It also continues to be one of the identified Pensioners organization of GOI. The period between 59th to this 60th AGM has been very eventful. BPS gained new heightsand support . In short during the past three yrs BPS could achieve what it could not in 57years. for the good of the Civil Society. BPS VicePresident (WZ) Com. J.N.Rao once againcarried BPS greetings to Japanesecounterparts and represented at International Seminar on Space and Peace-Space for Peacefrom 29th July to 2nd August at Kyoto and twopapers relating to ‘Weaponisation of Space-whereIndia stands?’ and ‘Global Military Bases. In 2013BPS had succeeded in getting OM dated28.01.2013 regarding 6th CPC modified parityw.e.f 24.9.2012 even when the case wassubjudice. In July 2015 after a long struggle BPSsucceeded in getting the benefit extended w.e.f1.1.2006. BPS could also get benefit of CSDcanteens to defence civilian pensioners & CGHSfacilities to KVS pensioners. After years ofstruggle, Rly Bd had agreed to issue Smart cardsto RELHS beneficiaries though orders issued on18.7.2012 were not implemented. However, dueto BPS pressure through Social media, Rly Bdhas now constituted a committee on 11.9.2015for implementation of Smart card facility toRELHS beneficiaries and have delegated powersto GMs to enter into MOU with CGHSempanelled hospitals. Similarly we are constantlypursuing with DOP&PW to improve Grievanceredressal mechanism CPENGRAMS so thatgrievances are not closed on flimsy grounds. BPSonce again donated Rs. one lac for theassistance of earthquake victims. However, if youask me to quote one good achievement then Iwill quote the case of a Dalit Tribal widow whosename was not existing in the PPO of her latehusband. BPS could get family pensionsanctioned to this poor lady 3 yrs after the deathof her husband. Bharat Pensioners Samaj todaystands accepted as the largest pensioner’s bodyin the country & is held in high esteem byPensioners as well as by the administration. Notonly that we have been seeking Govt. support indeficient areas but have been actively involvedin the Welfare of the Civil society. BPScampaign for Organ & body donation through itsaffiliates NFRPA Guwahati, S.E.C.RlyPensioners Association Nagpur, RPWASaharanpur, Govt pensioners associationsMuzaffar Nagar and Saharanpur is catching up

with good response. BPS is a participant inthe activities of All India Peace & SolidarityOrganization through its Vice President (WestZone) Sh. J.N.Rao..

S G BPS and other office bearers havebeen moving over the length & breadth of thecountry to connect with stake holders, MOUpartners, well wishers & supporters. BPSBalance Sheet for the financial year 2014-15has been the highest ever. BPS is in its ownoffice and can be viewed live online, has 4computers with operators and video conferencingfacility. BPS today has an audience of wellover 17 lac on Social media. It also has facilityof sending mass SMS & Mass email. BPStoday within minutes can share information withits affiliates, associates, MOU partners &members in every corner of country &internationally. BPS monthly magazine ‘BharatPensioner’ circulation has been rising. ItsE.Edition is also being published simultaneouslywhich has a circulation of around 64000 (softcopies) every month. There have been hassles& complaints in delivery of hard copies ofmonthly Journal. Secy. PR Sh K.L.Malhotra

is now regularly monitoring & removing glitches.We are sure to improve its delivery shortly..

BPS 3C action plan ‘communicate,coordinate and consolidate’ is now catching-upwith MOU partners & sister organizations. Onpopular suggestions & feed back 4th ‘C’ hasbeen added to it i.e. ‘Contribute’ : Let everysuperannuated person contribute  wisdom,thoughts,ideas, efforts, knowledge, experience and whatever she/he can conveniently affordincluding money to the common cause  to make‘3C’ “ROAD MAP” a success. BPS has recentlylaunched Pilot project-’Pensioners own media’through which it is trying to make availablepublications of pensioners organizations on onePlatform. Besides adoption of modern methodsand digital technology, BPS continues time-tested conventional system to remain connectedwith grass-root levels. During the past threeyears we have been moving ahead makingamends, improvements and weaving a network

We are happy that our HonourableMOS (PP) Dr. Jitendra Singh ji has realisedthat pensioners are retired but not tired. Wewill emphasize that his press release dated21.09.2015 be given practical shape in a timebound manner.

Through Social media BPS will convince thecivil society and the Govt. that we are askingonly for which we have contributed, which is inaccordance to our service conditions,is providedin the country’s constitution & pronounced bythe Supreme Court of India. We will apprisethe civil Society that our Pension is not a burdenon them but is our deferred wage and that wepensioners make endless contributions tofamilies, communities and the society. wecontribute as family care givers, as workers,consumers, volunteers and taxpayers. Standshoulder to shoulder with fellow citizens indistress. Even in death, give life & vision to theneedy through organ donation . There areenormous challenges to pensioners that needto be faced. Overcoming age discrimination,which is rampant in societies, as well as ensuringadequate income security and good health care,are few important challenges. Keeping pace withtime, while seeking support from theGovernment in deficient areas , BPS will striveto develop systems which enable all of us to actas one family with mutual confidence, supportand growing interdependence.

The most powerful weapon of pensioners istheir vote. So let’s strive to consolidate elderlyvote power, if we wish our voice to be heard.BPSwill be moving ahead with its 4 “(C) formula andwill continue struggling for pensioners cause with“Samanvay” of traditional & modern technologicalmethods.

Sub: Settlement of 78.2% I.D.A. Mergerissue for BSNL Pensioners.

We have address you in the past on thecaptioned issue with earnest hope that you willspare your few precious moments to havesympathetic look at Sr. Citizens issue whichwill help them to live healthy and peaceful lifein their old age. Since the issue in caught up intechnical wrangling between DPE & DoT, weonce again approach your office to cause earlysettlement of the issue which is pending sincelast more than two years. Though the 2ndwage review committee has recomm-ended merger of 68.8% IDA for revision ofwages from 01.01.2007 for PSU employees,the Govt. issued order for merger of 78.2%IDA taking into account the benefit accruedby merger of 50% IDA with pay. This issimilar to the merger of 86% CDA for revisionof pay of C. G. Employees. Actually C. G.Employees were granted 74% CDA only. Butthe actual CDA drawn by them on 01.01.2006was 86% due to the benefit of additional 12%CDA drawn due to merger of 50% CDA withbasic pay. As such the benefit of merger ofIDA to the PSU employees as per Govt. ordersis only 78.2% and not 68.8%. At the time ofissue of orders for revision of pay scales ofExecutives in BSNL in 2/09, the orders of 78.2%was not in existence. The order for merger of78.2% IDA was issued in 4/09. But while therecommendations for revision of wages ofNon-Executives were made the approvedrate of IDA merger was for 78.2% and not68.8%. This has been rectified from10.06.2013 for those employees who werein service on 10.06.2013 and all benefits

Please find enclosed a copy of letter No.KCGPA/Bank/03 dated 30-09-2015/ 10-10-2015 alongwith its enclosures received from ShA K Bhattacharyya, Secretary, KharagpurCentral Govt Pensioners Assn, VidyasagarLibrary Campus, South Side, Kharagpur -721301 which is self explanatory. 

The practice of crediting pensions to thepension accounts of pensioners/familypensioners is in vogue for the last few years asper extent orders of the GOI. Suddenly stoppingof this by Allahbad Bank, Branch OT Road,Kharagpur has lead to lot of inconvenience tothe aged and infirmed pensioners who perforcehave to visit the PDA  for drawal of pension onthe first working day of the month following themonth to which the pension relates facing lotof rush. In earlier practice one could drawpension on any day convenient to the pensionerafter it has been credited to his account. Agood number of pensioners, due to theirphysical ailments/infirmity, are accompaniedby their wards who may not be available on thefirst of each month due to service exigencies.This obviously forces pensioner/familypensioner to defer drawal of pension to a daysubject to availability of the ward accompanyinghim/her. His mental agony due to financialneeds can be well-imagined without anyelaboration.

BPS requests you to kindly look into thematter and advise concerned authority to directAllahabad Bank, Branch OT Road, Kharagpurto restore the practice of crediting pensionsduring the days notified and informingpensioners through SMS. This would not only

including pensionary benefits extended tothem. Not extending this benefit to thosewere in service from 01.01.2007 to09.06.2013 is discriminatory and it needs tobe set right. Similarly for the revision of pensionof pre-2007 retirees also only 78.2% IDA shouldhave been taken into account and not 68.8%IDA. It may be mentioned here that for revisionof pension of pre-2006 pensioners of centralGovt. 86% CDA has been taken into accountand not 74%.

It is also mentioned that the agreementmade with the recognized unions in BSNL formerger of 68.8% IDA denying the benefit ofmerger of 78.2%. IDA to pensioners is againstthe order of the Govt. and it needs to be rectifiedas the agreement is binding only on the servingemployees and not retired employees as on01.01.2007. In light of above, we were pressingthe government to rectify the lacuna in issuanceof 68.8% IDA Merger for the Pensioners andfinding truth in our representations the DoT hasmoved the file for Cabinet consulting the variousnodal Ministries to permit merger of 78.2% IDAMerger for the Pensioners. Since last more thantwo years the proposal is shunted back againand again by DPE to DoT raising the irrelevantqueries which reflects that the DPE is notprepared to honour the Rule 37-A which wasenacted by the Parliament and trying to shirkits responsibility thrusting the same upon theBSNL for which DoT is naturally hesitant. Weenclose a brief Note on 78.2% IDA MERGERissue For BSNL Pensioners showing howan urgent, important, vital andconstitutional issue is placed in wrnglingof experts notes and brief making thepensioners to suffer indefinitely. Wetherefore request you to kindly prevail upon theDPE to clear the proposal of 78.2% IDA Mergerfor BSNL Pensioners w.e.f. 01.01.2007 for whichall the senior citizen who are in age group of 66to 76 years are eagerly waiting for the financialbenefit for their survival in the old age. This willend the discrimination amongst the Pensioners.

No. 38/88/2008-P&PW(G)dated 9th July, 2009. The provisions relating toregulation of DR where a pensioner is in receipt ofmore than one pension will remain unchanged.

pensioners regarding.

In accordance with the instructions issuedvide this Departments OM No.38/37/08-P&PW(A) dated 21.5.2009, 11.8.2009,25.6.2010 & 28.9.2010 and OM No.1/19/11-P&PW(E) dated 3.8.2011, additional pension/family pension to old pensioners/familypensioners is allowed on the basis of the date ofbirth/age recorded in the Pension Payment Order(PPO) or other office records. Only in case thedetails regarding date of birth/age are notavailable in the PPO/office records, additionalpension/family pension to old pensioners/familypensioners has been allowed on the basis ofcertain documents i.e. PAN Card,Matriculation certificate, Passport, CGHSCard, Driving licence, Voter’s ID Card andAadhaar Number issued by UIDAI.

2. During his service and at the time ofretirement, a Government servant is required togive details of his family, including date of birthof its members, in Form 3. Date of birth/age ofthe members of family mentioned by theGovernment servant in Form 3 was not mandatoryto be verified by the Head of Office. It is felt thatin some case, the date of birth/age of a familypensioner, as recorded in the PPO/office recordsmight be incorrect.

3. Some representations have been receivedin this Department regarding the hardship beingcaused to old family pensioners in getting theadditional pension on account of incorrectrecording of the date of birth/age in the PPO.They have been requesting for allowing thechange of date of birth in the PPO on the basisof the documents prescribed in the various OMsmentioned in Para I above.

4. The matter has been considered in thisDepartment in consultation with the Ministry ofFinance, Department of Expenditure and thefollowing decisions have been made:

i. Since the date of birth of the Governmentservant is recorded in the PPO on the basisof the service records and the date ofsuperannuation etc. also is determined on

the basis of this date of birth, there is noquestion of allowing change in the date ofbirth of the retired/deceased pensioner in thePPO.

ii. The request for change of date of birth/age ofthe Family pensioner (parents and spouse)in the PPO may be submitted by apensioner/family pensioner to the Head ofthe Department of the organisation wherethe Government servant had last served alongwith at least one of the documentsmentioned in Para I above and a declarationon a non-judicial stamp paper regarding thecorrect date of birth of the family pensioner.The Head of the Department may allow thechange in the date of birth of the familypensioner if he is satisfied that the conditionsindicated in this Department’s OM No.38/37/08-P&PW (A) dated 21.5.2009 have beenfulfilled and that a bona-fide mistake has beenmade in recording the date of birth in thePPO.

iii. No other document will be accepted forallowing the change in date of birth/age ofthe family pensioner in the PPO.

iv. In order to avoid any possibility of recordingan incorrect date of birth in the PPO, infuture, the Government servant may berequired to submit one of the documentsindicated in Para I above as proof of date ofbirth of spouse or parents along with thedetails of family in Form 3. In the case ofchildren certificate of birth from the Municipalauthorities or from the local panchayat orfrom the head of a recognised school if thechild is studying in such a school or from aBoard of Education may be accepted.

5. As regards pensioners/family pensionersbelonging to the Indian Audit and AccountsDepartments, these Orders issue afterconsultation with the Comptroller and AuditorGeneral of India.

The undersigned is directed to say that inaccordance with the instructions contained inthis Department of OM of even number dated31.10.2007,appointment of Central Governmentemployees in Central Autonomous Bodies canbe made on immediate absorption basis only.Appointment of Central Government servantson deputation to the posts in the CentralAutonomous Bodies can be made only afterobtaining exemption from Rule of ImmediateAbsorption in respect of those posts fromDepartment of Pension & Pensioners Welfare.

2. Keeping in view the difficulties being facedby Autonomous Bodies in filling up the postsdue to the application of Rule of ImmediateAbsorption, the matter has been reviewed inconsultation with Department of Personnel &Training and Department of Expenditure. Inpartial modification of the instructions containedin this Department’s OM dated 31.10.2007, ithas been decided to allow appointment ofCentral Government employees to posts inCentral Autonomous Bodies on deputationbasis without seeking exemption from Rule ofImmediate Absorption, if the Recruitment Rulesfor the posts specifically provide for theappointment of Central Government employeeon deputation. This relaxation will be subjectto the following conditions:

i. The general principle of public interest shallbe overriding factor in providing deputationas a method of recruitment. The generalcriteria for providing deputation as a methodof recruitment would be non-availability ofsuitable persons for joining a post on regularbasis from within or outside the

organization. In other words deputation asa method of recruitment would be providedonly if there are not enough posts in thefeeder grade for appointment by promotionor if the candidates from Central Governmentare not likely to join the Autonomous Bodyon immediate absorption basis.

ii. Deputation as a method of recruitment maygenerally be provided in respect of thefollowing categories of posts in theAutonomous Bodies.

a) Posts requiring specialized personnel inconnection with scientific research ordevelopment of technology.

b) Posts in executive or senior managementlevel i.e. post carrying a Grade pay of not lessthan Rs.7600/- in Central Autonomous Bodyhaving very close inter-action with policies andprogrammes of the Government.

c) Posts where the nature of the workrequires employment of Government officers forsecurity reasons or vigilance purposes.

d) Posts in newly established/temporaryorganizations ( upto a period of 5 years fromthe date of establishment).

e) Posts limited in number particularly inspecialized fields where creation of a regularcadre is not feasible.

f) The number of posts to be exempted maybe decided in each CAB on a case to casebasis.

iii. The recruitment rules for a post in anAutonomous Body, which provide fordeputation from Central Governmentemployees, must have the approval of theCompetent Authority in the AdministrativeMinistry /Department.

iv. In case the recruitment rules for a post inthe Autonomous Body have not been notifiedor recruitment rules do not provide fordeputation as a method of recruitment, thenthe existing instructions regarding seekingexemption from the rule of immediateabsorption would continue to apply.

Acknowledgement to Pensioners.

Attention is invited to this office OMNo.CPAO/Tech/Simplification/2012-13/325dated-18.02.2013 directing the banks to allowpensioners/family pensioners to submit the lifecertificates as well as other certificates to anybranch of the bank through which their pensionare being disbursed. In this context, severalinstances of stoppage of payment of pensionshave been reported citing non-receipt of lifecertificate even though the pensioners hadsubmitted their life certificates to the bank, dueto misplacement of the life certificate at thebank branches concerned. Instances of somepension paying banks not accepting lifecertificates given to them by pensioners anddirecting pensioners to submit the life certificateto CPPC have also been reported causinggreat inconvenience to pensioners, whichresults- in either stoppage of payment ofpension or delay in payment of pension.

In this context, to alleviate the hardshipfaced by the pensioners, RBI has alsoinstructed all the Agency Banks handlinggovernment pension payment, vide NotificationNo.RBI/2014-15/ 587 DGBA. GAD No. H-5013/45.01.001/2014-15 dated-07.05.2015 that onreceipt of life certificate submitted in physicalform, banks to issue duly signedacknowledgement to the pensioners and toenter the same in their CBS immediately andissue a system generated receipt to serve thetwin purpose of acknowledgement to thepensioners as well as real- time updation ofrecords.

To facilitate the bank authorities, CPAOhas prescribed a modified format of lifecertificate providing therewithacknowledgement of the receipt of the life

v. The recruitment rules must specify themaximum number/percentage of posts in aparticular grade that can be filled ondeputation. Appointment on deputationbeyond the number specified in theRecruitment Rules would not be made bythe autonomous body.

vi. In case it is proposed to make recruitmentby deputation of Government employees inexcess of the deputation quota provided inthe recruitment rules, specific approval ofAdministrative Ministry for making suchrecruitment by deputation would be obtained.If such a relaxation is approved by theAdministrative Ministry, no further exemptionfrom rule of immediate absorption would berequired.

vii. There should be an entry in recruitment rulesto the effect that the exemption from rule ofimmediate absorption is not required forappointment on deputation.

3. The above appointments would be treatedas appointment on non-Central Staffing Scheme(non-CSS) posts. Thus, the ceiling ondeputation period relating to CSS plus non-CSSwill apply on such appointments.

4. All other provisions in the OM dated31.10.2007, which have not been specificallymodified in this O.M., would continue to beapplicable.

5. The instructions regarding otherclearances, including cadre clearance, requiredfor appointment on deputation of Governmentemployees to autonomous bodies wouldcontinue to be applicable.

6. All administrative Ministries/Departmentsare requested to take note of the above decisionsand also to bring the same to the notice of theAutonomous bodies under their administrativecontrol for strict compliance by all concerned.

This is the very time to rumours to float inthe air, on the possible recommendations ofthe Pay Commission. Its term has beenextended upto 31st December 2015. Reportsclaimed that the Commission would submit itsReport by 30th September. We have now

entered November. There is no clear sign onwhen exactly the Commission submits itsreport.

Meantime, there is an adverse media write-up by a lady. It has been picked up by theSecretary General, BPS, and quickly rebuffed.Please see it below (as lifted from his mail) :

(Quote) SONALDE DESAI ("THE HINDU"d/ 30.10.15) has claimed that the 7th CPCrecommendation is ‘an unjustified pay hike’.

In a quick rejoinder (on e-mail), Shri SCMaheswari. Secretary-General, BPS, hasrepudiated it stating that the author appears tobe misinformed. She perhaps does not knowthat Salary structure of C.G. employees isrelated to need-base minimum wage for a unitof 3, instead of 5 (parents are excluded) andpension for a unit of 2 is paid @50% of lastdrawn instead of 67% . She does not realizethe importance of need- base minimum wage,as she herself is highly paid ! Let her nameone 25 year-old drawing a package of 40 lac inGovt service? Cabinet Secretary is the highestpaid getting Rs 90,000/PM; with allowance alsoit does not touch 40 lac a year. He attains thisposition after decades of dedicated service.

Additionally, DA/DR paid to Govt staff isnever sufficient, as accepted by Montek SinghAlluwalia, once Deputy Chairman of PlanningCommission (His statement to PTI dated27.2.2008). It is always a squeezed one. Thevery procedure of arriving at AICPIN is fraughtwith disparities. On the recommendation of PayCommission, salaries are revised by mergingexisting DA/DR adding to it a fitment benefit ofabout 40% of basic salary, which is not equalto squeezed portion of DA/DR, paid over thedecade.

Control prices; Hold inflation@ 0%; Providefree adequate health care; Ensure 100% paritywithout cut-off dates; Pay Commission will notbe required. The author has tried to use herskill to lobby for Group "A" Govt staff, at thecost of Groups D,C & B !(Unquote)

Gist of Decision taken in the 26th SCOVA meeting : a) CPAO informed that 29,615 caseswere pending for revision. Despite several efforts, no further information was coming forth inrespect of pre-1990 PPOs. They have approached banks and pensioners to obtain the missinginformation. CPAO was advised to hold meetings with individual Ministries and sort out cases

issue wise so that solutions could be worked out and the pendency brought down to zero.CPAO was also advised to discuss the issue with Ministry of Railways and Department ofDefence who had shown remarkable progress and brought down the pendency to Nil.

Out of unrevised cases 3,065 cases pertain to family pensioners. Meetings were being conductedby CPAO regularly with PAOs to Ministries/Departments to finalise these cases. The problemswere discussed in detail and solutions were given to them for early finalization of remainingcases.One of the pensioners Association intimated that a number of cases were still pending in theMaharashtra circle post offices.The Department of posts intimated that they would considerdelegating authority of revision to sub-post offices. In case of Patiala Circle, date of birth ofspouse is not indicated in the revised PPOs. Department of Ex-Servicemen Welfare informed that revised PPOs have been issued in most ofthe cases. This was refuted by the Defence Pensioner Association. Pensioners Associationswere requested to give the list of the pending cases to the Department of Ex-Servicemen Welfare,which will take the matter with CGDA. However, CGDA was asked to also reconfirm theirfigures.Department of Ex-servicemen Welfare:- Revised authorities in all 16.71 lakhs cases of pre-2006retirees have been issued. ServiceHeadquarters have been requested to furnish information in regard to number of widows of wardisabled who are getting ordinary Family pension and financial implication in case enhancedfamily pension is granted to them. Only Air Headquarter has provided the requisite information.Army Headquarters have shown their inability to furnish the data being not available with them.The matter is being taken up with PCDA(P) Allahabad in order to have the data. Naval Headquartershave also not furnished the requisite information so far.Sl.No 6 of ATR:- a) Arbitrary orders dated 01-08-1996 and 01-09-1996 issued by Ministry ofHealth and Director of CGHS may be withdrawn and the benefit of CGHS facilities be allowed tothe pensioners of Department of Post and Department of Telecom. (b) Medical facilities forexisting P&T pensioners.

Gist of Decision taken in the 26th SCOVA meeting : The Ministry of Health and Familywelfare intimated that various issues including the issue relating to extension of CGHS facilityto P&T pensioners is likely to be considered in a meeting of the committee of Secretaries to beheld shortly. As regards, the orders dtd 01.08.1996 and 01.09.1996, Ministry of Health andFamily Welfare informed that the matter was still sub-judice.

has been forwarded for approval of Department of Expenditure.Sl.No.7 of ATR: - Anomaly in fixation of pension to DoT employees absorbed in BSNL, whoretired between 1.10.2000 and 31.7.2001.

Gist of Decision taken in the 26th SCOVA meeting : It was informed that since the lastSCOVA meeting, two meetings were held with the officials of Department of Telecom on29.09.2014 and 30.12.2014 and Department of Telecom was advised to expedite the details/Reply sought in DoPPW’s ID Note dta 28.02.2014. Department of Telecom informed that theBSNL is collecting the requisite information sought by DoPPW from corporate offices of BSNL/MTNL. Department of Telecom was advised to send a reply to DoPPW within a fortnight.

DoPPW : The proposal was sent by DOT to DOP&PW on24.04.2015 and the advice of thisDepartment was sent to DOT on 26.06.2015 for taking further action. Requested DOT, for thepresent status of the proposal on 15.07.2015, Another reminder was sent on 01.09.2015Department of TelecomIn : In connection with calculating average emoluments for the last 10months before retirement, Finance Branch(DO) and DoP&Pw suggested different methods.Accordingly, the case was referred to Department of Expenditure with the request to advise thatwhich of the proposal for calculating the average emolument is to be adopted. In response,Department of Expenditure, vide its ID Note dated 17.09.2015 has sought some clarification/information which are being obtained from concerned offices viz. DoPPW, Accounts Branch(DoT) and concerned Unions/Associations etc.

Gist of Decision taken in the 26th SCOVA meeting : It was informed that the proposal hasbeen approved by Department of Expenditure, in principle. Department of Telecom informedthat as per the advice of the Department of Expenditure a Cabinet Note has been prepared andsent to their IFD for approval. Department of Telecom was advised to finalize the draft cabinetnote and circulate it to the concerned Ministries by the end of February, 2015.

Department of Expenditure : Department of Expenditure on 28.07.2015 informed that theDraft Cabinet Note prepared by Department of Telecommunication is under examination.

Department of Telecom : Department of Telecom on 30.09.2015 informed that with the approvalof MOC & IT, draft cabinet Note was sent for inter-ministerial consultation. The comments/viewsfrom concerned Ministries/Departments have been received. However, several queries havebeen raised by Department of Expenditure and the information/inputs on same are being collectedfor furnishing the same to Department of Expenditure.  Sl.No.9 of ATR :-Extension of benefit of upgraded Grade pay to pre-2006 retirees of S-12grade.

Gist of Decision taken in the 26th SCOVA meeting : D/o Expenditure had earlier observedthat the benefit to grade pay of the 4600/- could not be extended to those who retired from theS-12 pay scale before 01.01.2006 as it was an upgrade scale. However, the Department ofExpenditure has since sought to re-examine the issue and the relevant file on the issue hasbeen forwarded by DoPPW to D/o Expenditure for reconsideration on 22.01.2015, D/oExpenditure was advised to expedite a decision in this regard. (Action:Department of Expenditure)

DoPPW and Department of Expenditure : The relevant file was sent to Department ofExpenditure for reconsideration on 22.01.2015. Department of Expenditure has been requestedon 05.06.2015 and 19.08.2015 to return the file with comments in the matter. The file is pendingwith Department of Expenditure.

DoPPW : In compliance of the Hon’ble Supreme court’s order dated 17.03.2015, this Departmenthas issued orders vide OM No 38/37/08-P&PW(A) dated 30.07.2015 in regard to payment ofarrears of increased pension from 01.01.2006 to 23.09.2012 to eligible pre-2006 pensioners.Steps are being taken for making payment of arrears of pension to pre-2006 pensioners.

S.No.13 of ATR:- Extension Counter of CGHS wellness centre at Srinagar and upgradation offacilities at CGHS Wellness centre at Jammu including Construction of CGHS Hospital on the

plot of land allotted by J&K govt. at Jammu.

Gist of Decision taken in the 26th SCOVA meeting:Various issues concerning CGHS includingthe above issue, were discussed by JS(P), DoPPW in a meeting with AS & DG (CGHS).Various suggestions for providing a centre at Srinagar had been considered in the meeting.Ministry of Health and Family Welfare informed that while there were huge resource constraints,overall CGHS reforms were being looked into by the committee of Secretaries (COS). 

Regarding upgradation of CGHS wellness centre at Jammu, it was informed that computers hadbeen procured and supplied. Funds have been released and the procurement of other equipmentwas being processed. The work is expected to be completed shortly.

Regarding posting of an additional doctor at the CGHS Wellness Centre at Jammu, Ministry ofHealth and Family Welfare was advised to explore the possibility of taking the services of doctor

from the State Govt. on deputation.  (Action: Ministry of Health and Family Welfare)

Ministry of health and family welfare :The request for opening of dispensary in Srinagar hasbeen regretted as the CGHS resources are fully committed as of now.(b)Regardingcomputerization of wellness centre at Jammu the payment has been made to BSNL for installing4 Mbps lease line and approval has been conveyed to start CGHS application in Jammu usingtheir existing broad band connectivity.(c) There are already 2 doctors posted at CGHS wellnesscentre, one on deputation from J&K Health Department and other is retiree from J&K Health

Department.S.No.15 of ATR: Extension of CGHS facilities to retired BSNL employees issue of follow uporder by the Ministry of Health and family welfare & fixation of rates of contribution & wardentitlement by DoT.

Gist of Decision taken in the 26th SCOVA meeting : Department of Telecom informed thatsince the pay structure in BSNL and Central Govt was different, the orders of Ministry of Healthand Family Welfare regarding ward entitlement on the basis of pay band/grade pay could notbe made applicable in the case of BSNL retirees. Ministry of Health and Family Welfarerequsted Deptt of Telecom to suggest alternate mechanism for the retirees of BSNL. Departmentof Telecom was advised to send a proposal to Ministry of Health and Family Welfare in thisregard in a month’s time.

Ministry of Health and Family Welfare: Instructions are already in place as per Ministry ofHealth and Family welfare OM No.H.11013/02/2006-CGHS(P) dated 17.02.2011 vide whichonly those central Government employees who had proceeded to statutory Bodies/AutonomousBodies (SB/AB) of Central government either on deputation initially and then got absorbed inSB/AB or proceeded to SB/AB on absorbed basis may be extended CGHS facilities on theirretirement, subject to the condition that they are in receipt of Central Civil pension and theircontributions towards CGHS will be decided by the Grade pay that they would have now drawnin the government in the post held by them but for their absorption in SB/AB. 

Department of Telecom Inputs were received from MTNL and BSNL on 13.08.2015 and27.08.2015 respectively, and the same are being examined and a proposal in this regard isbeing submitted for approval of competent authority to take up the case further with Ministry ofHealth and Family Welfare.

Ministry Of Defence:In this regard, Government’s letter dated 15.5.2015 has been issued.Sl.No.(26.3):- Non-adherence of extant rules with regard to submission of life certificate.

Gist of Decision taken in the 26th SCOVA meeting: Regarding complaints in respect ofsubmission of life certificate. SCOVA members were requested to give specific cases. CPAOwas advised to give wide publicity to their Toll Free number so that the complaints could be

Department of Financial Services : Indian Bank Association (IBA) have issued instructionsvide letter dated 24.11.2014 to all public sector banks for sensitizing all disbursement/paymentbranches towards problems being faced by pensioners/Family pensioners. RBI vide letter dated09.12.2014 has issued instructions to all agency Banks regarding introduction of digital Lifecertificate for pensioners Similarly, CPAO vide letter dated 30.01.2015 has also issuedinstructions to all centralized pension processing centres (CPPCs) of authorized banks regarding

exemption from physical appearance for purpose of life certificate.

Sl.No. (26.4):-Provision of CGHS facility for life time to dependent disabled/mentally retarded

children of Central Government employees/Pensioners.

Gist of Decision taken in the 26th SCOVA meeting: Ministry of Health was advised to

examine the suggestion for extension of CGHS facilities to married disabled/mentally retarded

daughter on the analogy of continuation of family pension to children even after marriage.

Ministry of Health and Family Welfare intimated that they will examine the issue.  (Action:

Ministry of Health and Family Welfare:- As per OM no 4-24/96-C7P/CGHS(P) dated

31.05.2007, daughters of the Government servant are eligible for CGHS facility till she starts

earning or gets married, irrespective of the age limit, whichever is earlier. Depandent divorced/

abandoned or separated from their husband/widowed daughters and dependent unmarried/

divorced/abandoned or separated from their husband/widowed sisters irrespective of age limit

are also eligible for CGHS facility. A daughter once she gets married is related to the husband

and can no more be treated as dependent on the principal beneficiary as before, therefore,

dependency defined for son and daughter cannot be compared to each other.

Sub: Preparation of reservation charts.

As per para 626 of Indian Railway CommercialManual Vol. 1, reservation charts should bedisplayed at the main entrance of the station and/or on the platform from which the trains arescheduled to leave as early as possible but notless than 2 hours before the scheduled departureof train. To ensure this, instructions have beenissued from time to time for timely preparation ofreservation charts. A provision had also beenmade in the computerised PRS to extract theinformation regarding the locations wherereservation charts have been prepared late.However, instances are still being brought to thenotice of this office where reservation charts arebeing prepared late.

2. A proposal is under consideration of thisoffice that after preparation of reservation charts,the facility of reserving available vacantaccommodation in the train or to cancel thealready booked ticket, which at present is availableonly at current counters of train originating station/identified road side station, up to a specified timebefore departure of train, shall be made availableon internet and also at other PRS centers. With aview to ensure successful implementation of thisscheme, it is desired as under:-

i) Reservation charts of the trains should beprepared at least 4 hours before the scheduleddeparture of the train without fail. For thispurpose, wherever required, the timings forrelease of emergency quota can be adjustedaccordingly.

ii) Zonal Railways should ensure thatsupplementary charts indicating the bookingmade after preparation of reservation chartsand up to a specific time before departure oftrain should be invariably taken out andhanded over to the train staff, if not being doneearlier.

3. Necessary instructions may be issued to allconcerned accordingly and compliance reportindicating the implementation of the above

said provisions should be sent to this officeby 30.10.2015

Sub : Simplification of procedure for Form

No. 15G & 15H - regarding

Tax payers seeking non deduction of taxfrom certain incomes are required to file a selfdeclaration in Form No.15G or Form No.15Has per the provisions of Section 197A of theIncome-tax Act, 1961 (‘the Act’). In order toreduce the cost of compliance and ease thecompliance burden for both, the tax payer andthe tax deductor, the Central Board of Directtaxes has simplified the format and procedurefor self declaration of Form No.15G or 15H. Theprocedure for submission of the Forms by thedeductor has also been simplified.

Under the simplified procedure, a payee cansubmit the self-declaration either in paper formor electronically. The deductor will not deducttax and will allot a Unique Identification Number(UIN) to all self-declarations in accordance witha well laid down procedure to be specifiedseparately. The particulars of self- declarationswill have to be furnished by the deductor alongwith UIN in the quarterly TDS statements. Therequirement of submitting physical copy ofForm 15G and 15H by the deductor to theincome-tax authorities has been dispensedwith.The deductor will, however be required toretain Form No.15G and 15H for seven years.

The revised procedure shall be effective fromthe 1st day of October, 2015. The Notificationissued Vide S.O. No.2663(E) dated 29thSeptember 2015 is available on the website ofthe Department at www.incometaxindia.gov.in

Sub: Introduction of Alternate TrainAccommodation Scheme “VIKALP”.

With a View to provide confirmedaccommodation to waitlisted passengers andalso to ensure optimal utilisation of availableaccommodation, a scheme called “VIKALP”has been conceptualised and is being introducedw.e.f. 01.11.2015 initially only for the ticketsbooked through internet as a pilot project for sixmonths, on Delhi-Lucknow & Delhi-Jammusectors of Northern Railway. In this scheme,wait listed passengers. of a train can opt forconfirmed accommodation in alternate trains.The salient features of this scheme are enclosed.

2. It is requested that a wide publicity maybe given to the features of this scheme forinformation of general public.

ALTERNATE TRAIN ACCOMMODATIONSCHEME - “VIKALP”

TERMS AND CONDITIONS:

GENERAL

The Alternate Train Accommodation Scheme(ATAS) is presently being launched under thename “Vikalp” on pilot basis only for the ticketsbooked through internet on two sectors i.e. Delhi-Jammu and Delhi-Lucknow sectors. Based onthe feedback it will be provided on PRS and alsoon other sectors.

The scheme is presently being implementedonly across Mail/Express trains of samecategory. No extra charges shall be taken frompassenger or any refund shall be provided fordifference of fare.

The scheme is applicable to all waiting listpassengers irrespective of booking quota andconcession. In pilot phase the scheme will beavailable on few pre-designated trains in theabove sectors only.

Under this scheme, Waiting list passengers

will give choice to opt for ATAS scheme. ATASopted passengers who remain fully Waitlistedafter charting will only be considered forallotment in the alternate train.

Fully WL passengers opted for ATASshould check PNR status after charting.

Either all passengers of a PNR or none willbe transferred to alternate train in same class.The passenger can be considered for shifting toa train leaving from any station amongst thecluster of stations defined by Railways basedon the convenience of the passengers to astation serving the destination station on thesame analogy.

The ATAS opted passengers who have beenprovided accommodation in the alternate trainwill not figure in the waitlisted charts of theiroriginal train. A separate list of passengerstransferred in alternate train will be pasted alongwith the CONFIRMED and WAITLIST charts.

The passenger allotted alternateaccommodation can travel in the alternatetrain on authority of original ticket.

Waitlisted passengers of original train shallnot be allowed to board the original train if allottedalternate accommodation. If found travelling,they will be treated as travelling without ticketand charged accordingly. Passengers onceprovided alternate accommodation in alternatetrain will be treated as normal passengers inalternate train and will be eligible for up gradation.

In rare situations, passengers who have beenprovided alternate accommodation might getdropped/re-allotted in alternate train due to lastminute change in composition of the alternatetrain at the time of chart preparation. So,passengers who have been providedalternate accommodation should checkPNR status also after preparation of chartsof the alternate train for final status.

cancel,after he/she has been given an alternateaccommodation, he/ she will be treated as aCONFIRMED passenger and the cancellationrules will apply accordingly. No refund fordifference of fare between the original train andthe alternate train, including Tatkal charges, ifany, will be given to re-allocated passengers.

Once an ATAS passenger has been allottedalternate accommodation, journey modificationwill not be permitted. If required, the passengerwill have to cancel the ticket and book a freshticket for modified journey. When a passengerwho has been allotted alternate accommodationhas not performed his journey in the alternatetrain, he can claim for refunds by filing a TDRrequest.

IMPORTANT PASSENGERINFORMATION:-

PLEASE NOTE

1) Opting for VIKALP does not mean thatconfirmed berth will be provided to passengersin alternate train. It is subject to train and berthavailability.

2) Once confirmed in Alternate train,Cancellation charges will be as per your berth/train status in alternate train.

3) In this scheme, your boarding andterminating station might change to nearbycluster stations.

IMPORTANT INSTRUCTIONS FOR DBA:

1. H/20 switch needs to be set along WithATAS effective date range to define trains underATAS scheme, so that option for alternateaccommodation will be taken from waitlistedpassengers booked in the train.

NOTE: It is suggested that the scheme belaunched with effect from ARP opening date orno-booking date of main train otherwise it willlead to breach of priority for waitlisted

passengers booked in same TDRC prior tolaunch.

2. For grouping of trains under ATAS scheme,a feature is provided in GUIDBA. Using thisoption Database operator can define set of maintrains with every alternate train to which WLpassengers will be transferred. E.g. Alternatetrain S is mapped to main trains M1, M2,. M3;then waitlist passengers of M1, M2 and M3 willbe transferred to vacant berths in train S.Flexibility to indicate scheme start date and enddate with special/alternate train is also provided.While defining these pairs, following restrictionsare imposed by the system:

a) Train type of main train as well as alternatetrain should be same.

b) Train source station of main train and alternatetrain can be from cluster of principle stations.

c) Destination station or principle station ofalternate train should be .present as a validISL in main train.

d) The scheduled departure of the alternate trainis at least 1/2 hour and maximum 24 hoursafter the scheduled departure of original train.

NOTE: In case the scheme is to be appliedon all trains of a sector to balance load acrossdifferent trains in the sector, then multiple pairsshould be defined by DBA. For example: If thereare 4 trains in a sector say A, B, C and D and itis desired that waitlist in any of these 4 trains ifpresent should be transferred to vacant berth inany of these 4 trains if available i.e. every trainis a main train as well as alternate train basedon availability status at the time of charting. Thendatabase will have to define 4 pairs of ATASgroup, one for each train as alternate trains andother three trains as main train i.e. B, C and Dwill be main train for A; A, C and D will be maintrain for Band so on. Also it will be required toset ATAS flag (H/20) on all these 4 trains sothat ATAS option from Waitlist passengers istaken in all 4 trains.

3. In alternate/ special train, databaseoperator can mark the train as reserved for ATASin a given period i.e. only ATAS opted waitlist

4. Coaches blocked forATAS in alternate trains will have only GN quotadefined in it.

5. Resetting of chart switch will not bepermitted in main trains which are marked underATAS Scheme i.e. once charts are prepared forthe main train it could not be reverted back inany scenario.

to recognize CGHS empanelled hospitals

at Zonal level.

The issue of delegation of powers to General

Managers of zonal Railways/Production Units torecognize CGHS empanelled hospitals at zonal

level itself has been considered by the Board.Henceforth, General Managers wiil be

empowered to recognize the CGHS empanelledhospitals for referral of Railway bcneficiaries after

following the parameters as given below:

1) The Zonal Railways should identify thespecialities for which the treatment for the

Railway beneficiaries are required from theCGHS empanelled private hospitals. Even if

the CGHS hospitals are recognized for multi-speciality treatment the reference should be

made in the identified specialities which arenot available or not possible to dealt in the

Railway Hospitals.

2) The Hospital(s) recognized should be

displayed prominently in the website/noticeboards, etc. indicating specialities available

at Hospital(s) so that Railway beneficiaries arewell aware of the availability of such hospital(s)

for referral. The Railway beneficiaries shouldbe referred to a particular CGHS empanelled

hospitai as per his/her preference/choice asthe rates of all the CGHS empanelled

hospitals are the same.

3) Advertisements may be published in thenewspapers and in the Railway websites

seeking Expression of Interest (EOI) from allCGHS empanelled private’ hospitals located/

available in the concerned zone/unit. All thoseCGHS empanelled hospitals who apply for in

response to the advertisement should beempanelled.

4) The rates to be charged by the CGHSempanelled hospitais should be as per the

CGHS prescribed rates based on theclassification of the Hospitals or the Hospital

tariff, whichever is lower, and for those items/procedures/investigations which are not

covered under CGHS Rate List, the Hospitalshould offer some discounts for the same on

their Hospital rates as also free ambulanceservice to the Railways.

5) The Hospitals should be recognized for a

period of two years as done by CGHS or till itis empanelled under CGHS, whichever is

earlier. In a situation, when any hospital isde-empanelled by CGHS, the same should

be complied with.

6) While signing the Memorandum of

understanding (MOU)/Agreement betweenthe Railway and CGHS empanelled private’

hospitals, the format as designed by CGHSbut modified as per Railways requirements

should be adhered to as it is comprehensiveand covers almost all the aspects (As per

Annexure-(not published)

7) It may be noted that any private hospitals whichare not empanelled by CGHS, the proposal

for recognition of such hospital(s) has tocome to Railway Board as usual. In case any

CGHS empanelled hospital(s) has offered tocharge the rates more than the CGHS

prescribed rates, the same should also haveto come to Railway Board with due justification

for examination/approval. However, revisionof rates by CGHS itself (either upwardly or

downwardly) need not require to be sent toRailway Board for which the powers have

already been delegated to GMs vide Board’sletter no. 2014/H-1/11/98/AIR dated

09.03.2015.

8) Further, at least 10% of the referred cases

should be subjected to medical audit. It shouldbe done by properly constituted Medical Board

by Cheif Medical Director. The report shouldbe put up to General Manager annually/six

monthly through FA&CAO.

9) These powers of recognizing the hospitalshould be personally exercised by General

Manager with the concurrence of FA&CAO.

considering requests for medical

reimbursement.

The undersigned is directed to state that underthe extant instructions, a CGHS card holder. whowishes to apply for reimbursement of theexpenditure incurred by him / her on medicaltreatment of either self or his I her dependent familymembers. the present reimbursement procedureneeds verification of bills and issue of essentialitycertificate by the treating doctor, and the MedicalSuperintendent of the hospital. The process ofverification of bills and issue of essentialitycertificates are time consuming with the doctor attimes being busy or being away from office forwhatever reason. This necessitates repeatedvisits to the hospital for getting the verification doneand essentiality certificate obtained.Representations have been received in the Ministryof Health & Family Welfare requesting for doingaway with the two requirements and for theMinistries / authorities concerned to verify andcheck the authenticity of the claims on the basisof the prescription slip and the diagnostic reportsubmitted by the Government servant / pensioner.In the event of any doubt, the concerned Ministry/Authority can always get verification done from thehospital concerned.

2. The undersigned is also directed to statethat CGHS guidelines currently provide forrelaxation of guidelines to cover full reimbursementin individual cases depending upon merits of eachcase. In the case of Hon’ble Members ofParliament, the powers to relax the guidelineshave been delegated to the Lok Sabha Secretariatand Rajya Sabha Secretariat respectively and inthe case of Hon'ble Chief Justice of SupremeCourt and Judges of the Supreme Court to theSecretary General of the Supreme Court.

3. In order to reduce the burden on theSpecialists in individual cases of medicalreimbursement claim, it has been decided withthe approval of heads of the hospitals to revise

the guidelines for reimbursement by thecompetent authority,as follows:

(1) It has now been decided to do away withthe procedure for verification of bills and issue ofessentiality certificate by the treating doctor. andthe Medical Superintendent of the hospital.Ministries / authorities concerned may verify andcheck the authenticity of the claims on the basisof the prescription slip and the diagnostic reportsubmitted by the Government servant / pensioner.In the event of any doubt, the concerned Ministry /Authority can always get verification done from thehospital concerned. Modified reimbursement claimform. alongwith checklist is annexed- (not published)

(2) All cases involving requests for relaxationof rules for reimbursement of full expenditure willhenceforth be referred to a Technical StandingCommittee. to be chaired by the DGHS /Addl.DGHS and consist of Director (CGHS) andsubject matter specialists. if the TechnicalStanding Committee recommends the relaxationof rules for permitting full reimbursement ofexpenditure incurred by the beneficiary, the fullreimbursement may be allowed by the Secretary(Health & Family Welfare) in consultation with IFD.A check list for consideration of requests forreimbursements in excess of approved rates mayinclude:

(a) The treatment was obtained in a private non-empanelled hospital under emergency andthe patient was admitted by others when thebeneficiary was unconscious or severelyincapacitated and was hospitalised for aprolonged period;

(b) The treatment was obtained in a private non-empanelled hospital under emergency andwas admitted for prolonged period fortreatment of Head injury, Coma. Septicemia,Multi-organ failure, etc.;

(c) The treatment was obtained in a private non-empanelled hospital under emergency fortreatment of advanced malignancy;

(d) The treatment was taken under emergency inhigher type of accommodation as rooms as

per his I her entitlement are not availableduring that period;

(e) The treatment was taken in higher type ofaccommodation under specific conditions forisolation of patients to avoid contactinginfections;

(f) The treatment was obtained in a private non-empanelled hospital under emergency whenthere is a strike in Government hospitals:

(g) The treatment was obtained in a private non-empanelled hospital under emergency, whileon official tour to non-CGHS covered area;

(h) Approval for air-fare with or without attendanton the advice of treating doctor for treatment inanother city even though he is not eligible forair travel I treatment facilities are available incity of residence and

(i) Any other special circumstances.

House resolvedto urge the CBDT to implement decision dated17-12-2002 of CAT Mumbai in OA No 86 of2008 and allowing fixation of pay of ITOs andITIs with consequential arrears wef 21-04-2004.Election Commissioner T N Unikrishnanconducted election and House elected sevenmembers Managing Committee which in turn

elected  R B Deshpande, O M Bhaskaran andG Srinivasa Setty as Prez, Secy & Treasurerrespectively alongwith 1 each as VP & Jt Secyand 6 Mg Committee members. Outgoing prezP C Chadaga thanked the E C for  the smoothconduct of election, the administration for allhelp extended to assn and all members for theircooperation during his term as President.Secretary expressed his appreciation to theout-going president for his cooperation andguidance. The open session began with awelcome to the chief guest D Verma IRS, Pr CC of Income Tax, K B Krishna Rao ChairmanCCCGPA Karnataka and all others by Secy OM Bhaskaran. Meeting ended with a vote of thanksproposed by G S Setty followed by lunch. 

CAlICUT (KERALA ) : C G Penr’s  Assn -  General body - cum - family meet was heldon 13-09-2015 coinciding with ONAMcelebrations. Prez P Chandrasekharanpresided and lighted ‘Bhadradeepam’ followedby two minutes silence as a mark of respectto the departed souls. JUNAGADH ( GUJRAT ): BDPA - Distsecy, BDPA, JND D V Lavadia thru his letterdated 27-08-2015 has forwarded resolutions foradoption by fifth circle conference atAhmedabad to be held in July, 2015 relating to- 78.2 % IDA to BSNL pensioners for 01-01-2007 to.09-06-2013; reimbursement ofexpenses to DOT pensioners in residing outerareas of Ahemdabad & not entitled to CGHS;andspeedy revision of pensions of pre-2006pensioners by CCA Ahd in terms of GOI, DOP& PW memo dated 30-07-2015.

Srivastava whereinit was held that pension and gratuity are theearned property and pensioners have full right.Disapproved of New Pension Scheme. COOCH BEHAR ( WB ): Central Excise &Customs Penr’s Assn - 16th AGM was held inclub room of CE Divl Office. After condolingthe sad demise of Binapani Basak memberexecutive body, house by voice vote acceptedaudited accounts for 2014-15 followed bydiscussion on GOI orders dated 30-07-2015and exhorted BPS to continue its fight againstinjustice done to pre-2006 pensioners. SecyS K Roy presenting annual report expresseddissatisfaction over lack of activities due toinsufficient funds and exhorted members tocontribute regularly. House unanimously re-elected the existing body and co-opted RakhalCh Adhikary to fill vacancy caused. Meetingended with thanks to the chair.

Secy Genlbriefed about general hardships faced by CGHSbeneficiaries of 80 years and above due to non-domiciliary visits by CGHS doctors in emergentcases and other important matters. Arya Samaj Mandir for according permissionand extending cooperation.Tea andrefreshments were served at the end offunction.

RAJKOT ( Gujrat ): B D P A - 2nd  Distconference of BDPA (India ) was held onOctober 4, 2015 chaired by its prez S SSingada. Apart from office bearers from BDPAcomprising A N Patel,J P Kumpavet, D DMistry, R C Sharma, H C Bhatia, & N A Patel,Narendra Bhatt, Sr PM, Rajkot HPO alsoattended as a special invitee. M K Rawalanchored the function. Prez welcomed all. MKRawal & N Bhatt were honoured with bouquetand shawls. 2 minutes silence was observedin memory of those expired during the year.Minutes of the last meeting & accounts werepresented and approved. J C Mandaliapresenting the activity report, stressed needfor enrollment of more members. Speakersappealed for liberal donations to BDPA(India).Names of members sending donations regularlywere read and house applauded them.Executive prez J B Kumpavet stressed theneed for Joint Action Committee at All IndiaLevel and preparation of second line ofleadership. D D Mistry Genl Secy BDPA(India)touched all the issues of pensioners of DOT/BSNL and explained, in brief, the amendmentincorporated as Rule 37-A to Pension Rules(Revised) 1972and mergerer of 78.2% of IDA.Also informedhouse of publication of 4th editionof “BSNL Pensioners Telephone Directory -cum - Hand Book 2015”. Sh Narendra Dutt inhis address spelled the expectations ofpensioners from postal Deptt  and assured ofall help with a caution  to the pensioners tocontain their expectations within a reasonablesphere. Advised pensioners to keepthemselves abreast with latest developmentssuch as Core Banking System, ECS etc.Meeting ended with vote of thanks proposedby Mayur G Dhebar and a delicious dinner.

Grievances Advisory Committee(GAC) -  PrezP Chakraborty, Genl Secy Chinmay Das & JtSecys J K Dutta and NG Burman attendedGAC meeting in Wellness Centres 1 & 2 (CGHS) Shillong on 10-09-2015 and 19-09-2015 onbehalf of assn and brought to the notice of theauthorities various grievances relating toempanelment of Private hospital/Diagnosticcentre, posting of Specialists etc. In anothermeeting on 15-09-2015 with the AdditionalDirector CGHS, Shillong the above issues wereagain discussed. Prez Ingo Singh, Advisors AB Paul & T K Bhattacharjee also participatedin this and pressed the authorities for earlyremedial action to meet the shortfalls andsought improved medi-care. 

TAMBARAM ( TN ): All India Rly Penr’sSangam, Chennai - At the meeting held on 05-09-2015 presided by prez N Kalivaradan, afterprayer, Secy’s report and accounts werepresented and same approved. As usual sh AWilliam gave some health tips. An appeal tomembers for liberal donations & regularattendance in meetings was made by BThangaraj. A Selvaraj praised prez for his effortsto settle grievances of pensioners. A postalretiree Kannan explained about PLI. ShVelliangiri of CGPA Tambaram addressed theaudience on 7th CPC, details of memorandumsent by AIFPA spelling out major demands of50 % merger of DR,increase in FMA and IR.Prez in his speech recalled the demands sentby AIFPA and BPS to 7th CPC. He narratedthe grievances attended by him during themonth which included restoration ofcommutation of V Raman, revival of pension ofMs N Kalaivani and progress made inprocessing family pension to Ms D Saranya.He also explained importance of Teacher’s day.He referred to demands sent to 7th CPC bothby AIFPA and BPS. He thanked members fortheir large attendance. Meeting ended with voteof thanks proposed by P Rajendra Babufollowed by tea and snacks. 

TIRUCHIRAPPALLI ( T N ) : Central CivilPensioners’ Forum - Monthly GBM was held

at Srirangam on 20-09-2015 presided by RRengarajan. After prayers, prez welcomed thegathering. Minutes of last meet & accounts uptoAugust,2015 were passed. Sh D Srinivasanwas honoured with Ponnadai. Genl Secy washighly critical of CG attitude to appeal againstall judgements favourable to pensioners in thecontext of Hon’ble Supreme Court’s judgementof revising pensions of pre-2006 retirees. Helisted two orders - dated 30-07-2015 and dated19-09-2015. Desired CG to consider grantingfull parity on the anology of OROP for DefencePersonnel. Cited the judgement of Patna HCpronouncing that a person retiring from higherpost cannot get less pension than a personretiring from the lower post which is the feedercadre for the higher post. Advised members toget their PPOs rectified in view of 7th CPC reportto be out any day. Members were advised toregister their names for 60th AGM of BPS.House adopted resolutions for speedilydisbursal of arrears, full parity in pensions, earlyimplementation of 7th CPC when released andrestoration of 2/3 portions of PSUs absorbees.

TUTICORIN (TN ): C G Pensioners Assn -E C meetings held on 20-08-2015 And 21-09-2015,presided by prez S Pitchiah, wereattended by sizeable members. Homage werepaid to departed souls. After recitations ofprayers, minutes of the previous meetings andaccounts for intervening period presented.Explaining financial position, Treasurer SNatarajan proposed ways and means to improvethe financial status. Speakers dealt on localproblems. Matters relating to OROP, 7th CPC,arrears accrued to a section of pre-2006 C Gpensioners wef 01-01-2006  as per directionscontained in GOI OM dated 30-07-2015 andimpact of strike observed on 02-09-2015 wereexplained by the president & secretary. SecyGovindaraj informed house of having attendedthe just held Adalat of Customs Deptt Tuticorinas an invitee. Meeting ended with a vote ofthanks.
