Summary of InvestigationThe referenced inspection was performed by Thomas Weber of District5 on March a, 1990 . After making an inspection at the Kerr-McGeeChemical Corp. facility in Texarkana, I decided to determineupstream conditions on Wagner Creek which flows adjacent to theKoppers sito and then downstream past the Kerr-McGee facility.Upon approach via North Street, the road was closed dje tc recentheavy ra infa l l (see photo 4). Then, I went on foot along North andJameson Streets along the south end of the Koppers site where Inoted that nearly the entire Koppers site lay underwater. WagnerCreek was out of its banks to a stage only several inches lowerthan the rai lroad bridge across Wagner Creek (the bridge crossesthe stream immediately north of Jameson Street) . Photo 2i l lustrates that stonnwater was flowing f ro^ the Superfund siteinto the watershed, and tnat the stage of water was as high as tl:etop cf the west fenceline. An intermittent oil sheen was note-3 irthe iflcw cent roid of Wagner Creek along with a scum associated withlogs, wood cri ips, leaves, and other debris.I tncn drovo around to the West Third Street area in CarversTerrace to view the site from that area. West Third St. wasflooded and \ approached a home where I hoped I could gain accesstc the Kcpp&is site over a fence into tne facility. However, floodwaters did (,ot allow my access by foot. Many backyards on thesouth side of west Third Street were flooded and it appeared thatthe stormwai pr was commingled with stormwater on the adjacentKoppers sit* (photos 5 and 6) . Photo 7 also shows a surface oilsheen that Wns floating in the backyard of the Field residence.Th:s oil was* Of great concern to a woman who lived immediately eastof Fields. she had a camera crew from Channel 6 in Texarkanafilming her complaints.I sampled th9 water and oil sheen, attempting to collect as ir.uchof the oil i'hase as possible. A GC/MS serai-volatile and volatileorganic and}ysis revealed that the priority pollutants were balowdetection i lmita (see attached CCT # SW0 1039 ) .

Summary of Citizen Concerns.During the inspection and later voiced to me from David Hall, ofthe City of Texarkana, were citizen concerns related to the Kopperssite. I promised Hall that I would pass these concerns on to theSuperfund Remedial Investigation Unit:

1. Mr. Hall stated that the flooding which I noted on 3/8/90was the third such event in the past 12 months.2. On 3/9/90, Hall informed me that the water had receded

from West Third St. but that oily residues were noted inseveral areas on the ground and streets of theneighborhood.

3. Two citizens in Carvers Terrace indicated that they wereworried about any adverse health effects from thestonnwater that came into their yards. One woman' scomment was "we have been aware of the dangerunderground, now we have to worry about the dangeraboveground,"

4. It has been alleged that natural gas pipes in theneighborhood have corroded and leaked due to creosote inthe ground.

5. On 3/30/90, Mr. Hall informed me that an Arkla Gas crewexcavated an area 1/2 block south of the RR tracks onMilara St. at a curb next to a driveway. In a 2 X l ft.by 11 inch deep pit, he stated that black oily soil witha creosote odor wat1. found. Apparently, anotherexcavation was planned by the gas crew for 4/5/90 onTravis St. in Carvers Terrace.

6. On 4/ 18/90 , Mr. Hall informed me that in the Milam/TravisStreet area, seepage wai> reported occurring from soggyground. The seepage apparently is black and oily, Asample is being analyzed by the City of Texarkana forcreosote constituents at. this time.

In contacts with these citizens, I have stressed r.hat they shouldcontact the Supcrfund staff of TWC or Region e USEPA with theirconcerns, so that their concerns can be evaluated in relation tothe scope of work planned for the site.District 5 hereby refers this information to the Central Office forappropriate action.
