How can my organization
obtain a HMMWV?
1. Apply for an account with the Federal Surplus
Property Program.
All public agencies (i.e. cities, counties, ESDs,
public schools, MUDs, state agencies) are eligible.
Most VFDs & nonprofit educational organizations
are eligible too (including museums!) Other
eligible organizations include Boys & Girl Scouts,
SBA 8a businesses & Veterans Service
Organizations. Contact us for the complete list.
2. Visit our warehouse locations in San Antonio or Fort
Worth. You can also view our entire inventory online
at www.tfc.state.tx.us/FSP. Search by keyword
“truck, utility” or “utility truck.” Contact the
warehouse with questions or to put items on hold.
3. Sign the appropriate paperwork.
4. Pick up vehicle—some can be driven home, or if not,
arrange for shipping. We can provide a list of
transportation companies.
5. Put vehicle into use within one year of receipt.
6. Follow the rules and regulations of the program
during the 18-month compliance period.
7. After 18 months of use, it belongs to your
organization.

Temple Texas. The
Museum paid the Federal
Surplus Program a service charge of $4500/ea., and
then put less than $1500 of work/parts added.
MAKE IT YOUR HMMWV
The HMMWVs offered by the Federal Surplus Property Program are some of the best vehicles on the market for rescues, off-road travel, and disaster recovery. They are combat proven by over 60 countries around the world and expected to be used by the US military until 2050.
The vehicles have a high ground clearance, are able to drive in water up to 60 inches, are easy to load/unload and operate in difficult conditions, and can be easily modified to the user’s needs. Most vehicles can have 90-100,000 miles on them with some being in storage for years while others were recently on overseas battlefields. They all vary as far as options and service history. The HMMWV can be customized to fit nearly any need from disaster recovery, deep water rescue, beach vehicle, rough terrain vehicle, command & control, promotional vehicle, educational display, etc. There is no limit to how a HMMWV can be used!
The HMMWVs available from Federal Surplus normally come with a 2- or 4- door canvas top; others with options such as a hard top and doors. However, these vehicles can be modified by your organization with an almost limitless list of options/kits (some of which may also available from Federal Surplus) such as….

HOW MUCH ARE THEY?
Normally, the HMMWV could run about $20,000 for a good, running vehicle on the open market. Through our program, the service charge for a similar truck would run around $4,500.
IF THE VEHICLE NEEDS SERVICE, WHO CAN DO IT?
Most of the parts on the HMMWV are GM or similar parts, and can be found within the Federal Surplus program, or other parts dealers on the internet. It was designed to be fixed in the field with basic tools. If your mechanic can fix a Chevy or Ford truck, the HMMWV should not be a problem.
HOW MUCH CAN I EXPECT THE VEHICLE TO COST TO OPERATE?
The HMMWV gets about the same MPG as a Chevy 3500. If you get parts via Federal Surplus, it could cost as little as $200-600 a year to keep a HMMWV operational with basic maintenance. For example, tires may be available from Federal Surplus for as low as $125/ea.
HOW MUCH DO THE SPECIAL KITS COST?
A complete shelter kit may run about $1500, soft top kit about $300, doors for $50/ea., and the firefighting kit may run about $3000-5000. This is a huge potential savings over purchasing comparable civilian vehicles on the open market.
