In the RI Board of Directors and the TRF Trustees held their respective Board meeting to assess midyear performance and districts’ progress towards the goals. Timing and time are of the essence in implementing the past board decisions. We look forward to the possibilities and innovations from more board decisions and new enactments of the Council on Legislation. I would just like to interject that decision making has been greatly facilitated by our online tools. And yes, we still had to read pages upon pages of committee reports to prepare for the board meetings. I am very grateful for the reports from our zone coordinators, assistant coordinators and the project leads as well as the newsletters sent regularly by the district governors. District Conference fever is in the air. I can only empathize with the district governors and club presidents as they balance their time between fellowship, accomplishment of club commitments, and their respective work commitments. And, of course, coordination meetings for the 2016 RI Presidential Conference - WASH in Schools, added pressure on the Philippine district governors. Back home, there were the charter anniversaries of the Rotary Club of Alabang and Rotary Club of Loyola Heights where I am an honorary member. And, there was the RI Presidential Peace Conference, the International Assembly, inspiring speakers, enthusiastic responses and new friendships abound. The energy is just contagious. I also felt excited for my spouse Rotarian Letty who again is a Spouse Facilitator. Service Opportunity is what we create for ourselves and others. I just had to reread the speeches of then President-elect Ravi after listening to RIPE John Germ’s international assembly inaugural speech. To be a gift by serving humanity in Rotary is big time opportunity indeed! Then RIPE Ravi said I am proud to be a part of an organization... which makes the world not poorer, but richer; which replaces despair with hope; which raises up those whom fate has brought low; and which is a gift to so many, while allowing each of us to Be a Gift to the World”. RIPE John expressed his pride in Rotary as a great enterprise”. Then RIPE Ravi asked us to remember what we do, why we are here, and who it is we serve. RIPE John reminded us that the great things we do all started with a simple invitation to attend a Rotary Club meeting. And next year’s theme categorically tells us, we are serving humanity not just the needy. Now, I fully comprehend why it was necessary to launch Rotary Global Rewards last July 1, 2015. We had to institute a visible system of gift-giving that springs from our vocations. We are serving fellow Rotarians as well. It’s all about sharing resources for peace. This was just a beginning, from this, great possibilities can be born. RIPE John said: …today, tomorrow, and in the year ahead the only difference between a small opportunity and a great one is what you do with it.” You are the gift to the world

Tell me, honored sirs, which deity do you worship?" "Prana, the wind god," they answered impatiently. "Do you not know that the world begins and ends with wind, and that wind pervades the entire universe?" "Well, then," continued the student, "if Prana pervades the universe, then he pervades me also, since I am but part of the universe. He is also in this hungry body, which stands before you begging for a bite to eat. And so in denying food to me, you deny it to the very deity whom you say you serve." The sages realized the student spoke the truth and invited him to enter and share their meal. For they understood, at that moment, that by opening the door to one who sought their help, they were not only serving that individual – but reaching toward a larger goal. While almost all of us are involved in some way or other in international service, the Rotary we see and share from day to day feels very local. It can be easy to lose sight of the larger picture – of what our service truly means. Every impact you have as a Rotarian, individually and through your club, is multiplied by the power of our numbers. When you feed one person who is hungry, when you educate one person who is illiterate, when you protect one child from disease, the impact may seem small. It is anything but. For it is only through the power of numbers, through the power of our individual actions and gifts, that we can have the impact we seek: to truly Be a Gift to the World.

When God is wind. The Sanskrit word prana, means “breath,” “spirit.”

Rotary is growing. We have 1.23 million members, in more clubs than ever

before. New members continue to join, and choose to stay; our members have

grown over 8,500 since July first.

We are in a position of tremendous strength in Rotary: in our achievements, in

our Foundation, and in the respect that our organization has earned.

When you hear the stories of Rotary, when your hearts are filled with wonder at

the work that Rotary is doing, and with awe at the thought of what we could be

doing, I ask you to remember that it does not begin with you or with me. It begins with our members, working in

their communities, meeting in their clubs, enjoying their service, coming together through Rotary, because they

know that Rotary is their path to a life well lived.

My friends, we have the fulcrum. The fulcrum is Rotary. And Rotarians are the lever. Together, we can move

the world. And we will.

“Cowboy Logic”, as sung by Michael Martin Murphey, has been one of my favorite songs for many years because of its happy music and thoughtful lyrics. It has relevance to Rotary because of its emphasis on honesty and hard work, but I did not fully appreciate its application to our organization until I read Cowboy Ethics by Jim Owen. Jim was aware that the unwritten Code of the West was a powerful and positive force shaping the ethical behavior of cowboys in the Western states of the USA, and he distilled the code into 10 guiding principles. They are succinctly and aptly stated, and they align closely with The Four-Way Test, one of the hallmarks of Rotary.

Three of the principles are particularly applicable to the PolioPlus program. In the 30 years since the program was launched, Rotarians have remained steadfastly committed to the goal of polio eradication, even though it has taken much longer and been more expensive than anyone originally imagined. But we stuck with it, and now the goal of ending polio is clearly in sight. Along the way, we have fulfilled three of the principles of the Code of the West: "Do what has to be done," "When you make a promise, keep it," and "Always finish what you start"! Two other principles have special relevance for The Rotary Foundation as a whole: "Take pride in your work" and "Ride for the brand." Through their support of Foundation programs, from the first ambassadorial scholarships in 1948 to newer initiatives such as the Rotary Peace Centers and the Future Vision plan, Rotarians have truly made the world a better place. And because Rotarians have "ridden for the brand" through their creative work and generous contributions, these programs have been highly successful, enhancing members' ability to take pride in their work. Therefore, I do not need to ask Rotarians for their loyalty to the Foundation. Instead, I want to thank them for their amazing loyalty!

Excerpt from the 2016-17 THEME ADDRESS OF JOHN F. GERM, RI PRESIDENT-ELECT Great enterprises begin with great opportunities. It’s just that great opportunities sometimes have a way of looking small. Every one of us here has been given a great opportunity…. It came in the form of a Rotarian saying, “I’d like to invite you”…. It might have seemed like a small opportunity at the time. But for whatever reasons, for each of us, it also seemed like a good idea: an interesting chance to meet some good people, and do some good work, and have some fun along the way. I think every one of us recognizes the opportunity to serve through Rotary for what it truly is: not a small opportunity, but a great one…. All of us are here in San Diego this week because we’ve been given an opportunity: an opportunity to motivate, inspire, and direct our clubs to better, more effective, and more ambitious service. What we do with that opportunity — that’s up to each of us. …The effects of our work, our decisions, will ripple out all over the world to people we’ll never meet but whose lives Rotary will change.

Recognize that the opportunity to join Rotary was the opportunity of a lifetime. A great opportunity to change the world for the better, forever, through Rotary’s service to humanity. We need to make sure that everyone knows the role that Rotary has played in making the world polio-free. That is tremendously important. Because the more we are known for what we’ve achieved, the more we’ll be able to attract the partners, the funding, and most important of all, the members to achieve even more. And we need to be sure that our clubs are ready for the moment that polio is finally eradicated. So that when people who want to do good see that Rotary is a place where they can change the world, every Rotary club is ready to give them that opportunity. We need clubs that can not only attract new members but engage them in Rotary service — clubs that are welcoming and active, that truly follow The Four-Way Test. We can’t forget that the reason Paul Harris founded Rotary, 111 years ago, is still very much the reason people come to Rotary today: to find people who share their values. People who believe in honesty, diversity, tolerance, friendship, and peace, and who believe that serving humanity is the best thing they can do with their time on this earth. And we still believe, as Paul Harris believed, that serving humanity is the most worthwhile thing any one of us can do with our lives… our theme in 2016-17 will be simply Rotary Serving Humanity.

Great opportunities sometimes have a way of looking small. As in a dance, somebody leads. And each one is

fully aware of the others’ role.

Rotary Club of Manila was established in June 1919, and is the first Rotary Club in Asia. DG Obet Pagdanganan of District 3810 together with the members of the Rotary Club of Manila is spearheading the preparation for the yearlong celebration of 100 years of Rotary in Asia. Likewise, a book containing the rich history of Rotary in the Philippines will be published.

SALIENT POINTS OF MY MIDYEAR REPORT TO THE RI BOARD (January 2016):

My report was based on My Rotary and Rotary Club Central as well as the narratives provided by the Zone Coordinators Leadership Team. Oversight:

1. Appreciation and thanks to all Zone Coordinators and their deputies --- RCs, RPICs and RRFCs -- for their support and their midyear assessments. The committee structure is in place and the teams have been trained and have served as resource persons to district governors and in district and club training programs.

2. I was able to visit 28 Districts and I am scheduled to visit 9 more districts in February 2016 and March 2016. I thank the present, past and future district officers for making each visit very meaningful and fruitful.

GOAL 1. SUPPORT AND STRENGTHEN CLUBS RI’s membership target is 35,000 per Zone. As of December 31, 2015, Zone 7 is now 34,341 strong. Eight Philippine districts steadily increased membership resulting in a total net gain of 1,105 which is about 13% of the 8,500 total membership increased worldwide. Membership Development Seminars and webinars were conducted. The regional membership plans developed in May were shared with the Rotarians at training meetings. Zones 7B and 8 held the “Membership Success Conference” which included workshops on Club Visioning and club assessments and Rotary Leadership Institute.

a) Existing Member Retention is 93% in Zone 7 and 94% in Zone 8, higher than the 1 percentage point targeted for this year.

b) Gender Diversity. Increase of 1 percentage point in female membership was achieved. Zone 7 is

now 29% female, while Zone 8 is 25%. Indonesia registered the most increase in female members;

forthcoming Regional Membership Planning exercises will feature women in Rotary initiatives.

c) On age diversity. In Zones 7B and 8, efforts to recruit members under 40 was intensified. A “Youth Supplement” in the February issue of Rotary Down Under will showcase the ways that clubs have attracted younger members.

d) Briefings on ethnic diversity was increasingly being included in the Regional Membership Planning.

e) Zone 7 exceeded the target of 30% of Clubs Setting 15+ Goals in Rotary Club Central by 6 percentage points (36.53%). However, we need two more percentage points in Zone 8 (target is 28%).

GOAL 2. FOCUS AND INCREASE HUMANITARIAN SERVICE WITH THE ROTARY FOUNDATION In Zone 7, 17 out of 18 Districts or 94% were engaged in TRF grants as sponsor, financial contributor, or partner. In Zone 8, there are 19 out of 21 districts or 90% are participating. A combined total of more than 60 Global Grants were approved this year for Zones 7 and 8. In Zone 7 Disease Prevention and Economic and Community Development were the priority needs. In Zone 8, water and sanitation was the priority. Zone 7 has 18 districts with 1,229 clubs -- 12 districts (67%) involving 224 clubs or 18% participated in District Grants, while 15 districts (83%) involving 53 clubs or 4% participated in global grants. Zone 8 has 21 districts, with 1,125 clubs. 19 districts (90%) involving 245 clubs or 22% participated in District Grants while 13 districts (62%) involving 39 clubs or 3% participated in global grants. Australia and Philippines remain in the top 30 giving countries. Three (3) separate Million Dollar Dinners will be held on February 26, 2016 at Auckland, New Zealand, Perth and Brisbane, Australia. GOAL 3. ENHANCE PUBLIC IMAGE Articles for the monthly editions of ‘Rotary on the Move’ are provided by the Regional Coordinators with contributions sourced from Assistant RCs and other people who have a special interest in membership. Back to back seminar-workshops on Public Image and Membership are conducted. Briefings for each District in Australia and New Zealand are pre-institute events. Forward planning sessions are done for districts. Both Zones 7B and 8 have paid for services from “Meltwater” that capture all Rotary news stories. This is proving to be excellent, as they get daily/weekly updates on what is going on in both zones, which is then passed to all Public Image Chairs in the zones. Certainly, Public Image of Rotary in New Zealand and Australia have increased. In Zone 7A, on the other hand, radio and TV programs anchored by Rotarians have provided weekly coverage on Rotary activities. Various outdoor advertising tools have been used extensively. Last November, a week-long beaming of Rotary key messages was again done through the giant globe and LED screens of the biggest mall in the country.

THE FELLOWSHIP CONTINUES …..

MAT Caparas, the first and only Filipino Rotary International President, RY 1986-87 and Filipino-American Rotarian-friends based in San Francisco, California come together regularly to break bread. A birthday celebration was being planned to celebrate MATC’s 92nd birthday on December 29. He heard about it and so he writes them on December 25:

We are living at a time that gets serous every day. It is not out of place to consider the import and

possible effect of what we say even in off moments. That makes me uncomfortable because we

do not make any great to-do about that even in my own home except to go to mass if possible, and

perhaps say the family rosary together. I will not ask anyone to pray with or for me, but only to

understand how I feel about the day and what to make of it. So, please, everybody, no gifts. If you

say a little prayer for my wife Nita’s good health when you give to the collection plate this Sunday

at Mass, you might hear the celestial choir singing to you my joyful thanks. I thank you in any case

His CHRISTMAS MESSAGE sent via email to his friends is timely for the Presidential Conference in Manila and can very well be a birthday message for us…

I write and send one or two letters that I hope my friends will receive in the same spirit that I write them, even if not addressed individually.. A second reason for the annual Christmas greeting is in fact to notify the world that the writer is still around and well… Nita continues to be reasonably well. For the benefit of friends with age close to mine, I decided to include this year a sample of what I can still do… I want you to know that I also continue to puzzle over in my mind interesting unsolved issues like where we came from and where we are going. People claim they were not created, We nevertheless would have quickly died if water were unavailable where we found ourselves. And we certainly owe our life to some intelligent ape or kind mother or other earthling who fed us and kept us alive until we could find food and feed ourselves. Regardless therefore of whether we have any unalienable right, we surely have the indubitable obligation to do good and pay back by taking care of Mother Nature, helping the helpless, and giving to the needy, as we try to do in Rotary. That, I think, is the thought we should convey when we say Merry Christmas. That is the thing we should do to bring a Happy New Year to all. That is why I think Bill Huntley had the best motto for Rotary: “Be A Friend.”
