With the introduction of the Makhato Steering Committee at the beginning of 2015, one of the objectives was to identify a proper

line of communication to the house owners. It’s now my pleasure to introduce the 1st Quarterly NYALA EXPRESS written and put

together by the Steering Committee which will keep you updated on Trustees and Committee meetings (and action minutes

resulting therefrom), as well as updates on what’s happening on the farm. For easy reference, matters applicable to house owners

Steering Committee Newsletter Input.

In accordance with the decision made in the Makhato AGM on 8th November, a Steering Committee (SC) was

established. The members of the SC are:

Hennie Ludik, Andre van Staden, DeKlerk Fourie, Brian Blake

The key objectives of the SC were:

Assuming interim control of the day to day operation of Makhato with communication lines to the

management of Adinvale/Sondela.

Establishing measures of productivity.

Supporting, developing, empowering and assisting the Manager, Supervisor and Team, subsequently referred

to as Team Makhato.

Reviewing and updating the relevant job descriptions.

With the benefit of working experience, evaluating Team Makhato potential and consider training, morale and

recognition.

Reviewing controllable and non-controllable running expenses against budget.

Identifying optimal service, product and equipment suppliers.

Reviewing control of payment to suppliers.

Attending Adinvale/Sondela management meetings involving Makhato issues.

Receiving, via the Audit Committee, prior month financials for review monthly with the Finance Director.

Reporting back to the Trustees Meeting on progress, required mandates and future proposals.

Subsequently, communicating as appropriate to the Makhato owners.

To date, the SC has delivered on the majority of key objectives and we are pleased to confirm that, in general

terms, the morale of Team Makhato has improved significantly to the point where we are seeing more positive

interaction with the SC and a greater pride in the work; our team is now at full strength and our new additions

have experience in fire fighting which is a plus. That said, we are under no illusion that there will continue to be

challenges around the people management but at least we are working from a structured platform with a growing

knowledge of the individuals involved. The SC continues to meet the Management and team starting at 07:30am

every week day morning and the daily job schedule and prior days job review is part of the routine, the diary disci-

pline and “to do” flags are effective as management tools and a new record is being introduced to mark the good

and bad behavior points for team individuals to aid with the evaluation exercises.

As agreed, the SC does not become involved with IR issues and any potential discussions around sensitive

matters such as hours and weekend working includes the Sondela HR leader and the Shop Steward.

Specific and continued progress areas :A proactive approach to the use and care of equipment to avoid the ig-

nore, break and replace mindset; we have completed grass cutting and equipment maintenance training; several

weeks ago we supplemented this with chain saw training. Clearly, the safe use of this potentially dangerous tool

is important but so is effective maintenance.

A very striking example followed the examination of the existing chain saw by the professional who took

our saw to cut through a medium sized branch exerting minimum pressure and took over 27 seconds;

after having properly sharpened the cutting edge with a special kit, the same exercise on the same

branch took 1 second. We have purchased the servicing kit and will be carrying out regular servicing

of our chain saw. We have also purchased replacement saw blades for the band saws and an extend-

able branch trimmer. Greater productivity/longer tool life / better use of the asset ( both human and

equipment ).

Allied to the above item you may have observed that good progress has been made on branch

trimming around thatch, around units and along the roads.

As we enter the fire season all emergency exits are properly cleared, marked and are fully passable.

Lines of credit have been opened in the name of Makhato and payments are being settled on time as

arranged with the Suppliers.

There is an exercise in place to install a robust box for all unit keys at the security gate for easy access

in the event that emergency entry is required. All house owners will be required to provide an access

key to their property together with an alarm remote. Keys will be under the control of the Estate Man-

ager and weekly audits will be done.

It was found that the Manager was spending too much time repairing alarms and that a preferred

supplier would be sourced to carry out work beyond the normal reset. It has been agreed with the

Manager that he will only address minor issues such as remote resetting; anything taking no more

than 15 minutes and all other issues will be dealt with by Willem Barnard of Galvin Security who has

already established a strong track record with Makhato alarm issues. All costs are for the account of

the owner.

We have changed the products being used replacing fatking and pitking; there is also an issue in that

many units only have one tank but are delivered of both products; this is a major spend in our

financials and one that we need to ensure that we have properly under control. For those houses in

the rental pool, the products will be provided and administered by SSB, owners not resident will have

product administered under supervision of the Estate Manager and for those resident owners the

product will be delivered to their house. Fatking will be distributed on, or around the 25th of each

month and Pitking every second month, also on ,or around the 25th of each month.

As you may have noticed, the perimeter road in particular in Makhato has been in a poor state and does

not reflect well on our environment; again apart from repair, the key issue is around prevention rather

than continued maintenance; the damage being done is principally the result of speeding, so we must

focus on speed limitation by physical intervention, bumps or ditches, awareness by increased signage and

warnings of penalties. We should not just accept that such damage is inevitable but look at how this can

be avoided. There are, of course, other consequences of uncontrolled speed: dust, especially at this time

of the year, death or injury to the wildlife and danger to walkers or cyclists.

Responding to these requests, and from a general but brief inspection of a few areas on Makhato, a number of

issues arose, including;

It was unclear if all lightning masts provided the 45 degree cone of cover over the property

Whether the earthing system of the mast was optimised and properly tied into the unit’s electrical wiring

Whether the items such as satellite dishes were properly earthed.

The insurance policy covering the buildings on Makhato contain certain conditions precedent :

A cone of 45 degree cover over the buildings; or cones of cover if more than one mast

The lightning rod must be properly earthed and the installation must be SABS compliant

Metal wiring on/in the roof must be earthed.

Regular inspections, frequency being in line with the current SABS requirements.

Owners are reminded that it is their responsibility to ensure that the lightning protection systems for their unit(s)

are fit for purpose and fully comply with insurers requirements.

We are looking at the inspection and recharging of fire extinguishers. Insurers require that there is a minimum of

one 4.5kg extinguisher close to each cooking point, both inside and outside of the house; in this connection

we would ask owners to advise how many extinguishers are inside the house and the position; of course, in

cases where there are no spare keys available, it will not be possible to arrange for servicing of internal units.

Please note that it is essential that whenever owners intend to visit, a Reservation Form is completed and for-

warded on a timely basis to Riana Vorster . The team clean braais and empty bins based on an occupancy

basis for better use of our resources but we should not be blamed for not attending to units which are

occupied without due notice; this is also a security issue.

Budgeting 2016:

At the half year mark, the financials are tracking close to Budget.

The Audit Committee will be conducting a full day workshop on 28th August to structure

the 2016 budget, again on a zero based format, taking into account historic trending.

As we have highlighted elsewhere in this Newsletter, the Steering Committee has

made progress in sweating our assets and recognising efficiencies in our workplace.

We must accept however that our key areas of expenses - wages, utilities and security

costs have a major influence in our bottom line and these must receive particular

attention.

As a part of this exercise we will be conducting a line analysis of all our expenses in

order to provide the owners with a full picture of our operating position and our

financial goals for the forthcoming year.

The Committee must balance the need to enable the Body Corporate sufficient

equipment to deliver an environment for owners and guests to be proud of against the

availability of funds. Our roads are in need of attention and the taming of nature is an

ongoing challenge. The Steering Committee has been focusing on the proper servicing

and use of our equipment but replacement of machinery in an inevitability. (PTO)

Land Tax (report from Neville Haarhoff after a meetings with the Municipality))

Just a reminder that the 50% discount has stopped, but you can still make use of it until the end of

July 2015

There are only accounts for the first 78 sections. They are in the process now of loading information

on sections 79-86. These are the only properties that are on the valuation roll.

Sections 87-100 will most properly only be invoiced towards the end of the year.

We have asked them for a printout of all Makhato’s accounts. To date we have received only 15 of

them, all of which we have forwarded to the specific owners.

The formula to calculate your taxes is as follows:

Valuation of your house less R50,000. Calculate that number with 0.099 and divide it by 12.

This is your monthly tax. On top of that we get a 40% discount, because we are supplying our own

infrastructure.

FIRE, SAFETY AND SECURITY COMMITTEE

A) FIRE: Fire still remains our biggest risk, and every precaution was taken under the supervision

of this committee to prepare for the fire season.

● Pre-Fire preparation: Bush encroaching burning, grass cutting -firebreaks and along the roads.

● Set up of "Fire Index boards" at the main entrance and strategic points on the farm to indicate

current status of fire warning as per the indicators.

An information leaflet will be handed out to ALL visitors on the farm to understand the indicators.

● Please note: On Orange and Red Extreme ONLY CHARCOAL FIRES ALLOWED - On red catastrophic

NO OPEN FIRES ALLOWED

● Training of Fire Marshalls ( Senior staff and permanent residents) on their roles during a fire

● Training of all staff on the farm on their roles during a fire.

● Weekly fire drill training of Team Makhato with the fire fighter at phase 1 swimming pool.

● Unannounced evacuation drills on an regular basis.

●Emergency evacuation roads were identified and properly marked with emergency signs.

( the chains to block off the roads can easily be dropped in case of emergencies)

● Fire alarms /Siren The committee is busy to investigate what will be the best practical way

to alert guests / residents / staff when they must evacuate from the farm during a fire.

B) SAFETY:

● Fire Extinguishers - Busy to get quotations to select a preferred service company - House owners

will be updated , with the cost involved when finalised.

● Gas cut off valves: We will identify the houses not complying to the safety rules, and will

communicate direct with the house owners.

● Where House Owners make use of their own contractors or external labourers, they must obtain

authority before the time, direct via E mail to Riana Vorster - [email protected] and only

enter / exit via the contractors gate between phases two and three.

● When entering or exit at the main gate, House Owners and / or family and friends must

also register with the security guard on duty to record their movements for security reasons.

C) SECURITY:

Although there is a high criminal incidence in and around Bela Bela, Makhato and the farm had

no major problems. The deterring effect of the visible patrolling guards is a significant

contributing effect together with the fact that 96% of the houses have alarms installed. We should

not let this give us a false sense of security and remain prudent, pro-active and alert.

AARC Newsletter Input

In January this year, we formed a new committee of the Board of Trustees; the Architectural, Aesthetics and Rules Committee.

Committee Members:

Brian Blake ( Chairman), Hennie Ludik, Deklerk Fourie , Andre van Staden, Wim Swart plus Ian van Rensburg.

The mandate of the Committee is: To protect and maintain the unique environment in which we are invested, for the benefit of owners and

guests, sustaining and supporting our wildlife, by due adherence to, and development of, the Rules of Makhato.

The first task has been to consolidate the various schedules of existing rules and ensure that we are aligned to these as a starting place. An up

to date and electronic version of the “Green File” will shortly be posted on the Makhato website, and we will notify House owners when, via a

separate news flash.

It was reported in the May Newsletter that external inspections would take place to ensure that our essential building, safety and environmen-

tal guidelines are being complied with. We will include in this inspection a visual check on the condition of the thatch, latties and the general

condition of the building and flag any items of concern for the owner’s attention, recognising that some only visit Makhato on an infrequent

basis. During the initial inspections it was noticed that several lodge number boards are missing and in other cases the boards are in a very

poor condition; we are busy to replace where necessary.

It is not the intention to be heavy handed in the inspection process but at the same time we do want to create and maintain Makhato as a

brand that we can be proud of, that impresses our guests, provides a home from home (and in the case of the residents, our home) and, of

course secures our investment.

To date around 50% of the units have been inspected and the key takeaways at this point are:

Around 20% of the units do not have fire drums or the fire drums are damaged/unserviceable; DeKlerk Fourie has secured 10 oil

drums which have made 20 fire drums which are now being distributed as required. As with the original drums, there will be a cost

recovery charge which is R250 ‘per drum, significantly less than market. In view of the need to have these drums in place urgently as

we are now in the fire season the drums have been distributed on an immediate basis without painting but painting will be carried

out over the next two weeks.

Many units do not have fire extinguishers by fire pits/bomas. Our insurers require that a minimum of one extinguisher of at least 4.5

kg capacity be kept by each cooking area. It is felt that in a number of cases the supplied extinguishers have been taken inside the

unit but it is still necessary to position one separately by fire pits and bomas. The presence of a fire hose is not a substitute because

(a) in many instances the hoses are old and cracked and (b) given that the fire hoses are not plumbed into a dedicated hydrant

system, they do not meet regulations.

There are a number of examples where the outside A/C units and satellite dishes are in original white, or silver, color. It is not

necessary to paint these items brown but in a colour to properly blend with the surroundings.

Most areas around the units are tidy, gravel raked and grass cleared, which is thanks to Team Makhato, although one example has

been found thus far of an old lightning rod lying on the property which needs to be removed.

Specific communications will be sent out to those owners where actions need to be taken.

As has been reported, the new Entertainment area between Phases 2 and 3 will be moving forward having now received 100% support from

the owners. It is proposed that the entrance road to the facility will be made from the right of the contractor’s yard. This has given a focus to

the yard area itself which has become something of an eyesore. In addition to the storage of normal contractor’s equipment and materials,

there are also tree cuttings and general rubble and rubbish. Whilst the amount of remaining building work on Makaton is limited, continued

storage will be required.

It is therefore proposed that steps are taken to (a) clean up the yard by having designated areas for storage of materials and dig in any bio

degradable cuttings whilst removing rubble, plastic, wrappings etc. and (b) construct latties/branches around the visible perimeter to render

the whole environment more aesthetically pleasing.

Gardens :

Whilst it is not the intention to encourage intricate gardens in what is essentially a bush environment, nevertheless it is

recognised that certain owners, especially those for whom Makhato is their primary residence, have developed limited areas of

“tender space” and rockeries. It is agreed that certain ground rules need to be observed in this respect

The maintenance of these specific areas will be the responsibility, and for the account of the owners, the

constrained Makhato workforce should not be involved in this.

Only grey/rain water should be used in the irrigation of these areas.

Due consideration must be given to the aesthetics of the Makhato environment when adding “features” to the land

around the units (it is accepted that this can be very much a subjective matter but to a great extent the correctness

any addition is intuitive)

Extensions: A number of owners have extended or are in the course of planning extensions to their properties in accordance with the

existing rules. The following process has been agreed for extensions:

A plan of the revised unit must be prepared by a qualified architect

The professional land surveyor utilized on Sondela/Makhato must verify the revised PQ area to ensure that this is within the

10% maximum addition rule

The owner must liaise with immediate neighbors to confirm that there is no objection to the extension; provided that the exten-

sion is within the stand area and complies with the Makhato building regulations, a neighbor cannot stop the extension but

from the perspective of good neighbor relations it is important to listen to any proposals that a neighbor may have for a better

“fit” between properties

The Committee will then sign off on the plan which will then be submitted to the Municipality

On completion of the build the Committee will sign off a compliance certificate.

New Builds: For new builds, the Committee will sign off with the Developer prior to the start of any work. On completion of the build, the

Committee must sign off a compliance certificate prior to occupation.

In the case of extensions and new builds, the Committee will maintain oversight to ensure that construction site rules are being

adhered to.

SONDELA

NEWS

EVENTS ON SONDELA NATURE RESERVE:

You will have noticed that we have held several events over the past few months and the new event area next to the

farmyard is working very well. Some of the events held:

● SAIC Tri-nations endurance event with over 300 horses participating from South Africa, Botswana and Namibia.

● Centurion road Cycle Classic where the village was set at up at the Main gate.

● Sanlam Corporate Day hosted from the Country House was very successful.

● Sondela Family Fun Day from the new event area - it was the largest event we have hosted, 1500 entries over the week end.

These events are held in off-season to attract more visitors to Sondela and boost occupancy during Quiet times.

GAME ON SONDELA NATURE RESERVE

● In the private 400ha around the Wildlife Centre we have one black impala with a

breeding herd, a golden wildebeest with a breeding herd, 7 buffalo and 6 sable.

● As part of the game management plan , during this year's game capture we will remove

a number of mostly males from the various species and bringing in new genes.

● We have started darting and tagging the biggest of the males in each species. We are

compiling a pamphlet which will be available at reception with the sizes and ages of these

animals. The Sondela new website will also have a new division - Sondela Game Breeders

NEWS FROM THE WILD LIFE CENTRE

extending our rhino pens. These rhinos are being exported to America (Texas and New

Mexico) where they will be protected for future generations,
