circle, made even more exclu-sive by the fact it’s a competi-tive application process for F-15 pilot selection and training.“At every level there’s
training and screening,” saidMaj. Steve “Ritalin” D’Amico,a 1996Air ForceAcademygraduate. “It would be cockyto say only the best of the bestcome to what we’re doing, butit would be untruthful to saythat the top guy at every levelis probably the fighter guy.”The 413th, which includes
three full-time and one tradi-tional Reservist, performs anaverage of three or four week-ly functional check flights inthe F-15. It takes about threesorties to certify the aircraftairworthy.
“When we touch it, there’sno guessing,” D’Amico added.“Every piece of the airplanehas been torn out, replaced,adjusted or more. You’re basi-cally getting something that’scompletely untouched anduntested.”One advantage for the
pilots is the proximity of the F-15 Eagle Division system pro-gram office, with whom theywork closely on matters affect-ing the aircraft’s worldwidefleet.

The Defense Logistics AgencyDisposition Services office at Robins oper-ates as a clearinghouse for excess and sur-plus government property.In fiscal 2010, the Warner Robins Air
Logistics Center Depot storage facility wasthe leader across the Air Force with a totalof $69.9 million worth of items, an amountwhich reflects a property’s original acquisi-tion value. In fiscal 2011, that numbertotaled $49 million.Two other retail facilities across the base
associated with maintenance activities alsorequisitioned items worth over $1 millionin 2010 and 2011.
While there may be many other facili-ties that have reutilized government proper-ty on base, if the sum of its original acqui-sition value didn’t reach at least $1 million,it did not appear on the DLADispositionServices’ annual “Million Dollar Board,”which is a listing gathered from all servicebranches.DLA services has a worldwide presence
within the Department of Defense, withdisposal specialists in 17 foreign countries,two U.S. territories, and 34 states.
The organization, which operates a full-service location at Robins in Bldg. 1602,takes excess property from all governmententities, and finds disposition outlets forthem.DLA’s biggest customer is the
Department of Defense, followed by otherfederal agencies, donation agencies and thegeneral public.Items are put into an online inventory

Oneof the primaryresponsibilities JakeDickson has is to identi-
fy the presence of heavy metalson work surfaces higher than 10feet. That includes catwalks,mezzanines and elevated workplatforms used to access utilitiesor equipment.
“Many of thoseareas go undisturbedfor months or evenyears, and haveaccumulated dustthat may containheavy metals,” saidDickson, 802ndMaintenance SupportSquadron mechanical engineer.
Heavy metals include lead,cadmium, chromium and beryl-lium.
Dickson identifies whatpotentially hazardous materialsare in these areas, and puts con-trols in place to contain the dust,and helps prevent cross-contam-ination.
Maintenance and access plat-forms higher than 10 feet havebeen identified in most base
facilities, and testing will soonbegin for the presence of heavymetals, said Dickson.
If they’re present, anyoneentering those areas must followa strict decontamination proce-dure that will contain and con-trol the hazardous dusts, he said.The work area will be cordonedoff, and personnel will suit upwith appropriate personal pro-
tective equipment, anduse HEPAvacuumsand wet wipes todecontaminate thework area, equip-ment and utilitiesserviced.
“This processmaximizes direct
and indirect workersafety. Those performing thetasks are protected with PPEwhile HEPAvacuums and wetwipes protect personnel work-ing nearby from being exposedto hazardous dusts,” addedDickson. “This task is ongoing,and anyone entering an areahigher than 10 feet not yet iden-tified as hazardous must treatthe area as if it were, and followthe same procedure describedabove.”
Heavy metals testingto be put in place
Restoration of Annual LeaveThe current leave year ends
December 31. The maximum amountof annual leave that most employeesmay carry into the new leave year,which begins on January 1, 2012, is240 hours. Agencies may restore annu-al leave that was forfeited because itwas in excess of the maximum leaveceilings (i.e., 240, 360, or 720 hours arecommon leave ceiling categories) if theleave was due to an administrativeerror, exigency of the public business,or sickness of the employee, but only ifthe leave was scheduled and approvedin writing by Saturday.
Voluntary Leave Transfer ProgramEmployees with “use or lose” leave
may donate excess annual leave toapproved leave recipients under theVLTP. Leave donations made for thispurpose are limited to no more than thenumber of hours remaining in the leaveyear for which an employee is sched-uled to work and receive pay. (Example:If two weeks before the end of the leaveyear, a leave donor has 100 hours ofuse or lose leave and is scheduled towork for only 60 hours, up to 60 hoursmay be donated.) The limitation ondonating annual leave subject to forfei-ture may be waived, in writing, by theinstallation commander or his designee,provided the employee has extenuatingcircumstances and it has been docu-mented as such.
Supervisor andEmployee Responsibilities
Ultimately, supervisors are responsi-ble for the overall planning, coordina-tion, and approving of their employees’annual leave throughout the leave yearso that the agency’s mission andemployees’ needs are met, and so thatemployees do not approach the end ofthe leave year with a significant amountof annual leave that must be used orforfeited. Employees should be sure toschedule and use annual leavethroughout the leave year and not waituntil the end of the leave year to sched-ule annual leave. When an employeemakes a timely request for leave, thesupervisor must either approve therequest and schedule the leave at thetime requested by the employee or, ifthat is not possible because of theagency’s workload, the leave must berescheduled at some other time.
RetirementGenerally, retiring employees are
issued a lump-sum payment for unusedannual leave at the time of retirement.Therefore, employees retiring onDecember 31, 2011, will get a lump-sum leave payment computed at the2012 salary rate for all remaining annu-al leave, to include the amount abovethe employee’s leave ceiling (e.g., 240,360, or 720 hours). All employees con-templating not retiring until January2012 should consider excess annual
leave and lump-sum payment implica-tions. Employees planning to retire onor after January 1, 2012 must use theirexcess annual leave by December 31,2011 to avoid forfeiture. Any annualleave above the employee’s leave ceil-ing not used by December 31, 2011, willbe forfeited and will not be included inthe employee’s lump-sum payment forannual leave.
Sick Leave TidbitsPreviously, only retiring CSRS and
CSRS-Offset employees were eligibleto add any unused sick leave hours totheir service time for the purpose of cal-culating their CSRS annuity. As a resultof a change of law effective October 28,2009, retiring FERS-covered employeesnow receive that same benefit byadding unused sick leave to their serv-ice time in the computation of theirFERS annuity at the time of their retire-ment. For FERS employees, thechange of law is being “phased in.” Inparticular, the law allows retiring FERSemployees to add 50 percent of theirsick leave balance to their service timeif they retire on or before December 31,2013. FERS employees who retire onor after January 1, 2014 can add 100percent of their unused sick leave totheir service time in the computation oftheir FERS annuity.

Think twice, energy has a price.While testing the air-craft, the pilots checkinstruments and flight con-trols to ensure they’reworking properly. Planesare tested prior to paintingto prevent burning freshpaint off at high speeds.
“We do everythingfrom test the engines -shutting them down in theair one at a time andrestarting them - to thesupersonic run,” said Lt.Col. Dan “Gus” Badia,413th FTG chief of stan-dardization and evalua-tions. “We do that becausethere are certain things thathappen on the aircraft thatyou have to check onlywhen you’re going thatfast.”
During the supersonicrun, pilots fly from east ofColumbus to west ofEastman, before returningto base.
“We check to makesure the flight controlresets its ratio. In this air-craft, based on speed, theratios change,” saidD’Amico, a former flightinstructor. “We make surethe ratios are programmedcorrectly, because at super-sonic flight, the aircraft isless responsive to flightcontrol input.”
As the aircraft acceler-ates to 1.5 times the speedof sound, there’s a systemdesigned to limit ruddertravel above 1.5.
“We have to get tobetween 1.4 and 1.6 Machto make sure the rudderlimiting system is opera-tional,” he said.
Pilots distance them-selves from the base andpopulation below as muchas possible, yet stay nearenough to immediatelyreturn home should any-thing happen. They fly at aminimum 43,000 feet, try-ing to get closer to 50,000feet, or more than ninemiles up. The higher theyare, the less impact super-sonic shock waves canhave on those below.
As pilots break thesound barrier, all wear life-saving G-suits which helpblood circulate through thebody to the brain.Someone pulling ninetimes the force of gravitycan feel like they weigh1,800 pounds.
Throughout the year,pilots maintain a basic pro-
ficiency level of core fight-er pilot skills, includingbasic fighter maneuvers,long-range tactical inter-cepts to exercise air-to-airradar capabilities in the Cand E models, and simula-tion training.
Maintaining those skillsallows them to occasional-ly fly with other units.
“That ability to go outand work with units isreally important to main-tain relevancy with themissions that airplanes aredoing,” said Maj. Chris“Torch” Coddington.“That helps us do our jobbetter here, as well asinteract with the guys inthe squadrons flying theseplanes, so we can bringgood feedback to the(Warner RobinsAirLogistics Center).”
As part of its mission,the group can deploy any-where in the world at amoment’s notice to moveor rescue crashed, dam-aged aircraft.
They can deliver air-craft to other units as need-ed, and also have an edu-cational side to its mission,helping those units acrosstheAir Force maintaintheir functional checkflights to help keep theirprograms healthy. They arealso sometimes called onto assist other squadronswith testing.
“It turns out that the
whole fighter business ispretty relationship driven,”said D’Amico. “So bykeeping up the relation-ships, we’re able to keepthe communicationbetween what happenshere and what goes on inthe field, at a healthy level.Feedback going back andforth has helped us pro-duce a better product in amore timely fashion, andultimately service thewarfighter.”
When not flying, theyhave additional responsi-bilities which can make fora longer day at work.Badia is the 413th’s chiefof standardization andevaluations; Coddington,the 339th Flight Testsquadron assistant directorof operations; andD’Amico, the 339th’s F-15flight commander.
Asked if there was everanything else they’d ratherbe doing, all agreed thatbeing a fighter pilot issomething you have toreally want. The time,commitment and passionfor the mission make thelifestyle a part of who youare.
“You will find a lot ofpeople in theAir Forcewho wished they weredoing this job - but youdon’t find anybody in thisjob who wishes they weredoing something differ-ent,” said D’Amico.

As pilots of the 413thFlight Test Group atRobins make their super-sonic run across MiddleGeorgia to Robins, thethunder-like sound of asonic boom is unmistak-able.
While there are miscon-ceptions about what exact-ly causes the sonic boom,Maj. Steve D’Amico, an F-15 test pilot here, helpedclarify the explanation.
“A lot of people thinkwhen you break the soundbarrier, it causes a boom,”he said. “The fact is thatthe entire time you’reabove Mach 1, you’re cre-ating a supersonic shockwave.”
Speeds on a superson-ic Mach run can rangebetween 900 to 1,300 nau-tical miles an hour. Shockwaves are produced as anaircraft moves faster thanthe speed of sound.
“The way that humansperceive the shockwave
created by a supersonicaircraft is a ‘boom,’” hesaid.
That supersonic shock-wave comes away fromthe aircraft, at the speed ofsound, in all directions forthe entire duration of timethat aircraft is supersonic.
That boom you hearhappens from just north ofColumbus all the way totwo-thirds of the way toSavannah.
“So everybody alongthat path is going to per-ceive that supersonicshockwave – one time,” hesaid.
Pilots fly at a minimum43,000 feet, getting closerto 50,000 feet, in order tominimize the effects below.
They are unable to flyover water due to securityand aircraft identificationreasons, but also stayclose to home in casesomething should happen.

The mission at the Air Force MortuaryAffairs Operation is to provide dignity,honor and respect to the fallen and care,service and support to their families. Theprofessionals whose privilege it is to per-form this solemn duty take great pride inthat responsibility to care for America’sfallen.
However, due to specific concernsraised by AFMAO professionals regardingpolicies, processes, and procedures, the AirForce conducted an investigation thatfocused on allegations of mismanagementand accountability,” he added. “The AirForce has contacted the four familiesdirectly affected by the investigation anddiscussed these matters with them person-
ally. If you were not contacted already, youare not one of the impacted families.”
I also want you to know that the AirForce has kept the office of the Secretaryof Defense, members of Congress andcommittees apprised of the investigation

of the birthday cake. A piece is
given to the oldest member of theunit, who then passes it on to theyoungest, signifying the passing ofexperience and knowledge fromthe old to the young.The Marine unit relocated to

supply life of items,” said Danny Snow, DLADisposition Service area manager. “The benefit goesback to the military so they won’t have to procurethose items.”Some of the most requisitioned items for the mili-
tary include vehicles, aircraft parts, clothing items,tools, individual equipment, electronics, furniture andother supplies. For example, in 2010, there were only1,133 line items as part of the $69.9 million total forthe depot storage account.While the number of items may not sound like a lot,
this is due to its high acquisition cost value, which can
include expensive aviation electronics or aircraft parts.A single line item could also have included a
request for 2,000 pairs of boots, for example.According to Kenneth MacNevin with DLA
Disposition Services and DLA Logistics InformationService, overall in the last few fiscal years, the agencyhas had about $20 billion worth of excess propertyturned in.About half of this amount was discovered to be
unusable; however, the remaining property is gettingreused by other entities.The reuse of property totals about $2 billion,
MacNevin said.“Before going out and spending budgeted money to
get new stuff, it goes to DLA almost-new, and getsused until it’s worn out,” he explained.He added there’s a green aspect as well, citing the
environmental value of reutilizing goods, rather thanbuying things new to be manufactured.

Librarians at Robinswould like to continue toget the word out aboutthe Mission EssentialProgram.
The Air Force-levelprogram governed byAFI 34-270, allows baseorganizations to pur-chase books, newspaperor magazine subscrip-tions and online prod-ucts.
“Basically, it has tobe something that helpsyou do your job,” saidGail Harbuck, baselibrary technician (acqui-sitions).
In order to fulfill anorder request through theprogram, the productmust be mission essen-tial.
This is defined aspublications and servicesthat directly bear on the
functions, initiatives, andoperations of Air Forceagencies, and which per-sonnel must have tocarry out the installationmission effectively.
All items purchasedare the property of thelibrary until items are nolonger needed or used,said Harbuck.
They cannot be givenaway and must bereturned in order to betaken off an account.
If your office is inter-ested in purchasingthrough the program,there is a request formsent out, which asks forproduct information,book ISBN, justificationof materials, impactstatements and signa-tures.
An office accountshould first be set up,which requires contactinformation from twocustodians, and a signa-
ture from the organiza-tion’s commander,deputy or division chief.
Last year, there wereabout 100 items orderedthrough the program,representing nearly 90offices across Robins.
That included morethan 70 major publica-tions as well as onlineproducts purchased.
Organizations can’tuse their governmentpurchase card fundswithout first contactingHarbuck to see if anyMission Essential fundsare available.
Funds are appropriat-ed annually for the pro-gram.
Most offices are eligi-ble to use the program,although several areexcluded.

Once the most widelyspoken language inSoutheastern NorthAmerica, today only avariation of Hitchiti isspoken by a few hundredNative Americans inFlorida.
However, at one time itwas the only languageheard on the lands whichbecame Robins Air ForceBase, and was in use inAlabama, Georgia,Florida, and SouthCarolina, from the bendsof the ChattahoocheeRiver to the shores andsounds of the AtlanticOcean.
But what is the historyof Hitchiti, and why did itdisappear from the riversand woods of MiddleGeorgia?
First, the name itself isan accident of history. Itwas first defined as a lan-guage around 1825 by aCherokee who had beenasked to write downexamples of the languagespoken by natives of thetown of Hitchiti, whichwas then located on thebanks of the Chatta-hoochee River in westernGeorgia. Inhabitants ofother towns also spoke thesame tongue, so it couldeasily have been calledApalachicola or Chiaha.
WhenWilliam Bartramencountered it during hisexplorations around theSoutheast during the late1700s, he wrote that itwas referred to in ademeaning fashion as the“Stincard” language bythe more numerous speak-ers of the Muscogeedialect, and that this trans-lated roughly as “peopleof another tongue.”
Other Hitchiti-speakingtowns includedAltamaha,Apalachicola, Chiaha,Oconee, Ocmulgee (forwhich the river is named),Ocute, and Sawokli –all later part of theCreek Confederation.
Next, the word Hitchitimay itself be a corruptionof the word Ichisi. Mapsfrom the early 1700sshow the location of thetown of Hitchiti on whatlater came to be called theOcmulgee River.
However, some ofthese maps actually usethe term “Echete.” Tocomplicate matters fur-ther, the chroniclers ofHernando de Soto’s expe-dition through theSoutheast described hisvisit in 1540 to the townand chiefdom of Ichisi,which is thought to havebeen somewhere aroundmodern day Macon.
Now, if “Echete” werewritten using an old-style“s” – and this sometimeslooked like an “f” or a “t”according to the orthogra-phy of the time – Echeƒe(Echese) may have beenmistakenly transcribed as“Echete.” Therefore thedialect we call Hitchitimay itself have beennamed for the people liv-ing along the banks ofOchese Creek (the previ-ous name of theOcmulgee River) in thetown of Ichisi. Ochese issimply a variant of Ichisi,and means “HickoryLeaf” or “People of the[Hickory] Nut Leaves.”
Only a handful ofanthropologists and lin-guists have ever reallystudied Hitchiti, and theyhave done so only sporad-ically since the 1800s. Asa language once spokenfar and wide, it is all butdead today. However, theSeminole and Miccosukeetribes in Florida have pre-served a variant ofHitchiti that linguists callMikasuki. It’s forbiddento teach outsidersMikasuki, includinganthropologists andarchaeologists studyingtheir Hitchiti-speakingancestors’culture.
Just a few hundredpeople keep the flame ofHitchiti burning today,and the vast majority of
Creek and Seminole inOklahoma and Floridaspeak Muscogee, thedialect first brought toGeorgia around 1670 byseveral Alabama townsseeking relief followingthe epidemics and socialupheaval brought by con-tact with Europeans.
Eventually, Muscogeebecame more importantthan Hitchiti as theAlabama towns, such asKawita and Kasita, andtheir leaders like EmperorBrims, AlexanderMcGillivray, and WilliamMcIntosh rose to pre-emi-nence throughout the1700s. Later, during thelate 1700s and early1800s, some Creek brokeaway and moved toFlorida where they cameto be called the Seminole,from the Spanish word forseparatist or runaway, andthe fate of Hitchiti hasbeen inextricably linkedwith the Seminole eversince.
The last Hitchiti speak-ers of Middle Georgiawere probably removed toIndian Territory(Oklahoma) along theCreek Trail of Tears dur-ing the 1830s. Others mayhave fled to theOkefenokee Swamp orjoined the Seminole orMiccosukee in Florida.But words like Ocmulgee,Echeconnee, Tobesofkee,Oconee, anything endingin -hatchee (meaningcreek or branch), andcountless other words stillmake the music of theHitchiti tongue sing when-ever we read the nameson maps or on the roadsigns as we cross theserivers and creeks through-out Middle Georgia.
Yes, Hitchiti will livefor as long as we saythese names, even if wesay them with oddEnglish accents and inways that would seemvery strange to the lateprehistoric and early his-toric inhabitants of RobinsAir Force Base.

Preparing Thanksgiving din-ner can be a wonderfulexperience, yet daunting for
those planning it. The goal is tohave a safe and delicious, memo-rable dinner.
To ensure a successful and safecelebration this Thanksgiving, theUSDA recommends the followingThanksgiving countdown.
Thanksgiving (T) minus 6(Today): If you decided to buy afrozen bird and haven’t purchasedit yet, buy it today so you haveadequate time to thaw it in therefrigerator. For thawing a frozenturkey, move it into your refrigera-tor now. Leave the frozen bird inits original wrapper and place it ona tray to catch any juices that mayleak from the package as theturkey thaws. Bacteria in poultryjuices can cross-contaminate otherfoods that will be eaten withoutfurther cooking or that are alreadycooked, possibly causing food-borne illness. Allow about 24hours per 4 to 5 pounds of turkey.For example, a 16-pound turkeywould take three to four days tothaw.A thawed turkey can remainin the refrigerator for one to twodays before cooking. Purchasefresh turkey only one to two daysbefore cooking.
T minus 5 (Saturday): Do athorough cleaning job on yourrefrigerator and the appliancesneeded for preparing theThanksgiving meal. If using anelectric roaster oven, bring it intothe kitchen and make sure it isworking. If smoking a turkey, haveadequate charcoal and/or otherfuels.
T minus 4 (Sunday): Plan
your Thanksgiving Day cookingtimetable based on the size of yourturkey or other meats. T minus 3 (Monday): Makevegetable side dishes and breadsahead of time. Store the side dish-es in the refrigerator (40 °F orbelow).
T minus 2 (Tuesday): If buy-ing a fresh turkey, this is the day tobring it home from the store. Ifyou forgot to thaw the frozenturkey or don’t have room in therefrigerator for thawing, don’tpanic. You can submerge theturkey in cold water and changethe water every 30 minutes. Allowabout 30 minutes defrosting timeper pound of turkey. Cook imme-diately after thawing.
T minus 1 (Wednesday): No.Don’t even think of pulling an all-nighter with your turkey. It’s notsafe to cook a turkey all night at200 °F. The minimum oven tem-perature is 325 °F to ensure anybacteria are destroyed. Checkagain to make sure you have allthe ingredients you need to pre-pare your holiday meal.
T (Thanksgiving Day)If you still need to thaw your
turkey, microwave thawing isprobably your only option now.Check the manufacturer’s instruc-tions for the size turkey that will
fit into your oven, the minutes perpound, and the power level to usefor thawing. Cook immediatelyafter thawing.
If you plan to stuff your turkey,mix the wet and dry stuffing ingre-dients just before placing the stuff-ing inside the turkey cavity or intoa casserole dish. The stuffingshould be moist, not dry, sinceheat destroys bacteria more rapidlyin a moist environment. Stuff yourturkey loosely and place it in theoven immediately. Lacking a ther-mometer, cook the stuffing sepa-rately.
Use a food thermometer tocheck the internal temperature ofturkey and stuffing. A cookedwhole turkey is safe at a minimuminternal temperature of 165 °Fthroughout the bird and stuffing.Check the internal temperature inthe innermost part of the thigh,wing, the thickest part of thebreast and the stuffing. After Thanksgiving dinner, cutthe leftover turkey into smallpieces; refrigerate stuffing andturkey separately in shallow con-tainers within two hours of cook-ing. Food must be cooled to 70°Fwithin two hours and 41° F withinfour hours. Use leftover turkeyand stuffing within 3-4 days orfreeze these foods. Reheat thor-oughly to a temperature of 165 °For until hot and steaming.

The Defense Departmenthas announced the SchoolYear 2011-2012 child carefee policy adjusting feeranges in child care pro-grams.
It will be implementedhere this month or the startof December, dependent onif there is a decrease or anincrease in parents’ currentfees.
Under the policy, fami-lies will see an increase, adecrease, or no change infees based on their totalfamily income. Fee policyincome range guidelines forthe current nine TFI cate-gories are unchanged.
The weekly child carefee ranges have been adjust-ed to narrow the size of therange with the future goal tomove to a single fee per cat-egory, which has been donethis school year for cate-gories 7 through 9.
The policy represents abalanced solution to adjust-ing fees to pay caregiversalaries while limiting thefinancial impact on families.
Fees collected at Robinsgo towards paying caregiverwages and expendable sup-plies with less than two per-cent going to supplies.
Ninety-eight percent of
DoD’s child developmentcenters are nationallyaccredited. Youth Center’sBefore andAfter Schoolprograms are accredited bythe Council onAccredi-tation.
The new fees cover nor-mal operating hours (up to11.5 hours per day based onfacility operating hours)Mondays through Fridays,including meals and snacks.
Families are no longerlimited to 10 hours of careper day and 50 hours of careper week. However, addi-tional charges will beapplied for any additionalopenings or extended hoursbeyond normal weekdayoperating hours.
