Happy New Year Tri-Counties Section Members, here’s to a bright and healthy 2016! The TRIS event calendar is all set and included in this issue of the GFL, so be sure to save the dates for the excellent training, vendor exhibits and fun networking events that appeal to you. We are grateful for the support we get from top management to participate in planning local section events, the retired people who stay involved to add an historic perspective and the tremendous vendor support we continue to have which allows us to keep our training costs low and our wastewater professionals certified.

First up, let me congratulate Turkey of the Year # 39, our TRIS Ops Challenge and Collection Systems Co-Chair Mr. Justin Graves of the Goleta Sanitary District. The Turkeys made him work extra hard to earn his feathers and become a part of their prestigious flock, but, inarguably, he passed with flying colors donning a pink dirndl and white wig – he rocked it! During this OKTURKEYFEST, the membership voted in the next TRIS Board of Directors: President Juan Ramirez, Vice-President John Pujol, Secretary Nick Steffen, Treasurer

The annual TCP Training was held once again at the Oxnard PAC on December 3rd. I would like to acknowledge and thank Jim Langley for planning/organizing this event where 45 attendees received TCP study guidance and help to pass their next test to further their water protection professional careers.

The Annual Awards Banquet and Officer Installation event was held at the Glen Annie Golf Course in Goleta on January 15th 2016. Congratulations to FOUR Water Protection Profession Winners: Gimmicks & Gadgets – Travis Fisher, Ojai Valley Sanitary District; Collections System Person of the Year - Alex Bautista, Goleta Sanitary District; Supervisor of the Year - John Corral, Goleta Sanitary District; and Collection System of the Year, Small – Goleta Sanitary District. Bravo to Thomas Welche, TRIS Awards Chair, for this year’s delightful event. It was an honor to celebrate the evening with CWEA President Phil Scott who swore in the next TRIS Board of Directors. We all took the oath to serve in the best interest of the CWEA to the best of our ability.

In addition to celebrating our local section champions, the evening also provided an opportunity to commend everyone who has contributed to the success of the past year. Certificates of Appreciation for Volunteer Service were awarded to Thomas Welche, Brett Offerman, Ben Marquart, Justin Graves, Jeremy Gearheart, Britt Fairchild, Harold “Bear” Reyes, Liz Moody, Michael Kielborn, Mark Bennett, Louis Chiourn, Johnny Tarver, Lance Lawhon, Bradshaw Pruitt, Keith Cox, Barbara Langley, Jim Langley, Michael Flores and Anne Schubert-Reyes.

Outstanding Service Awards were presented to John Pujol and Nick Steffen for contributing way beyond their position’s customary duties; the prestigious Presidential Award was presented to Juan Ramirez for his obliging temperament, long-standing and wide-ranging TRIS service.

Join us for the March Workshop and Vendor Exhibit on March 17th at the Carpinteria Sanitary District where you will be met with top-quality instruction, the latest industry gear & product info, the annual Ops Challenge, delectable food, networking, contact hours and door prizes. I would like to THANK Mark Bennett and Carp San staff for hosting our first 2016 training on St. Patrick’s Day!

The Turkey of the Year Banquet is a unique tradition in the CWEA world, and this year’s event was a testament to that. If you’ve never been, I highly recommend attending next year’s event- it’s going to be our 40th!

For those of you who have never been, the Turkey-of-the-Year Banquet is a combination of official business, safety training, and roasting of one our section’s finest members. It is an evening where the members and vendors that make our section great come together to recognize the contributions of one of our esteemed colleagues. We also make sure to point out all of the mistakes, antics, and other ridiculous actions this person has made along the way. You have to remember, you can’t make a mistake if you didn’t try; if we can’t learn from our errors, we’ll be doomed to make them again.

The Turkey of the Year Committee is responsible for all the arrangements for the banquet. As Tom Turkey #38, I had the privilege of chairing the committee this year. Chairing the Turkey Committee is pretty much like herding real turkeys. They make a bunch of noise, run around in circles questioning decisions made at previous meetings, and there’s poop pretty much everywhere, especially on any ideas you haven’t cleared with them first. That being said, these are some of the most dedicated, perseverant volunteers I have ever had the chance to work with in this flock of fine feathered friends.

This year’s theme was based on the traditional German Oktoberfest festivities with a Turkey influence. Juan Ramirez helped us get into the OkTurkeyfest mindset with some amazing artwork early in the year that we were also able to use for advertising the event. Anne Schubert-Reyes and Harold “Bear” Reyes were instrumental in turning the Ventura Beach Marriott’s banquet room into an Alpine OkTurkeyfest beer hall. Harold was the creative genius behind the alpine cottage turkey cage that seemed perfectly at home with all the Oktoberfest and alpine- themed decorations that Anne assembled for us. Brett Offerman was also a big help by coming by extra early to assist us with putting up the decorations. The rest of the flock came together in the end to apply the final touches before the first guests arrived. Many guests came ready for OkTurkeyfest in their lederhosen and dirndls. This made it really difficult to judge the costume contest.

This year’s theme did not end with the decorations and costumes. The hotel staff provided us with an amazing German-inspired dinner, complete with German favorites such as freshly made pretzels, schnitzel, sausage, German-style potato salad, spaetzel, and dessert. There was also an accordion player playing polka classics and other songs to dance along with.

Once dinner was out of the way, we got down to business. I’d like to thank John Pujol for emceeing the event, and bringing his wit and charisma to the podium to keep the evening going. During the business meeting portion of the evening, we elected the 2016-2017 Board of Directors. I want to welcome Anne Schubert Reyes back to the board as Two-Year Director, and Mark Bennett as Member-at-Large. Following the election was a safety lesson from David Badgley.

Then it was time for the Turkey and Honorary Turkey roll call to make sure everyone had their shirts and pins. Those Honorary Turkeys who didn’t have their shirts, had to humble themselves in front of the group by doing the turkey trot on stage. Once all Turkeys were assembled, we were ready to induct our newest Honorary Turkey to the flock, Carlos Sanchez of Mimiaga Engineering Group. Carlos, and Mimiaga Engineering, have been great supporters of the section and we welcome Carlos to our ranks.

We then began the presentation of the Chicken-of-the-Year Award to Gaylen Fair from the City of Santa Barbara. Gaylen was an easy target, and is not out of the running for a future Turkey nomination. Gaylen has been an active volunteer in our section teaching classes at workshops and TCP review sessions. She was also involved in some silly activities regarding the Turkey Trophy, the details of which were shared during the event.

Then it finally came time to reveal the 39th Turkey of the Year and induct him into the flock. This year’s recipient has been an active volunteer at many of our events for the last several years, and is a dedicated collections worker. You had to be there to hear about his many antics witnessed by his colleagues. Justin Graves clearly deserved his nomination as the 39th Turkey of the Year. He was enthusiastic during his turkey dance with Juan Ramirez and his in-depth conversation with our live turkey guest. Barbara Langley went over-the-top with his costume, and Justin sported it well.

With the impending “El Nino” upon us, it’s time to ask ourselves, “Are we ready?” We’ve already seen a couple of good storms, and if predictions are correct, we will see much more in the months ahead.

Several agencies have been preparing for the rain over the last few months, but what have we learned from the most recent rain events? Be sure to take a look around to ensure that you haven’t overlooked something that could create a problem down the road. Heavy rains bring a lot of debris that could plug up your drainage. Even if it was cleaned before, it may be time to check it again.

Here’s a list of a few things to check to make sure you don’t run into any issues this spring:

1. Is everything draining properly? (Away from structures, not towards them.)

2. Is there any ponding up against any of your buildings?

3. Is there any ponding on the site due to improper drainage?

4. Are the storm drains and catch basins functioning properly?

5. Is there any debris around catch basins or inlets that could plug up the system?

6. Where does your drainage discharge? Is there anything downstream that could create a blockage in the future?

7. Is there any vegetation growing in the path of drainage that could divert the flow?

8. Are there any rodent holes or sink holes that could divert water away from its intended direction?

9. Do you have dissipater structures or large aggregate downstream that have become silted up?

10. Is there any electrical/wiring/switches low to the ground that could become submerged?

11. Are there non-paved areas that trucks need access to where they could potentially get stuck?

12. Do you have any ponding or leaking on any building rooftops?

There are probably several more considerations, but these are a few to think about. Next time it rains, keep an eye on the runoff to make sure it goes where it is supposed to. The last thing you need is a flooded building because there was a potato chip bag blocking a catch basin.

1. A wastewater treatment plant has one primary tank online with a volume of 0.55 MG and the average flow is 7.8 MGD. The primary pumps run for 10 minutes every hour of the day at a rate of 95 gpm and laboratory results show a solids concentration of 3%. How many pounds of solids are sent to the anaerobic digester every day?

2. As an operator you find that laboratory results show there is a high F/M ratio. To confirm your suspicions you decide to calculate the Specific Oxygen Uptake Rate (SOUR). You take a grab sample from the aeration tank and perform the Oxygen Uptake Rate test on the sample as well as running an MLVSS test. The results show the OUR is 72 mg/L/hr and the MLVSS is 2300 mg/L. What is the SOUR in mg/g/hr and how would you interpret the results?

3. El Nino is in full force at your treatment plant and you are in the midst of a severe storm. Rain is falling and all of the on-site storm water generated on the 25-acre Plant site flows to a lagoon where it will later be pumped back to the Headworks for treatment. If the average rainfall rate during the 4-hour rain event is 0.35”/hr in the first three hours and 0.50”/hr during the last hour, what will be the depth of water in the lagoon (150ft x 205ft x 10ft) after the storm. Assume storm water losses due to percolation and other factors is equivalent to 0.05“/hr throughout the event.
