1.0 SUMMARY 1.1 A three day programme of work to carry out essential asphalt pavement repairs on Taxiways Juliet‐Echo
and Alpha. The work will be carried out using a combination of daytime and night‐time shifts. 2.0 PROGRAMME 2.1 Overall, the work will commence on Monday 6th April and will be completed by the morning of Thursday
9th April 2020. 2.2 The majority of the work on Taxiway Alpha will be carried out at night (23:00 – 06:00L) on the nights of
Monday 6th – Wednesday 8th April, inclusive. N.B: Some minor aspects of work will be undertaken on Taxiway Alpha during daylight hours. 2.3 The entirety of the work on Taxiway Juliet‐Echo will be undertaken at night (23:00 – 06:00L), again, on
the nights of Monday 6th – Wednesday 8th April, inclusive. 3.0 SCOPE & LOCATION OF WORKS 3.1 Overall, the programme of work will include the following tasks; Taxiway Alpha Temporary removal of 1 x taxiway centreline Aeronautical Ground Lighting (AGL) fitting.
Asphalt pavement plane‐out and re‐surfacing.
Reinstatement of painted ground markings disturbed by the works and 1 x AGL fitting.

Taxiway Juliet‐Echo. Carry out multiple asphalt pavement patch repairs from abeam Stand 7 to abeam Stand 15.
Apply pavement joint sealant.
Reinstate painted ground markings disturbed by the works. 4.0 OPERATIONAL IMPLICATIONS 4.1 Runway Operations 4.1.1 Whilst the night‐time pavement repair work is ongoing on Taxiway Alpha, the following runway
operational implications will apply;
Aircraft will be required to backtrack Runway 05L‐23R, as directed by ATC.
Link Bravo and Rapid Exit Taxiway (RET) Bravo‐Delta will be closed. N.B: The required elements of daytime working on Taxiway Alpha will be coordinated to avoid any aircraft
movements and the attendant requirement for runway backtracking. 4.2 Taxiway Restrictions 4.2.1 Whilst the night‐time pavement repair work is in progress on Taxiway Alpha, the taxiway will be closed
at its junction with Taxiway Bravo. 4.2.2 Whilst the night‐time pavement repair work is in progress on Taxiway Juliet‐Echo, the taxiway will be
closed from abeam Stand 7 to abeam Stand 15. 4.3 Aircraft Parking Stand Restrictions 4.3.1 The night‐time push back of aircraft from Stands 7, 9, 11 and 15 will not be possible whilst work is in
progress on Taxiway Juliet‐Echo. Aircraft will be required to remain on stand until the completion of the pavement repair work the following morning.
5.0 LOW VISIBILITY OPERATIONS (LVO) 5.1 The work will have no impact on the airport’s ability to operate during periods of low visibility. 5.2 In the event of un‐forecast reduced visibility conditions (meeting the criteria for LVP Vis) prevailing whilst

OAN 039/2020 ANNEXE A1 SAFETY MANAGEMENT AND CONTROL ADM
The Airfield Duty Manager (ADM) has overall responsibility for ensuring aerodrome safety aspects on a day‐to‐day basis.
MAGCD GT
Project management of all pavement repairs rests with MAG Capital Delivery (MAGCD), with the work on site contracted to GallifordTry.
GT ADM ASCO
Given the current levels of extremely infrequent aircraft movements, GallifordTry will be permitted to carry out their own safety oversight to include direct supervision of all subcontractors. This will be combined with regular safety oversight inspections by the on‐shift Airfield Operations team.
ADM The ADM is to authorise the relevant P2W Airfield Operations Permits on the basis of this OAN. ADM ESTM GT
Prior to the works starting each day/night, the GT Site Agent is to dial in to the Airfield Operations Shift Brief conference call using the following details;

Attendee ID Code: 630032611# ADM Following the meeting, the ADM will brief the ATC Watch Manager and RFFS Station Manager; this to
include the daily/nightly scope of works which will affect operations and emergency response. ADM GT
Milestone checks and communications will be made by the key persons throughout each working shift, as required. The time for formal wind‐up of works activities on each shift is to be agreed between the ADM and GallifordTry during the Airfield Operations Shift Brief.
GT ADM
Upon completion of each working shift, GallifordTry, as the principal supervising contractor are to conduct interim post‐works inspections, prior to Airfield Operations undertaking final inspections.
ADM ASCO
All post‐work inspections are to take place before closed portions of Taxiway Alpha or Juliet‐Echo are returned to service.
ADM GT
N.B. All post‐work inspections undertaken in hours of darkness are to be completed with the aid of mobile floodlighting towers.
ADM
In support of the above inspection procedures, Airfield Operations are also to conduct an additional ‘first‐light’ post‐works inspection of areas of night working.

The required elements of daytime work on Taxiway Alpha are to be coordinated to avoid any aircraft movements, and therefore remove the requirement for aircraft runway backtracking manoeuvres.
A3 OPERATIONAL IMPLICATIONS ADM ATC
Overall, paragraphs 4.1 to 4.3.1 refer.
Due to the current exceptionally low frequency of aircraft movements and restricted airport operating
hours, it is not envisaged that this work will cause any particular operational implications. A4 LOW VISIBILITY AND ADVERSE WEATHER ADM Work will be permitted to take place down to the prescribed minima for LVP Vis (IRVR >599m).
ADM In the interest of keeping the works on programme, thereby making best use of available contractor
resources, the ADM retains the discretion to facilitate the work should any forecast of low visibility only affect part of the shift. A delayed start or early finish may be possible.
ADM GT
In the event of un‐forecast low visibility conditions (IRVR <599m) prevailing after work has begun, works are to be curtailed at the earliest opportunity.

All construction traffic must be checked for safe loading of materials / equipment and for FOD prior to entering the northside taxiway system. A similar check is also to be made prior to leaving the individual work areas.
ALL Access/egress routes to the required individual work areas, including the need for any pre‐works airside
mustering are to be agreed during the daily/nightly Airfield Operations Shift Briefs. ADM GT
GT personnel in possession of a valid ‘M’ (Manoeuvring Area) driver permit are responsible for providing supervision and escorts for their sub‐contracting teams at all times whilst airside.
A7 WORKS SITE DEMARCATION & DISCIPLINE ADM GT
The contractor is to maintain cleanliness of their daily/ nightly work area at all times, ensuring they remain free of FOD and that materials/ objects which may be vulnerable to the effects of strong winds and/ or jet blast are kept secure.
ADM GT
All temporary floodlights employed during night works are to be directed away from Runway 05L‐23R, its applicable approach surface and active taxiways. Furthermore, there must be no light spill above the horizontal plane.
ALL Prior to any works parties leaving site, a check must be undertaken to ensure that any tools or equipment
used during the shift can be accounted for and have not been left at or adjacent to any works areas. ADM ESTM
Portions of closed taxiway are to be demarked by extinguished taxiway centreline lighting and lit mobile barriers.
A8 EMERGENCY PLANNING & BUSINESS CONTINUITY HoR RFFS
The work has no impact on the use of RVPs.
RFFS ADM
RFFS personnel should conduct regular field familiarisation exercises to ensure that crews are aware of the works activity locations and report immediately to the ADM, anything perceived as being untoward in terms of emergency response routing.
A9 MAG ASSET ENGINEERING SUPPLEMENTARY ACTIONS ESTM MAG Asset Engineering will be required to extinguish and subsequently re‐enable AGL leading
