AND BADGES OF THE PHILIPPINE NATI ONA L POLICE

WHEREAS the Commission issued on September 23 1993 Memorandum Circu lar No 93-018 entitled Prescribing the Authorized Decorations Service Medals Ribbons and Badges of the Philippine National Police that provides for the rules and regulations in the conferment of awards decorations and citation badges to the members of the Ph ili pp ine National Police and other qualified individuals and including the grant of corresponding cash and leave credits as incentives

WHEREAS the Phi lippine National Police (PNP) specifically the Directorate for Perso nne l and Records M anagement (DPHM) took notice of the significant increase in

bull the issu ance of medals with corresponding grant of leave credits which resulted in the huge budgetary obligation for the payment of Terminal Leave Benefits of retiring PNP uniformed personnel an d recommended that the Commission should issue guidelines on the application of such leave credits earned

WHEREAS a series of consultative meetings were conducted to discuss the problems ra ised by the PNP on the matter taking into consideration PNP Circular Number 2006-014 tha t clarified the availment of leave credits by awardees among others

WHEREAS there is also a need to revise the requirements to be accomplished for each medal in order to avoid confusion in the assessment as to what appropriate medal sha ll be granted

WHEREAS the Commission after evaluation of the submission of the PNP finds the same in order

NOW THEREFORE the Commission pursuant to its constitutional mandate to administer and contro l the PNP HA S RESOLVED TO AMEND A S IT HEREBY AMENDS M emorandum Ci rcu lar No 93-018 to wit

Section 1 Section 4 of Memorandum Circular No 93-018 is hereby amended to i read as fo llows

Section 4 Description and Requirements of Each Decoration

a Medalya ng Kagitingan (PNP Medal of Valor)

Requiremet ItS

i) For action of the recipient involving conspicuous gallantry and intrepidity at the risk of life and limb above and beyond the call of duty In order to justify this award a member of the PNP must perform in action a deed of personal bravery and self-sacrifice above and beyond the call of duty so conspicuous as to

b Medalya og Ketiavemnen (PNP Distinguished Conduct Medal)

Requirements

i) Fo r acts of conspicuous courage and gallantly in the face of an armed enemy in a combat situation wherein the enemy force is superior than the qovernment troops by at least twenty one (21) combatants

ii) Act or acts if heroism so notable and involving rislaquo of life so extraordinary as to set him apart from his comrades

iii) Operational eccomptishment not warranting 118 Medalya 9 Kagitingal1

c Medalya I1g r(alapalan sa P3glilingltad (PNP Oistinguislled Service Medal)

Requirenenis

i) An exceptional performance of major responsib ility duly recognized as such by the service

ii) An officer holding the position of TDCA TOCO TCDS D-Staff RD PRO and Dr NSU for at least 1 year and is retiring from the service or due for relief but slated for an equivalent or IJigher position

d Medalya ng Katapangan (PNP Bravery Medal)

Requirement

i) For gallantry in action not warranting tho Medalya ng Kagitingan or Medalya ng Kebeyenihen To qualify for the award the

i enemy force must be superior than the police

personnel or J

ii) The enemy must be superior than the s raquo qovernment troops aurino the actual combat by at teest eigM (8) but not more than twenty (20) combatants

Requirements

t For eminently meritorious and invaluable service in the field of police operations while in position of major responsibility The pettormence of duty must be such as to merit recognition by the service as exceptional

ii) An officer holding the position of TOGA TOCO TeDS o-sulaquo RD PRO and 0 NSU for at least 6 months and is retiring from the service or due for relief but slated for an equivalent or fJiuher position

iii) The position of Deputy D-Staff D-PRO and D NSU Ex-O D-Staff PO and CD for at least 1 year in position

Section 2 Guidelines in the Avaiment of Leave Credits

1 A maximum limit of fifteen (15) days leave credits shall beellowed every calendar year for PNP uniformed personnel who had been or shall be conferred with appropriate PNP medals in recognition of outstanding performance of police tunctions and activities

2 Accrued leave credits earned from tile conferment of epproptiete PNP medals may be used to cover for vacation and sick leave spent by PNP uniformed personnel from September 23 1993 up to the effectivity of this Ciicuier only

3 Henceforth leave credits earned from the conferment of appropriate medals must be enjoyed by concerned PNP personnel from the date of conferment onwards but not later than tile last day of the next calendar year otherwise such unused leave credits shall be deemed torteiiea

4 In no case shall leave credits earned from the conferment of appropriate medals be added to the Accumulated Leave Credits to be used in the computation of Terminal Leave Benefits of retiring PNP uniformed personnel

Section 3 The PNP Regional Director or the Director NSU as the case maybe shall refrain in giving awards to those who do not have direct participation in an

operation conducted
