I. Background The Department of Environment and Natural Resources (DENR) - Biodiversity Management Bureau (BMB), and, with support from the United Nations Development Programme (UNDP), will be implementing a project entitled "Integrated Approach in Management of Major Biodiversity Corridors in the Philippines", otherwise known as the BD Corridor Project. Approved by the Global Environment Facility (GEF) last April 17, 2020, its primary objective is to operationalize integrated management of biodiversity corridors to generate multiple benefits including effective conservation of globally threatened species and high conservation value forests, reduce deforestation and degradation and enhance local biodiversity-friendly livelihoods. It is aimed at addressing the increased degradation of wetland habitats from deforestation and conversion to agriculture and expanding infrastructure development, pollution, invasive alien species (IAS) and climate change is becoming an ever-increasing threat to critical habitats and ecosystems and their attendant biodiversity. I. Background

n. Objectives

As part of the pre-implementation activities of the Project, DENR-BMB and United NationsDevelopment Programme (UNDP) are working on the establishment of the ProjectManagement Unit (PMU) to be lodged at BMB-DENR. The PMU will be composed of one(1) National Project Manager (NPM), two (2) Technical Officers, one (1) OneCommunications Officer, one (1) Admin and Finance Officer, and two (2) Admin andFinance Staff. Roles and responsibilities, including the qualifications of each stafFpersonnel,are presented in the herein individual Terms of Reference. The PMU shall serve for theduration of the Project and in accordance with the Project Document.

in. Terms of Reference

1. National Project Manager (NPM)Monthly Salary: Php 163, 335.00

A. Scope of Work

The National Project Manager (NPM) will exercise project leadership andprovide operational project management in accordance with the Project Documentand the UNDP guidelines and procedures for implementation of project activities.Specifically, the NPM is tasked to do the following:

a)Manage overall project implementation across all components. Assurance of

successful completion of the project in accordance with the Project ResultsFramework;

b)Provide overall leadership and guidance to the staff of the NPMU CPMU,and supervise consultants;

c)Serve as secretary of the PSB and recommend agenda for PSB;d)Lead the process of planning for implementation strategy, annual work

planning, reporting to PSB and UNDP, and in the preparation ofimplementation guidelines;

e)Based on agreed-upon corridor strategies and cluster targets set by

stakeholders, direct and facilitate the preparation of work packages andTORs, identify and facilitate agreements with responsible partners for theirimplementation;

f)Oversee the development and execution of a monitoring and evaluation system

(M&E) and facilitate the mid-term and terminal reviews;g)Under the guidance of the NPD will monitor and manage the SESP risks with

the support of the CPDs and PME ensuring that project partners are directlyinvolved in assessing risks and taking timely actions to manage such risks;

h) Oversee the implementation of the GRM, ensuring that there is effectivelymechanisms and procedures in place for informing project partners andcommunities (including IPs) on procedures for registering grievances,complaint resolution mechanisms and investigation procedures, and

meditation and ensuring that all procedures and measures for efficient

management of the GRM are in place and functional;

i) Provide oversight and guidance with the support of consultants for thepreparation and implementation of the IP plan, ensuring that IPs areadequately consulted and engaged in activities within the ancestral domains;

j) Track and manage project spending in accordance with the project budget, aswell as DENR-BMB and UNDP rules and procedures to ensure transparency,

responsibility, and timely fulfillment of both program targets and budgettargets;

k) Oversee the preparation and submission of annual Project ImplementationReviews and other required progress reports to the Project Board, UNDP, and

GEF in accordance with applicable requirements, in English languages;1) Oversee the design and full execution and implementation of the KM, training

and IEC plan;m) Ensure communication of project issues, innovations, and learnings among

key officials of the DENR and member agencies of the PSB;andn) Performs other necessary tasks and responsibilities as instructed by the

supervisors.

B. Qualifications and Professional Requirements

a)Masteral degree related to natural resource management, public administration

or another field with direct relevance to the project;b)At least 10 years of experience in managing large-scale foreign-funded

projects on natural resource management, biodiversity conservation or

integrated area development in the Philippines;c)Close familiarity with the roles, activities, and priorities of the DA, DENR,

NCIP, NEDA and LGUs regarding natural resource management, biodiversityconservation, rural development, sustainable land management;

d)Advance technical understanding of natural resources management andgovernance, and biodiversity conservation;

e)Demonstrated ability to work effectively with a broad range of stakeholders;f)Demonstrated ability to work effectively under minimal supervision;g)Superior skills in organization and management, including experience with

planning, budgeting, evaluation, and supervision of consultants and/or

employees;h) Familiarity and experience in government and UNDP project management

processes and requirements;i) Fluency in English (reading, writing, speaking), knowledge of local dialect

a)Assist the Project Manager in day-to-day management and oversight of

administrative and finance project activities, including human resourcesrelated concerns;

b)Keep records of project funds and expenditures and ensure all project-relatedfinancial, administrative and human resources documentation are well

maintained and readily available when required by the Project Manager;c)Oversight and support of procurement of goods and services for

implementation of project activities;d)Review project expenditures and ensure that project funds are used in

compliance with the Project Document and relevant national financial rulesand procedures;

e)Validate and certify FACE forms before submission to UNDP;f)Provide necessary financial and administrative information as and when

required for project management decisions;g)Provide necessary financial information during project audits;h) Review annual budgets and project expenditure reports and notify the Project

Manager if there are any discrepancies or issues;i) Manage human resources requirements and procurement;j) Develop human resources competency-based management plan;k) Assist the M&E officer in matters related to M&E and knowledge

management;1) Prepare and submit progress reports;m) Coordinate and provide PMU-related administrative and logistical assistance;

andn) Performs other necessary tasks and responsibilities as instructed by the

supervisors.

B. Qualifications and Professional Requirements

a)Masteral degree or advanced certification or equivalent inoperations/accounting/ financial and human resources management;

b)At least 10 years of relevant work experience in a large scale projectmanagement setting involving multi-lateral/ international funding agency.Previous experience with UN project will be a definite asset;

c)Familiarity and experience with government financial and procurementprocesses;

2. Admin and Finance Officer (Operations Officer)Monthly Salary: 81,828.08

A. Scope of Work

The Admin and Finance Officer (Operations Officer) will be responsible for theadministrative and financial services of the project to ensure quality assurance, underthe guidance of the NPM. He/She will also exercise technical supervision of alladministrative and financial staff for the design and execution of all administrativeprocesses for technical services and goods based on work packages and TORsdesigned by the technical staff. Specifically, the Admin and Finance Officer is taskedto do the following:

3. Natural Resources Management Officer (NRMO)Monthly Salary: 81,828.08

A. Scope of Work

The Natural Resources Management Officer (NRMO) will lead the provisionof science-based decision support system for the decision-making functions of thePSB, NTWG and the respective corridor level CAAC. He/she will work closelywith the PME, the Regional Landscape Planning Specialist, and the regionalStakeholder engagement specialist. Specifically, the NRMO is tasked to do thefollowing:

a)Collaborate with counterparts in national partner agencies and nationallevel science community to organize, package and communicate updatedscience-based information, and other relevant local information to supportkey decision-making processes at the national and corridor levels;

b)Lead in the development of technical content of TORs for work packagesof responsible partners and consultants as well as coordinate theirexecution with particular reference to the ground validation of corridorclusters, the conduct of BD baseline and monitoring studies, developmentof corridor research agenda and development of strengthened parameters

for BD sensitive planning and EIA standards;c)Take the lead in developing agreed up criteria for the documentation and

analysis of good practices and lessons learned from implementation;d)Establish a simple system of tracking the progress of identified proactive

champions and provide customized follow up a coaching program for themto enhance chances of application of learnings in the respective agencies;

e)Collaborate with counterparts in government and academe to develop anetwork of support institutions and individuals who can provide technicalinformation, training and research support on a sustained basis;

f)Facilitate technical information exchange and sharing of feedback betweennational-level technical bureaus and locally-based subject matterspecialists with the end view of incorporating project generatedinnovations in the plan and programs of partner agencies in the region;

g)Work with the respective DENR, DA and NCIP offices as well as Nationaland subnational Federations to provide guidance that would enablecommunity-based Network and women groups to better participate in

multi-stakeholder planning and decision making;

h) Collaborate with the National Commission on Indigenous Peoples (NCIP)in securing Free Prior and Informed Consent (FPIC) process; and

i) Performs other necessary tasks and responsibilities as instructed by thesupervisors.

B. Qualifications and Professional Requirements

a)Masteral degree or advanced certification in natural resource management,biodiversity conservation, socio-economic development or related field

with direct relevance to the project;b)At least 10 years of experience in implementing projects on natural

resource management, biodiversity conservation, social development, orintegrated area development in the Philippines. Part of this would includeexperience with planning processes, knowledge management, and training

programs;c)Close familiarity with the roles, activities, and priorities of the DA, DENR,

NCIP, NEDA, and LGUs regarding natural resource management,biodiversity conservation, rural development, and sustainable land

management;d)Advance technical skills on project report writing, research, and natural

resources conservation and management tools;e)Demonstrated ability to work effectively with a broad range of

stakeholders;f)Fluency in English (reading, writing, speaking), knowledge of local dialect

would be an advantage; andg)Must be a Filipino citizen and is residing in the Philippines.

4. Planning and M&E Officer (PME)Monthly Salary: 81,828.08

A. Scope of Work

The Planning and M&E Officer (PME) will assist the National Project Manager inthe overall planning, monitoring, and reporting requirements of the project.

Specifically, the PME is tasked to do the following:

a)Organize and facilitate inception workshops, PSCs and TWGs and prepareand communicate key highlights to key decision-makers;

b)Organize and facilitate the convening of preparatory meetings at the corridorlevel including internal DENR meetings as well as meetings with R/NEDAand PLGUs concerned;

c)Assist in the preparation of operating guidelines for CPMU and otherresponsible partners as part of work packages to operationalize key features of

the project interventions at the corridor and cluster levels;

d)Facilitate policy dialogue at the national level to support the preparation oftargetted policy instruments particularly in relation to corridor governance

mechanisms and strengthening LGU roles;e)Develop a monitoring and evaluation system for the project to ensure that the

objectives of deliverables are met on time;

5. Communications Officer

Monthly Salary: 67, 895.60

A* Scope of WorkThe Communications Officer will lead the coordination of IEC/CEPA activitiesand deliverables of the project, including stakeholder engagement. He/She shallwork closely with the IEC/Communications Officers/ Staff in the BD Corridors.Specifically, the Communications Officer is tasked to do the following:

a)Provide leadership in the planning and coordination of KM/ IEC/CEPAinterventions in collaboration with the key members of TWG and CACC aswell as the Corridor based Stakeholder Engagement Specialist;

b)Guide regional counterparts in the development, implementation and

monitoring of IEC/CEPA Plan/s;c)Develop appropriate knowledge products to promote project objectives, and

transform policy directives and technical data into popular media forms;

f)Prepare the periodic plans and budget of the project, including reports toconcerned agencies;

g)Coordinate the timely conduct of planning and reporting processes by allresponsible partners and lead in the preparation of draft overall work plansand reports;

h) Be responsible for monitoring the status of indicators in the RFA on a timelybasis, monitor implementation of SESP, gender action plan and GRM and theelaboration and monitoring of the implementation of the IP plan; and

i) Performs other necessary tasks and responsibilities as instructed by thesupervisors.

d)Organize networks of IEC practitioners who can help implement IEC activitiesand develop specific IEC products to support the mainstreaming ofinnovations and learnings into the investment programs of partner agencies;

e)Conduct IEC-related activities and events;f)Be responsible for the finalization of documentation of good practices that

may be used as part of the replication strategy for other corridors; andg)Performs other necessary tasks and responsibilities as instructed by the

supervisors.

B. Qualifications and Professional Requirements

a)Bachelor's degree in development communication, social science or other

fields with direct relevance to the project;b)At least 8 years of experience in community NRM, communications, and local

governance-oriented activities; Part of this experience would includeinvolvement in institutional analysis and development, alliance building, andIEC interventions;

c)Close familiarity with the roles and activities of national government agencies,LGUs and community, ancestral domain and CBFM initiatives regardingnatural resource management, rural development, and livelihood enterprise

support;d)Intermediate technical understanding of natural resources management and

socio-economic development; and IEC;e)Demonstrated skills on KM/ IEC tools, social media, content writing and

design, event management, documentation of good practices;f)Demonstrated ability to work effectively with a broad range of government

and community stakeholders;g)Fluency in English (reading, writing, speaking), knowledge of local dialect

would be an advantage; andh) Must be a Filipino citizen and is residing in the Philippines.

6. Finance Assistant (Finance and Admin Staff)Monthly Salary: 50,480.00

A. Scope of Work

Under the direct supervision and guidance of the Admin and Finance Officer.The Finance Assistant will be responsible for the preparation of financial plansand reports. Specifically, the Finance Assistant is tasked to do the following:

a)Assist in the preparation of project work and financial plans and reports;b)Assist with project communication activities as required;c)Prepare quarterly advance requests to get Pilot BR advance funds from

UNDP in the format applicable;d)Assist the NPM and National Project Director (NPD), and other concerned

officers in project budget monitoring and project budget revision in thepilot BR;

e)Set up the Pilot BR accounting system, including reporting forms andfilling system for the project, in accordance with the project document andthe NEX procedures;

f)Maintain Pilot BR petty cash transactions, including the writing ofreceipts, preparation of payment request form, receipt and disbursement ofcash and clearance of advances;

g)Ensure all project financial documentation and reports are properlymaintained in hard and electronic copies in an efficient and readilyaccessible filing system;

h) Prepare Pilot BR project financial reports for submission to NPM andNPD for clearance and furnish to UNDP as required;

i) Reconcile all Pilot BR balance sheet accounts and keep a file of allcompleted reconciliation;

j) Check and ensure that all expenditures of Pilot BR projects are inaccordance with NEX procedures, including ensuring receipts to be

obtained for all payments;k) Follow up Pilot BR bank transfers, including preparing the bank transfer

requests, submitting them to the bank and keeping track of the transfers;1) Maintain internal controls to satisfy audit requirements;m) Prepare Pilot BR monthly bank reconciliation statement, including

computation of interests, gained to be included into reports; andn) Undertake other relevant matters assigned by the supervisors.

B. Qualifications and Professional Requirements

a)University/ Academic degree in financial/or accounting or related field;b)Minimum 7 years' experience in accounting, budgeting and auditing

procedures;c)Strong organizational skills and understanding of accounting and auditing

procedures;d)Solid experience of budgeting, planning, and reporting on the foreign-funded

project;e)Knowledge in accounting procedures of the Government and UNDP;f)Demonstrated ability to work in a multicultural environment, and establish

harmonious and effective working relationships, both within and outside theorganization;

g)Good computer skills in common word processing (MS Word), spreadsheet(MS Excel), PowerPoint and accounting software;

7. Admin Assistant (Procurement Assistant)Monthly Salary: 45, 230.08

A. Scope of Work

Under the direct supervision and guidance of the Admin and Finance Officer, theAdmin Assistant shall be responsible in all the administrative aspects of theproject including the procurement of all necessary purchases of the project. He/Shewill likewise assist in the preparation of all reports on admin matters. Specifically,the Admin Assistant is tasked to do the following:

IV. Management and Reporting Arrangements

The PMU Staff shall be contracted by the DENR-Biodiversity Management Bureau.They shall report to the Office of the BMB Director and the Biodiversity Policy andKnowledge Management Division where the PMU shall be lodged.

B. Qualifications and Professional Requirements

a)University/Academic degree in administrative or related field;b)Minimum 6 years' experience in admin matters for foreign assisted and or

government projects;c)Strong organizational skills and understanding of administrative procedures;d)Experience of reporting on foreign funded project;e)Knowledge in administrative and procurement procedures of the Government,

and UNDP;f)Demonstrated ability to work in a multicultural environment, and establish

harmonious and effective working relationships, both within and outside theorganization;

g)Good computer skills in common word processing (MS Word), spreadsheet(MS Excel), PowerPoint; and

h) Good command of English language

a)Support the preparation for project events, including workshops, meetings(monthly, quarterly and annual), study tours, training, etc., includingpreparation of background materials as relevant, as well as logisticalarrangements, including for visa, transportations, hotel bookings, for staff,consultants and guests coming for the project's activities.

b)Assist with project communication activities as required;c)Keeping track of all the in-out documents and processing data within the

project; be responsible for filing documents and maintaining office equipmentin accordance with the project document and the NEX procedures;

d)Ensure all project documentation (progress reports, consulting and othertechnical reports, minutes of meetings, etc.) are properly maintained in hard

and electronic copies in an efficient and readily accessible filing system;e)Arrange meetings, mission schedules, transportation, receive and guide

visitors, provide them with necessary logistical and administrative support;f)Arrange procurement of office equipment, stationeries, and support facilities

as required; andg)Undertake other relevant matters assigned by the supervisors.
