From The Editor Firstly it was good that, as I predicted in my comments last month, that Nancy won the Great British Bake-Off. Despite builder Richard winning ‘Star Baker’ 5-times, Nancy in my opinion was the deserved winner, although I know a few people who will disagree with me on that.. As ever at this time of year, the weather’s getting colder, so we must all make use of what good weather’s left whilst we can. One aspect of the Autumn that I loved during my childhood was sweeping up fallen leaves. When you saw the variety of red, orange and brown coloured leaves scattered down below, you knew you were getting closer to Christmas. No matter how long it would take, I would always help my family sweep the leaves up in our old garden. Sometimes though, after sweeping them up and putting them in a bag, I’d simply throw them back out again which as you’ve guessed would annoy my parents! On Sunday 18th October instead of watching the QPR/Liverpool game on TV, I watched a kestrel hunt in the old ‘signal-field’ to the left down Portal Avenue. It was incredibly windy but the bird was having little trouble hunting. The only thing that seemed to frustrate it were the crows who mobbed it on a few occasions! Adam

Carbrooke Heritage Group

After a beautiful September, October has arrived with a vengeance, reminding us that summer is over. This month we celebrated Harvest. Although Carbrooke is still an agri-cultural village, noticeable when the sugar beet lorries and tractors and trailers loaded with hay bales drive through, to and from the farms, these days very few of us are in-volved with working on the land and producing food. Some of us grow fruit and vegeta-bles in our gardens, but we mainly get our food from supermarkets. Nowadays harvest seems to pass without much notice - apart from complaining about farm traffic on the roads! Harvest time used to be one of the most important village cele-brations, as, ‘all was safely gathered in.’ after the challenge to get everything stored away, ‘ere the winter storms began, as there was no back up from supermarkets and year round food imports from abroad. It was also a time to party, and hopefully have some rest after a hectic couple of months. This year the church was full for the school harvest festival on October 3rd, although the village Harvest Festival service attracted the usual congregation numbers. The food dona-tions which included those from the school, were well down on previous years, (and do-nated to Watton Food Bank, following the harvest festival), as far as I am aware no har-vest suppers or ‘ho-downs’ have been held in Carbrooke this year. Maintaining the traditions of our community is important to keep the unique aspect of our area, this is what makes Britain such an interesting place to live, indifference and losing sight of our past and identity could lead to a lack of pride in, and breakdown of community. Whether we work on the land or not, the harvest is still important for us, and vital to maintain the food production of our country. So it is still an event to be celebrated and appreciated in whatever way we feel fit.

Our resident model maker has been busy again, and made an old fashioned scale model, hay baler complete with hay bales and sacks of corn, a Shepherds hut and trac-tion engine, all with amazing detail, which have been on display in the church. Our next Heritage meeting will be held on 22nd October at 7pm in the Village Hall com-mittee room. All welcome, we don’t have ‘members’, so just come along. We are still interested in hearing any local family memories from World War 1.

Carbrooke Church News After a lovely extended September summer, we celebrated our harvest festival on 5th October. October arrived with a sudden drop in temperature and stormy weather to keep us on our toes. If you don’t like the winter months, why not brighten up your days by attending some of the events we have planned. On October 12th we enjoyed Morn-ing Worship, with lovely hymns chosen by Mary Crane. This is something we would like to repeat, so if anybody would like to choose their special hymns for a service and a note with the reason for each, please get in touch. We were saddened to hear of the sudden death of Rev. Douglas Alexander. Douglas has taken services including Baptisms, for us on a number of occasions, when no other mem-ber of clergy was available, and will be remembered for his cheeriness. As commented, it is difficult to think of someone so full of life, as having died. Jane will be offering healing following the Communion service on the 3rd Sunday of the month. 2nd November will be ‘All Souls’, and all are invited to remember by name those who have passed. Please let the sidesperson know as you enter church on that day if you would like anyone to be remembered. There is a lot going on in the next couple of months, on 9th November we will be holding our service of Remembrance along with the rest of the country. As usual the service be-gins at 10.30am, with the Act of Remembrance taking place by the War memorial at 11.am, on this particularly poignant day, we remember the 100th anniversary of the start of WW1, and all those from Carbrooke who fought and died . All welcome to pay their respects, particularly members of the armed forces, past and present. The school will be holding their own Remembrance Service at 9.15am Tuesday 11th No-vember in the church, and will be adding a display of their own, in the church through-out November, so please look out for that. The school will also be holding their commu-nity assembly in the church on the last Monday of the month at 9am, followed by coffee and biscuits. All welcome. Carbrooke Church Lottery ‘Faith Hope & Charity’: We are coming up for the annual renewal of tickets, (£15 for entry into 12 monthly draws), held on the 3rd Sunday of each month, and raising money for essential maintenance and restoration of the Church, not only a place of worship, but also a historic building and landmark in the area. If you already take part, we hope you will continue to support us, and we would be delighted if anyone else would like to be involved, the more members – the greater the prizes, which during 2014 have been 1st prize £40, 2nd £20 and 3rd £15 with a larger prize for the first draw each December. The winners of the Church Lottery Draw for 21st September: 1st Mrs S Reeve £40 (#92) 2nd Nigel Webster £20 (#8) 3rd Hazel Willer £15 (#172) Afternoon Tea will be held in the village hall Friday 28th November at 2pm. MINUTES OF THE MEETING OF THE CARBROOKE PARISH COUNCIL held on Monday October 13th 2014 in Carbrooke village hall

Present: D Muller (Chairperson). J Nind, P Sampher, N Webster, M Wormall. Also present. F Needham (Parish Clerk) There was one member of the general public present. Apologies: Apologies were received from Cllr Buscall. To receive declarations of interests: Councillors Nind, Sampher and Wormall; any mat-ters relating to Blenheim Grange. Cllr Muller declared an interest in the planning applica-tion for Abel Properties who are a client of her business and said she would no take part in the discussion of this item. To agree the minutes of the meeting held on Wednesday 24th September 2014: It was resolved to approve these minutes as a true and correct record of what took place at the meeting. The minutes were duly signed. Cllr Muller has put all the minutes for 2014 on to the website and the clerk will upload all future minutes. Matters arising: Dog bins at Blenheim Grange. Councillor Sampher has been asked by a member of the public why there is no dog bin in Sunderland Close and has replied that the bins have to be situated on roads which will be adopted as highway. All three bins are being well used. Suspension of meeting for public interest: A member of the public brought up a number of problems on the footway and cycle path along Norwich Road from the Beech Tree estate to the 30 mph speed limit. The clerk will report the problems to the appropriate authorities and landowners. To discuss planning applications made to Breckland Council including: To agree comments on any new planning applications. 3PL/2014/0924/F, Abel Properties, Neaton Business Park Watton IP25 6JB Installation of a 225KWD ground mount solar PV system No objections. 3PL/2014/0992/F, Jeremy Grix, Manor House, Willow Corner, Carbrooke IP25 6ST Single storey front extension to dwelling No objections. To note results of planning applications. 3PL/2014/0893/F, John Rumer, 24 Mill Lane, Carbrooke IP25 6DT Two story rear extension and other alterations Permission. To receive correspondence: 2015/16 Parish Partnership Scheme – NCC are accepting bids to fund highways improvements on a 50/50 basis with parish councils. The closing date is 30th January 2015. Several possibilities were discussed; a flashing speeding sign for near the school, Broadmoor Road and for Norwich Road (between pub and round-about) ,a crossing between the bus stops on Norwich Road near Blenheim Grange, bus shelters for these bus stop,s and the pavement in front of the church yard. The clerk will investigate these and this will be discussed at the next meeting. Norfolk ALC Training – It was agreed the clerk will attend a training session on Health and Safety: risk assessment, cost to CPC £11.67.

Breckland Council £7000.00 (Precept). £748.68 (Council Tax Support Grant). Completion of external audit for 2013/14 - The clerk reported that the external audit has been successfully completed and the notices will be displayed. To sign change of address papers for bank accounts - A letter to Barclays was signed to change the correspondence address to the clerk’s address and to remove the previous clerks as having authorised access to the account, and to add the current clerk. Blenheim Grange: To receive an update on the transfer of the public open spaces at Blenheim Grange - Cllr Buscall and the clerk have spoken to Mark Edmonds of Taylor Wimpey to request the transfer of all the public open spaces to CPC. Mark Edmonds appeared to accept this as the way forward but needs to get the agreement of the other Consortium members before he can confirm agreement to go ahead. This is still awaited. It was agreed to wait a further two weeks for a definite decision from the Consortium, and if nothing has been heard by then to decide what further pressure can be applied to resolve the situation. To receive an update on the heap of spoil - The clerk reported that the heap of spoil is partially on the NEAP, Mark Edmonds is aware of this and has said that the spoil will be removed before the ownership of the land is transferred. The money is available to move the spoil to landfill but other cheaper options are still being explored. To discuss any issues arising from the meeting with George Freeman - A follow up meeting was held on 10th October attended by Hilary Gaultier and Sally Wilcox of George Freeman’s office, amongst others. The next meeting is to be held on Thursday 13th November. It was agreed not to send a response to the EDP to correct the inaccura-cies in the article about Blenheim Grange of 2nd October, but to wait until some pro-gress has been made by the Parish Council with the open spaces and play area and con-tact the EDP then. To agree a fundraising plan for the play area - It was agreed to try to raise additional funds to build a bigger play area. The clerk will write to Norfolk County Council to ask for a contribution on the basis that the decision to reallocate the Section 106 funding for the play area was unfair. Funding bids will be submitted to Breckland Council and to various funders such as Awards for All, Geoffrey Watling Charity and Nor-folk Community Foundation. To consider applications for the councillor vacancy: Three applications have been received. There has been a request to accept a late application due to late delivery of New Penny News. It was agreed this application would be accepted if received by 15th October. Candidates will be invited to short interviews to be held on Wednesday 22nd October at Carbrooke village hall. To receive representatives reports: Village Hall Committee—An email has been re-ceived requesting that Parish Council representatives attend the Committee meetings. Cllrs Muller and Webster have not been able to attend recently. The Parish Council has received a copy of the financial report for 2009 to 2011.

Wayland Partnership - Watton Town Team may be merging with the Chamber of Com-merce. Millennium Green - The AGM will take place on Thursday 16th October. There are only a few people active on the committee and more are needed. School - The school will be putting on a Remembrance exhibition in the church from Monday 20th October. To agree the clerk’s Employment Contract including pay scale: The following were agreed: the salary will be reviewed annually (initially), there will be an increase of one point in salary scale for obtaining the CiLCA qualification, and the current scale point will be SCP21 £10.040 per hour. The clerk will sign the Contract and send to Cllr Muller. Update from clerk on PAYE: The clerk has set herself up on the PAYE system. £4.05 tax is owed for 6/5/14 to 5/6/14 from the previous clerk’s employment. To agree a record keeping policy: It was agreed that all Blenheim Grange planning appli-cations will be kept, but other planning applications will only be kept for a year as all the details are available on the Breckland Council website. Future agenda items: It was agreed that the precept will be set at the December meeting. MINUTES OF THE MEETING OF THE CARBROOKE VILLAGE HALL COMMITTEE AT 7.30PM ON 2ND SEPTEMBER 2014

Those present: John Fowler, Julia Fowler, Tracey Powell, Mel Findon, Julie Denton Co-option of Committee Member: Carl Findon was proposed by Tracey Powell, seconded by Julie Denton and agreed by the meeting. Apologies for absence: Brian Wells. The Committee send best wishes to Brian. In Brian Wells’absence, Julia Fowler took the Minutes of the Meeting on the Secretary’s behalf. Minutes of the meeting 5th August 2014: The minutes were agreed as a correct record and then signed by the Chairman. Matters arising: Guy Reynolds will be attending the meeting when the Bar Report is given as he had resigned with effect from 31st August and will be officially handing over the stock sheets together with his final report and bar float to the new Bar Manager. Chairman’s Report: Gas supply is 31%. Worked the bar on 8th August - Bar takings was £55. Have now banked any cash and cheques and paid PHS account. Have organised the alarm system and strimmed around the Village Hall. Have helped the Pre-school with their project for the redecoration and garden. The Village Hall has now paid for the paint for the re-decoration of the Village Hall and the cleaner has been paid. I have as-sisted in the opening and closing of the Hall as and when required. Finance: The Treasurer reported that she had paid £256.90 into bank. Money paid for taekwondo and Sequence Dance. The Treasurer reported that the balances were Com-munity account £2127.00, Business saver account £8444.72. The Treasurer reported that she has received a form for the hall insurance which needs to be completed. She has also received a letter from EON regarding electricity rates. She will be checking with EON to confirm whether a fixed or variable rate plan would be best to meet the Village Hall’s needs. Bookings: Bookings were slow for August. However, the Pre-school has now taken advantage of their holiday period to paint the main Village Hall with the help of vol-unteers and the funding for the paint was agreed at the last meeting and paid by the Village Hall Committee; so well done to all and thanks to everyone who participated. The Pre-school has also now finished their garden as planned and photos are on Facebook. There was a cycling charity event on Sunday, 17th August on behalf of the Air Ambulance. The Village Hall was used free of charge by the cycling club and the bar was opened later in the day and run by 2 volunteers, Santana Huckle and Jo Horan with proceeds from the bar going to the Village Hall. Julie Denton kindly opened the Hall first thing in the morning for access to the cy-cling group. Guy Reynolds opened the bar and Tracey Powell supervised the clo-sure. So thanks and well done to everyone mentioned who participated in making this event happen. Unfortunately, the regular open mic session for the last Friday of the month had to be cancelled for 29th August as Brian and Jane were unable to organise due to personal reasons.

However, the bar was opened as usual. Future events include 3rd September - Pre-school training day before the start of their new term commencing on 4th September. Carbrooke Parish Council meeting on 8th September. The Millennium Green has re-quested the hire of the Hall for their AGM on 15th October. However, Julie Denton has informed the Committee that the Millennium Green has also asked the Church for this date to be booked. Julia will check with the Acting Secretary if this date is still needed. The Watton Radio Model Club is due to commence their regular hire on 24th September with bar and we have had an enquiry for a hire on 4th October including bar which has been provisionally booked and is awaiting the return of the booking form and hire charge for confirmation.

Website: www.carbrookecoronationhall.com: Brian Wells has kindly designed and or-ganised the setting up of a new website for the Village Hall. The Chairman passed round a copy of the website pages for the Committee to inspect. The Committee would like to thank Brian for his excellent work.

Correspondence: None

Hall Maintenance and future projects: The Chairman reported that the installation of radiators to the Committee Room and the Bar still need to done. It is hoped that this will be finished in October before the cold weather begins. Brian Wells has made a new radiator cover out of a couple of old covers and this has now been fitted. The Bar area will then need to be finished. Cladding needs to be finished and then the Bar area will need to be painted. Mel has advised that there is some paint remaining from the paint-ing of the main hall which can be used towards the painting of the Bar area. The win-dow to the portacabin still needs to the repaired and Mel Findon will look into the cost of replacement. The railings to the slope area outside the Fire Exit may need updating in the future. Parish Council: No representative present. Nothing to report.

Village Bar: Guy Reynolds entered the meeting. Guy reported that he has checked that the Bar is ok for the handover to the new Bar Manager. He has repaired a couple of items which is now working fine and that the stock report is all up-to-date. It was con-firmed that Carl Findon will be taking over the running of the Bar from Guy. Guy kindly offered to help the new Bar Manager if he needs any assistance with the running. It was confirmed that the Bar took £107.40 from the Sunday cycling event. Guy handed the float to the Treasurer together with a couple of outstanding receipts which need to be paid to Guy for bar stock. The Committee thanked Guy for all his hard work in updating and help organising and running the Bar.

Pre-School Group: Mel Findon reported for the Pre-School. Mel wanted to thank all the people that helped with the garden project. Thanks go to Sonny King, Alan Clarke, Jut Everitt, JSJ Roofing, Colin Mcllwaine, Terry Poole. Also thanks to John Fowler for the log seating area and Guy Reynolds for blocking underneath. Thanks also go to Aerolite Garage for donating tyres for exploration wheels, Myhills for 2 bags of bark, JSJ Roofing for endless timber and top soil and Poole Plastering for rendering the wall with all mate-rials and labour donated free of charge. Thank you to David Body, Jo Horan, David Mor-ris, Jayne King, Tracy Baker and Leigh Bassett for helping with the decorating of the Hall.

Places are now being reserved for new starters. Visits are continuing. Have 2 year funding. Places filled except 1. Mel is proposing that they start a story corner and have asked if they can borrow the sofa from the Bar area. The Committee voted and agreed that the Pre-School can move the sofa to the main hall but must put a cover or throw over the sofa. Mel agreed that the sofa will be returned to the Bar area before Friday night or when the Hall is being hired.

Millennium Green: No representative present. Nothing to report.

TV & WiFi: The TV has been installed in the Bar area. It was agreed that Julie Denton would look into the cost of the Church’s Wi-Fi to see if it would be possible to share and thus reduce any costs for both charities.

AOB: Julie Denton reported that the Church had lead taken off the roof. The Church is looking into the cost of replacing with steel. An alarm system has been installed. The Chairman proposed that the Committee vote on whether to donate £150 towards the repair to the roof. The Committee all agreed that a cheque should be prepared by the Treasurer for the agreed sum of £150 to such a good cause. Julie Denton agreed to speak to the Head Teacher regarding trees that were blocking the view to the Church.

The Committee discussed future fund raising. It was suggested that the Committee dis-cuss a possible Grotto as an upcoming fund raising event before Christmas in conjunc-tion with the School and Pre-School to be included in next month’s agenda. Julie Denton confirmed that the School is now an Academy.

Security for the Hall was discussed. It was proposed that the Committee look into the cost of a camera system. The Chairman agreed that he would check the cost of installing a system and thus try to reduce the Hall’s insurance.

Unconfirmed Minutes of Carbrooke Millennium Green Commitee’s A.G.M 15th October 2014 7.30pm at Carbrooke Village Hall

Those Present: Nigel Webster (Chairman), Mick Wigg, Hilary Aspinwall, Alun Gibbs. Also present: Tracey Everett and Yvonne Webster. Apologies for Absence: Debbie Muller Minutes of 2013 AGM Agreed and signed. Matters Arising from the Minutes: ● Charity Commission reques ng Accounts. ● Repairs needed to play equipment. ● ROSPA - need to check whether inspection is required and book it. ● Goal posts – nets are broken and need removing, posts to be fixed more securely. Chairman's Report: Having found myself as Chairman of the Millennium Green earlier this year because of Richard Dunn's resignation, I hope that everything is running as planned. Mr Lake has been cutting the fields, two new dog waste bins have been purchased and put on the fields. Thanks to Mr J. Fowler for doing this. A big thank you must go to Alun Gibbs for emptying bins, clearing dog waste, strimming, pruning and clearing out the pond. Thanks also to Hilary and Eric Aspinwall for replanting the maze and to Micky Wigg for checking that safety is OK on the Green especially with regards the play equipment. Also, I must thank Debbie Muller for helping me with any problems that turn up. The dog bins are still being emptied on a Sunday by Pooper Scooper, the school are still using the Green for their forest school and we have let the church use the Green for parking at several funerals. We hope to have some fundraising events in the future. We are looking to sell the scythe and replace it with a ride on lawn mower. Treasurer's Report – no report. Election of Officers: Chairman – Nigel Webster (proposed by M.Wigg, seconded by H. Aspin-wall). Vice-Chair – unfilled. Treasurer – unfilled. Committee Members – Micky Wigg, Hilary Aspinwall, Alun Gibbs, Debbie Muller. Tracey Everett to continue to attend meetings as non-trustee to assist with administration. Urgently need to find a Treasurer. A.O.B: Lifebelt – look into buying a new one to replace the one that has gone missing. There are approximately 5 goldfish in the pond which is bad for the pond ecology. Will assess numbers in the Spring and decide if action is required. Apple trees – Hilary to research infor-mation on correct pruning. Nest boxes – would be lovely to put up more bird boxes and maybe some insect boxes. A letter regarding The Millennium Green And Dogs & Cats May I send thanks to the people who keep the green accessible? At last I can walk onto the Green via the entrance behind the Old Bakehouse and not be in fear of decapitation from the thick brambles etc., that would have done ‘Sleeping Beauty’ proud. Thank you ! Now for something quite different. As one of the responsible owners of two dogs that are often seen walking around the village I feel able to comment on the ongoing saga of dog mess left on the Green and elsewhere. We always take dog-poo bags with us and use them if required then place them in the bin provided. I know several other people in the village who do likewise and are just as fed up with the few who don’t care a jot. This brings me rather smartly to Cats and the owners who do not give a fig for the welfare and behaviour of said animals allowing them to roam free, es-pecially at night . The wildlife magazines are continually asking cat owners to keep them in at night as this is when the most destruction to birds etc. oc-curs. Do the cat owners take notice, no. Whilst on the subject, I object to the local felines using my garden, front and rear as a good place to dump their mess, attempt to fish from the pond and kill the birds that are quite tame. Some of my neighbours feel as I do and are fed up with having to always wear thick rubber gloves even to pick some flowers, as we never know where the next ‘surprise’ will be! Perhaps we should take our dogs into the Cat owners’ gardens just to do what they need. Yes. I can imagine the fuss that would be made. J.Kay
