey.

The OES survey categorizes workers into 821 detailed occupations based on the 2010 Office of Management and Budget’s Standard

Occupational Classification (SOC) system, which is used by all federal statistical agencies for reporting occupational data. These detailed occupations make up 22 of the 23 major occupational groups. Major group 55, Military-Specific Occupations, is not included. For more information about the SOC, please see the Bureau of Labor Statistics web site at https://www.bls.gov/soc/. The OES program provides

occupational employment and wage estimates at the major group and detailed occupation level. Prior to 2015, structured survey forms were sent to establishments with benchmark employments of 10 or higher. These forms contained between 50 to 225 SOC occupations selected on the basis of the sample establishment’s industry classification. Unstructured survey forms were sent to establishments with benchmark employments of 9 or less. Occupations were not listed on these forms. Beginning with the May 2015 panel, structured forms were replaced with “tailored” letters instructing establishments with employment of 50 or more to send their data electronically through the web or email. Unstructured forms were sent to establishments with employment less than 50. Respondents were asked to write in occupational employment and wage data for all of their workers on payroll during the reference period.

Estimation Methodology

Producing estimates using three years of sample data provide significant reductions in sampling error. In particular, the combined data allows us to produce estimates at detailed levels of geography, industry, and occupation with a reasonable degree of reliability. Combining data from past panels, however, have their limitations because five-sixth of our wage data is “dated.” To update our “dated” wages, changes in compensation between the current panel and a past panel are measured using the Bureau of Labor Statistics’ Employment Cost Index survey. This change is captured as an inflation factor which is applied to the “dated” wages. The OES survey also uses a “nearest neighbor” hot deck imputation procedure to impute occupational employment totals for

establishments that reported no employment data. For establishments that reported or imputed occupational employment totals but did not report an employment distribution across wage intervals, a variation of mean imputation was used to impute missing wage distributions. During estimates processing, weights of the sampled establishments are adjusted when six panels are combined. Sampling weights are further adjusted by a benchmark factor where we take the ratio of employment totals (the average of the November 2015 and May 2016 employment) from the BLS Quarterly Census of Employment and Wages to employment totals from the OES survey.

For the May 2016 estimates, the OES had critical nonrespondents who could not be imputed using current methods, so OES employed

special imputation procedures which used nonrespondents’ prior staffing patterns. The occupational employment was benchmarked to the current year and the wage distribution was imputed using procedures very similar to the current wage imputation method.

Reliability of the Estimates

The occupational wage rates in this report are estimates derived from a sample survey. Two types of errors are possible in an estimate based on a sample survey - sampling error and non-sampling error. Sampling error occurs because our observations are based on a sample, not on the entire population. Non-sampling error occurs because of response, non-response, and operational errors during the survey process. Examples of non-sampling error include receiving erroneous data from the respondent, entering collected data into the database incorrectly,

and processing collected data improperly. Sampling error is measurable; non-sampling error is not. We use a statistic known as relative standard error (rse) to measure sampling error. RSE is the ratio of an estimate’s standard error to the estimate itself.

Because the survey includes only wage and salary-type compensation, hourly earnings for some occupations may not be accurately

reflected. For example, apartment managers often receive rent-free housing. In addition, years of experience and professional levels, apprentices and journeymen, new and experienced workers, and union and non-union workers are not usually distinguished in the OES survey questionnaire.

Changes and Special Procedures for the May 2016 Estimates

With the issuance of data for May 2016, the OES program has incorporated redefined metropolitan area definitions as designated by the Office of Management and Budget. OES data are available for over 650 areas, including states and the District of Columbia, metropolitan statistical areas (MSAs), metropolitan divisions, nonmetropolitan areas, and territories; national industry-specific estimates at the NAICS sector, 3-, 4-, and selected 5- and 6- digit industry levels; and national estimates by ownership across all industries and for schools and hospitals. The Quarterly Census of Employment and Wages program, from which the OES sample is drawn, has recently begun coding some

establishments that were historically found in private households (NAICS 814110) to services for the elderly and persons with disabilities (NAICS 624120). Private households are out of scope for OES, so this shift caused a scope increase for OES in NAICS 624120. Because this scope increase affected only the five most recent of the six survey panels used to produce the May 2016 OES estimates, the units that shifted industries were removed from the survey data and not used in estimation.

Published Data This report provides occupational employment and wages for approximately 620 occupations in the State of Hawai‘i, over 560 occupations

in Honolulu MSA, and roughly 270 occupations in Maui County. The data in this report are also available on the internet at the BLS website https://www.bls.gov/oes/current/oes_hi.htm. Survey Definitions and Concepts The following concepts and definitions are used in the OES Survey. Employment is the number of persons employed in an occupation. It includes full-time or part-time employees; workers on paid vacations or other types of paid leave; salaried officers, executives, and staff members of incorporated firms; employees temporarily assigned to other units; and employees for whom the reporting unit is their permanent duty station regardless of whether that unit prepares their paycheck. Excluded are the self-employed, owners/partners of unincorporated firms, and unpaid family workers. Employees are reported in the occupation in which they are working, not necessarily for which they were trained.

The figure represents an estimate of total wage and salary employment in an occupation across the industries in which it was surveyed. The data for specific occupations are collected from establishments within industries that are the predominant employers of labor in those occupations. Employment Relative Standard Error (RSE) is a measure of the reliability or precision of the employment estimate. The relative standard error is defined as the ratio of the standard error to the survey estimate. For example, a relative standard error of 10 percent indicates that the standard error is one-tenth as large as the survey estimate. An establishment is a physical location of a certain economic activity, for example, a factory, mine, store, or office. Generally a single establishment produces a single good or provides a single service. An enterprise (a private firm, government, or non-profit organization) can consist of a single establishment or multiple establishments. A multi-establishment enterprise can have all of its establishments in one industry (i.e., a chain), or can have various establishments in different industries (i.e., a conglomerate). Metropolitan Statistical Area (MSA) is an area consisting of a group of contiguous cities and towns, which contains at least one central city of 50,000 inhabitants or more, or a Census Bureau-defined urbanized area (of at least 50,000 inhabitants). Occupational Title: Title of the occupation. SOC Code: a six-digit Standard Occupational Classification code. Each of the more than 800 detailed occupations used in the OES survey is categorized into one of 22 major occupational groups, depending on the first two digits of its SOC code. If the first two digits are: the occupation is classified as:

Wages are straight-time, gross pay, exclusive of premium pay. Included are base rate, cost-of-living allowances, guaranteed pay, hazardous-duty pay, incentive pay including commissions and production bonuses, tips, and on-call pay. Excluded are overtime pay, severance pay, shift differentials, non-production bonuses, employer cost for supplementary benefits, and tuition reimbursements. Annual Wage estimates for most occupations in this release are calculated by multiplying the mean wage by a “year-round, full-time” hours figure of 2,080 hours per year (52 weeks by 40 hours). Thus, the annual wage estimates may not represent the actual annual pay received by the employee. Some workers typically work less than 40 hours per week, year round. For these occupations, the OES survey collects and reports either the annual salary or the hourly wage rate, depending on how the occupation is typically paid, but not both. For example, teachers, flight attendants, and pilots may be paid an annual salary, but do not work the usual 2,080 hours per year. In this case, an annual salary is reported. Other workers, such as entertainment workers, are paid hourly rates, but generally do not work 40 hours per week, year round. For these workers, only an hourly wage is reported. Mean Hourly Wage is the total wages that all workers in the occupation earn in an hour divided by the total employment of the occupation. To calculate the mean hourly wage of each occupation, total weighted hourly wages are summed across all intervals and divided by the occupation’s weighted survey employment. Median Wage is the estimated 50th percentile of the distribution of wages based on data collected from employers in all industries; 50 percent of workers in an occupation earn wages below, and 50 percent earn wages above the median wage.
