第一部分：OA 期刊评价体系

一． GoOA 的发展

面向 OA 期刊的数量、质量和学术影响力快速发展，中国科学院文献情报中心于 2013

年启动建设 OA 期刊和论文一站式发现平台——GoOA，并发布了 2014 年度、2015 年度 OA

期刊排行榜，逐渐引起国内外关注，影响力不断提高。一方面，达成合作的 OA 出版社数量

增加，截至到 2017 年 7 月，共有 16 家出版社与 GoOA 签署论文数据合作协议；另一方面，

收藏 GoOA 的国内外机构网站或图书馆网站数量比 2016 年 3 月增加约 1 倍，截至到 2017

年 9 月，共有约 55 家研究所、百家高校，及 20 家公共图书馆等在其网站上以开放资源的方

式揭示 GoOA，向用户提供 OA 论文发现和获取服务；GoOA 年度 OA 期刊排行榜也成为众

多机构认可的识别优秀 OA 期刊的指南，用以指导研究人员进行投稿。同时，GoOA 访问人

次不断攀升，2016 年访问人次为 49 万，2017 年 9 个月的访问人次已达到 62 万。

2016 年，全世界 STM 领域的 OA 期刊数量持续增加，期刊的 OA 方式、OA 政策、APC

政策更加复杂，科研人员对优质 OA 期刊需求更为迫切，但 OA 期刊遴选和评估工作也面临

着更多的挑战。GoOA 团队在 2014-2015 年开放资源评估工作基础上，继续遴选和评估 2016

年全球高质量 STM 领域 OA 学术期刊。并在沿用原有 OA 期刊评估指标体系下，微调部分

指标内容，以更好地帮助科研工作者认识高质量 OA 学术期刊或选择适合的期刊发表论文。

二． OA 期刊遴选及评价方法

在 OA 期刊遴选收录过程中，GoOA 综合考量资源类型、访问类型、语言、载文量、质

量控制等方面，全面研究 OA 期刊遴选评价标准，从全球上万种 OA 期刊中优选出高质量的

STM 学术期刊，基于当年度遴选收录的高质量期刊进行打分、评级，并按照学科领域评出

Top 排行榜。

遴选原则：

资源类型：学术全文型连续出版物，出版文章以研究型论文或综述为主。

学科类型：自然科学、医药类开放获取期刊，包括部分与社会科学交叉的跨学科期刊。

访问类型：即时 OA 期刊。不包括选择性 OA 期刊、延时 OA 期刊。

语言类型：英文期刊或以英文为主要语言的期刊。

载文量：近一年度总载文量在 10 篇论文及以上。

质量控制：期刊有 ISSN 号或 EISSN 号；所有公开出版的文章经过同行评议审查；期刊

不在“BEALL 期刊黑名单”并且其出版商不在“BEALL 出版商黑名单1”。

评级方法：

基于入选期刊集合，GoOA 从出版质量、学术影响力、开放性三个指标评估 OA 期刊。

依据各个指标分数及其权重进行计算，期刊按照最终分数，以“分区思想”分为三个等级：

最高等级为“重点推荐 OA 学术期刊”，标记为三星级期刊★★★；

第二等级为“推荐 OA 学术期刊”，标记为二星级期刊★★；

其他为“OA 学术期刊”，标记为为一星级期刊★。

对于评选出的期刊星级，GoOA 邀请中科院众多学科领域专家参与评估过程，做到定性

方法、定量方法相结合，客观评价、专家审议相结合，预期提高评估的可信度。

Top 排行榜评选方法：

按照 OA 期刊评价得分与所在等级情况，对于 STM 的不同学科领域（以 GoOA 的学科

分类体系计为 18 个学科），参照其所包含的 OA 期刊数量，评选排名在前 20 或前 30 的期刊，

形成 OA 期刊 TOP 排行榜。

注：指标含义说明：

（1）OASPA成员：指期刊所在出版机构是否是OASPA的会员。OASPA是开放获取出版联盟（Open

Access Scholarly Publisher’s Association），其会员需要符合相应的质量标准。

（2）COPE 成员：指期刊所在出版机构是否是 COPE的会员。COPE是国际出版伦理委员会

（Committee on Publication Ethics），尝试界定科学出版伦理方面的规范指南，其会员需

要遵循其制定的科学出版伦理规范。

（3）被 DOAJ收录：指期刊是否被 DOAJ收录。DOAJ（Directory of Open Access Journals）

是全球知名的开放获取期刊目录，收录期刊需符合其质量遴选标准。

（4）近三年年均发文量>10：指该期刊前三年的年均发文量大于 10篇。发文量是判断期刊

质量的基本指标之一。

（5）SCI影响因子：指该期刊的 SCI影响因子所在的分区。本报告采用 SCI的分区方式，

一区为最高分，未被 SCI收录为最低分。

（6）H5指数：指期刊 H5指数所在的分区。分区采用 4段分区，一区为最高分，无 H5值为

最低分。

（7）索引收录：指该期刊被哪些文摘或数据库收录。

（8）再使用权：指期刊允许再利用的程度，该指标采用 CC系列协议作为标准。

（9）仓储政策：指期刊允许作者对所发表论文自存储的范围及版本形式。

（10）机读性：指期刊论文是否机器可读以及机器可读的程度和范围。

第二部分 2016 年 OA 期刊评级结果

一．概况

GoOA 收录的 2016 年 OA 期刊总数为 2174 种，来自 125 家出版机构，是 GoOA 年度

OA 期刊排行榜的来源数据。

2016 年收录的期刊与出版机构数量呈现以下变化：

GoOA 在 2016 年新增收录 574 种期刊，剔除 354 种期刊；

GoOA 新收录出版机构 8 家，剔除出版机构 4 家；

被收录的出版机构中，有 10 家出版机构被收录的期刊数量较 2015 年有所增加，有

12 家出版机构被收录的期刊数量较 2015 年有所下降。

三． 2016 年出版社三星级 OA 期刊变化情况

2015—2016 年 GoOA 收录各出版商期刊三星级期刊（重点推荐期刊）数量变化情况可

见表 1。GoOA 的期刊涵盖 18 个学科领域，有 9 个学科的 OA 期刊收录数量增加，有 8 个

学科的三星级期刊数量增加，包括 Chemical Engineering、Earth Sciences、Materials Science、

Medicine、Pharmaceutical Sciences、Pharmacology、Toxicology、Psychology、Science (gernal)、

Social Science，各学科期刊数量变化见图 1 。

参照 2016 年度 GoOA 收录 OA 期刊评级结果，GoOA 发布本 TOP 排行榜。TOP 期刊主

要按照 OA 期刊评分结果从大到小入选：

各学科领域 TOP 期刊数量：

如果 GoOA 收录该领域期刊的数量小于 20 种，则 TOP 期刊入选 5 种期刊；

如果 GoOA 收录该领域期刊的数量小于 40 种大于 20 种，则 TOP 期刊入选 10 种期刊；

如果GoOA收录该领域期刊的数量大于40种而小于80种，则TOP期刊入选20种期刊；

如果 GoOA 收录该领域期刊的数量大于 80 种，则 TOP 期刊入选 30 种期刊。

TOP 期刊排序规则

在同一学科领域中，以期刊的评价计算结果分数从高到低排序；

对于期刊评价总分数相同的期刊，则按以下办法处理：

比较期刊各一级指标分数。首先按照学术影响力指标分数进行排序，学术影响力指

标分数相同按照出版质量分数进行排序，出版质量指标分数相同按照开放性指标分数进

行排序；

如果期刊的一级指标分数全部相同，则依次比较学术影响力、出版质量、开放性指

标内各二级指标的分数大小。

如果期刊的二级指标分数全部相同，则以按照所占分值大小比较具体的二级指标数

值。例如 SCI 影响因子和 H5 指数的差异，按分数由高到低排序。
