President’s Message Welcome to the summer of 2021. So much has changed, both at IMSA

Ontario Trillium and in the industry in general. IMSA Ontario Trillium held their Annual General Meeting on Wednesday,

June 16th. The AGM was held virtually again in 2021 due to COVID restrictions, which meant that our annual golf event was unable to happen again this year. I do miss this event, the opportunity to see all of you in person, and talk to those I don’t normally speak with. I hope that next year we will not only hold our events in person, but that we will have record numbers turning out to what may be one of our first in-person events. Obviously, with the AGM, a new board took over the reins. There are many old faces, but a few new ones. I am excited to be working with all of them as we charge into these new and un-precedented times.

This spring we held our first virtual classroom certification sessions. Feed-back from the initial courses was very positive, from both the moderators and participants. As with anything new, there were some hiccups, but overall things went smoothly. This new format allows our Chapter to offer courses year-round; we have so far offered multiple classes for Traffic Signals Technician Level I, as well as a number of other courses. We will be offering more classes in the fall for Signals and Roadway Lighting.

We are still offering in-person on-site schools where requested and where al-lowed by Provincial and Local Health bylaws and rules.

With regards to industry in general, as you know, our industry does not stop. As long as there are cars on the road, we are out there and we are making roads safe. That being said, how we do our jobs has changed significantly in the past year and a half. Material is getting hard to find for a lot of people due to international shortages. Technology is changing at a rate that seems almost impossible to keep up with, let alone react to, when it comes to our infrastruc-ture in the field.

You heard me at the AGM discuss moving forward in a relevant way. Our board is focused on ensuring that we are able to provide our members with in-dustry support. More IMSA Online Certification This Fall

This fall IMSA Ontario Trillium Section will be hosting a few more online Certification schools. The following schools are to be

held, subject to minimum class size.

Traffic Signals Level I September 28 & 29

Registration deadline 11:59 p.m. September 7

Roadway Lighting Level I October 26 & 27

Registration deadline 11:59 p.m. October 5

Traffic Signals Level I December 7 & 8

Registration deadline 11:59 p.m. November 16

Registration for all courses will close at 11:59

p.m. on the dates indicated above. This will allow time to complete the front-end work done here in Ontario and to provide sufficient time for the manuals to be delivered to each student from the Ontario Section. If you are working from home, it is advisable to provide your home address on your registration as this will facilitate getting your manual(s) in a timely fashion.

To participate in the course(s) you must have a computer which has a microphone, a camera and sufficient internet band with upload and down-load speeds to enable you to participate in your Virtual course.

The exam will be done virtually. The exam(s) must be completed within 48 hours after the course ends. You will be given 3 hours to com-plete the exam and the software will proctor your exam. You will be required to provide govern-ment issued photo ID at the beginning of your

exam. If the software detects unusual activity dur-ing your 3-hour exam you will be advised to re-frain from that activity.

The start and end times may vary between the different courses. The start time will be typically 8 a.m. each day. If there are different start times these will be shown when you register. During the course you will be able to communicate with the Moderator and ask questions.

To register for any of these courses you must

have your own IMSA account on the IMSA Inter-

national website at www.imsasafety.org. This will allow you to do all of things necessary to reg-ister and take your course.

If you have your IMSA number, you can set up your own account following the instructions in the document called Creation of your own IMSA account which is on the website. If you do not have an account or do not know your IMSA number, please contact the IMSA International office at 1-800-723-4672 and they will assist you.

To register go to www.imsasafety.org. Do not

try to register through the Ontario Section

website as this is not possible. Once you are in imsasafety.org go to the IMSA Certification tab and enter IMSA Online. Find the Ontario section offerings and enter the Event number. From there it will ask if you are registering for yourself or someone else. Registration for these courses will be $555US for Members and $655US for non-Members and must be paid by a credit card. To be eligible for Member course fees you must have paid your membership fee for 2021. You must pay the registration fee in advance of the course at the time of registration. The Ontario Section cannot send an Invoice.

Keep in mind the IMSA Ontario Trillium Section is still offering on-site schools for those that wish to get in-person training. Please contact me for more details.

On-Site Certification

Once every year, IMSA Ontario provides certifi-cation opportunities in

every Certification Program we offer. Many students usually

attend our school, but we know for some it is some-times difficult to secure the budget to send your employees.

For these situations we are offering an alter-native.

The alternative is what we call On-Site Certificat-ion. This is where we will come to you and present the specific certifications you require. We have been doing this for a few years and lately we have suc-cessfully completed more of these schools. These schools can be tailored to your needs and student numbers. We have presented these in hotel facil-ities, banquet facilities or in the contractor’s board-room — we even did one in the Contractor’s shop area/garage! We can tailor these courses to run con-

secutive days or, if it makes sense for your opera-tion, we can split up the days to run over several weeks. We are very flexible; however, the costs for the program will vary depending on the number of students per certification program or renewals and who provides the meeting facility and refreshments.

Your best bet to keep costs down is to provide the meeting facility and refreshments. Alternately, stu-dents can provide their own refreshments and lunch. Generally we found that when the numbers of students is in the 10 student range, it can be very cost effective.

You could also combine training with other local municipalities or contractors in your area.

New Amendments to Stunt Driving Legislation

Amendment to Section 172 — This amend-ment makes it an offence to drive a motor vehicle on a highway in a race or contest,

while performing a stunt or on a bet or wager and sets out the penalties for this offence. Ontario Regu-lation 455/07 (Races, Contests and Stunts) further defines certain driving be-haviours as a race, contest or stunt.

The following amend-ments were made to the HTA and to Ontario Regu-lation 455/07, effective July 1, 2021:

1. Section 172 (7) of the HTA is amended to increase the duration of the administrative seven-day motor ve-hicle impoundment to 14 days; and,

2. Section 3 of O. Reg. 455//07 is amended

to include “exceeding the speed limit by 40km/h or more on roads with a speed limit less than 80km/h” in the definition of “stunt.”

These amendments are intended to add to the deterrent effect of section 172 at a time when we have seen an upward trend in street racing during

the COVID-19 pan-demic.

New Email Address for IMSA Ontario

Good day folks. As most of you know, the current email system used by our section is not very func-tional. It was developed a long time ago and has

been hosted by the IMSA International server. After repeated attempts by our folks to address the poor oper-ation of this system with the folks down in the US, we decided to abandon it.

With a lot of hard work by one of our moderators, Shawna Boakes, we have adopted the Gmail platform. We have created a new email address for the use of our members and it is [email protected].

This email will be monitored by our secretary moving forward. Currently our secretary is Dave Edwards. He will decide who on our board should respond to a particular query and it will be forwarded for response to the appro-priate individual.

About 18 months ago I became the editor of our fine Newsletter. Members rely on it to let them know about upcoming events and our annual school. Additionally, the Newsletter is intended to be a forum for members to write

articles about new projects they are working on, new devices they are working

with, ask questions on ways to solve a problem — or even announce a unique way

they have solved a problem. However, getting articles to fill the pages is an ongoing battle.

You could write a short article about anything related to the traffic world — it would be most appreciated. You don’t have to write an entire book; a 200–300-word article will suffice. Don’t worry about your grammatical skills or spelling, all articles are proofread and/or edited before publishing.

Polish up your writing skills and send me an article. The deadline for our next Newsletter is October 31, 2021. I am hoping to hear from YOU!!!
