NYS Budget Changes
Tuition Assistance Program (TAP)
TAP remains essentially unchanged:• Maintains current TAP award calculations for
students attempting 12 or more credits.• Maintains current academic standards.• Maintains income adjustments for students
with multiple family members in college.• Maintains funding for graduate students.
Tuition Assistance Program (TAP)
The budget does, however, include one TAP change:• A requirement that income from New York
State, Federal and local government pensions be included when determining TAP eligibility and for purposes of calculating the TAP award, consistent with the requirement for private pension income.
Scholarships and Loan Forgiveness
Establishes Flight 3407 Memorial Scholarship Program, which benefits the children, spouses and financial dependents of those who perished in the crash of Continental Airlines Flight 3407 in Clarence, NY on February 12, 2009.
Expands the District Attorney Loan Forgiveness Program to include legal services attorneys who work with the indigent.
As with the 2008 budget, all scholarship appropriations continue to be reduced by two percent.
Scholarships and Loan Forgiveness
Regents Health Care and Professional Opportunity scholarships sunset. As such, students who were previously awarded these scholarships will continue to be paid. No new scholarships will be awarded.
Volunteer Recruitment Services Scholarship (VRSS) budget agreement provides for payments to students who were awarded the VRSS in 2008 and earlier. The budget provided no additional money for new recipients.

Leaders of Tomorrow (LOT) Scholarship
College Accounting changes Email sent February 25, 2009
– HESC recently changed the format of the Leaders of Tomorrow (LOT) term Payment Accounting Report (HE8537) and LOT Summary Payment Accounting Report (HE8539) to provide easier accounting and reconciliation for schools with students receiving both LOT and TAP payments. Each report now distinguishes LOT and TAP transactions, effective with the college accounting run on February 20, 2009. All other accounting documents remain unchanged.
Changes include:– Separate columns itemizing LOT and TAP transactions– Itemization of the LOT and TAP amounts comprising refund
when they are due
Proposed Application Deadline Change
New Regulation would make TAP application deadline the same as FAFSA deadline (June 30)
To commence in the academic year the regulation is finalized
New Post 9-11 G.I. Bill (Chapter 33)
Includes full/partial (depending on length of service) public tuition component paid to school

System Enhancement
Plans for the future Scholarship Data Repository: secure area to allow
for combined inquiry into Consolidated Scholarship Roster (CSR) data and regular TAP data
New (optional and not replacing traditional) Student Status Listing: including mainframe data (TAP) also CSR data
