Welcome to the Spectator Safety Management Level 4 Qualification. This Induction Pack gives you the information you should require to start work on your Qualification. You should have already read the Information Pack. You if you have not already had your initial interview to ensure you are on the right package, please be sure to arrange it as soon as possible. You will be shortly be contacted by your assessor if you have not made contact with them already. This pack contains policies and processes you should ensure you read before starting work. There are also useful guidance notes on responsibilities, assessments and forms which you must read before staring work on your assessment criteria. If you have any queries or indeed comments on anything in this pack or to do with the qualifications, please do not hesitate to contact the relevant person (contact information is given in the Information Pack). You are now working towards an NVQ/QCF Level 4 Award, and are known as a CANDIDATE. As the CANDIDATE you are responsible for the safekeeping of your portfolio and for the collection of evidence in order to achieve this award. This is a Level 4 award that equates to work and knowledge of a management Level. Therefore your knowledge and portfolio evidence must reflect this. The methods of providing evidence will be explained in this induction process. Your ASSESSOR, whose details will be sent to you, can be contacted using the details sent to you in the letter or through the Emergency Planning College. Your assessor is there to guide you through your award, making sure you understand the standards and can achieve targets by collection of evidence and observed assessments. To assist you in the completion of your portfolio it is suggested that you meet/contact your Assessor/staff member and carry out a review of your progress every eight weeks by completing an NVQ/QCF Review Record to ensure that any agreed actions are monitored. Your Assessor will record your review and annotate your action plans INTERNAL VERIFIERS, Martin Girvan Qualification IV (EPC/FLA) or Colin Power – Centre IV (SVT) can be contacted at their individual locations. They carry out final quality control of your portfolio prior to certification. The Internal Verifiers are responsible for ensuring that Assessors provide the support and assessment guidance appropriate to your award by attending observed assessments, checking portfolios, and talking to you. An EXTERNAL VERIFIER represents the Awarding Body and visits the Centre at least twice a year to ensure all the standards are being met. They will inspect a sample of portfolios and talk to Candidates, Assessors and Internal Verifiers. If you have any questions or concerns about your award please contact your Assessors or any EPC Centre staff member, making sure you are satisfied with their response. If you are not, then contact either the Emergency Planning College Quality Assurance Co-ordinator 01347 825082 or Yeovilton CENTRE CO- ORDINATOR on 01935-456780 who will pursue a response on your behalf.

Anyone dealing with the Serco Emergency Planning College NVQ/QCF Centre can expect the following levels of support.

• A professional, flexible, easy to deal with team dedicated to offering advice on Engineering and other associated National Vocational Qualifications (NVQ’s)/Qualifications and Credit Framework (QCF).

• A Centre manned during normal office hours.

• Access to our team of experienced and qualified Assessors and Internal Verifiers.

• Telephone calls will be answered promptly.

• Responses to communications by fax, telephone, letter and E-mail will be acknowledged as soon as practicable but within five working days.

An NVQ/QCF Centre Candidate can expect the following levels of service.

• Advice and guidance from centre staff at all times.

• A response to queries referred to External Bodies raised on behalf of the Candidate within 7 working days.

• An efficient Awarding Body registration and certification service.

• An NVQ/QCF Induction Procedure, which will highlight Centre Policies and Procedures, include a discussion of the Candidate Action required to reach NVQ/QCF Certification.

• Guidance and advice on additional Academic Qualifications

• Access to our team of experienced and qualified Assessors and Internal Verifiers.

• Receipt of Portfolio and Assessment Materials within 25 days of registration.

• Automatic access to the Awarding Body’s appeal procedure.

Mission Statement

To provide SERCO with an NVQ/QCF Centre and satellite Centre, of which the EPC is approved and licensed to a National Awarding

Body. It will provide the best level of service and the highest standard of quality and integrity when assessing Engineering and associated

qualifications against nationally laid down standards.

Awarding Bodies require approved Assessment Centres to keep records of assessments for three years after certification. During that period the records should be available for inspection by the External Verifier, SQA/QCA Officer or other duly authorised representative.

Note: Assessment records must not be confused with the evidence used to assess competence. Awarding Bodies require that the evidence (of competence) need only be kept between EV visits. Of course, depending on its nature, it may be possible to keep evidence (or access to the evidence) for much longer.

Basic records to be retained The basic records include:

• Candidate Registration Forms,

• Certification Application Forms

• Internal and External verification reports.

Assessment records to be retained The assessment plan included in the candidate workbooks for the new awards is designed to record the mandatory information, which is to be retained.

The items below, numbered 1 - 5 are mandatory. Items 7 and 8 are recommended but not mandatory.

For each assessment decision, at element level, the records need to show:

1. Who carried out the Assessment (name of Awarding Body registered D or A unit qualified assessor)

2. When the assessment took place (date assessment decision of competence was made) 3. How the decision was made (assessment techniques used)

4. What evidence was used (a brief description of the evidence used - not necessarily the evidence itself) 5. Where the evidence can be found (if it has been kept or If normal working practice allows it to be accessed) 6. Location where the assessment took place (if the assessment was not conducted at the address of the approved centre) 7. Planning (assessors' individual candidate plans for assessment)

Security and confidentiality The centre is responsible for storing these records in a secure and confidential manner. In particular the centre must ensure that:

1. Only those individuals and organisations which have a right to see the records are given access to them

2. The Centre's data protection act registration is adhered to

3. Eventual disposal (after a minimum of 5 years) is earned out with an awareness of issues of confidentiality

Candidate Roles and responsibilities:

To ensure that the NVQ/QCF assessment process is conducted in a mutually agreeable atmosphere. You are expected to conduct yourself within the following guidelines:

• Co-operate with the assessor in developing an assessment plan

• Gather evidence of competence and keep it until an assessment decision has been made

• Show that you can do all the things required for the qualification, in a way agreed with the assessor

• You may Appeal if you think that there has been unfair treatment

You should be active in the assessment process.

You should read and try to understand the standards, guidance, evidence routes, assessment plans and other documentation that is provided, seeking any additional information and advice from the assessor that is needed.

You should be active in the process of identifying and assembling relevant evidence.

Where the assessor indicates the need for further evidence in order to achieve an element of competence, you should be prepared to accept this where it is justified; but should not be afraid to seek further clarification of assessment decisions which seem unfair, or to use the appeals procedure when agreement with the assessor cannot be achieved

Assessor Roles and Responsibilities:

• Make sure that candidates understand what they have to do and how competence will be assessed.

• Assist candidates to identify valid and sufficient evidence demonstrating achievement of the standards.

• Agree an assessment plan with the candidate.

• Ensure there are opportunities for each candidate to demonstrate the required elements of competence.

• Lead the process of evidence collection

• Judge evidence against performance criteria and range statements to recognise candidates' achievements.

• Identify gaps in candidates' achievement.

• Give constructive feedback to candidates.

• Keep records of all assessment decisions and candidate feedback.

• Explain and agree assessment methods and schedules with the internal verifier.

• Ensure that there is open access to the assessment process, and that there is equality of opportunity.

• Ensure candidates are aware of the centre's appeal procedures, and participate in the appeals system as required.

• Plan assessment with candidates

• See how candidates are progressing

• Examine the evidence they produce

• Make judgments on the evidence

• Decide when candidates demonstrate competence

• Tell candidates what the assessment decisions are

The following procedure is issued as a guide to assessors to maintain a standard level of assessment and ensure that our NVQ/QCF candidates are given a fair and impartial assessment (and to ensure candidates become familiar with our systems). This procedure should be used when you undertake an Observed Assessment Assessors will be notified of an Assessment Task in advance of the assessment taking place. Assessors will be provided with the Candidate’s name and details of the units to be assessed (a part completed Assessment Plan). Assessors can familiarise themselves with the performance criteria of the unit by reading the relevant material held on file in the Assessment Centre or the Qualification standards and assessment criteria document. Assessors will arrange with the Candidate a time and date for the assessment to take place and record the details on the plan At the previously stated time and date Assessors will reaffirm all details and sign the assessment plan with the candidate. The assessment procedure is carried out and appropriate documentation completed (all necessary paperwork will be provided by the Centre Co-ordinator at the time of assessor notification) If, during the assessment, the Assessor deems it necessary to ask additional oral questions to demonstrate underpinning knowledge the questions and candidate’s answers should be recorded. On completion of the assessment the candidate is given verbal feedback as to their performance. Written feedback by the Assessor is to be completed as soon as is practicable and a copy given to the Candidate. All completed documentation is to be returned to the Centre Co-ordinator for filing and recording in the Candidate’s portfolio as soon as possible. The Assessor will brief the Centre Co-ordinator concerning the assessment at this time. At regular intervals Assessors will be observed by the Centre Internal Verifier as part of Q.A. checks. This procedure is not exhaustive and any comments/suggestions/changes are welcomed as part of our continuing improvement process.
