It has been a year since I started my post as Managing Director of NTC-M. As I look back I would like to pay tribute to my fellow Norwegians and to the Filipinos who have exerted collaborative efforts to bridge Norwegians' shipping expertise and Filipinos' quality service to respond to the emerging needs for safe and superior shipping services around the world. Since the commencement of the Norwegian Maritime Foundation of the Philippines Inc. more than 20 years ago, both the two legs of the foundation, NSA Philippines Cadet Program and the Training Center, have been benevolent avenue for constant learning process and comprehensive training grounds of world's best seafarers.

As I look forward, I clearly see that we have our challenges. The downturn in the shipping market have a direct impact on us as well; there has been a considerable reduction in students to our center. NTC-M has been here for more than 20 years, and the last EMSA inspection definitely showed that there will be a need for an institution like ours probably for another 20 years. My job in the future is to keep NTC-M ahead in innovation and at the same time sincere to its mission of training and honing the world-class seafarers. Together with my colleagues who have been serving NTC-M for the longest time, we will be true to our commitment to continue to educate and develop present and future seafarers.

However to do so, we will need the support of you, our clients, to stand by us, even when times are tough. Today, I am pleased to introduce NTC-M 360° - The Official News Magazine of the Norwegian Training Center- Manila. There will be a bi-monthly release and shall be made available in digital version to keep our principals, partners, affiliates and scholars in the loop of our journey as we embrace bigger challenges and go beyond exceptional milestones. NTC-M 360° is part of the foundation's proactive services and will serve as our communication tool with relevant content to keep you updated of our small and big steps towards our goals. This course is intended for ship officers, who may be assigned to oversee or inspect welding repairs or fabrication works onboard ship. It is designed to provide an expanded knowledge and understanding of welding technology & standards.

The course covers the inspection needed for on-board welding repairs and fabrications especially those that are made on ship's hull and structural members and machinery. The course highlights the IACS Shipbuilding and Repair Quality Standard requirements.

COVERAGE

The emphasis of lessons, instructions and activities shall cover the following subject and training :

Systematic Approach to Maintenance and Repair

Shipbuilding and Repair Quality Standards for Existing Ships (IACS)

Welding Processes, Uses and Limitations.

Welder Procedure Specification and Qualification

Welding Inspection (ISO Guidance on Quality Levels for Imperfections )

Welding Inspection Workshop

ENTRY REQUIREMENT / TARGET GROUP

Entry to this course is open to deck officers, engineers, fitters and all those who have supervisory responsibility over welding repairs and maintenance onboard ships.

A Certificate of shall be issued certifying that the holder has successfully completed the course.

I am pleased to announce that NMFPI have employed Captain Jøran Nøstvik as the New Deputy Director at Norwegian Training Center Manila ( NTC-M). Joran is presently employed as Captain & Offshore Project Manager by Troms Offshore. He started his seagoing career with Leif Hoegh in 1980 and joined the Norwegian Coastguard in 1986. In the Coastguard he participated onboard NoCGV Andenes on the Norwegian Antartic Expedition in 1989 and later on same vessel in the Persian Gulf War.

He was later responsible for the navigational training of Norwegian Coast Guard Cadets and responsible for starting up and running the overall seamanship training for coastguard ratings.

After holding position as master of various Coastguard vessels he was promoted to executive officer and later acting Commanding Officer of the Coastguard Squadron North Norway, directly responsible for running and operation of 9 coastguard vessels. He was also responsible for the QSHE, as well as internal audits and inspections of the vessels. In addition, he was responsible for directing 6 helicopters and 2 Orion surveillance airplanes in coastguard related matters. In addition to his coastguard experience he has more than 1600 hours as a DP Operator and experience from complicated anchor handling operations. Jøran will join NTC-M on last week of July 2013.

July 15, 2013 - MARINA-STCW fully accredits two of the new security courses of NTC-M; Ship Security Officer and Security Training for Seafarers w/ Designated Security Duties Covering Security Awareness Training respectively.

• Maritime Security Policy

SHIP SECURITY OFFICER (STCW 2010)

This course is designed for those shipboard personnel who may be designated as Ship Security Officer (SSO) as defined in section A/2.1.6 (and section A/12.1) of the ISPS code. The emphasis of training & instructions deals with providing knowledge and understanding of duties & responsibilities with respect to the security of a ship, and in ensuring, implementing and maintaining the Ship Security Plan in compliance with the ISPS Code and Section A-VI/5 of the STCW Code, as amended.

Furthermore, the course gives emphasis on how to address the problem of piracy and armed robbery against ships, and for liaising with the Company Security Officer (CSO) and with Port Facility Security Officers (PFSOs).

COURSE AIMS:

Upon completion of the course, participants should be able to gain in-depth knowledge on various aspects of security and safety for ships and port facilities which covers identifying existing security measures, procedures and operations, evaluation of key shipboard operations, identifying possible threats, and to establish and prioritize security measures, and identifying weaknesses including human factors in the infrastructure, policies and procedures.

SECURITY TRAINING FOR SEAFARERS w/ DESIGNATED SECURITY DUTIES COVERING SECURITY AWARENESS TRAINING (STCW 2010)

The course provides knowledge and practical understanding on the applicable provisions of the ISPS Code and Chapter XI-2 of SOLAS 74, as amended (special measures to enhance maritime security) and meets the requirements of Regulation VI/6 of the STCW Convention, as amended (mandatory minimum requirements for security-related training and instruction for all seafarers); and Section A-VI/6, Paragraph 4-8, Tables A-VI/6-1 and A-VI/6-2 of the STCW Code.

COURSE AIMS:

The course provides the participants the required standard of competence to contribute to the enhancement of maritime security through heightened awareness, recognition of security threats and how to respond appropriately, enabling them to undertake their assigned duties under the Ship Security Plan (SSP).

After completion of the training, the participants shall be able to:

• recognize security risks and threats

• know how to undertake regular security inspections of the ship, and

• use available security equipments and systems.

Cadets' journey to a brighter future begins

June 10, 2013 - 213 new cadets were accepted in University of Cebu Dormitory through the Norwegian Shipowners' Association - NSA Philippine Cadet Program. In the welcome remarks delivered by Chief Engr. Godiardo Gabisan, University of Cebu's Chairperson for the College of Marine Engineering, he sincerely extended his greetings to the parents of the new cadets who lead their kids to this program that transformed many lives and dreams into reality.

These cadets are official Batch 2017, 21st batch of scholars that NSA Program has been supporting in University of Cebu since 1993. NSA Program Manager, Mr. George Meljoe Frange in his inspirational message uplifted the morale of the cadets as he stressed " thousands of applicants from all over the Philippines wanted to be in your shoes but you have proven your worth and you were chosen. This is a life changing moment for you. You have chosen a noble profession, but life as a cadet is not a bed of roses. You will undergo rigid trainings, you'll face challenges along the way and you must find reasons to continue.., you are here for a certain purpose, for a reason, and that reason must be clear in your mind. NSA will provide you support and develop your potential. The only limitation will be yourself; so be the best that you can"

After several speeches, they commenced the amazing race type of challenges. Freshmen students were divided into groups with 2 to 3 mentors from the second level. The first three groups who successfully finished the challenges were awarded with NSA souvenir items.

After lunch break, all of them were faithfully accepted in the 5-storey L-type dormitory building, inaugurated in August 13, 2008 for the NSA program. Dormitories 1 and 2 can accommodate 700 students at a time; this will serve as the cadets' second home, a

strong four-walled foundation to shelter and witness their journey to success.

STUDENT-PARENT ORIENTATION

At 2:00 PM, University of Cebu's new AVR was jam-packed with students and parents. As the orientation begins, students were briefed of the expectations from them by the university and NSA. They were also oriented of dorm regulations, what to do and what's not. Parents were also reminded to guide and support their kids to fully realize their dreams.

In a well applauded speech by the University owner, Atty. Go reminded the scholars and their parents on how fortunate they are that there's a scholarship program as good as the NSA Philippine Cadet Program.

To quote he says " Where can you find an organization who will send your kids to school, provide their needs, give the best education and training and hire them afterwards?" You are indeed lucky! The parents of those maritime students that are not part of this program pay for the tuition fees of their kids and provide their basic needs despite the fact the they are merely looking on chances that their sons and daughters will land a job after graduation. And what kind of job? There's no assurance at all!

Maritime is not an exemption as more female cadets are willing to show off their skills that are necessary to survive and fit the maritime life.

This batch holds the record; having the most number of female cadets in UC, 12 in Engine and 3 in Deck, total of 15 female taking up BS Marine Engineering under the NSA Philippines Cadet Program.

The number is growing, showing 25% contribution to the total women population since the commencement of the program in 1993. The batch also reflects 27% increase vs. last year and 200% increase vs. the annual average number of female cadets in all batches combined.

As we embrace changes and promote gender equality we cannot undermine the women's capability to perform duties normally entrusted to men. In the near future, we expect to see more female to swerve their careers to the maritime industry.

HOW TO BE AN NSA CADET?

The Norwegian Shipowners Association Scholarship program better known as NSA Philippine Cadet Program was established in 1993 through the Norwegian Maritime Foundation of the Philippines Inc. This aims to enhance the quality of maritime education in the Philippines, create a pool of highly competent Filipino seafarers who can serve as future maritime officers in Norwegian owned and controlled fleets.

The advocacy has been serving the Filipino community for 20 years now; scholars who have been qualified in the program were able to enjoy one of the best available scholarship perks in the country that offers BS Degree in Marine Transportation or Marine Engineering in prestigious maritime university in the Philippines, free board and lodging, opportunities to travel worldwide and an overall transformation through the NSA's meaningful leadership and career development program.

The scholarship program is open to all naturally born Filipino citizen, 16 to 22 years old, single, physically and mentally fit and no derogatory records. To be qualified, interested applicants need to pass the written and oral APRO examinations.

June 3, 2013 - The Norwegian Maritime Foundation Inc. represented by its Managing Director; Capt. Erik Freberg Blom and Philippine Merchant Marine Academy through its President; RADM. Richard U. Ritual signed the Memorandum of Agreement that will provide scholarship grants and financial aids to 25 new cadets to study and finish Bachelor of Science in Marine Transportation (BSMT) under the Norwegian Shipowners Association's NSA Philippines Cadet Program.

The MOA signing signifies a great advocacy milestones both for PMMA and NMFPI as they work hand-in-hand in the selection process of deserving cadets, mold and train them to become honorable, efficient and dedicated seafarers.

COLLABORATIVE EFFORTS TOWARDS QUALITY MARITIME EDUCATION PMMA shall provide appropriate training programs at different levels geared towards the development and upgrading the professional and technical skills of the chosen cadets in accordance to training standards, laws and regulations governing the maritime training and education as prescribed in STCW 1995 as amended. With the Norwegian Maritime Foundation of the Philippines Inc. and its sponsoring shipping companies, the career path of chosen cadets shall be

developed in thrust of producing world-class seafarers and marine officers.

PMMA PRESIDENT SHARES HIS PLANS AND CONTRIBUTIONS TO THE MARITIME INDUSTRY PMMA is known for producing dignified gentlemen, competent and with above-industry knowledge in the maritime industry. The legacy of the institution being the oldest and one of the most

illustrious institutions in the Philippines, shall continue to be a valued ally of the country in molding young professionals in the maritime industry. Being the President of PMMA is never easy. The prestige in its name has twinned up with big responsibility and immeasurable challenges, but for Rear Admiral Richard Ritual the complexity of his job boils down to the end products; their graduates. And with this in mind, he simply ensures that every graduate of PMMA meets the international standards; an impeccable discipline that PMMA is known for. He has very good plans for PMMA, majority of which focuses on modernization. He aims to modernize the library to improve the research capability of students. He visualizes every student to have electronic notebook and the institution to have a Wi-Fi technology. This will definitely enhance students' access to quick researches in order to cope up and be on top of the modern ages. But he stressed out that modernization does not only mean machines and technology. It involves capability of students to competently fine-tune themselves in geared towards quality maritime education through modernized facility.

The Norwegian Training Center - Manila proudly handed the Document of Evidence to members of its Batch 17 Electro Cadet Program who successfully passed Module 1 of extensive trainings and courses designed and approved by the Norwegian Maritime Directorate in 2006 . These gentlemen; composed of licensed Electrical and Communications Engineers earned additional badges on their chest, ready to face the real world of sea service. With flying colors, bringing the NTC name with theirs they will proceed to Module 2 of the program; 6 to 8 months onboard as Electrician Trainees and apply what they have learned and what they were trained for.

IT's THE NORWEGIAN NAME

Norway being the leader in maritime industry commands worldwide respect for its shipping expertise. Up to date, Norway has lived up to its name as leader in the industry as they keep internationally competitive, technically advance and always innovative to meet the worldwide demands for safe, quality and highest standards in shipping.

The Norwegian Shipowners Association, who started the Norwegian Training Center-Manila in 1990, duly recognized the capability of Filipino seafarers to be trained and classified as world-class, globally competitive officers and crew of their ships.

With this genuine thrust, NTC-M has been the training arm of the Norwegian Association of Ship-owners' providing quality training to equip seafarers in meeting the highest industry standards.

HOW TO GET IN NTC-M's ELECTRO CADET PROGRAM?

All shipping vessels need specialist officer to work within their engine department. It will be their responsibility

to maintain onboard electronic and electrical system including generators, radio communication, computer hardware, navigational aids, etc.

NTC-M's Electro Cadet program caters to this need. All hopeful candidates who preferred this kind of workload must have degree in BS in Electronics Communications Engineering or Electrical Engineering and with PRC license. Entry criteria requires 23-30 years old, get above average result in Ability Profiling test, pass the personal interview with the NTC-M assessment team and sponsoring shipping companies and complete the requirements of manning agencies in the Philippines.

Medical requirements are highly important as well as psychological tests. This shall determine the person's capability to work away from family and yet deliver the utmost services needed from him. During the program, cadets are required to stay at the TESDA Complex dormitory as start of his adjustment period separated from home and harmoniously coexist with fellow cadets. It is but essential part of the cadets' preparedness to cope up with the stress and exercise tolerance during the conduction of program.

The program is consist of 3 Modules. The first 6 months part of module 1 includes basic firefighting and personal safety courses. During this time

cadets enrolled in the program must secure a valid passport and a seaman's book. After they satisfactorily passed the extensive trainings in Marine Electro-technology and Electrical system, Marine Engine & Auxiliary Machineries, Automation and Process Control System, Allied and Complementary Courses, Mandatory Training, Emergency, Occupational Safety, Medical Care and Survival Functions NTC-M will allow them to go onboard for 6-8 months for further on hand experience working in actual vessels. Their duties onboard are part of Module 2 which will help them acquire Familiarization, Marine Electrical Knowledge, Instrumentation & Control Systems, Electrical & Safety Routines, Shipping Practice, Engineering Knowledge and Sea Project Evaluation. A record book serves as guide during their on board training.

Soon after, they have to go back to NTC-M and spend another month for evaluation, hands-on and practical enhancement training based on the performance review, analysis and recommendation of the ship officers where they boarded.

14 months of extensive trainings, brand new experiences, thrilling challenges, new allies or foes, but after all, we can say it's all worth it.

THANK YOU NTC-M! hi sir, First of all, I would like to take this opportunity to express my deep gratitude for giving me a break to be part of your program. It is also my honor to work with your team to advance my technical ability. I had a hard time believing that I am already in the right track; as challenges always come my way.. The last time we see each other, I was thinking that working in the land based job is enough to fulfill my responsibility as the sole provider of my family. I just came to realize that being a seaman is better to raise a family. I would not take this long, but I just came to realize how bright is my family's future after I have been part of NTC-M's Electro Cadet program. And with that I would like say THANK YOU! I am now continuing my seamanship and in God's permit - I will be one of the full-pledged electricians of GEARBULK by next contract. These blessings are all because of your never ending support. ESSENCE CONCEALED NTC-M Employees in a Phenomenological Personality Indicator Seminar Apart from traditional leadership and personality development seminar, we experienced one-of-a-kind forum with Sister Mary Rebecca “Rivkha” E. Rogacion, RGS.

Her style is different, a unique and a wonderful gift to identify the essence of a person through physique and psycho as she classified as first and second indicators of essence respectively. During the seminar, she keeps on reminding us of the generally acceptable truth that we cannot change anybody, but we can change ourselves.

HOW NSA CHANGED MY LIFE by: Florencio S. Deypalubos Jaimee (not his real name), male, 16 years old, dreamt of becoming a Master Mariner of a ship one day. He studied hard for many years with the aim of being equipped with the skills and knowledge he needs in order to accomplish his goals. He has done everything in order to feed the fire of his burning passion for ships and transportation, seas and navigation. At a very young age, he envied seafarers telling their tales about their adventures all over the world. He knew he wanted to be just like them. He imagined himself sailing over the seven seas, watching all kinds of wonders passing by.

So, what do you think would his reaction be if one day, his parents would tell him that they won’t be able to send him to college?

Shattered. Broken. Hopeless.

That one moment of his life became the darkest in his entire life. It was like taking away the very life from this young boy. In that one moment of time, all his hopes and aspiration was suddenly taken away from him. In his very young age, it only meant one thing, all is lost.

Jaimee is only one of the many victims of poverty. Millions every year have their dreams being shattered because they won’t be able to study or continue studying to college. These people have dreams and goals that they wanted to reach. These people, just like us, wanted a better future not just for themselves but also for their families. Unfortunately, only few of us are given the opportunity to make that aspiration become a reality.

But Jaimee, did not stop ; He believes that all he needs is determination. His dream is now beginning to become a reality. NSA made it happen.

Now, he is one of cadets under the Norwegian Shipowners Association Philippines Cadet Program. He is one of

the hundreds chosen every year to enjoy a scholarship in a prestigious maritime university in the Philippines. Here, he will be molded to become a future officer. Not only will he achieve the dream he thought he would never accomplish, but also much more than that. It is much more than what he could wish for.

Every year, the Norwegian Shipowners Association makes the dream of hundreds of male and female aged 16-22 years old become a reality. Today, not only I could attest how this program has changed many lives. This one scholarship program has already made a mark not only to the country but also all over the world. How many shattered dream did it already fixed? How many broken hopes had it already mended? How many people did it already saved from giving up? These may be just simple things to other persons, but we know it is something greater. The NSA Program have not just become an instrument in order to make us future officers in vessels, but also made the difference to our lives. Their efforts meant marking the boundary between success and failure for many.

Jaimee is just one example of how NSA made many dreams reality. There are still hundreds of them with their own stories to tell. Many of them are tales of hardships and sorrows. Now, their journey has not ended in seeking their desires, it has only begun. Rest assured, it is a beginning to a better future. The Norwegian Shipowners Association Philippines Cadet Program has become a catalyst of hope all over the Philippines. It is a legacy that would last more than a lifetime.

Summer will always be the best season for beach bums, nevertheless it's time for employees to break free from daily job routines and to create rapport with colleagues. This year NTC-M family flew to the majestic province of Bicol, visited the ever miraculous church of Penafrancia and of course who can resist the charm of Caramoan? It is one of the famous tourist attractions in the Philippines and location site of the popular competitve reality show SURVIVOR.

Caramoan is a first-class municipality in the province of Camarines Sur, Bicol Region Philippines. It is located at the tip of the Caramoan Peninsula, a rugged place of land extending into the waters of the Maqueda Channel on the north and east and Lagonoy Gulf on the south.
