GUIDELINES CLARIFYING POLICY ISSUES RELATING TO THE VOLUNTEERS

FOR INFORMATION AND DEVELOPMENT ASSISTANCE VIDA! PROGRAM

"HEREAS# Section 3(d) of Executive Order No. 635 mandates the Philippine National

Volunteer Service oordinatin! "!enc# ( PNVS") to $or!ani%e and implement the national

volunteer service pro!ram to !ive the educated #outh and adults a constructive opportunit# to

use their talent and s&ills for national development and in carr#in! out pro!rams of 

international cooperation'

"HEREAS PNVS" implements the Volunteers or *nformation and +evelopment

"ssistance (V*+") Pro!ram to provide unemplo#ed ilipinos of various ,ac&!rounds theopportunit# to serve their communities throu!h volunteer service and to mo,ili%e and ena,le

them to-ard !reater and more participator# communit# development'

"HEREAS the implementation of the V*+" is faced -ith various polic# issues relatin! to

/) the amount of allo-a,le supplemental V*+" allo-ance 0) volunteer -or&in! hours 3)

definition of the term $communit#1 in the context of the V*+" Pro!ram 2) assumption of 

dual rolefunction of the volunteer -hile in service and minimum ,asic V*+" 4ualifications'

NO" THEREFORE to ensure a standard appreciation of the issues and smooth

implementation and coordination of the V*+" Pro!ram this set of polic# directives is here,#

adopted.

/. he V*+" 7" shall remain at the amount prescri,ed ,# PNVS". Supplemental

allo-ance shall ,e discoura!ed to ma&e the 7" uniform for all volunteers.

0. he -or&in! hours of the V*+" volunteer shall ,e ,ased on the erms of 8eference

and 9or& Plan as a!reed upon ,et-een the V*+" volunteer and the host or!ani%ation

and shall not ,e constricted ,# artificial timeframes.

3. ommunit# shall ,e defined as -here the volunteer resides and -here the pro:ect is

located and implemented irrespective of !eo!raphical confines.

2. Volunteers shall not assume dual role such as holdin! of a concurrent pu,lic office

-hile in service for ethical considerations ,ased on 8epu,lic "ct 6/;3. Volunteers

holdin! pu,lic office shall ,e re4uired to relin4uish their monthl# livin! allo-ance asV*+"s.

5. " V*+" volunteer shall ,e at least /< #ears old and must possess functional s&ills

useful to the pro:ect.

PNVS" shall prepare the necessar# implementin! !uidelines to further operationali%e these

 polic# directives.
