Construction Design Management
(2015) Coordination Services Is your company complying with the CDM Regulations 2015?
The new Regulations, which came into force on 6th April 2015 place new and additional statutory duties on the Client who must ensure that the Principal Designer, Principal Contractor, Contractors and Designers can demonstrate they are appropriately informed, instructed and trained. The new Regulations transfer the responsibilities currently fulfilled by the role of CDM-C to the Principal Designer in conjunction with the Client. Our Property Health & Safety Consultants can assist Clients and Designers in ensuring they meet these new statutory duties. The team has extensive experience in delivering a range of property related Health & Safety advice on projects from £10k to complex multi-million pound contracts. We are experienced, resourced and well equipped to take care of all your property health and safety requirements, from project inception to completion. Under Part 2 of the Regulations Clients must ensure that suitable arrangements are in place for managing, maintaining and reviewing a project for its duration, so the Health and Safety risks involved are identified and appropriately managed. Clients must also ensure that suitable time and resources are allocated for each project. It is the Client’s responsibility to inform the HSE of the commencement of a notifiable project. The Regulations now also place duties on Domestic Clients (i.e. work undertaken not in connection with a business,) making the Client accountable for the impact their decisions and approach have on Health, Safety and Welfare on a project. These arrangements need to be in place for the life of the project.

Legionella Management
What is Legionella/Legionnaires’ disease? Legionnaires’ disease is a potentially fatal form of pneumonia that is caused by the Legionella bacterium present in natural and man-made water sources. Legionella thrives in water that is between 20 and 40 degrees and can often be found in, for example; hot and cold water systems, cooling towers, condensers, hot tubs, humidifiers and emergency showers. Legionnaires’ disease is contracted through the inhalation of infected water droplets – which makes anyone susceptible. The following groups are, however, at a greater risk of getting the illness: people over 45 years old, smokers, heavy drinkers, people suffering from chronic respiratory or kidney disease and anyone with an impaired immune system.

Fire Safety
NPS South West provides a full range of Fire Safety Services. Once implemented into your business it provides a step by step route to achieve 100% legislative compliance. 1. A full review of existing Fire Safety Management System (FSMS) including
policies, organisation, procedures, monitoring and audit process to contribute to a gap analysis.
2. Carry out either a new Fire Risk Assessment or a re-inspection to meet the requirements of the Fire Safety Order (FSO) 2005, which is a statutory obligation for the Responsible Person (RP) under the FSO. This will include both management systems and premises.
3. As a result of the FRA we will provide the RP with a comprehensive action plan based on a Risk Prioritisation System to ensure the safety of users of the premise/ venue and compliance is achieved.
4. In order to ensure the action plan is successfully implemented, NPS can provide on-going support and consultancy through training, periodic reviews, 1-2-1 coaching. Where actions require physical improvements, NPS is able to provide remedial works and assist you in obtaining best value from any contracted services you may need.
5. All risk assessments require periodic monitoring and review and fire safety is no exception. As a guide the FRA must be reviewed at least annually or as often as is required (when for example there are changes in working practice, occupancy or building use). As part of our process we are committed to providing all the support and advice required.
6. By following steps 1-5, and working in partnership with NPS, we are confident that we will be able to provide you with the level of compliance required for your business and more importantly a safe working environment.

Radon Management What is Radon? Radon is a naturally occurring radioactive gas that can seep out of the ground and build up in houses, schools, public buildings and indoor workplaces. The highest levels are usually found in underground spaces such as basements, caves and mines. High concentrations are also found in ground floor buildings because they are usually at slightly lower pressure than the surrounding atmosphere; this allows radon from the sub-soil underneath buildings to enter through cracks and gaps in the floor. Radon is invisible; you can’t see it, smell it or taste it and its presence in your home or workplace can pose a danger to you and your family’s health. Breathing in radon is the second largest cause of lung cancer in the UK resulting in up to 2000 fatal cancers per year.
Legal requirements Employers are required by the Management of Health and Safety Regulations at Work 1999, to assess risks from radon in workplaces in affected areas, and this usually requires a measurement. The Ionizing Radiations Regulations 1999 requires action to protect employees if the average radon gas concentration exceeds 400 Bq m-3 (becquerels per cubic metre of air).

Employer’s Site Representative Role (ESR)
With the various financial pressures placed on construction
projects today, Clients often consider ways of reducing cost,
without detriment to the project outcomes or life expectancy of
the building. A full time site based Clerk of Works is an
expensive overhead, so clients often engage the services of
Employer’s Site Representative (ESR) as an alternative.
Although not based on site, the ESR service can be tailored to
suit the Client requirements and budget, such as varying the
number of site visits per month and the detail of inspection
and site reports issued. The ESR acts entirely on behalf of
the Client, checking on the general standards, the quality of
work and materials used. Photographic records form part of
the site report to record progress and any defects.
An ESR also monitors progress, site activity levels, site
conditions, as well as feeding back any health and safety
issues which are outside the scope of the CDM Coordinators
remit. The ESR supports the client at monthly site meetings,
prepares the schedule of defects and attends meetings to
inspect works at practical completion and making good
defects. The ESR role can also include witnessing and
supervising on site testing and commissioning, ensuring
compliance with performance requirements and the contract
specification. Images on the right are of a recent scheme
where we successfully undertook this role, the £7.4m
Dartmouth Academy 2014.

structure rather than construct a new building).
