OVERVIEWA critical focus of national policy discussion both going into and coming out of the presidential election has been the future of health care reform and the Affordable Care Act (ACA) – popularly known as Obamacare. Six years after the passage of the ACA, physicians and other health providers, as well as insurers, and employers, have all invested in substantial changes as the ACA has been implemented. With the November election, the Republican Party took control of Congress and the White House. As anticipated, the Republicans soon introduced their replacement plan for the ACA, the American Health Care Act (AHCA). However, after encountering sharp divisions in Congress, the AHCA was withdrawn from consideration. And so, the debate about repeal and replacement continues and grows more complex.

Just as the ACA dramatically impacted physicians, whatever may follow it will likely further disrupt health care providers and their patients in numerous ways. To that end, the 2017 Southern Illinois Healthcare (SIH)/Southern Illinois University (SIU) Health Policy Institute aims to bring together a panoply of speakers form multiple sectors and a range of viewpoints to explore the issues in a way that goes beyond the strongly held political positions that have captured the media attention.

PROGRAM OBJECTIVESAt the conclusion of this program, participants will be able to:1. Explore major changes in the health care

system under potential successors to the ACA;

2. Understand and critically evaluate these proposed changes, including changes to Medicare, Medicaid, and private insurance;

3. Articulate how proposed changes will impact the practice of medicine, as well as access and quality of care, including medical care for the elderly and vulnerable patients; and

4. Participate more effectively in discussions related to the ACA and proposed successors as the debate about national health policy continues.

PRESENTERSG. William Hoagland

G. William Hoagland, M.S., joined the Bipartisan Policy Center (BPC) in 2012 as senior vice president, where he helps direct and manage fiscal, health,

and economic policy analyses. Before joining BPC, he served as CIGNA Corporation’s vice president of public policy, beginning in 2007. Prior to joining CIGNA, Mr. Hoagland completed 33 years of federal government service, with 25 spent as staff in the U.S. Senate. From 2003 to 2007, he served as the director of budget and appropriations in the office of Senate Majority Leader Bill Frist. From 1982 to 2003, Mr. Hoagland was a staff member of the Senate Budget Committee, serving as staff director from 1986 to 2003. In 1981, he served as the administrator of the Department of Agriculture’s Food and Nutrition Service and as a Special Assistant to the Secretary of Agriculture. He was one of the first employees of the Congressional Budget Office in 1975.

Jeremy EarlJeremy Earl, J.D., is a partner in

the law firm McDermott Will & Emery in its Health Industry Advisory Practice Group. Based in the Washington, D.C., office, he

focuses his practice on providing health insurers, health care providers, and other industry stakeholders with counseling and advice on complex federal and state regulatory matters, including compliance with the Affordable Care Act and how the federal standards interact with state laws. Mr. Earl also advises clients on the requirements of government-sponsored managed care programs, such as Medicare Advantage, Medicare Part D, and state Medicaid managed care programs.

Larry S. BoressLarry Boress, with more than

35 years’ experience in health care, serves as President and CEO of the Chicago-based, Midwest Business Group on

Health (MBGH) and Executive Director of the National Association of Worksite Health Centers (NAWHC). With more than 130 self-funded employers providing benefits for more than 4 million lives, MBGH enables employers to improve the value of their health benefits, increase the health of covered populations, and address the quality and safety of the health care system. As the nation’s only non-profit association dedicated to employer sponsors of onsite health, fitness, and wellness centers, NAWHC offers advocacy, education, benchmarking, networking, and resources for employer sponsors and the vendor partners that

manage or support worksite health and fitness facilities. In 2013, Mr. Boress co-founded the Private Exchange Evaluation Collaborative with three other business coalitions and PwC to provide information, advice, and services to employers. Earlier in his career, he spent 17 years at the Illinois State Medical Society, assisting physicians in their practices and representing the medical profession.

Leighton KuLeighton Ku, Ph.D., M.P.H., is

Professor of Health Policy and Management and Director of the Center for Health Policy Research at George Washington

University (G.W.). A nationally known expert with more than 25 years of experience in research and analysis regarding Medicaid, state and national health reform, and access to care for vulnerable populations, he and his colleagues recently completed a report about the economic and employment effects of repealing the Affordable Care Act. He has worked closely with federal and state officials, as well as advocates and health systems, to strengthen access to care. In addition, Professor Ku helped establish the District of Columbia’s Health Insurance Exchange as a founding board member. Prior to coming to G.W., he was on the staff of the Center on Budget and Policy Priorities and the Urban Institute.

Daniel DerksenDaniel Derksen, M.D., is the

Walter H. Pearce Endowed Chair and Director of the Arizona Center for Rural Health (AzCRH), and Professor and Chair of the

Community, Environment and Policy Department at The University of Arizona Mel and Enid Zuckerman College of Public Health. The AzCRH mission is to improve the health and wellness of Arizona’s rural and vulnerable populations. Dr. Derksen serves as Principal Investigator (P.I.) on Center grants, including the State Office of Rural Health, Rural Hospital Flexibility Program, and the AzCRH Navigator Program. In 2008, he completed a Robert Wood Johnson Health Policy Fellowship with U.S. Senator Jeff Bingaman, during which he researched and drafted provisions to improve the supply of the nation’s health workforce—later included in Title V of the Patient Protection and Affordable Care Act. While working for Governor Susana Martinez as Director of the New Mexico Office of Health Reform in 2011 and 2012, he established the state-run Health Insurance Exchange/Marketplace (NMHIX) as P.I. of the CMS Health Insurance Exchange Cooperative Agreement.

Linda BakerLinda Baker, Ph.D., is a

Professor at the Paul Simon Public Policy Institute. Her areas of focus are expanding access to high-quality health care in

partnership with the Southern Illinois University School of Medicine, and helping minorities and people with disabilities realize their full potential. Previously, she held key managerial positions under three Illinois governors, and served as secretary of Illinois´ largest state agency, the Department of Human Services (DHS). As DHS secretary, she led and managed a comprehensive human services agency, which provided services in the areas of community health and prevention, mental health, substance abuse, developmental disabilities, and vocational rehabilitation, and it directed and implemented the state’s nationally recognized welfare reform efforts. In addition, Dr. Baker served as director of the Department of Employment Security, assistant director of the Department of Public Aid, and as the first African-American legislative liaison for an Illinois governor.

Dania Palanker

Dania Palanker, J.D., M.P.P., is an Assistant Research Professor at the Center on Health Insurance Reforms (CHIR) at Georgetown University’s Health

Policy Institute, where she analyzes state and federal health insurance market reforms with an emphasis on insurance benefit design, access to health care, and coverage for chronic health conditions. Ms. Palanker is an expert on health benefits provisions of the Employee Retirement Income Security Act, the Patient Protection and Affordable Care Act, and other federal laws related to health insurance. She also serves on the Standing Advisory Board and as Chair of the Plan Management Advisory Committee of the District of Columbia Health Benefits Exchange. Before joining CHIR, Ms. Palanker was Senior Counsel for Health and Reproductive Rights at the National Women’s Law Center (NWLC), where she worked on private insurance policy, including access to maternity coverage, preventive services, and treatment for chronic health conditions through the individual insurance market and employer-sponsored coverage. Prior to joining NWLC, she worked with the Service Employees International Union, where she focused on federal health policy as Associate Director of Health Policy and as Deputy Administrator of health benefit funds, providing health insurance to low-wage workers and their families.
