The National Excess Manufacturing Capacity Catalog (NEXCAP) is the result of collaboration between the University of Michigan’s Institute for Research on Labor, Employment, and the Economy (IRLEE), and the U.S. Commerce Department’s Economic Development Administration (EDA). This profile was produced by NEXCAP and a comprehensive update was completed in August 2013. Since community, site, and facility information changes periodically, the profile may contain outdated material. INTRODUCTION

Oakland County is located in southeastern Michigan. It lies adjacent to Wayne County and Detroit to the south. In 2010, its population was 1,202,362. Pontiac serves as the county seat while troy is the largest city. Oakland County is perhaps most defined by its major education institutions Oakland university and Oakland Community College, as well as its sports venue, the Palace of Auburn hills. Oakland County features a highly educated workforce, with a far higher proportion of its residents possessing a two or four year degree than state or national averages.

Over the period of 1980-2000, population growth in Oakland County was higher than the state and closer to the national average. In the following decade from 2000-2010, growth was far slower than the national average at nearly 1 and 10 percent, respectively.

Oakland County did not, however, face population decline like Michigan as a whole. this may be due to the predominant mixture of healthcare and education industries lacking in other Michigan counties.

Oakland County has enjoyed a higher mid- and late-career working age population (35-54) than state or national averages, with around a third of the population that fall into this category. Oakland County has a slightly smaller proportion of 15-34 year olds compared to state and national averages, staying

a consistent 1-5 percent behind either since 2000. this may be due to Oakland County’s suburban, single-family home composition which often attracts families over unmarried young professionals.

Oakland County has much more educated population than state and national averages, with twice the proportion of those holding a bachelor’s degree compared to Michigan and the united States. those with an associate’s or vocational

schooling outpace state and national averages by at least 10 percentage points or more. Oakland university and Oakland Community College’s presence in the county likely affects these data, as both attract and produce a highly educated workforce.

Oakland County enjoys a higher than average income level compared to state and national averages, although the gap has decreased in the period of 2000-2011. While Oakland County salaries were over $20-30,000 higher than state and national averages, respectively, in 2000, Oakland County salaries were just over $10,000 higher in 2011.housing values in Oakland

County have remained higher than state but well below national averages over the period of 2000-2011. Due to the housing crises in the middle to late part of the decade housing values fell nationally and Oakland County was no exception. As the data show, housing values uniformly fell $10-11,000 at county, state, and national levels.

Oakland County’s workforce has been more stable than Michigan as a whole but more dynamic than the united States. Over the period of 2002-2012, Oakland County has seen a 10 percent contraction in workforce overall but has been steadily expanding since 2009. In contrast, Michigan as a whole has only slowed its workforce contraction since 2009, gaining very few new jobs overall.

ECONOMY: employment overview

Oakland County has had a more dynamic unemployment rate in the period of 1990-2012 than state or national averages. While Oakland County and Michigan had much lower rates than the united States in the 1990s,

both overtook the latter in the early 2000s. unemployment has remained high for all three levels, with Oakland County having a slightly higher rate than either in 2012 (9.6 compared with 9.1 and 8.1, respectively).

Information comprises the largest single industry share of Oakland County’s employment at over 25 percent, well above state and national averages. trade, transportation, and utilities followed by education and health are second and third, respectively. these latter categories fall closer to state and national averages. Oakland County lags well behind Michigan averages, but

closer to the united States, in manufacturing jobs, while falling well behind both in professional and business services. It is unclear why Oakland County’s professional and business services is as low as it is (less than 5 percent of the county total) compared to state and national levels (over 15 percent). these data are reflected in location quotient data presented later.

LQ scores: Location Quotients are ratios that identify the industrial concentrations of an area. It allows an area’s distribution of employment by industry to be compared to a reference or base area’s distribution. If an LQ is equal to 1, then the industry has the same share of its area employment as it does in the reference area. An LQ greater than 1 indicates an industry with a greater share of the local area employment than is the case in

the reference area.Similar to industry data presented earlier, location quotient data for Oakland County show information and trade, transportation, and utilities as the largest sectors relative to state and national levels. Professional and business, education and health, and leisure and hospitality all comprise a smaller proportion of Oakland County’s economy compared to state and national averages.
