Andrew Cuomo, New Jersey Gov. Phil Murphy and Connecticut Gov. Ned Lamont on Wednesday announced a joint in- coming travel advisory that all in- dividuals traveling from states with significant community spread of COVID-19 quarantine for a 14-day period from the time of last contact within the identified state. This quarantine – effective at midnight – applies to any person arriving from a state with a posi- tive test rate higher than 10 per 100,000 residents over a seven-day rolling average, or a state with a 10% or higher positivity rate over a seven-day rolling average. New York, New Jersey and Con- necticut will continually update and publish on their respective websites a list of states to which the new advisory applies. This information will be updated regu- larly. The tristate measure will use uniform parameters and messag- ing on highways, airports, web- sites and social media. The three states will also ask hotels to com- municate the 14-day quarantine to guests who have traveled from one of the impacted states. “In New York we went from the highest number of cases to some of the lowest rates in the country – no one else had to bend the curve as much as we did and now we have to make sure that the rate continues to drop in our entire region,” Cuo- mo said. “We’ve been working with our neighbors in New Jersey and Connecticut throughout this entire pandemic, and we’re announcing a joint travel advisory that says people coming in from states with a high infection rate must quaran- tine for 14 days. We’ve worked very hard to get the viral transmission rate down and we don’t want to see it go up again because people are traveling into the state and bring- ing it with them.” Cuomo explained the travel advi- sory is not a ban. Rather, visitors from a high-infection-rate state must begin their time in New York, New Jersey or Connecticut with a 14-day quarantine. This holding period also applies to residents of the three states who vacation in a high-infection- rate state. When these individuals return, they, too, must undergo a quarantine period. In New York, Cuomo said those who fail to comply may be sub- ject to a judicial order of manda- tory quarantine. This might also include paying for court fees and additional fines ($2,000 for a first offense, $5,000 and $10,000 for subsequent lapses). “Over the course of the past few months, our states have taken ag- gressive action to flatten the curve and beat back the coronavirus,” Murphy said, “As a result of our collective efforts, we have low infection rates, falling hospital- izations, and have steadily been reopening our economies. Unfor- tunately, many states continue to have high transmission rates. We are proud to work with our part- ners in New York and Connecticut on a joint incoming travel advisory to ensure continued progress against this virus and to keep resi- dents of the tristate area safe.” “Working together as a region has proven to be immensely suc- cessful as our respective states are leading the country when it comes to our response with low infection and positivity rates relative to in- creased testing capacity,” Lamont said. “We have made difficult deci- sions throughout this pandemic, but we have proven to make many of the right decisions. This step to inform travelers from states with hot spots to self-isolate is meant to protect our residents and maintain our incred- ible public health progress.” At this time, high-risk states in- clude Alabama, Arizona, Arkansas, Florida, North Carolina, South Carolina, Texas, Utah and Wash- ington. New Jersey Gov. Phil Murphy and Connecticut Gov. Ned Lamont on Wednesday announced a joint in-coming travel advisory that all in-dividuals traveling from states with signifi cant community spread of COVID-19 quarantine for a 14-day period from the time of last contact within the identifi ed state.
