“This is very indicative of the service we provide,” said Brinton. “You see examples of that little extra pieces of care.”

Wagnell’s moment goes back to last Good Friday.

“A fellow was riding his bike with a friend … he called out and his friend looked back and saw him fall to the ground off his bike,” Wagnell said.

The Oak Bay officer responded to the 911 call and happened to be first on the scene. He took over CPR from the friend and a bystander.

“I arrived on scene and took over the CPR until Oak Bay Fire Department got there and an ambulance,” Wagnell said. “The doctor said that because he was given CPR and good CPR … that helped save his life.”

In his 24-year career it was his first time performing CPR.

“It’s a good feeling,” he said. “You want to see them win the battle and do the best you can … It was nice that it was a successful outcome.”

Const. Markus Lueder was also first to arrive for an emergency call for a woman in cardiac arrest in the Oak Bay area.

“I happened to be the first responder on site,” he said. “A very distraught male led me into the house and took me up to the room where the female was. I started CPR … after about a minute or so the fire department got there and they took over.”

That patient also pulled through.

“The fire department and the paramedics, they were amazing that night. I didn’t know they could do all the things that they did at that house,” Lueder said. “It was a good ending to a possibly tragic story.”

Both officers say it’s

“We’re ready and we’re trained to help,” Lueder said. “You’re always trying to be well equipped and trained for what might come down the road.”

It’s all part of a theme, the community police department’s creed to protect life and preserve property and peace, says Anthony.

‘Blob’ brings changes to Vancouver Island watersTravis PatersonBlack Press

They call it “The Blob,” and it’s threatening to change marine habitats off the coast of B.C. and Alaska.

The Blob is an anomaly of nutrient-poor, warm water, the likes of which seasoned oceanographers haven’t seen before, says Tom Okey, a Victoria-based marine ecologist and adjunct environmental studies professor at the University of Victoria.

It could further affect the pole-ward migration of marine life already occurring along the Pacific coast.

“West Coast fishermen are chasing tuna to Alaska,” Okey says. “Fishermen recently caught a skipjack tuna – a tropical fish – in the mouth of the Copper River, one of Alaska’s most iconic salmon rivers.”

The Blob began appearing at the end of 2013, and spread to an area covering 1.5 million square kilometres across the Gulf of Alaska.

It arrived in the nearshore waters of Vancouver Island at the end of 2014, “where the waters remain much warmer than usual,” Okey says.

Okey has authored and co-authored papers in several peer-reviewed journals summarizing the impacts of climate change on Canada’s Pacific region, calculating the vulnerability of Pacific Northeast waters to the effects of climate change.

He’s quick to point out that while the ocean is highly variable, there are too many indicators suggesting the marine ecosystem is undergoing significant change, and it’s not for the better.

A naturally occurring cool period in the coastal Pacific ocean from 2006 to 2013, known to researchers as a cold regime, is believed to have masked the

underlying signals of longer-term oceanic changes. That cool regime delayed more conspicuous changes in the ocean as well as our own socio-economic changes, Okey says.

Frank Whitney, with the Institute of Ocean Sciences in North Saanich, said winter winds blowing across the Pacific are possibly being impacted by decreased sea ice cover, which in turn could be driving up the ocean temperature.

“The warming of the Arctic and decrease in the cover of Arctic summer sea ice may have caused weakened westerly and stronger southerly winds in the North Pacific starting in the fall of 2013. As a result, warmer southern waters were pushed northward,” Whitney said.

Researchers say The Blob is responsible for low nutrients, low biological productivity and changes in currents, salinity, stratification, dissolved oxygen and acidity. Okey says it has also been linked to changes in the distributions, productivity and abundances of marine species including plankton, fish, mammals and birds.

Okey and colleagues, including Dr. William Cheung of the UBC Fisheries Centre, estimate that some fish species along the coast are shifting northward at an average of 30 kilometres per decade, though other research suggests an even faster rate. But species shift at different rates, Okey says.

“What you get is re-shuffling and mismatches of co-evolved species,” he

said. “When predators are showing up to feed, the plankton or other prey are sometimes not there at the same time that they used to be.”

Okey says there’s a pretty long list of indicators that suggest that species are reshuffling fast.

“We have some examples of past events with similar shifts, such as previous El Ninos including the early 1990s and 2005, when Pacific mackerel arrived in B.C. in huge numbers. As voracious predators, they ate much juvenile salmon and their prey. We need to prevent species extinction and we need to find approaches to help maintain the functional health of the system with reshuffled species, so we can help the species adapt to the environment, if we want to keep them there for a least a little while.”

One type of approach that Okay and colleagues are focusing on is spatial vulnerability assessment, the search for ‘climate refugia’ (areas of slower change), which can be protected or otherwise managed.

A pair of sunken boats in “tangled lines of responsibility” are a prime example of the quagmire of coastal responsibilities, according to Victoria MP Murray Rankin.

Two boats have been partially submerged near Oak Bay Marina since last week.

The current provincial process is exactly what residents and local police have followed, calling around to the different agencies about the sunken vessels. A provincial handbook outlines six agencies at three levels of government that oversee different issues of abandoned and derelict vessels.

“Here we have admittedly a complex problem,” Rankin said. “If you see a

derelict vessel you shouldn’t need to call a lawyer to see who’s responsible.”

The submerged vessels in the waters off Beach Drive are exactly the situation he hopes to address by backing a bill introduced by Nanaimo-Cowichan MP Jean Crowder. Bill C-638 would designate responsibility for derelict vessels to the Canadian Coast Guard.

“It’s exactly the kind of problem you’ve put your finger on in Oak Bay,” Rankin said. “It’s proactively empowering the Coast Guard to take any action they may need to take before it becomes a hazard to navigation or a hazard to environment.”

Environment Canada and Transport Canada are currently among the list of those responsible for cleanup if navigation or pollution are concerns. Then there are the unknowns, Rankin noted. Are these

boats even abandoned? Is there a salvage claim?

The private member’s bill wouldn’t address other problems in the region, such as concerns over live-aboard vessels.

“There are issues that need to involve local government there, but that’s another specific problem,” Rankin said.

For abandoned and derelict vessels the Coast Guard is the answer, he feels.

“These issues you’ve put your finger on, they’re up and down the coast, they’re everywhere and we need to have clear lines of authority,” Rankin said. “This is a complicated issue and every agency is trying to do its best … but the public demands that we co-ordinate our services better.”

He cites the central-coast community of Namu, where definition of abandonment

and ownership appeared to hold the province at bay.

“The old canning factory has this boat jingle jangling around in the waves and horrible weather, full of oil and stuff and it’s going to be an ecological disaster and no one’s doing anything about it,” he said.

B.C. ordered a cleanup of the site earlier this month.

While it’s a more extreme case than perhaps the pair of sunken boats in Oak Bay, the bill could “close the loophole,” Rankin said. “People have to ultimately engage the Coast Guard as much as they can.”

He remains optimistic about the bill introduced by Crowder, who plans to retire this year. It was debated first in February, and is expected back in the House of Commons in April.

I did not expect such a vitriolic response to my rather innocuous letter about gas prices (Drivers over a barrel), but Erin Diabola’s suggested options do not make a lot of sense. I have no wish to live in Venezuela, I cannot afford an electric car, at 81 years of age my bicycling days are over, and I do often take the bus.

According to Natural Resources of Canada, the cost of crude oil makes up 54 per cent of the price at the pump, or 74 cents when the pump price is $1.30 a litre. So when the price of the raw material drops to less than half, it is fair to assume that the pump price will fall by half of the cost of that raw material. In the summer of 2014, crude oil was $112 per barrel, it is now less than $50 a barrel. We should be seeing pump prices somewhere in the 80-cent range.

The high price of gas has little to do with the heavy snow and cold weather on the east coast as Ms. Diabola suggests. Sure they will use more heating oil, but they will certainly be driving less. The fact is we are being gouged by the oil companies.

Urban deer in Oak BayThere’s “no cloak, no dagger,” the

mayor said; as I weep over deer that are dead. A youth spots a deer hung from a tree; that’s what Oak Bay doesn’t want us to see.

Traps destroyed in Cranbrook, what corruption; no criminal activity here, no disruption. We’re fined hundreds of bucks for feeding deer; but if it’s to kill

them, we’re in the clear.Eleven deer killed, buckets of blood

spilled. Our gardens were quiet, what a riot. Another deer/vehicle collision; reduce speed limits?  Hard decision.

So, the SPCA has had their day; we misinterpret, but give them their say. A quarter of a million dollars spent; that’s great, no one with status will repent; though this Island’s crashed deer population cries out for habitat restoration.

And staff explain, it helps ease the pain; sending carcasses to First Nations, cementing good neighbour relations. Let them be the butchers, our hands are clean.

Hmm ... raccoons and rats vandalized the traps; let’s exterminate raccoons, sight unseen. Or replace secrecy and deception with care, compassion and contraception. We’ve nothing to hide, we’re on the same side.

Women deserve to feel safeIn light of the recent assaults on

young women in the Victoria area I am writing to you to express my concern.

The sexual assault on March 3 of a young Langford woman and the assault and attempted robbery on March 13 of a young woman in Colwood are alarming.

As a young woman my initial reaction is fear. I have often feared for my own safety when walking alone at night and I feel that this is unfair.

These violent assaults of women in my neighbourhood and city make me angry. We should be able to walk

around whenever and wherever we like at anytime of day. We deserve to feel safe.

This is an important issue to the criminal justice system because assault is a common offence that often goes unreported. Sexual assault is an indictable offence and is a direct violation of the Canadian Criminal Code. Victims of assault suffer great mental distress, consequently, changing their lives forever.

My thoughts and concerns go out to the victims and their families.

Submerged boats hit jurisdiction obstacle

Anyone looking for an example to the problems of governmental jurisdiction needs to cast their gaze no further than the waters just off Beach Drive in Oak Bay. For more than a week now, two boats have been partially submerged just offshore near the entrance to

Oak Bay Marina.No one would

argue the vessels represent both a navigational and environmental hazard. But

acknowledging a problem and doing something about are two very different things. It’s a situation that Sgt. Ian Craib with the Oak Bay Police can attest to.

Craib tried to address concerns from the public about the two sunken boats last week. But instead of passing those concerns along to the appropriate body, Craib got a workout for his dialling finger.

The police officer started with a call to Transport Canada, before being directed to the Victoria Harbourmaster, who referred him to the Coast Guard. Craib’s work didn’t end there, as he was then shipped off to the Receiver of Wrecks before hearing that the matter would likely rest with Environment Canada.

It seems almost inconceivable that it could take that long to address what very well could be a significant environmental hazard.

One Island MP has put forward legislation that might end some of that runaround.

Nanaimo-Cowichan MP Jean Crowder has put forward a private member’s bill that would designate responsibility for derelict vessels to the Canadian Coast Guard. The NDP MP’s bill would obligate the government to act when derelict vessels are abandoned and ensure regulations will establish measures to be taken for their removal.

The absurdity of the situation playing out in Oak Bay is only amplified when one considers the numerous jurisdictions a nearby property owner would have to wade through over a potential disturbance to the shoreline. And there is no reason that derelict vessels should escape the environmental standards that legitimate property owners are held to.

Oak Bay is among the busiest branches of the Greater Victoria Public Library.

In 2014 the Monterey Avenue space was the busiest branch per square foot and ranked third in circulated items at 70,000, said Maureen Sawa. Programs increased 19 per cent, according to the GVPL CEO, on hand Monday night to present Oak Bay council with the library’s 2015 budget.

“We feel we are the pulse of the community through the outreach programs,” she said.

Oak Bay approved its share – $1,002,255 – for the 2015 budget. The municipal contribution increase dropped to 3.94 per cent from the 4.35 per cent presented in the provisional budget earlier.

The increase is the minimum to maintain current library service levels, Sawa said.

TC half marathon OK’dThe April 26 event that runs

through Oak Bay streets was approved with all the usual special event specifications.

Victoria International Running Society would provide insurance, pay municipal costs incurred by the event and obtain Oak Bay Police approval for a traffic plan as well as providing sufficient notice to residents on the route.

Gas tax application has implications

Oak Bay will apply for some funds through UBCM for a pair of projects in the community.

Staff will apply through the Union of B.C. Municipalities for a grant to cover three years worth of road work

as identified in Oak Bay’s Pavement Management Program at an estimated cost of $3.9 million, and for funding of the engineering design costs for the Uplands Sewer Separation Project at an estimated cost of $1.5 million.

A successful application for the engineering costs related to the Uplands Sewer Separation Project would mean retaining reserves for use in later phases of the project.

Grant applications head for budget

A series of community projects and societies will head for the estimates committee for budget discussion.

Requests from NEED2 Suicide Prevention Education and Support ($1,500), City of Victoria ($1,500 for Canada Day festivities), Oak Bay Sea Rescue ($2,500), Bipolar Disorder Society of British Columbia ($5,000), Friends of Uplands Park ($2,000 and $5,000 for its Cattle Point Marine kiosk project) and the Community Association of Oak Bay ($2,670 for operations and $13,813 for its Sno’uyutth project).

The new grants policy was also perused, debated and eventually approved for use during this year’s budget discussions.

While Coun. Tom Croft reiterated concern and offered some alternate wording to suggest preference be given to those with official society designation, council as a whole agreed to add a stipulation to

the grants policy that would be reviewed after utilization this year.

The estimates committee, where Oak Bay’s budget is determined, held its first meeting Thursday and is set to meet again April 8 and 15 at 5:30 p.m. in council chambers at municipal hall, 2167 Oak Bay Ave.

Eliminator triathlon rejected

Based strictly on its bylaws, Oak Bay declined the Eliminator Triathlon application for July at Willows Beach, backing the information provided by Oak Bay Recreation Commission.

“The bylaw we have in front of us is not to have commercial activity in the park,” said Coun. Kevin Murdoch. He said despite being a fantastic event, the type Oak Bay “should be looking for,” the strictly commercial component limited council’s options to denying the request or changing bylaws.

Mayor Nils Jensen sought clarification on other events that have business association, such as the MEC Paddlefest. Staff explained those have commercial affiliation but are run through non-profit organizations.

Public hearings set for heritage properties

Council read a pair of bylaws to create heritage designation. They would add 2470 Bowker Ave. and 1220 Transit Rd. to the community heritage registry. Public hearings for both will be held April 13 at 7:30 p.m. at municipal hall, 2167 Oak Bay Ave. [email protected]

Tony Joe of Re/Max Camosun Oak Bay says the best thing about bringing together a community event is “getting people out, kids and families.”

He expects the third annual Easter event could surpass the usual 600-plus people who hunt for eggs and enjoy activities in the park behind municipal hall.

“They’ve been great community events,” said Joe. “It brings hundreds of people down here.”

Activities include face painting, cookies and cupcakes, photos with the Easter Bunny and an Oak Bay firetruck on display alongside children’s Easter egg hunts divvied up into age categories. There will also be a collection for The Mustard Seed Foundation.

“We’ll be collecting non-perishable food and cash donations as well. In the past people have been really generous,” Joe said.

Organizers confirm the Estevan village event that would have been the 12th annual Easter egg hunt in Lokier Park will not run this year. The Providence Community Church event in Windsor Park is also cancelled this year as they shift focus to

other community events.The third annual Easter

eggstravaganza runs Saturday, April 4 from 11 a.m. to 1 p.m. in the park behind municipal hall.

Tipsy man pulled from marina waters An Oak Bay officer got wet pulling a man from

the drink on March 20. Police were called at 11:30 p.m. to the Oak Bay

Marina for a report of a drunken man on a boat refusing to leave at the request of the owner. Upon arrival, police found the man in the water behind the boat. He had been there about 15

minutes. An Oak Bay police officer used the swim grid

as a platform and grabbed the flailing man. He was not co-operative and as a result the officer was almost pulled into the water. Eventually, two officers they were able to get the man out of the water. Oak Bay Fire and paramedics also attended and the man was transported to hospital for assessment.

Noisy entry alerts residents

On March 17 at 9:30 a.m. a resident on Newton Street heard a noise outside her bedroom window. The resident observed a husky built, bald Caucasian male wearing a navy blue nylon jacket, riding a bike down the driveway onto Newton.

A while later another family member discovered a lawn chair from the shed placed under the bedroom window. Pry marks were observed on the window frame. Police are continuing their investigation.

Cardiff car rifled for cashOn March 19 police received a report of a theft

from a car that occurred overnight on Cardiff Place. A pair of Beats Audio headphones and a small amount of cash were taken from the vehicle parked in the driveway.

UVic professor honoured for artistic visionUniversity of

Victoria professor Sandra Meigs – known for her expressive, eclectic art primarily in the mediums of acrylic and oil and featuring large-scale works – was named as the winner of a 2015 Governor General’s Award for Visual and Media Arts.

A professor with the University of Victoria’s Department of Visual Arts since 1993, Meigs has led a distinguished 35-year arts career beginning in Halifax, with exhibits in galleries across North America and in Europe. She is one of only eight winners announced by the Canada Council for the Arts.

“It’s such an honour to be recognized in this capacity for my career as an artist,” said Meigs, who believes that working in Victoria is one of the factors that set her work apart. “I like the sense of delight or freedom it gives me. I take what I do here and show it in Toronto and people always say, ‘Oh, that’s so fresh!’”

A member of the Royal Canadian Academy of Artists, Meigs has maintained an active exhibition schedule since 1979,

with over 40 solo and 60 group exhibitions in Canada’s most culturally relevant institutions. Her work has been collected by the National Gallery of Canada, Art Gallery of Ontario, The Banff Centre, the Canada Council Art Bank and the Musée d’art contemporain. The multiple award winner has also represented Canada in the Fifth Biennale of Sydney, Australia, in 1984.

“This award represents our country’s highest honour in our profession, and publicly recognizes a lifetime of achievement and contribution to this field of research,” said Paul Walde, chair of UVic’s Department of Visual Arts. “Throughout her career at UVic, Sandra has continued to distinguish herself and the department through her outstanding work as an artist and professor.”

“Just when you think you have a handle on how Meigs will next explore psychological or physical space, her passion and focus changes shape and direction,” added Dr. Lynne Van Luven, acting dean of UVic’s

Faculty of Fine Arts.Meigs will be

presented with a $25,000 cash prize and unique commemorative medallion by Gov. Gen. David Johnston at a ceremony at Rideau Hall in Ottawa on April 8 and will also participate in a special curated exhibit of 2015 winners at the National Gallery of Canada, running April 9 to Aug. 30.

Meigs is only the second UVic scholar to be awarded a Governor General’s Award for Visual Arts, alongside sculptor and professor emeritus

Mowry Baden in 2006. She has also been a mentor for generations of artists, among them UVic alumni Patrick Howlett, Althea Thauberger and Marianne Nicholson—all of whom have work in major public collections.

Destination for kitchen scraps on back burner

Developing an Island solution for kitchen scraps is on

hold and Oak Bay’s organic waste continues to be shipped

to the Lower Mainland.

“We are in a holding pattern,” said Oak Bay Mayor Nils

Jensen. CRD staff suggested a “pause on the process” because

the CRD’s core area liquid waste committee has embarked

on a market sounding process for technologies to process

liquid waste that could incorporate kitchen scraps and

municipal solid waste.

“In the meantime, kitchen scraps in Oak Bay are being

sent to a processing plant in Richmond,” Jensen said.

Kitchen waste from Victoria, View Royal, Esquimalt and

Sidney are also transported to Harvest Power.

“It’s unfortunate, I think, but we know the carbon

footprint of shipping it to the Richmond energy garden

is better than landfilling. It prolongs the life of Hartland

[landfill]. We’ll be hard-pressed to find a new landfilll

site so close so whatever we can do to prolong the life is

good,” said Oak Bay Coun. Michelle Kirby.

“I just hope this doesn’t delay construction of a local

facility by any great extent because we need it as soon as

possible.”

As Hartland landfill set about banning kitchen waste to

start this year, last fall the board tasked CRD staff to see

if there was a way to “establish a processing society in

region or in proximity to the region.”

They received 15 proposals.

However, staff expect the market sounding to look at

residual solids from liquid waste process and how kitchen

scraps could be integrated.

“Clearly we’re going to accumulate a sizable quantity of

diverted kitchen scraps with potentially no solution other

than sending them offshore,” said Central Saanich Mayor

Ryan Windsor. “I’m wondering what potential is there that

this could take years to resolve?”

CRD staff suggest it could only be a couple of months

until the market sounding results come back. Those

results too were a concern for Windsor, where Central

Saanich has dipped into the issue of biosolids use on

farmland.

“It’s fairly obvious when the proposal of combining

biosolids with other scraps and creating a soil… the

community responds in a way that is not positive, to put

it lightly. But I’ll wait to see the report back in a couple

months.”

It’s a stance the CRD has also taken in the past, vowing

no biosolid use on land.

“There seems to be a clear policy that we’ve taken as

a board that it not be done in this region,” said Jensen,

adding it would be a collision of policies. “Before we can

even consider that we would have to go back and revisit

a policy which was already revisited twice I think with the

application of biosolids.”

As for the timeline, the next step would have been a

Destination for kitchen scraps on back burner

Developing an Island solution for kitchen scraps is on

hold and Oak Bay’s organic waste continues to be shipped

to the Lower Mainland.

“We are in a holding pattern,” said Oak Bay Mayor Nils

Jensen. CRD staff suggested a “pause on the process” because

the CRD’s core area liquid waste committee has embarked

on a market sounding process for technologies to process

liquid waste that could incorporate kitchen scraps and

municipal solid waste.

“In the meantime, kitchen scraps in Oak Bay are being

sent to a processing plant in Richmond,” Jensen said.

Kitchen waste from Victoria, View Royal, Esquimalt and

Sidney are also transported to Harvest Power.

“It’s unfortunate, I think, but we know the carbon

footprint of shipping it to the Richmond energy garden

is better than landfilling. It prolongs the life of Hartland

[landfill]. We’ll be hard-pressed to find a new landfilll

site so close so whatever we can do to prolong the life is

good,” said Oak Bay Coun. Michelle Kirby.

“I just hope this doesn’t delay construction of a local

facility by any great extent because we need it as soon as

possible.”

As Hartland landfill set about banning kitchen waste to

start this year, last fall the board tasked CRD staff to see

if there was a way to “establish a processing society in

region or in proximity to the region.”

They received 15 proposals.

However, staff expect the market sounding to look at

residual solids from liquid waste process and how kitchen

scraps could be integrated.

“Clearly we’re going to accumulate a sizable quantity of

diverted kitchen scraps with potentially no solution other

than sending them offshore,” said Central Saanich Mayor

Ryan Windsor. “I’m wondering what potential is there that

this could take years to resolve?”

CRD staff suggest it could only be a couple of months

until the market sounding results come back. Those

results too were a concern for Windsor, where Central

Saanich has dipped into the issue of biosolids use on

farmland.

“It’s fairly obvious when the proposal of combining

biosolids with other scraps and creating a soil… the

community responds in a way that is not positive, to put

it lightly. But I’ll wait to see the report back in a couple

months.”

It’s a stance the CRD has also taken in the past, vowing

no biosolid use on land.

“There seems to be a clear policy that we’ve taken as

a board that it not be done in this region,” said Jensen,

adding it would be a collision of policies. “Before we can

even consider that we would have to go back and revisit

a policy which was already revisited twice I think with the

application of biosolids.”

As for the timeline, the next step would have been a

shortlisting which takes time, so staff presume a couple

The Greater Victoria Public Library is also adding many of the world’s most popular magazines to its collection with Zinio for Libraries, a digital magazine collection. Hundreds of titles that span fashion, business, health, technology and more are available to view or download through the GVPL website or Zinio for Libraries app.

“Anyone with a GVPL card will be able to sign into the digital magazine collection and instantly read a magazine,” said GVPL CEO Maureen Sawa. “We are very excited about this service, as it adds another piece to our popular digital collection.”

Clean energy cars now more affordableThe long awaited rebate incen-tives designed to encourage British Columbians to buy clean energy cars were announced this week at the Vancouver Interna-tional Auto Show.Minister of Energy and Mines Bill Bennett announced a scheme to offer incentives of up to $5,000 for the purchase or lease of a new battery electric or plug-in hybrid electric vehicle, and up to $6,000 for a hydrogen fuel cell vehicle, When combined with new SCRAP-IT program incentives revealed here last week, the total savings could be up to $8,250 for an electric vehicle. The incentives are expected to reduce greenhouse gas emissions by the equivalent of taking 1,400 cars off the road and are part of Phase 2 of the Clean Energy Vehicle (CEV) program. The program will distribute $10.6 million from the Province’s Innovative Clean Energy Fund over the next three years for the following purposes:

◼ $7.5 million for point-of-sale incentives for electric and hydrogen fuel cell vehicles.◼ $1.59 million for investments in charging infrastructure and hydrogen fuelling infrastructure.◼ $1 million for incentives for commercial

fleet purchases of clean energy vehicles.◼ $500,000 for research, training, and public outreach on clean energy transportation technology.

Today, electric vehicles typically cost about 25 per cent more than non-electric vehicles, but the incentives will narrow that price gap. Electric vehicle owners typically save about 75 per cent on their fuel costs, which adds up to $1,600 per year. An analysis will be conducted to identify gaps in the location of

charging infrastructure and determine the most effective way to deploy infrastructure funding. This will include looking at what locations (multi-unit residential buildings, downtown parking areas, shopping centres etc.) would best support increased adoption of electric vehicles.The first phase of the CEV program ran from 2011 to 2014 and helped support the purchase of 950 electric vehicles and the development of over 1,000 charging stations, and resulted in 57,000 tonnes of direct emissions reductions – equivalent to taking approximately 1,000 vehicles off the road.

Golf Sportwagon scores a hole in oneBy Zack Spencer

Austin, TX – The latest seventh generation Volk-swagen Golf has been a huge hit, winning the World Car of the Year award, along with the North American Car of the Year and several other titles. The effort and billions of dollars, VW invested in its small car platform, called MQB, is at the core of this success. This lighter, yet stronger platform is so flexi-ble the Volkswagen Group has plans to use it for dozens of vehicles throughout the many brands it builds. The benefit to the consumer is a vehicle that is lighter, can use a smaller, more efficient engine and, with huge economies of scale, VW can lower the price. The Golf hatchback along with the sportier GTI is available in the market now and very soon the Sportwagon (station wagon), built on the same successful platform, will arrive.

LooksOne could be forgiven for not noticing the major changes in this 2015 model but that is the way VW likes to do things-- keep the exterior looking famil-

iar, yet radically update the things that are less obvious. The one thing that should get any buyer’s attention is the new starting price of $22,495, which is roughly $1,100 less than the last

model. In addition, the base model gets standard 15-inch alloy wheels, heated seats, Bluetooth and a backup camera for a total of $2,000 of additional value. The Sportwagon is sold as the base Trendline, the middle $24,695 Comfortline and the $30,495 Highline, with a $1,400 premium

for an automatic transmission and $2,300 more for a TDI diesel engine.InsideThis Sportwagon is a true sport utility vehicle. It has

the lower, sportier stance of a car coupled with a huge cargo area that would put most small crossovers to shame. The front seats are heated and the rear seats split and fold. The remainder of the cabin is the same as the regular Golf family, with front and rear passenger dimensions the same except for rear passenger headroom, which makes way for the beautiful panoramic sunroof. The dash has high quality switches and dials and even the base model is fitted with a 14.7cm (5.8-inch) radio screen that doubles

as a backup camera. This screen size is a bit on the small side but VW will increase the size slightly when the 2016 model arrives this fall.

DriveWhat can’t be seen but is instantly obvious when driving is the new 170hp 1.8L turbocharged base engine, that is so much more advanced and respon-sive, compared to the old, less efficient 5-cylinder in the previous model. This engine has superb mid-range torque and it runs on less expensive regular fuel. It’s efficient too, using 9.5L/100km in the city and 6.6L on the highway. The optional diesel, with 150hp, but more importantly, 236 lb.-ft. of torque is only marginally more efficient, rated at 7.7L city and 5.4L on the highway. Consid-ering this engine is $2,300 more expensive, the new turbo gasoline engine will cer-tainly be a sensible choice for drivers that don’t pile on the kms. The gasoline engine gets a 5-speed manual or a 6-speed au-tomatic; the diesel gets a 6-speed manual or the high-tech duel clutch automatic. It’s too bad both engines are not offered with the TDI’s transmissions. Great news for VW fans, waiting for all wheel drive (AWD), the

2017 model will arrive with AWD in the Sportwagon and that technology should spread to the rest of the Golf line.

VerdictVolkswagen held the launch event for this Sportwagon in Texas, hoping for beautiful sunny weather but we were treated to pouring rain. With the wipers plugging away and the radio on, this latest Golf feels all grown up, almost “Audi Light”. The smooth power, along with the good feed-back to the driver, plus the well-insulated cabin reminds us why this car has won so many awards. The Sportwagon takes all the goodness of the hatchback and shares it in

a slightly longer and more useful package. If you are in the market for a small sport utility, give this truly sporty utility a try.

On Saturday night, Vancouver Island will know if North Saanich is one of two Canadian

communities in the running for an NHL preseason hockey game.

Oh, and $100,000 for arena improvements.

Recreation Centre’s Arena B in North Saanich is vying for the title of Kraft Hockeyville for 2015. It finished in the top 10 across the country

and is the only Vancouver Island rink in the running.

Supporters of the nomination encouraged people to vote fast and furiously

last weekend to try to get the rink into the top two.

Jason Fletcher, a longtime volunteer and hockey dad, is the man who nominated

the arena. Fletcher found out Panaorama made the short list while at a family birthday party.

No sooner were the Hockeyville finalists revealed on CBC’s Hockey Night in Canada than Fletcher started receiving texts and phone messages. And when Kraft called, he had to pick up.

“It was really, really cool,” he says. “We are in the top 10 and in the top five in the west.”

Not bad for getting in the nomination in with only about an hour to spare back in February.

The 2015 Kraft Hockeyville contest picks 10 arenas across the country from out of more than one thousand entries. That select group takes home $25,000 no matter the outcome of the voting yet to come.

This weekend Kraft,  the CBC and Sportsnet will announce the top two Hockeyville communities — with each winning $100,000 towards

arena upgrades. The community with the most votes overall has the added bonus of hosting an NHL exhibition game.

And Fletcher and his fellow supporters will know if their constant online clicking was enough.

“You can’t help but dream,” he said.

Fletcher says he nominated Panorama Arena B to help get the facility some much-needed upgrades.

“As a volunteer, I saw the needs around the arena.”

Panorama Rec. Centre is inviting people from across the region to Arena B Saturday at 6:30 p.m. They’ll broadcast Hockey Night in Canada on a big screen, and keep their fingers crossed during the Hockeyville announcement, expected at around 7:45 p.m.

Oak Bay Emergency Program (OBEP)NEIGHBOURHOOD: Oak Bay

In 2010 Oak Bay council approved the Emergency Program Bylaw No. 4489 which provided the authority for the Oak Bay Emergency Program to formally undertake the planning process for the district to prepare for, respond to and recover from a major disaster or emergency.

Today the program is under the leadership of Fire Chief Dave Cockle, Deputy Fire Chief Tom Pearse and program manager Eileen Grant and is supported by a strong team of volunteers.

The purpose of the program is to help the district and its residents build a disaster resilient community that can recover from an emergency or disaster. The objective of the emergency program is to

accomplish that through planning, education, training and response.

The volunteer program has a long history in Oak Bay, dating back to the 1960s. Today volunteers are involved in providing emergency preparedness information to the general public; planning, training and exercising to provide emergency support services to evacuees directly affected by an emergency or disaster; and to provide emergency communications should normal methods fail.

The Rotary Club of Oak Bay was established in 1974 when it was sponsored by the Rotary Club of Victoria to attract professionals from Oak Bay and surrounding areas to join Rotary.

The Oak Bay Club is part of Rotary’s worldwide organization which boasts 1.2 million Rotarians in more than 34,282 Rotary clubs in 168 countries.

The Rotary Club of Oak Bay meets at noon every Tuesday at the Oak Bay Beach Hotel where members focus on all aspects of humanitarian needs and discover creative ways to meet them.

The goal of Rotary is to support humanitarian projects both locally and internationally. The club’s efforts encompass six areas: promoting peace, preventing diseases, providing access to clean water and sanitation, enhancing maternal and child health, improving basic education and literacy, and helping communities develop. Since 1979, Rotarians worldwide have helped

to eradicate polio in all but three countries. The Rotary Club of Oak Bay is able to meet

its goals through several annual fundraisers. Those include Mardi Gras Madness, Canada Flag Program, Merrython, Car Raffle, Poinsettia sales and Thrifty Foods Smile Cards to name a few.

The funds generated have helped to support local projects within Oak Bay, elementary schools in Victoria, literacy, hospital needs, elder homes and many more. On the international front, the club has ongoing projects in Rwanda, Mexico, Guatemala, Malawi, India and East Timor.

In the last 15 years the Rotary Club of Oak Bay has raised over $650,000 to support its local and international projects. In several the local club has been able to expand its contributions through matching grants from the Rotary Foundation.

Oak Bay Rotarians volunteer their time and expertise in areas such as health, hunger and humanity, with some providing support to

projects overseas, sometimes spending their own financial resources.

The efforts of the Rotary Club of Oak Bay are enhanced by members of the Rotaract and Interact clubs.

Rotaract is made up of members aged 18 to 30, while Interact is a club for youth aged 12 to 18. Both organize service activities, raise funds, develop leadership and professional skills and have fun. Although Rotary clubs sponsor them, Rotaract and Interact members manage and fund their clubs independently.

The Rotary Club of Oak Bay has three major fundraisers scheduled for May, with Mardi Gras Evening, Canada Flag Project and the Car Raffle.

HeadWayNEIGHBOURHOOD: Oak Bay & Victoria

The HeadWay Victoria Epilepsy and Parkinson’s Centre Society was established in its current form in 1982 when the Victoria Epilepsy Association and the Sidney Parkinson’s Support Group were merged, allowing the two organizations to share precious resources.

Headway was added to the name in 2013 as a way to bring hope and positivity to those dealing with seizures and other symptoms of Parkinson’s as well as today’s knowledge about neurological conditions and management.

The society’s mission is to strengthen the ability of clients, families and communities to manage the physical, psychological and social

effects of Parkinson’s and epilepsy. It aims to focus on providing relevant support, care and knowledge to anyone affected by seizures, epilepsy and symptoms of Parkinson’s, including caregivers.

HeadWay services include individual and family consultations; educational workshops; work or school information sessions including the Get It? Got It! Puppet awareness program; several support groups; individual tutoring for children; specialized exercise classes for Parkinson’s members; and newsletters.

A volunteer board of directors provides governance and service leadership to the society, working closely with the executive director.

Five part-time staff members, several contract staff and volunteers are involved in everything from program administration to fundraisers, community events and direct program services.

The Oak Bay Sea Rescue Society was established in 1977 to assist mariners in distress. Since that time the group has been assisting with all types of marine emergencies involving people, paddlers and boats.

As members of the Oak Bay community, the society is a 100 percent volunteer organization, supporting Royal Canadian Marine Search and Rescue Station 33, Oak Bay (RCMSAR Station 33). The primary mandate of the society is to provide financial and fundraising support for RCMSAR 33 crews, who respond to all types of marine emergencies. Members also provide promotion and education of boating safety. RCMSAR 33 crews are responsible for the waters from James Island to Clover Point – and often as far as Race Rocks and the San Juan Islands.

The Oak Bay Sea Rescue Society

has more than 40 dedicated, highly trained volunteers operating out of the new rescue station at the Oak Bay Marina. It also supports a successful junior program, which introduces youth to boating safety and the value of volunteerism.

Crews are on standby 24 hours a day, 365 days a year. Taskings to crews are done by the Joint Rescue Coordination Centre; and often stem from 911 calls by concerned citizens. Response time is no more than 20 minutes from pager call to leaving the dock.

The society supports the boating safety activities of RCMSAR 33 through on-shore education and support for over 15 annual “on-the-water” and special events for other non-profit agencies including: Oak Bay Tea Party, Swiftsure International Yacht Race, MEC Paddlefest and Kayak For a Cure.

As a registered non-profit charity with no paid staff, the society relies on the ongoing and generous financial support of the community. Mandatory training and equipment standards are significant.

Donations support volunteer training; equip rescue vessels, crew, and rescue station; and provide assistance with maintenance of its two vessels.

The costs can quickly add up, as personnel safety gear, valued at about $1,500, is required for each crew member, while vessel fuel costs range up to $300 an hour, and moorage for the society’s second vessel is $3,700 a year.

Traffic noise from a busy street can end up costing you more than a good night’s sleep. It could end up costing you thousands of dollars when you look to sell your home.

“If you’re in a busy location you have to be cognizant of price because you could be looking at, in comparison to your neighbourhood, I would suggest 10 to 20 per cent lower price point,” said Miles Takacs, a realtor with Re/Max Camosun.

He says there are three elements that go into selling your home: price, location and condition.

“In a perfect world you’d want to be able to tick all three of those boxes.”

But if a busy street or high noise area removes location from the list of positives, Takacs suggests sellers focus more intensely on the other two areas.

He said in that instance sellers should make a major effort to declutter to make rooms seem larger and give consideration to hiring a professional to stage the home.

“Because we’re already going to be battling with a negative before

people even arrive at the front door.”Takacs said sellers need to

emphasize positives about the property, such as proximity to transit or a high walk score, and attempt to create some visual privacy if possible. In some cases, he has seen sellers take it even a step further.

“The property can be a little bit stigmatized by its address. I’ve known people with a corner property who have gone through the process of having their house address changed [from a busy street to the quieter side street].”

And a busy location is something that buyers should also take into account.

“As I remind my clients, you always need to be looking forward five, 10, 15 years – that street is not going away,” said Takacs.

But some of the negative stigma can go away if sellers put a bit of thought into the property before listing it.

“If you’re going to be compressing your price a bit because of the more challenging location, your showing condition needs to be 10 or 15 times higher to make sure that when people drive by they’re going to pull

into the driveway,” he said.“There’s lots of times when I have

people in my car, the curb appeal kills them and we don’t go in the house.”

He suggests clearing the roof of any moss and pressure washing the driveway and walkways. “If you’re thinking of listing next spring, why not throw some tulip and daffodil bulbs in so they’re popping up in February?”

He said triple-pane windows can eliminate most noise from outside and a water feature in the yard can take the focus of the sounds of traffic. Takacs said open houses can also be beneficial for challenging sales and he suggests getting your neighbours involved with the process.

“You might think it’s a busy location but then you start talking to the neighbours and they’ll say ‘You know, you really don’t notice it after a while’ or ‘Yeah, it’s a bit noisy but there’s all these great things around us’,” he said.

“I’ve always found neighbours can be great advocates so it’s good to get them on board. They have a vested interest in who’s going to buy that house as well.”

High school rugby heats upOak Bay High’s girls rugby squad

is at Reynolds Friday, with the local team taking on hosts Reynolds and Claremont. Come Monday, games are at Belmont with Oak Bay’s senior girls taking on the hosts and Edward Milne Community School. All games begin at 3 p.m. Oak Bay High boys are next in action April 8.

The University of Victoria men’s rugby squad will match up against Vancouver’s Capilano RFC this Saturday at Wallace Field with play opening at 2:30 p.m.

The Vikes currently sit in first place in the CDI Premier Table with 43 points and an 8-2-2 record, while the Capilanos are third with 38 points (8-4). UBC is in second place, three points behind the Vikes, while James Bay Athletics Association is in fourth place with 35 points.

UVic’s Centennial Stadium is host to the Pacific Athletics Track and Field Club’s second of two introductory practices this Sunday for youth age 10 to 15. Come out and try out a variety of activities, especially long jump and sprinting, from 10 to 11 a.m. at Centennial Stadium in UVic.

The Canadian Qualifier Championships are an opportunity for competitors to qualify for the final competitions of the year. Athletes of the junior and senior age groups will be looking to earn a ticket to the Shiseido Canadian Open Championships, which will be held April 28 to May 3 in Toronto.

Senior high school badminton athletes are also hitting the courts in the coming week, with Oak Bay challenging cross-town rivals Claremont.
