Current Projects Social Inclusion Policies
Building on work in Nepal, Indonesia, India, and as a consultant to the World Bank, I am
working on conceptions of social inclusion – integration, assimilation, solidarity, belonging –
that inform national policies around the world. From affirmative action and reservations to
participatory budgeting, these policies combat exclusionary practices and promote the
incorporation of marginalized groups. In addition to contributing to the 2013 flagship report on
social inclusion of the World Bank (Inclusion Matters: The Foundation for Shared Prosperity,
2013), I advised the Indonesian Peduli project that coordinates the social inclusion actions of
hundreds of civil society organizations in that country.
Southside: The Decline and Rise of an Inner-City Neighborhood
Based upon a decade of ethnographic and historical research and three waves of a neighborhood
and control group survey, this book takes the sociological “community study” in a new direction,
one that situates neighborhood racial and socioeconomic change in the longue durée. It
examines how external forces at multiple levels constrain the efforts of local actors to shape their
built and social environments.
Immigrant Integration in Berlin
Based upon participant observation, interviews, and a survey of new immigrants and their
service providers in two Berlin neighborhoods, one in the former East, the other in the West, the
study examines how Muslim Turks and Arabs, Vietnamese, East Europeans and other
newcomers conceive of social integration in Germany. It emphasizes the local context into
which immigrants integrate and their reception upon arrival and over time in shaping their
settlement, institutions, and social relations. Preliminary results have been presented at
Humboldt University, University of Illinois-Chicago, Harvard, and Georgetown and published in
German Politics & Society. Presentations are scheduled for January 2015 at Columbia and
Harvard.
Why Is Co-op City Still a Co-op?
Based on research in historical archives, field work on site, and interviews with key informants
in 2012, this research asks why Co-Op City did not “privatize” like many other Mitchell-Lama
moderate-income housing projects in New York City.

The Return of Urban Fiscal Crisis
I organized panels comparing urban fiscal crises at two conferences, Urban Affairs Association
in April 2013 and the ISA RC21 in Berlin in August 2013. My paper puts the Rhode Island
urban fiscal crises in historical and comparative perspective. In the fall of 2013, I received
funding from the Ford Foundation and Dean of the Faculty Lectureship Fund to hold a two-day
conference at Brown University on “The Return of Urban Fiscal Crisis” assembling financial
experts, public officials, and scholars from around the United States and Europe.
Muslims in India
With a seed grant from Brown’s India Initiative and a fellowship from the American Institute of
Indian Studies, I am collaborating with Ashwini Deshpande of Delhi School of Economics on a
quantitative study of Muslim socioeconomic disadvantage in India.
