1.0 MARINE TOURISM FACILITIES – OBAN BAY
1.1 Introduction Argyll and Bute Council and Highland and Islands Enterprise (HIE) are keen to support opportunities to develop Marine Tourism in Oban Bay.
Argyll and Bute Council and Highlands and Islands Enterprise appointed Ironside Farrar to assist the key stakeholders identify a viable and deliverable scheme supporting marine
tourism opportunities.
1.2 Aims and Objectives Working through a Core Group including (A&BC / HIE/ Oban Bay Marine Ltd / Oban Marina / RYA / The Crown Estate / Visit Scotland) the commission involved a series of facilitated
workshops and one-to-one consultations with the aim of:
Review proposals identified to support Marine Tourism
Identify the optimal configuration of marine tourism facilities in Oban Bay
Seek to match demand to potential market needs that minimise displacement
Promote opportunity for existing berthing / mooring, visitor pontoons/ transit marina, step ashore facility, connectivity with Oban Marina/Kerrera
Identifying the appropriate scale, configuration and function of transit marina/visitor pontoons in Oban Bay
Identify a Way Forward
1.3 Approach & Methodology Ironside Farrar role has been to assist and facilitate all parties address barriers to successful implementation and to assist in identifying a platform for the project to be advanced.
The study has relied heavily on studies prepared by Oban Bay Marine; assessments by Argyll and Bute Council and wider contextual reports addressing Sailing Tourism in Scotland.
The primary source of information was consultation through the Core Group and one-to-one consultation with stakeholders. The consultants record their thanks to the assistance
provided by all parties and the willingness of all parties to share information. The consultants appreciate the time and will ingness of all parties to engage and share information and
commit to a successful scheme.
The Brief was focussed on marine tourism and consultation was limited to:

1.4 Reporting The key output from this Consultation Exercise has been the engagement of the parties and their willingness to work to identify a solution that delivers marine tourism benefits to Oban.
This summary report reflects the slides (see Appendices) used at the three Consultation Events and is intended to assist in:
capturing the accord reached by all parties
progress the project next steps
advancing briefs for detailed studies
securing funding
The report summarises the accord secured through the consultation and will form the basis for the continuing development of the scheme.
This Consultative Draft is being circulated in advance of its formal issue to Argyll and Bute Council and Highlands and Islands Enterprise to allow:
parties to reiterate their willingness to support the proposals
A&BC / HIE to move forward with regards to progress and next steps
facilitate project progression towards CHORD and HIE endorsement and funding
The project will continue to develop but critically in our view needs a robust platform of agreement and a defined brief to ensure the project can develop a momentum and a commitment
for delivery.

2.0 MARINE TOURISM – OBAN & WEST SCOTLAND
2.1 Introduction Marine Tourism is a growing sector in Scotland and offers significant opportunity to capture economic value for coastal communities. The West of Scotland and West Argyll offers a
marine environment of world class quality.
Numerous reports and assessments highlight the strong and sustainable growth across all sectors of marine tourism (Cruise/ Yachting/ Charter/ Excursion/ Participatory-Active Sport).
Highlands and Islands Enterprise in the publication – Sailing Tourism Scotland (2010) are seeking to assist marine and tourism businesses maximise their share of this growing market.
2.2 Oban Bay Oban is a natural destination and marquee port of call for marine tourism. Oban offers an attractive tourism destination with supporting services (retail/ accommodation/ services/ visitor
attractions) unmatched on the West Coast.
The marine tourism sector is demonstrating long term sustainable growth including:
Cruise Liner activity - Major Growth Sector (GP Wild Study)
Marine Tourism – Yachting - Contributes c£21m/annum to economy
Sailing valued at £100m annum
Significant Growth sector
Spend £145 million/ annum by 2020.
Marine Leisure Activity - Significant SME Sector / Social Enterprise activity
The significant growth potential in all of the sectors noted above is currently constrained by the infrastructure available in and around the area.
Infrastructure investment necessary to capture growth opportunities and create additionality (GVA) benefits for local economy & benefits for local businesses.

2.3 Multi-User Facilities Facilities for marine tourism should seek to capture opportunity within all sectors securing economic benefits across all user groups. Infrastructure investment should seek to support.

berthing for smaller specialist cruise vessels and charter boats

transit/ town centre moorings offering high quality step-ashore facilities for vessels > 14-15m in protected moorings
orientation/ reception space for crews including facilities (toilets/ showers)
quality management with advance bookings and short stay loading bay
Excursion/ Day Trip/ Water Taxi

orientation and/ or reception space for customers
Kayaking/ small boat/ participatory Activity

orientation and/ or reception space (notification/ health & safety/ facilities)
Oban Bay has many competing interests using limited infrastructure (Ferry Services / Fishing Fleet / Commercial Users / Charters / Excursion / Yacht / RNLI / Recreational Uses / etc).
Developing a sustainable strategy for Oban Bay should build capacity into existing infrastructure and seek to ensure all infrastructure is multi-user and offers long-term capacity for both
summer and winter use.
The consultants are of the view that a single harbour authority would assist in establishing a long term vision and organisational structure for Oban Bay that would facilitate some growth
and investment.
2.4 North Pier Argyll and Bute Council operate the North Pier. The North Pier represents an opportunity to develop a ‘Maritime Quarter’ establishing a hub for marine and widen tourism activity
enhancing the tourism offer of Oban and Oban Bay.
The North Pier offers the only viable and deliverable short term location for marine tourism that fulfils operational and technical requirements. This area has been identified and
promoted by Oban Bay Marine between the North Pier and George Street /Esplanade with OBM securing a planning consent for a marine tourism facility at this location.

3.0 DEVELOPING PROPOSALS THROUGH CONSULTATION
3.1 Introduction The study has focussed on how to develop the North Pier (South) proposal as representing
the optimal location for marine tourism developing facilities
a project that has the potential to deliver a mix of facilities supporting marine tourism
a project with significant preparatory work (feasibility/ business case/ technical studies) that can be developed and rapidly advanced through due diligence and approval stages
a project capable of being advanced and implemented rapidly
3.2 Oban Bay Marine Proposals The Oban Bay Marine proposals highlighted a range of strengths / weaknesses, opportunities / threats (SWOT) that influence the deliverability and risk profile of the project. The project is
focussed on delivering economic benefits to Oban.
Oban Bay Marine have undertaken additional detailed studies and consultations to seek to ensure the project is best able to meet funders requirements. After a detailed review in 2010,
CHORD declined to support it at that time. The main challenges inherent in projects of this type is developing a viable Business Case and addressing the risks (implementation / cost /
market risks) associated with marine engineering projects and a tourism market that is highly seasonal.
The key challenges are perceived to be:

Identifying an appropriate and accountable structure reflecting the potential scale of public investment
Scale
Ensuring that the scale of project delivers economic benefits whilst minimising displacement and distortion of markets
Funding
Creating a strong funding case based on public infrastructure investment securing long term multi-user benefits
Delivery Risk
Agree optimism bias and develop the Business Case based on developing a premium facility focussed on transit opportunity

3.3 Developing Proposals based on Consultation
The consultations and workshops highlighted the strength of commitment to capturing greater opportunity from marine tourism. All parties agreed that whilst different views exist on the
specifications of the proposal it is important that a realistic and deliverable scheme is identified and promoted. The focus of the scheme should therefore be on:
Securing Agreement on a Proposal
Focus on marine transit facilities (cruise tenders/yachts/charter vessels/kayak /etc offering good quality step ashore facilities in the town centre / Maritime Quarter )
Connecting facility to North Pier and integrating the White Building for services
Developing a multi-user infrastructure of long term value
Creating Facilities that are Complimentary with existing Oban Bay facilities
Ensuring the facility creates opportunity for additionality and new growth
Builds on existing infrastructure and facilities rather than duplicating them
Recognising that the customer is seeking additional facilities and additional functionality to include Oban as a visiting destination within their itineraries
Promoting a differentiated, quality and premium offer
Ensuring the facility is differentiated by its transit function
Marketing the facility and promoting events to encourage use/activity
Using a pricing structure to ensure capacity, support function and Business Case
Ensuring Oban is promoted as a premium yet inclusive destination providing access for all whilst recognising summer sailing visitors contribute to a premium facility

4.0 DEVELOPING A RECOMMENDATION
4.1 Introduction A clear opportunity exists to develop enhanced facilities for Marine Tourism in Oban Bay.
The stakeholder consultations included a review of historical proposals and assessments; the review of Business Case (historical and current) and a ‘first principles’ review of the needs of
Oban and the opportunities for marine tourism suggests a modified proposal for the North Pier (South) would deliver the greatest gains. The consultants working with all parties have
sought to identify an amended scheme that would respond to the broad consensus for investment in Oban Bay and deliver transit berths and supporting facilities that offer the best
opportunity to grow the market and ensure a public infrastructure exists to encourage and support private sector and social enterprise investment in marine tourism. This would require:
Argyll and Bute Council and HIE to address the capital costs of an optimised scheme based on public infrastructure that can offer long term value as part of the development of the
North Pier and avoid/minimise need for servicing of debt
Highland and Islands Enterprise retaining a commitment to support the additional economic activity generated by the proposal including the contribution of the project to cruise and
charter boat activity
Accord to be secured from all interests allowing a scheme to be advanced and all outstanding technical studies to be concluded.
4.2 Marine Transit Facility – North Pier The scheme proposes developing the North Pier for Marine tourism and seeing this as a priority investment item in the development of the Maritime Quarter. Significant value can be
created by ensuing all marine sectors have access to improved infrastructure. Growth and enterprise opportunities exist in the cruise, tourist excursions and water taxi sectors. All these
users have advised they are currently constrained (capacity and service standards) by the lack of adequate infrastructure.
The main elements are:
Extension to the North Pier through the development of a finger breakwater creating an extension to the North Pier and a protected area for step ashore facilities for yachts,
tenders, small craft, and activity sports
Development of the ‘White Building’ as a shared user facility for all interests in Marine Tourism creating a centre for the Maritime Quarter and facilities for cruise, sailing,
excursions, etc and facilities for staff including Harbour Master.
Creating a Step Ashore Marine Transit Facility based on a central serviced pontoon spine and finger berths for 30 yachts within the dredge pocket as per the OBM proposal
servicing all users including cruise tenders, excursions etc.
Operating the new facilities for marine tourism as a seasonal facility in partnership within a Local Management Agreement and with a local operating partnership whether this is
through a Non-for Profit Social Enterprise or as part of a Management Contract with Argyll and Bute Council

4.3 Phasing of the Development The scheme proposes developing the project in phases allowing the earliest start on land based facilities and advancing the marine works as technical studies, agreements/consenting
and funding processes allow.
It is anticipated that with early commitment a facility could be operational for the start of the 2015 Season.
The phasing proposed is illustrated on the attached plans with implementation advancing as soon as funding and agreements/consents allow. The phases are as follows:

4.4 Delivering a Successful Scheme Investing in the infrastructure that can support Marine Tourism in Oban Bay offers a breadth of benefit but needs to be carefully considered and shaped to ensure its builds opportunity
for sustainable growth and promotes investment within the industry (private / social enterprise / voluntary / public sectors). Marine projects have inherently, relative high risk profiles and
it will be important to ensure all necessary technical understandings and design development is progressed in advance of contract commitment.
This study is helping to set a Project Brief for a marine tourism project for which there exists strong support. The immediate next steps involve dialogue and the securing of joint
understandings on the way forward between the key public agencies. Agreement from wider stakeholders would support this process.
It is important to focus on deliverability and driving the project towards a successful outcome that includes:
Oban delivers facilities for Marine Tourism sector
Yacht Transit Facilities & Enhancement of North Pier
Provision of a step-ashore facility with supporting infrastructure
Promotion & Branding of Oban for Marine Tourism within existing wider marketing strategies
Offering a capacity that is complementary with existing facilities and businesses
Phased in accord with market growth and promoted as a complimentary part of a wider Oban Bay offer. Marketing should seek to support all marine activity and increase
awareness of the facilities and services available to marine users in Oban
Promoting a clear Premium Product
Promote complementary marina / transit and marine tourism offer within Oban town centre, as a premium facility supported by facilities both within Oban Bay and wider area for
marine users. It is important in building Oban as a marine tourism destination that the offer is diverse, inclusive and meets a range of user needs.

4.5 NEXT STEPS
A momentum has been created through the Consultation Workshop and the development of an amended scheme proposal. This momentum needs to be maintained and include:
Early adoption of the Consultation Report
Agreement from key partners to proceed and fund design / technical studies
Agreement to develop a programme and set key milestones for advancing the project
Early testing of the diagram’s illustration of the proposal, its components and phasing and, costing key elements
Agreement on retaining the Core Group to advise and input to scheme development
Developing a Local Management Agreement and advancing Planning/Consenting /Licensing issues including maritime and land owner/stakeholder consultations
Consultation and engagement with stakeholders and wider Oban interests
Investing in the infrastructure that can support Marine Tourism in Oban Bay offers a breadth of benefit but needs to be carefully considered and shaped to ensure its builds opportunity for
a wide range of users.
The report summarises the accord secured through the consultation and will form the basis for the continuing development of the scheme.
