Oakland County Board of Commissioners 2013-2014 ANNUAL REPORT As we move forward into a new year, the Oakland County Board of Commissioners continues to ensure that Oakland County’s fiscal house is in order, through prudent and sound budgeting practices. We continue to lead through successfully adopting a balanced 2014- 2016 Triennial Budget, which marked a milestone for the Board’s ongoing work with county leaders. This budget was particularly special as the Board approved the 20th consecutive balanced budget in conjunction with Oakland County Executive L. Brooks Patterson. Our goal is to maintain Oakland County’s quality of life, by providing effective and efficient delivery of services, while sustaining one of the lowest county tax rates in the state. We will continue to work to develop a welcoming business climate that will contribute to our economic development by promoting programs, like Buy Oakland and supporting economic development programs such as our Emerging Sectors initiative. As we settle into 2014, I pledge that we will work in the best interest of Oakland County residents by providing quality services and making Oakland County a great place to live, work and raise a family. 2013-2014 ANNUAL REPORT

As we move forward into a new year, the Oakland County Board of Commissioners continues to ensure that Oakland County’s fiscal house is in order, through prudent and sound budgeting practices. We continue to lead through successfully adopting a balanced 2014-2016 Triennial Budget, which marked a milestone for the Board’s ongoing work with county leaders. This budget was particularly special as the Board approved the 20th consecutive balanced budget in conjunction with Oakland County Executive L. Brooks Patterson.

Our goal is to maintain Oakland County’s quality of life, by providing effective and efficient delivery of services, while sustaining one of the lowest county tax rates in the state. The Board passed a resolution requiring that the • Detroit Institute of Arts Collection be maintained as contractually established by the millage voted on by Oakland County taxpayers. If the agreement is not honored, the $9.8 million annually provided to the DIA as part of the county’s residential millage will be defunded.

• Adopted a resolution to ensure that the 10-year, 0.1 millage rate approved by county residents for the Detroit Zoo is used only for the Detroit Zoo.

• Adopted policies to reform the Oakland County Animal Control and Pet Adoption Center.

Approved the Oakland County Retirees Health Care Refunding •Bond for $350 million. This ended legacy costs for county residents and prefunded retiree healthcare costs, saving taxpayers $13 million per year, a rare achievement not accomplished by many governments.

• Adopted a resolution and approved implementation of a Veteran Internship pilot program, facilitated by Oakland County’s Human Resources Department, that matches selected veterans with Oakland County departments.

• Adopted a resolution that encouraged area utility companies to educate, inform and provide options to the public on the issue of SMART meters.

• Adopted a resolution that encouraged the Michigan Catastrophic Claims Association to provide transparency and education on the determination of rates.

Achieved a national honor as the Board of Commissioners received •the 2013 National Association of Counties recognition for the Boards’ annual Youth in Government Day program, which celebrates National County Government Month in April.

• The Board approved $9.6 million in matching funds for the Oakland County Community Mental Health Authority and celebrated the December 2013 grand opening of the new Resource and Crisis Center.

• In an ongoing effort to address the issue of Human Trafficking and Child Exploitation, a special stakeholders meeting was held in October of 2013, with a representative from the National Center on Missing and Exploited Children shedding light on the issue. Members of the Board continue to take steps to bring awareness to this issue, by teaming up with Attorney General Bill Schuette in February 2014 to discuss a plan of action on the crime of Human Trafficking.

Implemented a • new discount prescription drug card program with Coast2Coast RX, offering prescription drug discounts to all county residents.

FY 2014-2016 Balanced BudgetCounty Leaders Working Together is the KEY!

The Oakland County Board of Commissioners proudly reports that the Fiscal Year 2014-2016 Triennial County Budget is balanced, with the following amounts for FY 2014 of $799,408,934, FY 2015 of $806,109,442 and FY 2016 of $813,463,803. This achievement is a result of the team effort and leadership of the County Administration, the Oakland County Board of Commissioners and the elected Oakland County officials working together.

* Proprietary Funds include all fund types not primarily supported by the county property tax levy. These include all Grant Funds, Internal Service Funds, and Enterprise Funds.

Curbing Gun Violence PSAs

On November 14, 2013, Board members offered insight at the 2013 Southeast Michigan Regional Summit, in support of promoting green economic development. Oakland County Commissioners David Woodward, Thomas F. Middleton, Mattie McKinney Hatchett, Nancy Quarles and Helaine Zack participated on the Green Jobs, Green Economic Development Panel. They joined with keynote speaker, Dr. Peter Adriaens, and county commissioners from Wayne,

Washtenaw and Macomb, as part of the panel.

Board calls for transparency of Detroit Water and sewer department

Oakland County Commissioners held statewide leadership positions with the Michigan Association of Counties organization in 2013. Commissioner Michael Spisz was elected to the MAC Board of Directors as an at-large member of the organization. Commissioner Shelley Goodman Taub was re-elected as the MAC Region 5 Board member, and Commissioner Mattie McKinney Hatchett’s term as MAC president and immediate past president ended from the MAC organization, which serves 81 counties across Michigan.

On February 6, 2014, the Oakland County Board of Commissioners established the Oakland County Regional Water Authority Study Group. The group is looking at the proposal issued by the Detroit Water and Sewer Department to provide updated information to county residents. The study group is working with county commissioners from Macomb and Wayne counties on this issue and will be looking to get input from county residents. On April 13, 2013, Oakland County Commissioners Jim Runestad, Philip Weipert and Board Chairman Michael J. Gingell, introduced the new Coast2Coast RX prescription card program to the public. Since its inception, residents have experienced significant savings. Anyone wanting to experience savings on prescriptions can obtain a FREE prescription discount card by calling 1-800-931-8872 or by going to: www.oakgov.com/boc or www.coast2coastrx.com.

The Board of Commissioners’ Public Services Committee formed the Curbing Gun Violence Study Group in 2013, and held a series of informational hearings on the issue of “Curbing Gun Violence in Oakland County.” As a result, residents, law enforcement officials,

educators, mental health professionals and 2nd Amendment Rights advocates spoke on the issue of gun violence and offered recommendations. A series of informational public service

announcements featuring Diana Lewis were filmed in 2014, educating citizens on the video game rating system and gun safety locks. The public service announcements were provided courtesy of the Board and can be viewed on local public access stations and on the Board’s website at www.oakgov.com/boc.
