AsIlookbackonmy10yearsontheboardofourbelovedassociation,Iamalwaysstruckbyhowwillingandgen-erousourmembersareinsupportingthePSAwiththeirtimeandtreasure.ThisembarrassmentofrichesalwaysremindsmeofasciencefictionstoryIreadasachild.Itbroughthometomethepowerofunintendedconsequences.Thestoryhadatimetravelergoingwaybackintimeandaccidentallystep-pingonandkillingabrightlycoloredbutterfly.Thisseeminglyinsignificanteventaltersthefuture,sowhenhereturnstothefutureitisadrabandOrwellianworld.Hisseeminglyin-significantactchangedtheworld.Allbecausetheworldwasdeprivedofthebeautyofabutterfly,theworldbecameadismalplace. Nowsomeseeminglyinsignifi-cantactscanhaveapositiveeffectonourfuture.Ihavebeenthankfulthatourorganizationhassucceededandflourishedbecauseofthecumulativeeffectsofthemanyintentionalactsourmembersperformeveryyear.Theseinclude:votingforPSAofficers,attend-ingreunions,hostingreunions,donat-ingtocapitalcampaigns,donatingtotheannualfund,renewingmember-ships,andofcoursethePhilAmigos!EachoftheseactsmakesthePSAthegreatplaceitisandkeepsusallcon-nectedtotheRanchandtheimpactithasonpeopleyearinandyearout. Thisyearwehadover600ofourmemberstakethetimetoreadthebios,
marktheirballot,signit,sealit,placeastamponit—andgetitto87714intimebecounted.Overahundredmorethanthelastelection—asuresignofourhealthandvitality.Wealsohadanexceptionallywell-qualifiedslateofcandidatesnominatedandwillingtoserveourassociationforthenextthreeyears.AftertheresultshadbeentabulatedIwasabletotalkwiththeunsuccessfulcandidates,andeachonevolunteeredtostayinvolvedandserveonaPSAcommittee.ThisisahugewinforthePSA:themoremembersthathelpinleadingtheorganization,thebetteritwillbeforallofus,andthePSA’sfuture. Inclosing,Iappreciatealltheinten-tionalthingseveryoneinthePSAdoestofurtherourgoalsofsupportingthepeople,placeandprogramsthatAREPhilmont.Whenyoupauseandthinkthatyourgiftoractionistoosmalltomovetheorganizationforward—re-memberthateverystepgetsusthatmuchfurtherdownthetrailofsuccess.Justwatchoutforbutterflys!

First Southwest ohio reunion
byJoeParkerThestormcloudsrolledawayearlyandleftagloriousmorningfortheSouth-westOhioPSAreunion.ThesettingwasCincinnati’sSharonWoodParkforapotlucklunchaselevenformerstaffers,spousesandchildrengatheredtocelebrateandreminisceabouttheiryearsofserviceatPhilmont. Ofcoursetherewastherequisitememorabilia.AlHeinebroughtsomemagnificentphotographsfromhistimeasamemberoftheNISstaffandphotolab.CathyHubbardbroughthermapsandaNewMexicostateflag.JoeParkerbroughthisnowalmostantiqueRangerAxeandaphotoofthePorcu-pineStaffcirca1967. Conversationaboutthecrewstheformerrangershadandthelengthyhikestheymadewerepartofthe
conversations.EmilyDarrtalkedabouttrailingPhilbearsinthebackcountryasshewaspartoftheBearResearchstaff. SaturdaydinnerwasheldattheMoerlienLagerHousejustacrossthestreetfromGreatAmericanBallpark,homeoftheCincinnatiReds.TheLagerHouseprovidedanextraordinaryviewoftheOhioRiverwhichdidn’tlooksomuddyonthisday. Afterdinneritwasabriefwalkacrossthestreettowatchagreatpitch-ingduelwhichendedina3-1RedslosstotheSanDiegoPadres.Attheendofthegame,therewerehugsandhand-shakesandpromisestobebackfortheSecondAnnualReunionnextyearwiththelocationtoperhapsbeDayton. InattendancewerePSAmembersCathyHubbard,JoeParker,AlHeine,EmilyDarr,ChrisBerndt,ScottTritt,andDr.RonReynolds.

TheCelebrationTrek–celebratingthe75thanniversaryofPhilmontandthe40thanniversaryofyourPhilmontStaffAssociation–sawthereturnofSpam,anearlyformofmysterymeat,totraillunches. IntroducedbyHormelFoodCor-porationin1937,SpamisayearolderthanPhilmont.Spam,orasimilarproductcalledTreet,hadbeenpresentintraillunchesbefore,buthasnotbeenseeninmanyyears.ThereappearanceofSpambroughtbacklongforgottenmemoriesofpreviousexperiencestothisproduct.Forsomeyouthpartici-pants,thiswastheirfirstexposuretothislegendarysubstance. Insteadofbeinginacanwithakeythatoftenbrokeduringthecan-opening,the2013Spamversioncomesinsinglepersonfoilpackets.Thetasteremainsunchanged. TheCelebrationTrekwasthelarg-estinthehistoryofthePSATrekwith114membersandgueststrekkingthePhilmonttrails.Asarewardfortheiref-fortsandtheirthreehoursofconserva-tionservice,theyearnedtheirplatinumedged75thAnniversaryArrowheadsandspecialPSATrekawardpatches. Thehikingandcampingskillsofthetrekkerswerechallengedonthefirsttrailnight,andintothesecondday,whenheavymonsoonrainsfellonmostpartsoftheRanch.Iftrekkersdidnothavegoodwetweatherskills

whentheyarrivedatPhilmont,theysoonacquiredthemorgotwet.Bytheafternoonofthesecondtraildaytheweatherimprovedmarkedly,though,andnofurthersubstantialweatherproblemswerepresented. Formany,theirTrekwasatripdownmemorylaneandforPhilYunker,moresothanmost.Philre-turnedtoFishCampwhere,in1965,asthebona fidecampdirector,hestoodinthediningroomasthekitchenwashedawayintheflood.In1973,Philwas“attheconfluence”oftheAguaFriaandRayadoandhelpedtofoundthePSA. PSACrew1continueditstraditionofambitioustreks,covering50milesduringtheir“C”itinerarytoCraterLake,CrookedCreek,ClearCreek,CyphersMine,andCimarroncito.PSA

The2013seasonhasendedandstaffarenowhomeorbackinschool.Theyhaveasummerfullofmemories:thefirerelocation,themusic,thestarrynightsandthebigrainstorm.Theyforgedfriendshipswithstaff,scoutsandadvisorsandhopefully,somePSAmembers,throughtheAmigoprogram.Thissummer,59staffgroupshadanamigo,meaningthatabout475staffhadafriendfrompastyearstakinganinterestinthem. TheAmigosareaselflessgroup,sendingmailandpackagesfilledwithgoodieswithouttheexpectationof
aresponse,thoughmanydowriteback. IwasluckytoparticipateinthePSAtrekthissummer,andgottohearfromseveralstaffmembersaboutthepro-gram.Universally,theyweredelightedtoreceivethepackagesandtoknowthatthePSAcaredaboutthem. Shooting guns – it’s for Science!blocks,forminganentry/exitmodeloftheshot. Thankfully,gatheringsuppliesforthisprojectisrelativelyeasy.Weorderseveralcasesofmodelclay,thesameusedatPTCHandicraftforceramics.Afterastopbytheammunitionroominbasecamp,weareonourwaytoSaw-milltoshootthefirstclayblockswith.30-06(pronounced30-aught-6)rifles.Wehurriedlyreloadfullmetaljacketsjustasparticipantswouldinthereload-ingshack;afullmetaljacketisabulletcomposedofsoftleadcoreandencasedincopper.Thoughexcitedtoshootatadifferentkindoftargetforonce(andforeducationalpurposesnonetheless!),ourspiritsplummetwhenthefirsttwo
blocksareobliterated.Piecesofclaylittertheground50yardsdownrangefromtheshootingporch,layingablowtoourloftygoalofcreatingsomewhatintactmodels.Howcouldwegettheclaytomaintainitsshapewhileshoot-ingwithsuchhigh-poweredammuni-tion? “Whataboutleavingtheclayblocksintheplasticbagstheywerepackagedinandthenshootthem?”suggestsoneofourteammembers. cusgobacktothetimeofthelaunchofSputnikin1957.Theentireworldwasfocusedongaininganedgeintechnol-ogyandscienceandtheUnitedStatesfeltournationwaslosingthatraceineconomicandtechnologicaladvance-ment.Thusbegananinitiativetohelpyoungstudentsunderstandtheirpo-tentialinS.T.E.M.topicsandpersuadethemtopursuesuchadegree.Accord-ingtotheBureauofLaborStatistics,ithasbeenpredictedfor2008-2018thatprojectedemploymentgrowthforS.T.E.M.fieldswillreach17.31%,whilenon-S.T.E.M.fieldswillonlybe9.67%.StudiesalsoshowthatthetotalnumberofS.T.E.M.degreesearnedinU.S.col-legeshavedeclinedbetween2001and2011,accordingtotheNationalCenterforEducationStatistics. TheBoyScoutsofAmericaem-barkedonS.T.E.M.initiativesafewyearsagoandnowoffertwoawards,theNovaandSupernova,soBoyScouts,VenturersandCubScoutscanexploretheexcitementinthesefieldsandberecognizedfortheirefforts.Throughcompletingrequirementsfortheaward,youngpeoplecanalsorealizeexciting,hands-onaspectsofS.T.E.M.intheireverydaylives. wastheninhisfifthyear;hissisterinherfourth.NowthatmyowndaughterhascompletedherfirststaffsummerinYear75,Iwellappreciatethewordsthat70srangerCarolMunchsharedattheRangerReunionin2007.Speakingofherowndaughterwhowasthenworkingonstaff,andofthefriendsshewouldbringovertothefamilycabinnearEagleNest,shesaid,“Ifyoucloseyoureyesandlisten,thestoriesarestillsame–onlythenamesaredifferent.” IfyouaskanyformerstaffmemberwhatmadePhilmontsospecial,youwillinvariablygetsomevariationoftheexactsameanswer:thepeople.Therearestoriesofmountainsandadven-tures,tobesure–talesofgreathikes,terrificprograms,roadtrips,wildlifeencounters,specialplaces,fullmoonsandconqueredpeaks.Butmoreoftenthannot,thosestoriesarerememberedandtoldbecauseofthepeopleinvolved–thefellowstaffmembersembarkedwithusonourthree-monthjourneyeachyear. Traditionsdon’tjusthappen–theystartsomewhere,oftenwithoutanyforethoughtorplanning.Theycomeaboutbecauseothersseesomethingtheyappreciateandareinspiredtoem-ulate.IfyouhiredonatPhilmontandjustthoughtyoumighthavedetectedatraditionofhardwork,cheerfulservice,andenjoyinglifeinthemountains,youcanbeassuredthatitdidstartwiththe
veryfirstPhilstaffer–Lawrence“Boss”Sanchez. BosswenttoworkforWaitePhillipsasacowboyin1937attheageof19.WhenPhillipsmadehisfirstgifttotheBoyScoutsofAmericathenextyear,Bosswentwithit.AndthenfromDayOnethroughYear45(1983),BosssetastandardforworkethicasHorseFore-manthatprobablycannotbesurpassed.Inthe1940s,Bossranthewagontrainprogramsthattooktheearlycrewsintothebackcountry.HetaughtthousandsofstaffandScoutstoappreciatethelandanddoanyjobright.Ifeelperson-allyblessedtohaveworkedwithhimwhenIstaffedinbackcountryhorsecamps.LifewasalwaysgoodwhenBosswasaround–tothisday,Ihavenevermetahappierperson.Cattleheadquartersisnownamedinhishonor.
1940s: Developing an identity
We’veallheardthesloganabouttheMarines“lookingforafewgoodmen.”That’saboutalltherewereonstaffinthe1940s,withleancamperloadsduetowarandpost-warrebuilding.Backcountryprogramcampsdidn’texistthen,andoutpostcampsweregenerallymannedbyonlyoneortwohardysoulswhocampedthereallsum-merandhelpedoutcrewswhopassedthrough. Ayoungfirst-yearstaffernamedJohnWestfallmannedthepostatBenchCampin1947.JohnhadcometoPhilmontasacamperin1945,andwhilesittinginhistentatCito,had
pennedapoemtoreflecthisthoughtsonhistrek.Afriendtoldhimitneededmusic,soonthewayhomeonthetrain,he“composed”musicforhispoembylisteningtotheclackety-clackofthetrainwheels.BackagainatPhilmontin’47,JohnbegansinginghissongforcrewsastheypassedthroughtheBench(which,intheinimitablestyleofPhilstaff,herenamedVistoGrandebecausehedidn’tlikethename).Thesongcaughtonandstuck.YouknowittodayasThe Philmont Hymn. Thesongnowhasitsowntradi-tions.Formanyyears,atClosingCampfire,thestaffhasinvitedanyothercurrentstaffersandanyformerPhilmontstaffersintheaudiencetocomedowntothestagetojoininthesingingofthehymn.Thattraditioncanleadtounexpectedreunions–thissummer,Imetoneofmyformerstaff-ersfromClark’sFork,TimBrown,whohadattendedclosingcampfirethenightbefore.Hehadgonedowntothestagetojoininthehymn,thenlookedoverandrecognizedafellowformerstaffer,FrancisRuby,alsoanadvisor,whomhehadn’tseenin40years. 1950s: Making Philmont as We Know it now
AsattendancegrewexponentiallyinPhilmont’sseconddecade,itbecameincreasinglyclearthattheprogramneededamakeover.The21-daywagontrainsjustweren’twellsuitedtothou-sands,ratherthanhundreds,ofScoutscomingtoNewMexico.Basecampsandone-mantrailcampsgavewayto
staffedcampswithdefinedprogramofferingsandmultiplecounselorstoteachthem.AndsoinYear18ofPhil-history,DirectorofCampingJackRheaandseasonalstalwartClarenceDunncameupwiththeprogramthathasbecomesynonymousthroughoutScout-ingwiththeimageofthePhilmontstaff:thePhilmontRangers. Fromthedayin1957thatastationwagonpulledupandMr.DunnsaidtoyoungrangerDavidJung,“Dave,whydon’tyoutakethisone?”throughourpresenttimeinYear75,RangershavesymbolizedeverythingthatisgoodandrightaboutPhilmont:fasthikers,out-doorexperts,superScouts,backpack-ingmentors.Arangerspendsmoretimewithacrewthananyotherstaffmembersandisoftentheonestafferrememberedaftercampersreturnhome.TheearlyRangersuniformlycreditClarenceDunnfortheprogram’ssuccess.Philmont’sfirstChiefRangerheldthepostforanamazing13years.Alwayscalled“Mr.Dunn”byhisrangersandstaff,byYear32whenhesteppeddown,theprogramhefoundedhadlastingtraditionsofitsown.Theydon’tcarryaxesanymore,theirpeachcobblershavebecomepoundcake,andtheirsongisnowachantorraporsomething,butfortoday’srangers,IWGBTPmeansjustasmuchasitdidthatfirstyear.

NortonClapppurchasedanddonatedtheBaldyCountrytoPhilmont,thusopeningvastnewopportunitiesforstaffexplorationofournewtallestmountain,withgoldmines,ghosttowns,greatviewsandgoodtimes.Butrealitycamebackjustoverayearlaterwhenthedevastatingfloodof1965destroyedthefloorofRayadoCanyonandwreakedhavocthroughmuchoftheSouthCountry. TotherescuecamethePhilmontstaff.Fromtheopeningnightoftheflood,whenPhilYunkerandhisstaff
foughttheirwaythroughragingfloodwatersontheRayadotoreachFishCamp,onlytohavetoabandonitwhenmostofitwashedaway,throughthefollowingweekasthewaterssubsided,theseasonalstaffworkedtirelesslytogettheRanchpreparedforthefirstcampers.“Wewillbeready!”vowednewDirectorofCampingJoeDavis,andtheywere.Trailsbecamecleared,holesfoundfillings,bridgesgotrebuilt,andcampershadadventuresofalifetime.Thismayhavebeenthestaff’sfinesthour.
1970s: they Must have gone crazy out there
Sowithstaffedcampsandrangers,theprogramwasset,right?Imean,whatelsecouldtherebetodo?FormerPSAPresidentBerneHolmanandhisstaffatCyphersMinein1972gaveusananswer,andPhilmonthasn’tbeenthesamesince. Berneandcompanydecidedtheywantedtoliveandactlikemountainmen.Now,I’vehearddifferingver-sionsofthisstory,buttheonethat’salwaysseemedmostplausibletomeisthattheguysjuststarteddoingthingslikedressinginnon-uniformattire,avoidingwashingandpersonalhy-giene,actingabitcrazy,eatingmothsandtellingcampers(withsomejustifi-cation)thattheywerewildmountainmen.NewDirectorofCampingOpera-tionsJoeClaygotwindoftheshenani-gansand,tohiscredit,sawopportunityinmayhem.ThuswasthePhilmontlivinghistoryprogramborn. By1975,Philmontfeaturedinterpre-tivebackcountryprogramsinfurtrap-ping,mountainliving,westernlore,lumberingandmining.Wildlypopularwithstaffandcampers,thesenewpro-gramsbroughtoutamazingstafftalentinacting,singing,andtheatrics.Andasisoftenthecaseinsuchnewventures,onestaffercametosymbolizetheidealsofthisnewprogramtrend.Inthemid-1970s,everyoneatPhilmontwantedtobeDocWalker.Ifirstmethimin1975whenhewascampdirectoratFrenchHenry.Docdidn’tjustpor-traythecharacterofFrenchHenry–he
becamehim,speakingFrenchfrequent-ly,dressinginappropriateperiodattire,andevengettingnewglassestomorecloselyresemblethoseinuseatthetime.Agiftedsingerandsongwriter,Docdidgreatcampfires–andtookhisstaffup“theWall”everynighttoCop-perParktoputoneonforthecampersthere.HecarriedthatsamededicationtocraftandworkethictosubsequentstintsatBlackMountainandClearCreek.It’snottoomuchtosaythatagenerationofinterpretivestafflearnedfromhimandfollowedhisexample.Meanwhile,PhilmontstillhadtheproblemofflooddamageontheRayado.Effortsatstartinganewtrailinthelate60shadfizzled,soJoeDaviscalledonaformerstafferfromthe50s,RodReplogle,whowasthenwork-ingintrailconstructionfortheForestServiceinnearbyTaos.Davisstartedanewdepartment,Conservation,andRodcameovertotrainit.Andkeptcomingover–for25years,instillingmoderntrail-buildingpracticesandteachingthestaffhowtodoitright. ThatnewtrailinRayadoCanyongotstartedagainunderthedepart-ment’ssupervision,andthistime,itgonedoneright.DirectorofProgramLloydKnudsengottoplacethedyna-miteandblow“theNotch.”Thetrailmovedhigherupthecanyontoavoidarepeatof1965.SwitchbackstooktheplaceofelevatorchutespreviouslycommononPhilmonttrails.OnmylasthikeatPhilmontasastaffer,in1978,fellowCDsJeffMarionandJeffMcElroyandImadeoneofthefirsthikesfromFishCamptoAbreuonthe

the Decades Since: the More things change, the More they Stay the Same
Ireallydidn’tmeantolumpthelast33yearsintoonecategorywhenIstart-edwritingthisarticle,butIrealizedthatmuchofwhathashappenedinthattimehasbeenlikehomeimprove-ments.Thehousehasbeenbuiltandlivedinforawhile,thefoundationandwallsarestillthesame,buttheouteryardandinteriordesignareundergo-ingconstanttweaksandchanges. Staffshirtswentfrombumblebeestopickles,grapes,smurfsandcher-ries.Thetradingpostevolvedintoarealstorewitharealname.RanchmanagementinvitedthefamilybacktovisitwithitsembraceofthePhilmontStaffAssociation(andlikemanyhouseguests,nowwewon’tleave!).WebuiltthestaffdininghallandtheSilverSageStaffActivityCenter.TheyardgotbiggerwithagreementsallowingustohikeandcampintheValleVidal,GreenwoodCanyon,andtheHeckProperties. ThesecondmajornaturaldisasterarrivedinYear64(2002)withthePonilFirethatburnedmuchoftheNorthCountry.AsitdidwiththefloodinYear27,thestaffresponded.Philmontopenedandaccommodatedallcrewsinacrowded“YearofTogetherness.” Thestaffhasdoubledinsizetomore1,000.They’realittledifferent
thaninthoseearlydays.Insomeways,Ithink,thebondsthattietoday’sstaffareevenstrongerthaninmytime.Theyareliterallywiredtogetherwithwirelesstechnology.TheycantextandtweetaboutPhilmont24-7,andcanstayintouchwitheachotherintheoff-season(andevenduringthesummer)inwaysthatwenevercould. IreturnedtoPhilmontinJulyforafull10-daytrekwithmysonandhistroop–myfirstrealtreksince1991.Iampleasedtoreportthattoday’sstaffisjustasenthusiastic,justascrazyandjustascommittedtoexcellenceasanyofitspredecessors. 75yearsofstaff.Alotofgreatpeople,alotofgreatmoments.Alotoftradition.Andifyoueverdon’tthinkitreallyisanenduringlegacythateveryoneofushashelpedestablish,gobackforaclosingcampfire,andwalkdowntothestagetojointhecurrentstaffinthesingingofthePhilmontHymn,likeIgottodoinJulywithmydaughter.Youcanstillfeelthepride,thespirit,thetradition,thelegacy. JudgeRichardMillswasamemberofthestaffduringBullock’stouratPhilmontanddescribesBullockasararaavis(atrulyuniqueperson)and“athoroughlyhonorablemanwhotaughtandlivedtheScoutOathandLaw,amosttalentedleaderofmenwhohadatremendousimpactonthehundredsofstafferswhouniversallylookeduptoandidolizedhim.”CarlHart,whowasatCitoin1951andClearCreekin1952,advisesthatheneverknewamanwho
wasmorehonestorfairinhisdealingswitheveryonethanGeorgeBullock. BullockcertainlybroughttherightcredentialstotheRanch.HewasasouthwesternTexasfarmboywhowaseducatedattheUniversityofTexas,andhehadplentyofexperiencework-ingwithyouthasateacherandfootballcoachatOklahomaA&MwherehewastheSecretaryoftheYMCA.HehadbeenaScoutingvolunteerandaSilverBeaverrecipientbeforeturningprofes-sionalin1940asacampingspecialistinBSARegionNine(Texas,Oklahoma,andNewMexico).Bythetimehear-rivedatPhilmont,hehadseveralyearsofexperienceinmanagingbothScoutcouncilandprivatecamps.WhileatOklahomaA&M,hehadownedandoperatedSacramentoCampforBoys,locatedintheSacramentoMountains,nearCloudCroft,NewMexico.HislinktoPhilmontcamethroughJamesP.Fitch,hisformerbossandtheRegionNinedirectorwhobecamemanagerofPhillipspropertiesin1946.Bullock’sworkontheRegionNinestaffincludedorganizingandrunningspecialeventssuchSeaScoutregattas,SeniorScoutcompetitiveprograms,andExplorerbivouacs.Hismanagementphilosophywasbasedonworkingthroughthechainofcommand. Bullock’sprincipalassistantsweretwomenwhosecareerswereineduca-tion:ClarenceDunnandDocRouse.DunncamefromtheDallassuburbof
ArlingtonandfunctionedasPhilm-ont’spersonneldirectoramongotherduties.RousewasaschoolteacherfromWalsenburg,Colorado,whofunctionedasBullock’sassistantwithatitleof“associatedirector.”Astheyearsrolledon,thereweremanymoredemandsonBullock’stime,includingthatfromtherapidlyescalatingnumberofVIPsvisitingfromtheregionsandNationalOffice.ThusBullockincreasinglyreliedonpeoplelikeDunntocarryoutas-signmentsandidentifyproblemareas,particularlyasthecampertotalswentfromunder2,000in1947toalmost8,000in1954,Bullock’slastyear.
Inthelate1940s,therewasnosus-tainedtitlesuchas“ChiefGuide,”butDunnessentiallyfilledthatrolesincehewasinvolvedinguidetrainingandwastheonewhogavedirectiontoguideassignments.Theguidesinthosedayswerebrokendownintocrewsfortrain-ing,eachheadedbyacrewleader,andtherewasoneseniorcrewleader.DunnwasthepersonwhowrotethecritiquesontrainingandsummeroperationsforBullock’sreviewandaction.Inthemidtolate1950s,itwastoDunnthatrovingrangerssenttheirroutinereportsofconditionsonthetrailsandproblemscamperswerehaving.

Thequalityoftrainingimprovedduringthepost-WorldWarIIerafromafasthikeoverthemajortrailstotheuseofmoreandmorespecialistsastheBullockeraneareditsendin1954.RepresentativesfromtheU.S.ForestServicecoordinatedtrainingonhowtofightforestfiresandRaymondC.“Doc”Loomisinstructedincookingandwoodscraftskills.Specialists,suchasRussVliet,anauthorityonwilder-nesssurvival,alsobecamepartofthetrainingfunction. In1948,thefirstyearinwhichGeorgeBullockhadfullcontrolofcamping,theprogramdevelopedevenmore.AttendancewasupandBullockessentiallychangednearlyeverythingandwhatwaskeptwastweakedconsiderably.TheExplorationschedulesurvivedbutitwasgivenasouthwest-ernoccupationalslantinwhichpartici-pantsworkedwithforesters,geologists,surveyors,ranchers,andfarmers.The
BackpackingSchedulemorphedintothethirteenday“Expedition”whichdidincludeburros.ThenewKitCarsonTreklastedfromeighttofifteendays,wasstrictlybackpackingandSouthCountry-oriented,butwasinnowayrelatedtotheKitCarsonMenoftheearly1970sortoday’sRayadoPro-grams. 1949wasanothergrowthyearintermsofPhilmontprogramdevelop-ment.Thecoreprograms(Cavalcades,PioneeringTreks,Expeditions,andKitCarsonTreks)werejoinedbyanumberofspecial-interestschedules.Thosetwo-weeklong,narrowlyfocusedactivitiesfeatureddedicatedexpedi-tionsspecializingingeology,forestry,andwildlifemanagement.Theregularseasonalstaffwasaugmentedwithexpertpersonnelfromoutsideorgani-zationssuchastheNationalGeologicalSocietyandNewMexicoGameandFishDepartment,therebyestablishing
atrendthatcontinuestothepres-ent.Perhapsprovingtheoldmaximthat“Thereisnothingnewunderthesun,”Philmontoffereditsfirstwintercampingprogramcalled“OperationTen.”Thetenreferredtotenbelowzero,wasconductedvariouslyoutofCimarroncitoandBeaubien,startedon27December,andemphasizedwintercamping,skiing,andsnowshoeing.Bullockrecruitedtwotop-flightyoungmentolaunchtheprogram.BothhadrecentlyreturnedfromtheAntarcticwheretheyhadbeeninvolvedwithAmerica’sgrowingexplorationandscientificresearchprograms.ThusPhilmont’scurrentKanikprogramisnotsomuchaninnovationasarevival.Bytheearly1950s,Philmont’sprogramwasfirmingupandcontinuedtobebuiltaroundacoreofCavalcades,Expeditions,KitCarsonTreks,andthePioneeringTrekscholarshipprogram.Amajorinnovationin1950,ayearwhenattendancewasagainslightly
over2,000,wastheestablishmentoftheforty-dayJuniorLeaderTrainingatRayado.Thespecialinterestscheduleswereconsolidatedintothetwelve-dayExplorerEncampmentwhichcombinedgeology,forestry,andwildlifemanage-ment.Withtheexceptionofthe“RanchPlan”(workforthreeweeks,getafreeone-weektrekwithaPhilmontguide)whichwasintroducedin1952,theprogramthatJackRheainheritedin1954wastheninplace.Therewereonlyminoradjustmentstothecoreprograms,i.e.,adayortwomoreorlessatvariouscamps.Expeditionswereexpandedtoincludenorthboundandsouthboundfixeditinerarieswhichincludedburros.Thetwelve-dayKitCarsonTrekwasjoinedbytheLucienMaxwellTrek,aten-dayprogramintheSouthCountryemphasizingfrontieractivitiessuchastrapping.ForScoutswhocouldnotgetenoughofPhilmont,therewasthe“Frontiersman”schedule,aneight-week,onehundredfiftydollar

adventurecombiningWagonTrain,Cavalcade,Expedition,andKitCarsonTrek.Inthesummerof1953,BullockgaveGeneLutes,anExplorercrewadvisor/archeologistpermissiontotakefiveofhisExplorersuptoIndianWritings.ThepartywasdrivennorthbyJohnHarrison,Bullock’sassistantdirector,toarockshelterlocatedabovethecanyonfloor.Thesitehadbeenbadlydisturbedbypothunters,butLuteswasabletodigasmalltesttrenchandrecoverpotteryshards,indicatingthesitehadbeenapermanentdwelling.Becauseamummifiedlizardwasfoundatthe
site,itbecameknownasLizardCave.LutestooksomeoftheshardsbacktoColumbiaandwasencouragedbyhisprofessorstoexplorethesiteindepth.Luteslaterdevelopedaspecificproposalforanarcheologyprogram,includingfieldworkatIndianWritingsandpresentedittoRayBryan,Philm-ont’sgeneralmanager,attheBSA’snewNationalOfficeinNewJersey.Thepro-posallanguishedattheNationalOfficeuntilearly1956whenitwasapproved.LessthanayearafterJackmovedtotheNationalOfficeinlate1962,thePhilmontcommunitywasterriblysad-denedtolearnofBullock’spremature
deathon1August1963.Bullockhadbeenoutinhisgarden,tendingflowers,whenhewassuddenlyovercomebyanintensesenseofoverheatingcombinedwithacrashingheadache.HequicklywentinsideandaskedhiswifeBesstocallanambulance.HelparrivedtoolateandGeorgeBullockwasgone–takenbyabrainaneurysmonlyfourdaysshortofhisfifty-eighthbirthday.Bullock’sdeathwasagreatlossforwhatwasthenKitCarsonCouncil.HisinnovativeprogramsincludedenrollingthesupportofthesubstantialmilitaryandscientificcommunitieslocatedinAlbuquerque.BullocksubstantiallyexpandedScouting’spresenceintheNavajocommunity,includingdevel-opingcampingoperationsforallofNewMexico’sNativeAmericans.Healsoexpandedcampingopportunitiesforcouncilyouthwhenheopenedacamping/aquaticsoperation,primar-ilyforExplorers,onConchasLake.
BullockwasthefirstcouncilexecutiveinAmericatohireaHispanicdistrictexecutive.Withthepassageofthedecades,theBullocknamedoesnothavethequitetheinstantrecognitionasJackRheaorJoeDavis,butitisGeorgeBullock’sground-breakingworkthatbecamethefoundationuponwhichsubsequentPhilmontcampingdirectorsbuilttheirreputations.

ByJuneof2006therewerefew“holes”inthecollectionofItiner-aryGuidesandGuidebooks,andthearchivehadmanyotherdocumentsofallkinds.JasonShubertandSethMcFarlandattheSetonLibrarywere
contacted.ArrangementsweremadeforWillsandThomson,whiletheywereatPhilmontinearlyJuly,todelivertheitemsbeingdonatedafterscanning.Theywerealsogivenaccesstothefilestoscandocumentsmiss-ingfromthecollectionaswellasotheritems.ThatopportunitytobrowsethefilesalsogaveamuchbetterpictureofthevariousdocumentsissuedbyPhilmontovertheyears.Thefilesfrom1965andlaterarereasonablycomplete,butapparentlymanyrecordspriorto1965werestoredatRayadoandlostinthe1965flood(theSetonLibrarydatesfrom1967). ThevolumeofmaterialgrewbeyondtheinitialcollectionofItiner-aryGuidesandGuidebooks(andlessrelevanttothemissionofpreparingPhilmontcrews).ThecollectionwasmovedfromtheWatchuWebsiteinAugust2006toaseparate“Philmont
DocumentArchive”ontheWatchuserver.Separatepageswereestablishedforthevarioustypesofdocuments,includingMaps,StaffDocuments,PlanningGuides,historicalmagazinearticles,etc. Inthefollowingyearsmanymoreitemswereacquired.Documentsforotherprograms,suchasCalvacadesandtheDoubleHRanch,wereaddedtothearchive.Ofcourse,currentversionsofdocumentswereaddedtothearchiveyearbyyearastheywerepublished. Theonlineavailabilityofthedocu-mentsinstantlybecameablessingforboththePhilmontMuseumstaffandresearchers.Phonecallsandpersonalrequestsarefieldedeveryweekatthemuseum,andWatchu’sPhilmontDocumentArchivebecametheprimaryreferralforfolksresearchingtheir“Philmontmemories.”Thesitehassavedhundredsofhoursforthemu-seumstaffandnodoubthasempow-eredfansofPhilmonttoenjoyitshighadventurehistory. thatpublicavailabilityofourarchivalresourcescanonlyimprovethesuccessofourmission.” Hecontinued,“Thisgiftwilles-tablishthefoundationofthePhilmontMuseumsOnlineArchive.Thereismuchexcitementforthisserviceandmanyfolks,fromboththePhilmontandlocalcommunity,havealreadyex-pressedtheirdesiretoaddlocalhistori-calphotos,documents,articles,mapsandotherimportantitems.IcannotstressenoughtheimportanceofthesearchivescominghometothePhilmontMuseumsaswemovetowardourgoalofbecomingamodern“PhilmontEdu-cationalCenter.”Al Thomson, now of Seneca SC, continues to support NJ’s Patriots’ Path Council and its Watchu Experience preparing Philmont crews. He is a veteran of three summer Philmont treks and five Autumn Adven-tures. Tom Wills of Long Valley, NJ, is a member of the PSA, having worked in Logistics in 2004. In addition to his work with the Philmont Document Archive, he has been the Watchu Experience Webmaster.

A true destination camp, Apache Springs is set in a series of Aspen and fir rimmed parks in Philmont’s High Country. Appropriately named, the area surrounding the camp has numerous springs and seeps which begin their journey to the ocean by contributing to the early trickles of Turkey Creek and the Agua Fria. One of Philmont’s true backcountry camps, very few trails and only one long rocky road leads in and out of the this far southwest corner of the Ranch. To this day an area rich in game, “The Springs” was part of the summer hunting grounds for the Jicarilla Apache and Moache Ute. In later years mountain men hunted, camped and loafed in the area as they traveled the nearby trail from Rayado through Garcia Park, the Moreno Valley and on to Taos. First opened as a staff camp in 1965, early program included brief stints with as-tronomy and Dutch oven cooking before changing to it’s current program of Jicarilla Apache life in the early 1970s. The ethnography program has evolved over the years from Tipi talks and sweat lodges to include flint knapping, sunset tours to Apache Peak, and an extremely popular 3-D field archery course. As with so many camps at Philmont, one never knows what other program may arise with the staff enthusiasm. On the day this picture was taken, I was treated to a staff member playing a cello on the porch to the wonderment of a crew that came to raid the swap box! Close your eyes for a few seconds and hike down that damp narrow trail of tall, straight, Aspen - through hidden parks filled with Iris - smell that mossy, earth scent only found in the seeps and bogs of the high mountains - listen for the night hawk as twilight settles in that last purple-orange hurrah of a New Mexico day.
