Se ve ra l entrepreneurs have beenat tempting to develop reliable solutions to this problem. Mark TwainBankshares of S t. L ou is recently announced that i t w o ul d s o on offer i tscustomers electronic cash or "E-Cash" services developed by DIGICASH, anAmste rdam company run by cryptography-savvy David Chaum. Initially theservices a re i n te n de d t o ove rcome many of the d i sadvan tages of us ing creditcards fo r smal l dollar transactions, b ut t he se s am e technologies could offernew opportunities to those bent on counterfeit ing, m o ne y l au n de ri ng , o relectronic theft .

(V ) These deve lopments have not gone u nn ot ic ed b y t he Congress.Representative Mike Castle 's (R-AL-DEl Banking and Financial ServicesSubcommittee on Domestic and Internat ional Monetary Policy recentlyconducted the second in a s er ie s o f three h e ar in g s o n the "Future of ElectronF orm s o f Money and Electronic Payment Systems" to explore the potentialimpact of these new technologies on U.S. monetary policy, r eg u la ti on o f t hemoney supply, and f in an ci al c ri me s. Wi tn es se s from the Federal Reserve, thU.S. Mint. the Comptroller of the Currency, t he S ec re t Service, and Treasury'sF inancia l Cr imes Enforcement Cen te r advi sed that al though new regu lat ionsor legislation targeting digital cash w ou ld b e p r em a tu r e, t h e governmentmaintains a responsibil i ty to assure the integrity of. and public conf idence in,

t h e e n ti re financial system. They suggested Congress might consider requir ingthese proposed "cyber" systems to show both a demonstra ted ability t o p ro te cthemselves and an ab il it y to assis t law enforcement offiCials when direct orindirect abuse occurs.

(V ) Witnesses from the Office of Management and Budget (OMB), th eNational Institute of Standards and Technology (NISTl. and DoD were askedaddress INFOSEC and privacy issues since they had been raised as key policconcerns. At t h e r eq u es t of the Assistant Secre ta ry of Defense fo r Command,Control, Communications, and Intelligence (ASDC3I), Mr. Emmett Paige, Jr. ,NSA's Deputy Director, Mr. Bill Crowell, testified on DoD's behalf.Ms. S al ly K at ze n o f OMB st ressed tha t the government has a responsibility

ensure tha t the various parts of the U.S. infrastructure tha t it oversees aresufficiently protected to preclude any at tack that w ou ld p os e a th rea t to ournational and economic securi ty. She w en t o n to say tha t through informedpublic dialogue an appropriate balance must be s t ruck between the publicsafety an d national security implications of strong cryptography an d t he n ee dfo r business an d personnel confident ia li ty in an in ternat ional environment.Mr. Ray Kammer, Deputy Director, NIST, provided an overview of th e relevantsecurity technologies, to include encryption, digital signature, and ke y escrowand in so doing, provided an effective segue to Mr. Crowell's presentation.

(V ) Mr. Crowell stated that h e w as testifying for 0 0 0 in NSA's capacitya partner with ASDC31 and th e Defense Information Systems Agency indeveloping protected networks for th e Defense Information Infrastructure. Hst ressed the technical expertise in b o th c o mp u te r s y st em s and networksecurity that the NSA work force brings to that partnership and th e growingimpor tance of that expertise as DoD becomes more dependent on networked

information systems. He described the range of security services required toprovide full protection to a network; highlighted th e increasing vulnerabilityinformat ion, to include financial transactions as demonstrated by the DoDexperience; outlined DoD's INFOSEC strategy and s t rategic goals(interoperability, multi level security, and partnership with industry); andemphasized th e formidable challenge that implementing both national andglobal infras tructures presents . Finally, he described NSA's MultilevelInformation System Security Initiative (MISSI) as an example of effectivenetwork security and invited Members to se e a demonstration of thattechnology.

(V ) Feedback after the hearing indicated that Mr. Crowell's presentation

was well received a nd tha t the Subcommittee staff is eager to scheduleMISSI-FORTEZZA demonstrations for th e Members. As developments unfoldwe'll update yo u on this issue.

(V ) On 2 November 1995, Mr. Emmett Paige, Jr., Assistant Secretary ofDefense for Command, Control, Communications, and Intelligence will visitNSA for a day of briefings and discuss ions on the Agency's missions,capabilities, and activities. Directly responsible for the intelligence programsand policies which govern NSA, Mr. Paige will beg in with a Town Meetingw he re h e will address the work force o n the th em e "U.S. Intelligence of theFuture." Th e Town Meeting will be held in th e OPS2B Canine SUite from

1000-1050 hours . Tickets for priority admission will be available on a firstcome first served basis from designated POCs in each Key Component.Seating wil l be open t o non- ti cke t holde rs a ft er 0940 hours. We'll provide arecap in an upcoming issue.
